I think Savannah already used or planned to use sv_mailman or similar,
but it is currently desactivated and is on the sysadmins' TODO list.
The code I mentioned only use sfverify to check whether the mailing-
list already exists, but since I saw no reference to list creation,
that part must be done at mail.[non]gnu.org.
Taking sfverify from savannah's repository and putting it back would be
an even simpler solution ;)

But, sure, it takes cooperative sysadmin that, at least, allows you
to access the mail server, in order to install the script and the
Savane perl library, since the script rely on it.
Apart from that, there is still the possibility of grabbing an old
package of mailman, say the one shipped with Debian woody.
