The progressive USA federal income tax has been, it seem to me,  ever 
since dirt, and I have never heard or though of it as a socialist 
system.  A flat tax is applied evenly across the board in a world where 
people are in very different social-economic levels, so it really 
doesn't have the fine tuning need to be fair or suited for use as a tool 
to encourage social and economic change like stimulating the economy or 
encouraging investment in alternative energy.

It's not fair to tax a guy with a flat tax that worries how he can make 
it through another day alive, because he lacks enough income to buy the 
bare necessities needed to subsist, like food clothing and shelter, 
while giving a guy that is making millions or billions of dollars, which 
he hoards away, the same flat tax rate.  The difference for anyone that 
can't see it is the guy struggling every day to make a living need help, 
while the selfish, greedy sob making billions a year, which he hoarded 
away, doesn't need tax relief or a relatively low tax rates; because, he 
already has more than he can spend in ten life times.  LOL
