Ian What you suggest woould probably solve the floor popping noise, but I find it usually best to weld. If you decide not to weld, I have come across a superb adhesive applied from a normal caulking gun, known as Terostat 9220 made by Henkel, you will have to Google it to find a supplier as I got mine straight from the manufacturer for a work related job. You should use this for bonding the strip to the floor as well as the bolts through to the seats. Alternatively you could drill and rivnut the ally section.
With owning a kit car it is alwayas useful to find a friendly local welder. I got yellow pages out, found a man in a shack, who has since proved extremely useful for the odd welding job and supplying lots of scrap metal offcuts and tube etc in stainless. Sometimes he charges a niminal sum, sometimes for free or a bottle of wine!!!
