If you read Article 11 of the ARRL Articles of Association, it's clear that
they are talking about financial conflict of interest - that's what I was
addressing.

"No person shall be eligible for, or hold, the office of Director, Vice
Director, President or Vice President whose business connections are of such
nature that he could gain financially through the shaping of the affairs of
the League by the Board,

or by the improper exploitation of his office for
the furtherance of his own aims or those of his employer.

I believe the word OR indicates that a condition other than the one immediately before the word OR may also apply.

Thus, the phrase "the improper exploitation of his office for the furtherance of his own aims" could well refer to your NCI aims that appear to be at odds with the ARRL.
