The way I've got DR set up, that's quite done through the code
actually.. It IS possible to convert a h/s base into a  base that
supports rp, though it's hard to tell what one persons rp is, vs
another's any more.. Here's a few ideas though, stuff I've done with DR:

A> Make the deity system actually count for something.. On DR, you get
awarded favor with each kill (and more as soon as I find the time to
work around the code a bit), based on the alignment code. I've taken and
seperated alignment (put that towards classes) and added disposition to
the code. If a person strays too far from their god's disposition, they
get cursed, lose all of their favor and are screwed.. Of course there
has to be a use for favor, and that's where recall, minor spellups,
recover and other things come in, through prayers.

B>Relationships: yeah, I kno some don't approve of 'em, but if your
mud's anythig large, people are going to want to get involved with mud
marriages and the like. Again, the way DR is set up, I've made that
wholely relevant on the time they've been together (as it should be
IMO), startin out dating, progressing upwards.

C>Hometowns: How people implement hometowns works quite well for RP. 

D>Personal Traits: I've implemented a system on DR with additions such
as hair, eyes, hair length, odor (smell), etc. So, each person can be
either a smelly bum, or a well groomed business person, depending on
their own traits.

E> Clans: Depending on how you work this, clans can seriously encourage
rp. I've got DR set up  so that any pk has to be rp'ed, removing
senseless pk..


Of course, those are just personal opinions, but they're all additions
that can support RP. You'll never fully be able to remove the H/S mode
of Rom, IMHO, but you can change the importance of it through code...
