If a dialog stays on top of it's main application window or not is as far as I
know a
feature of the used window manager. On my KDE system the main application
window will be grayed and the dialog is displayed on top. No way to get it
below
the main application window.
If you name a special dialog I can test if it behaved different to the rest.
