If you are looking for low power consumption look at some of these. http://www.mini-itx.com Most of their boards and power supplies run fanless even, so they are very quiet and consume very little power. Although, I wouldn't think that buying new hardware would save much money.
Thanks for the link! You're right about buying new hardware not saving much money. I think in this case I can make use of some components I have left over from upgrades on another computer. Buy new hardware, though, allows you to use the old hardware for a new project, or to donate the old hardware to a friend/family member/charity.
