The shop I would recommend is Blue Heron Bikes in Berkeley. Blue Heron has the Clem L, among other things. If her budget is like $300 though, I don't know that she'll find anything there. She maybe should have a look at Public Bikes to stay in the 400-600 range, but that's just direct online purchasing.
