That's exactly right.  Also, I believe that that PayPal Sandbox doesn't call
back properly to Satchmo stores in any case.  At least it didn't the last
time I was testing.

What I often do is to set up a special product test on a live or beta
server.  I make a product that costs $.01, and turn off PP sandbox mode.  I
then can test everything, not spending much at all, but still conclusively
validating that the PayPal callback does work and the order gets marked
"New".
