In the meantime I've upgraded to 18.04 Bionic with kernels 4.15.0-55 and
upward (current: 4.15.0-153), including the patched radeon-driver. So
the flickering - problem is solved for me.

make the fix for bug #1791312 depend on either the card-version or (more
flexible) a kernel-option for the radeon-driver.
As told, the fix works well for "AMD/ATI] RV530/M56-P controller"

today I've updated the kernel to the current version 4.15.0-54 and ... the
screen flickers again (!!!)
while the version from https://launchpad.net/~kaihengfeng is working
perfectly!!!
The differences:
current kernel 4.15.0-54: radeon.ko version: 2.50.0; module-size: 2342342
kaihengfeng kernel 4.
I've tested the kernel 4.15.0-52 (from khfeng) on my laptop and found: THE
FLICKERING IS GONE!
Screen is O.K. in text and graphic - mode. Console switching works too.
So, Paul's bugfix seems to work! Many thanks!
I found one small thing:
the new radeon.ko - module identifies itself still as
"...
.. as recommended I tried 3.14.79-031479-generic;
giving me radeon.ko version 2.37.0 and the screen is o.k. No flickering.
btw. I had the same result e.g. with "puppy_tahr 6.0.5 boot CD" which has the
same radeon-version (2.37.0).
My guess: the flickering-problem starts with radeon 2.39.0 upwar
I tried the glamor / tearfree - advice, but: with NO success; still flickering.
And, btw.: I don't think the flickering is an Xorg-issue;
it starts in "textmode" (!!) as soon as the radeon-kernel-driver loads. I think
the kernel-driver
does NOT read Xorg-configurations.
Just for fun, I've tested
I found a "kind of work-around":
in grafic-mode, switch the mode several times forward and backward,
e.g.:
xrandr --output LVDS --mode 1440x900
sleep 2
xrandr --output LVDS --mode 1680x1050
put the commands into a script, run that script 2 ... 5 times, until the
flickering suddenly stops.
I tried an advice which I found in the internet:
kernel-option: radeon.new_pll=0
But that results in: ... radeon: unknown parameter 'new_pll' ignored
So: my radeon-driver HAS NO new_pll option.

Sorry, but it turned out that the flickering-issue is NOT really fixed with the
upstream-kernel.
Sometimes a boot again ends in a flickering screen as before.
Now I have the following scenario:
- boot 14.04.5 LTS with kernel 3.13.0-157
-> screen is ALWAYS o.k.; NO flickering
- boot 18.04.1 LTS

and it seemed to be fixed!
No more flickering.

-> the screen still flickers ...
meanwhile I use a 'work around':
ubuntu 14.04.05 LTS, kernel 3.13.0-157
-> the screen is o.k. (NO flickering)
BUT: that is not a real solution ...

After some testing and google'ing I found a work-around ...
after exiting X, the console seems to be in a kind of "dpms off - mode";
as root:
vbetool dpms off # (I don't know why, because the VTs seem to be 'off')
followed by a
vbetool dpms on
makes the VTs
