The [#xxxx] notation started during the past summer with a script that
was developed in the dev team, and I've been mildly grumbling about it
the whole time.  (Note that this isn't much more than mild grumbling
on my part.)   Our lifecycle doc says to use "fixes" and that this
automatically closes the ticket (which is no longer true).

My point is that this was (and is) a deviation on the part of the dev
team from what the community has been doing since 2006/2007 or so, and
that to my knowledge it has never before been discussed with the
community.
