The point is, there is no downtube shifter setup that would require anyone to reach into the wheel. In fact, you aren't anywhere even close to the wheel. Now perhaps it might seem that way. Does it seem that you are in danger of reaching into the wheel to retrieve a water bottle?

And I say this as a person who doesn't like, and even back in the day didn't like downtube shifters.

Fair's fair. It's perfectly fine to say you don't like 'em without having to point to exaggerated, fancied dangers as a reason for not liking them. (Same's true WRT people who don't like bar end shifters: it's OK to not like them just because.)
