If you are looking for low power consumption look at some of these.

Most of their boards and power supplies run fanless even, so they are
very quiet and consume very little power.  Although, I wouldn't think
that buying new hardware would save much money.

Well, I do run 2 PCs continuously, and that made a noticable difference 
in my monthly electric bills.  My 400 MHz Celeron isn't a big power draw

all by itself, so you're right; it's not the best place to look for 
power savings.  Still, every little bit helps, and if I can get faster 
performance and lower power draw at the same time I'll take it!  I've 
also decided that I'll save money in the long run by spending the cash 
to replace my old 21" CRT with an LCD display.  The CRT isn't on 24 
hours a day (though it is on a lot longer than I should be sitting in 
front of it!), but it is a major power hog (from the pre-Energy Star
days).
