Heidrun, AACR2 A.7B1 calls for capitalization of words or phrases that do not make up part of the name of the publisher, distributor etc., e.g. "Released by", "Printed in association with", etc. My thinking is that this is simply a holdover from AACR2, and does not really make any difference at all to the user. Outt of habit, I capitalize. You are correct in that it doesn't seem to be part of ISBD, so where it came from, I don't know.
