this discussion should not be ended all of a sudden. we all know that
on one hand u.n. has imposed a regulation for the safe guard of the
rights of the disabled persons. it is the duty of all the organization
to provide accessories free of charges. they receive money from many
charitable organization. as such prologics should not do things in the
interest oof money. if you talk of foreign countries, it is the duty
of each and every organization to appeal wto that it should impose
special rules upon the developed cohuntry's companies that they should
provide goods and accessories for the use of blind on a very low cost
so that a blind living in a developing world could enjoy the benifit
of it. on the other hand vachak is not very compitent. it can not read
out printed scanned pages. even otherwise it is a combination of
outloud, which may be said as a theft when it uses jfw like voice. it
has several defects. i have gone through some others like vidyavriksha
and webel technology. this is nothing but the sheer waiste of time.
had it been a compromising condition with k1000 or jfw, i think we
would have been more benificial. i hope nab inid shall look into it
and shall do the needful.

Parents of children with special needs (disabilities)
need not despair anymore, especially when it comes to
finding special educators. 

Now, through its Inclusive Education for Children with
special needs (IED) programme, the government has
kicked off a special scheme wherein special educators
will be able to reach the doorstep of these children
in need. 

All that the parents of such children need to do is to
register with the nearest office of the education
officer to seek help. 

Speaking to DNA, IED programme state coordinator Ajay
N Kakade disclosed that getting a special educator
would be as easy as walking up to the nearest
education
office or the local district disability coordinator or
in case of urban metros like Mumbai and Pune the civic
body’s education department or the local
ward office ans asking for details and help. 

In villages and talukas, parents can approach the
sarpanch or local health officer respectively. Besides
this, all the 35 districts of the state would have
a district-level 
disability commissioner who too can help the parents,
added Kakade. 

Stating that the government has already begun
registration of those students who have just cleared
the two-year diploma course for special educators,
Kakade
said the allocation per child under the programme is
Rs600 while the overall budget for implementing IED is
Rs2,384 crore. 

The programme will cover children with disabilities
that include orthopedic, visually impaired, hearing
impaired, mentally retarded, learning disabled,
speech impaired, autism, cerebral palsy and multiple
disabilities. 

So far, 4,02,192 lakh children in the state have been
identified. In fact, starting December 3 the
government will start a pilot programme for school
readiness
for children with special needs in eight select
districts, including Thane, Nashik and Pune.

An educational assessment by the educator will decides
whether the child is to be provided with home-based
education or regular schooling or a pre-school
education programme, thereby making possible an early
intervention. 

Kakade disclosed that under the programme 70 per cent
corrective surgeries have already been performed on
the disabled children. 

Over 2.9 lakh children with special needs have been
identified in the state for support services which
range from providing spectacles, orthopedic aids,
brail books, escort allowance and other such services.


Of the 4,02,192 lakh children identified with special
needs in the state, 3,59,021 lakh are enrolled under
the programme. 

As against 2,316 posts of special mobile educators
(teachers), the government has been able to fill up
850 posts so far.

Chennai (PTI): An auto-driver here committed suicide in order to donate his 
eyes to his partially blind younger brother, but his sacrifice went in vain
as the cornea was found medically unfit for transplantation as it could not be 
removed in time.

Upset over his brother Karthik (24) losing his sight steadily due to a nervous 
disorder, Ravikumar (26) out of immense love for him ended his life by hanging
himself at his house in a north Chennai locality on Tueday afternoon, police 
said.

Please give my eyes to my brother after my death, Ravikumar had written in 
the suicide note.

Tragically for him, his cornea could not be removed in time as the suicide note 
was noticed only late in the night, about six hours after the death, they
said.

Unfortunately for Ravikumar he was not aware that his brother's chances of 
regaining the sight were remote even with transplantation as Karthik's 
connecting
nerves in the eyes were damaged, police quoting doctors said.

