David, More specifically, for those survivors that show leap warnings, a counter is incremented. If any survivoe, referencde clock or not, does not show warning the ocunter is not incremented. For refclocks the counter is set to the number of survivors, but only if the warning is lit. After this, if the counter is greater than half the number of survivors, the system leap warning is lit. You are welcdome to suggest an alternative method on the basis that some refclocks do not implement the leap warning and others may show a warning in error.
