I happen to use ActiveState Perl on my Windows system for some stuff
that is not related to LMS (was part of my experiment to try to learn
more Perl).
I was getting a certificate verification problem when it tried to access
a site today ( at api.mediathek.br.de )

You should install any available update. Some certificates your system
provides need an update. See eg.
https://letsencrypt.org/docs/certificate-compatibility/. They expired on
September 30. This is not a server side issue, but client side. Jessie I
rather old, might even be end of life already.
Problem was in the html file, an issue with variable being defined vs
empty and I could not see it on my test system

I have no 'country' defined
I just ran my quick check and it shows 5 hosts and each have expiry date
set for about 2 months in the future.
When I ran the same check during the last problem phase it showed the
problem. So looks like you have a different problem.

Starting today, LMS consistently times out connecting to mysb.com,
leaving me unable to access Tidal and other mysb-dependent plugins. I
can log in via a browser on my phone, however. Here is a portion of the

-mac- is the name of the transcoding binary for ape files. "Monkey's
Audio Console Front End", I believe.

The file was there and looking rather filled but that "wizardDone:
1"-entry wasn't, so adding it to that config-file got me into the
interface again to have a look at the damage. You are right, there are
