You are correct - FLAC is deliberately asymmetric so it is expensive to encode and cheaper to decode. Lossless Compression (which is all that FLAC ever does...) @ 44% sounds good to me at level zero for certain types of music. The amount of compression achievable depends heavily on the nature of the music.
