At some point, there is no reason to upgrade epel7 if we start to disable features there. Mythtv users that wants newer version should upgrade to a more modern Base, like CentOS8 or soon Stream 9. Also please remind that most EL end-users literally "hate updates". Also if mythtv has bumped support for a newer libvpx, you might also revert the patch to use a newer API (for el7 only) and revert back to the API used by el7 libvpx. That's the "game" with supporting EL anyway where you will have to rely on older libraries.
