I haven't seen (or heard) any opinions on this other than Luke's
comments above, since I sent out my email about this.  Not quite what I
would call a "clear consensus", but probably close enough. ;-)

I believe that Matt was planning on touching the development lifecycle
wiki page for other changes, so I'll check with him, and coordinate as
necessary.
