If you say it doesn't have to do so, I made an error configuring it.

Are you using 1.2.7 or later? That's how it used to behave (for a very long time), but it's not supposed to do it any more. I spent a significant amount of time rewriting the code that reads/writes .qmail files for it to not do that.
