Over the weekend I decided to try out KDE2 (on my laptop, running RH7), and I had a 
similar problem.  Something I was playing with (in KDE?) changed the permissions on 
/dev/ttyS3 (modem), from 666 to 644 (I think).  Once I changed the permissions back, I 
had no more problems.

So maybe you should check the permissions on your /dev/ttySx (wherever you have your 
modem)?
