Please forgive my ignorance, but is it the case that an ENC does nothing 
but (maybe) provide an environment under 'puppet apply'?  If puppet were 
going to also apply classes specified by the ENC or to set top-scope 
variables other than $environment, then disabling the ENC is not really a 
viable override.
