Is your satchmo shop running on localhost? When you place an order using paypal, the site directs you to paypal, and you make a payment (whether its sandbox or not this still applies). When paypal processes your order, it needs to contact your satchmo site to tell it the payment has been processed. If your satchmo shop is running on localhost, Paypal has no way of contacting your shop to tell it a payment was processed.