Yet, when the body was taken to the Kilpauk Medical College to find out whether 
it was still possible for the eyes to be useful, the doctors there expressed
their helplessness.

GAINESVILLE: Three decades have passed since gene therapy pioneer William W. 
Hauswirth, Ph.D., and his colleagues at the University of Florida began work
on a virus that could safely deliver corrective genes into living animals.

It's been six years since a multi-university team used gene therapy to give 
sight to puppies born with a defect that causes blindness, according to 
Eurekalert,
the news service of the American Association for the Advancement of Science.

Now the gene-transfer technique is being tested for safety in people in a phase 
1 clinical research study conducted by the University of Pennsylvania and
the University of Florida with support from the National Eye Institute of the 
National Institutes of Health.

A young adult with a form of hereditary blindness called Leber congenital 
amaurosis type 2, or LCA2, received an injection of trillions of replacement 
genes
into the retina of one eye this month, making the volunteer one of the first 
people in the world to undergo the procedure. Shalesh Kaushal, M.D., Ph.D.,
an assistant professor of ophthalmology at UF, performed the gene transfer.

The volunteer was discharged last week from the General Clinical Research 
Center at UF.

In all, six adults and then three children between the ages of 8 and 17 will 
undergo the gene-transfer procedure at UF over the next year or more before
safety data are fully evaluated. Names are not being disclosed for privacy 
reasons. Potential risks are discussed with prospective participants as part
of an extensive screening and informed consent process.

This is the first study of its kind to investigate inherited blindness, said 
Barry J. Byrne, M.D., Ph.D., a professor of molecular genetics and microbiology
and director of UF's Powell Gene Therapy Center. The accomplishment reflects a 
great deal of work and dedication on the part of Dr. Hauswirth, as well
as many other scientists and physicians, including Samuel G. Jacobson, M.D. 
Ph.D., professor of ophthalmology of the University of Pennsylvania, and 
literally
dozens of people who were involved in manufacturing and safety testing the gene 
transfer agent here at UF.

Hauswirth and Jacobson - the trial's principal investigator - were among a 
multicenter team of NEI-supported clinicians and scientists that first 
established
proof-of-concept for gene transfer for LCA in rodent models of the disease and 
in a breed of vision-impaired dogs called Briards. Restoration of visual
function in dogs occurred in 2001 and has been described as remarkable and 
long-lasting.

Six years have gone by since the Briard puppies - Lancelot was the breakout 
star, going on to shake paws with lawmakers on Capitol Hill - acquired sight.

The idea of the therapy is simple, said Hauswirth, UF's Rybaczki-Bullard 
professor of ophthalmic molecular genetics. If cells are missing a gene for
a vital function, such as vision, the therapy is to replace that gene.

After rigorous preclinical safety studies in animals, including demonstrating 
the safety of the procedure in non-human primates, the investigators began
a human clinical trial.

The effort involved intense collaboration with several investigators playing 
major roles, according to Jacobson. A short list of the key clinicians and
scientists from Penn includes Artur V. Cideciyan, Ph.D., a research associate 
professor, and Tomas S. Aleman, M.D., a research assistant professor, both
from the department of ophthalmology.

In LCA-type diseases, photoreceptor cells are unable to respond to light. NEI 
and NEI-supported researchers have found that LCA2 is caused by mutations
in the RPE65 gene, which produces a protein with the same name that is vital 
for vision. This trial will evaluate the use of a modified adeno-associated
virus - an apparently harmless virus that already exists in most people - to 
deliver RPE65 to the retina.

Viruses have evolved a way to get into cells very efficiently, more 
efficiently than anything else we know to deliver a piece of genetic material 
to a
cell, Hauswirth said. So all we're doing is using evolution to our advantage 
- in this case, to deliver our therapeutic gene.

