Individuals can choose to build/use a later libvpx for their own use (with some specific caveats about potentially breaking some other things), but that is not something that can be done by RPMFusion directly. And a possible alternative of one of the RPMFusion MythTV packagers doing the development and creating a large patch to create an entirely new embedded libvpx instantiation inside the MythTV package itself is something no one seems likely to even consider. As Richard mentioned early in this thread, EL7 libraries and functions, while still working well for apps developed in the same time-frame of EL7 release of 6 years ago, is simply too old for much modern software.
