Deborah, thanks for pointing it out. I actually thought about that. But my concern is that the element title is Publisher's Name. We transcribe a publisher's name in the form as it appears on the source (the representation principle). I am not sure if the statement of function is supposed to be a part of a publisher's name. I do not mind the removal of "other than solely publishing" in instruction at 2.8.4.4. But it seems to be a big difference :) At least the relevant instructions in the three statements are not consistent.