Instrumental in developing the first gene-carrying adeno-associated vectors 
were eminent scholar Nicholas Muzyczka, Ph.D., a professor of molecular genetics
and microbiology at UF, and Kenneth Berns, M.D., Ph.D., director of the UF 
Genetics Institute. In 1992 Muzyczka and Berns patented a form of the 
adeno-associated
virus capable of introducing foreign DNA into mammalian cells. Terence Flotte, 
M.D., former chairman of UF's department of pediatrics and the current dean
of the School of Medicine at the University of Massachusetts Medical School, 
was instrumental in the early organization of the trial. Byrne is the principal
investigator at UF.

But God knows what would be the real cause of his suicide. That auto-driver
might have his own problem in his life and he would have thought at least
his eyes can be useful for his brother.
Anyways if he has done this just for giving his eyes to brother then it is
not a sacrifice at all but an example of his foolishness. the incidence
shows that how people are afraid of blindness an not aware that a life can
also be lived without the eyes with full of pleasure.
Committing suicide is the one mistake and doing it for giving eyes in the
name of sacrifice is the another mistake.

 Chennai (PTI): An auto-driver here committed suicide in order to donate
his eyes to his partially blind younger brother, but his sacrifice went in
vain
 as the cornea was found medically unfit for transplantation as it could
not be removed in time.

 Upset over his brother Karthik (24) losing his sight steadily due to a
nervous disorder, Ravikumar (26) out of immense love for him ended his life
by hanging
 himself at his house in a north Chennai locality on Tueday afternoon,
police said.

 Please give my eyes to my brother after my death, Ravikumar had written
in the suicide note.

 Tragically for him, his cornea could not be removed in time as the suicide
note was noticed only late in the night, about six hours after the death,
they
 said.

 Unfortunately for Ravikumar he was not aware that his brother's chances of
regaining the sight were remote even with transplantation as Karthik's
connecting
 nerves in the eyes were damaged, police quoting doctors said.

 Yet, when the body was taken to the Kilpauk Medical College to find out
whether it was still possible for the eyes to be useful, the doctors there
expressed
 their helplessness.

Yesterday, we took a look at what teh TOEFL is all about, its format and how 
you can appear for it. Today, in the second part of the series, we look at
how you can prepare yourself for the test and other relevant details you should 
know.

How to prepare for the TOEFL

the requirements are for the college/ university you are interested in

The average minimum score required is approximately 70 for iBT, but prestigious 
universities have higher expectations.

language that you would hear on campus and in the classroom in the US. Read
textbooks, encyclopaedias, journals and research articles that will familiarise 
you with this type of English. 
. Use practice tests: Practice makes perfect! There are many textbooks 
available in the market with exercises, vocabulary, practice tests, CDs and 
explanatory
answers. You can also look for free samples on the internet to supplement your 
textbooks.

. Build up your stamina: You can expect to be at the computer for 4 hours for 
TOEFL iBT. Most students have an attention span of about 2 hours, which is
the maximum length of most classes, and after this, performance starts to 
weaken. Aim at working up to longer practice test sessions. You must get a good
night's sleep before the test and you cannot afford to be tired! You must also 
learn to pace yourself and watch your time very closely. 
. Listening tips: In the TOEFL iBT you are allowed to take notes during the 
listening section. When practising, don't replay the CD more than once. On the
real test you will only hear everything once, as you cannot replay the passage. 
You have to train your ears to listen right the first time. 
. Reading tips: Skim through the passage, read the questions, then read the 
passage for details to answer the questions. The questions usually come in the
order they appear in the passage. Train your mind to anticipate the type of 
questions you will be asked by taking several practice tests. Always review
your answers before going to the next section. 
. Writing tips: Keep your writing simple and clear. Don't use vocabulary and 
punctuation that you're not sure of. Make sure to use lots of examples to 
support
your essay. Transitional words and phrases will make your essay read smoothly. 
Always leave time to review what you have written.
. Speaking tips: Learn to make a list of topics that are familiar, and practice 
speaking about them, or describing a familiar place, or recount a personal
experience and practice giving one-minute responses to topics.

