Spacers for one. A portion of a layout/widget or w/e you want to name
it should really be dependant on an image, really an image should
supplement the core functionality and have data to describe the size
and structure of whats available to be manipulated. Otherwise, bam,
lockdown.

This opens the door for people to do things that you might think are
inappropriate like create spacer widgets to get stuff looking just
right. But hey, if it gets people creating quickly and easy, then you
have a design boom like the 90's and creative uses of html tables.
