One reason I suspect-Lots of 'ham-friendly' radios get sold by 
unscrupulous dealers who just want to sell radios. They will put 
'unused' (or so they think) ham freqs in them, sell them to a business, 
or even a gov't agency, and be told 'we added a couple of 'private' 
channels where you won't have interference.' And Moto dealers have been 
known to be on the list too...