~ Score reporting
The overall score for TOEFL iBT is expressed on a scale from 0 to 120. The 
score report shows the scores obtained by the student in the four skills: 
Listening
(0-30), Reading (0-30), Speaking (0-30), Writing (0-30).The scores are 
available online on the ETS website 15 working days after the test date. The 
printed
score report will be mailed by ETS to you after another 15 working days.

You can choose up to four colleges/ universities to which you'd like to report 
your TOEFL iBT scores, this option is available free of cost prior to taking
the test. You can visit 
www.ets.org
 for 4 free online score reporting, by using your login and password, up to 24 
hours in advance of your actual test time. For every additional report, you
will be charged $17 per university, which can be done after taking the actual 
test.

It is a good idea to restart the system as often as practically feasable.
Each time you do that, the OS gets a chance of cleaning up the memory and 
close all pointers to memory locations.
In conclusion, hybernate, when you don't have the time to restart; 
otherwise, always do a normal shutdown.

 The fundemental diference between hibernation  and stand by mode is
 that the former requires a bit of power and the later doesn't. When
 you put your system in to hibernation  mode, it sleeps without closing
 your programs and you can start working wherever you left before.
 Technically it shouldn't harm the system. But I will be a bit careful
 about the stand by mode particularly when I don't have enough of
 back-up power. Also Vista systems are designed in such a way that when
 you are running out of power, then the system automatically gets in to
 hibernation.

Bottom line: not very good.
A Celeron processor just doesn't have the power to drive vista.
1 gb ram is not sufficient for vista either (or for a lot of new software) - go 
for 2 gb.
80 gb hard disk is something most vendors replace with 120 or 160 gb for free 
these days.

Look at lenovo R series laptops if you have someone who can get you one from 
the US. I saw some very good deals on good config lenovos while shopping around 
for someone.

This may be possible if you are sited.  However, if you're blind, I suggest
you use something like Microsoft Excel to generate the charts you want and
then import them into Microsoft Word.  Needless to say, you would need to
have the requisite coordinates of these charts before you can generate them
in Microsoft Excel.

Bangalore-based Instacoll, co-founded by Sabeer
Bhatia, Sumanth Raghavendra and Kaushal Cavale, today
launched an application called Live Documents, which
is a hybrid online-offline office suite of
applications with features similar to Microsoft Word,
Excel and PowerPoint.  
In development for the last two years, the product is
truly a ‘Made in India’ product, according to Sabeer
Bhatia, chairman, Instacoll.  
“I believe Live Documents does what Hotmail (which
Bhatia sold to Microsoft for a little over $400
million) did for e-mail,” he said.  
Sumanth Raghavendra, CEO, Instacoll, said, “The launch
of Live Documents will fill all the gaps that
Microsoft has not been able to fill, especially in
the online category. With its software and services
approach, users can access this via a hosted model, on
premises servers or use a plug and play appliance.”
 
Instacoll is doing a controlled release, but within
the next 2 to 3 weeks will make it available to
everyone across the globe. Individual users can access
this for free, till the company decides on the
pricing. However, the enterprise version will be
charged.  
The company already has Aricent (earlier known an
Flextronics) as its first enterprise client. Almost
7,000 employees of Aricent will be using this
application.
 
“The pricing will be minimal even for the enterprises.
As low as $50 for the full year or $10 per month.
Volumes can always bring down the price further,”
said Bhatia. He pointed out that Live Documents will
allow companies to cut costs.  
Using Rich Internet Application technologies such as
Flash and Flex, Live Documents allows a user to view
and edit documents with any common browser, on
any operating system, from anywhere.  
The application also allows collaboration on real-time
basis. The company claims that almost 3,000 people can
collaborate together on a single document
on real-time basis.

