I'm running a W7(64-bit) system using RPCEmu 0.8.9/4.02 and networking is rock solid, settings are retained between reboots of the master PC, and in all ways the RPCEmu system behaves exactly like native hardware. I've set the network bridge up on a cabled connection with fixed IP addresses, and disabled DHCP in the router. The PC side connects wirelessly and obtains an IP address automatically, and that too is stable. Of course I would prefer to be running 5.19 and get the advantages over 4.02 that would bring, but ATM reliable, hands-off (i.e. not having to rebuild settings after each reboot) networking is a must-have for me. Sounds like 5.19 is not there yet, unfortunately.
