Yes that is correct, when you telnet to the other
server make sure you export your display to the client
system (could be :0 or :1 depending on whether you
current client system is running an x console).

You could also use VNC (vncserver) by Virtual Network
Computing to run on the server, and then vncviewer to
view an X desktop on the client.

I find VNC much better to get the full desktop on your
client, however if all you require is just X sessions,
then exporting them via your DISPLAY variable will
suffice.

One note: if you're going over slow-bandwidth links
using VNC, there is a Sourceforge project called
TightVNC which works faster than the standard VNC.
Check all this out via a google search if you're
