Well, as far as I know FAPSI (, == Federal Agency of Government Telecommunication Services) requested Microsoft to open cryptography code in Windows 2000, before Windows is installed in government offices. There is nothing special in such request, as it's federal requirement - to check all critical paths in installemnts. In particular, FAPSI checks all telecommunications (telephone, Internet/network, etc.) And guess what?.. Microsoft rejected to allow audit of their cryptography! // Crazy, crazy Microsoft! And guess what happened next? FAPSI put restrictions on distribution of Microsoft software. Welll, real looser of this story was Microsoft. FAPSI made an order prohibiting sales of Windows 2000 (and other versions) which contain 128-bit cryptography. Now Microsoft has obligation to ship to Russia all WIndows 2000 (and XP) boxes with *40-bit* code only. // sorry for off-topic.
