[SA-list] Need an alternative to TAP dialup

I was using TAP with a Cingular 800 number which it seems they have done away and replaced it with a 408-xxx-xxxx number. Does anyone know of a way to hook up a cheap cell phone to a server to use it to send SMS messages over Cingulars network to my cell phone? I know SMS internet gateways exist, but I'm looking for a way to be notified in the event of a circuit failure, firewall failure or any other such calamity that would prohibit using an SMS gateway.   Thanks!