Illegal `hub` a problem for entertainment, IT sector

Shalini loves to watch a just-premiered Hollywood
movie, listens to the latest English music and sifts
through volumes of restricted data, and even copies
and distributes them to her friends from the comfort
of her Mumbai residence.  
She is not a geek, but a teenager and knowingly logs
on to what is termed a “hub” using a normal Internet
connection.  
The entertainment industry is not amused by her
activities, neither is the IT sector since it has
given rise to a new breed of e-criminals (piracy is a
crime according to the Indian Cyber Act 2000).  
Moreover, system administrators abhor her existence
since her downloading clogs their corporate networks,
weakens their firewalls besides disseminating
unregulated content.  
Welcome to world of DC++ which teenagers are using as
the underworld of cyberspace. DC++ is a free,
open-source, peer-to-peer file-sharing client, that
can be used to connect to the Direct Connect (DC)
network. It has been developed primarily by Jacek
Sieka, nicknamed arnetheduck.  
There are similar hubs across the world and they use
peer-to-peer software (mainly open source) like
SolarSeek, FrostWire and LimeWire. However, while
figures
are hard to come by, most of the hubs in India and
abroad are believed to be using DC++.  
Peer-to-peer networking refers to communicating with
different computers on a network.  
The files are either stored on the network or users’
hard disk, and it works much like grid computing. The
hubs provide a download speed of up to 1 GB,
much higher compared with a 64 kbps connection, where
the speed could be around 15-20 kpbs. A movie can be
downloaded from the hub in around 60-90 minutes.
 
A rough estimate says there would be around 1,000 hubs
or so in India itself, with 20-25 hubs in each metros.
 
“The industry is aware of its existence. There are a
lot of people logging on to such hubs and downloading
files, using peer-to-peer technologies,” said
Vijay Mukhi, a pioneer of Internet in India.  
Mukhi, also the president of Federation for Internet
Security and Technology (FIST), adds that “bootlegging
on the Net is becoming bolder as people know
that cyber laws are not strong enough to nail them.
Sadly, it’s the film industry that becomes an easy
prey. While piracy will kill the film industry,
these hubs result in creating a new breed of
e-criminals. The industry has to act immediately to
stop this.”  
A Chief Technology Officer with a leading IT firm said
on condition of anonymity that hubs are set up by the
Internet Service Providers (ISPs). These have
Internet protocol (IP) addresses, which are provided
to people by word of mouth. The users have to download
a program file (.exe) to begin using the hub.
 
Internet Service Providers’ Association of India
(ISPAI) founder and board member Amitabh Singhal
opines: “The recent hub culture is a part of
Internet’s
evolvement, which is a place for a lot of innovations
and possibilities. The DC++ suite and hubs are not
illegal, but like every technology it can also
be misused. It’s impossible to monitor every user
(ISPs are responsible as per the IT Act 2000 for
content that passes through their networks).”  
Not a single ISP responded to email questions sent by
Business Standard on this subject. A cyber crime
lawyer said: “In the US, there have been instances
of music companies filing piracy suits against the
hubs and courts levying penalties. In India, the cyber
laws have to evolve, but self-restraint is the
best method to be adopted.”

support for accessibility, will help the visually
impaired users to use Yahoo! Mail with similar ease as
other users. The Yahoo! Mail classic works on all
standard screen reader software.  
A screen reader software helps in identifying and
interpreting what is being displayed on the screen and
then represent this to the users with text-to-speech,
sound icons, or a braille output.  
A form of assistive technology, screen readers are
usually beneficial for visually impaired or learning
disabled people.

We have to at least partially blame the mass-media, especially films,
where some heroes are shown to end their lives to donate eyes. They
spread scientifically false information. For eg: many people have asked
me if donating eyes isn't possible to cure my blindness and don't
understand that RP can't be cured by transplantation.

Chennai (PTI): An auto-driver here committed suicide in order to donate
his eyes to his partially blind younger brother, but his sacrifice went
in vain
as the cornea was found medically unfit for transplantation as it could
not be removed in time.

Upset over his brother Karthik (24) losing his sight steadily due to a
nervous disorder, Ravikumar (26) out of immense love for him ended his
life by hanging
himself at his house in a north Chennai locality on Tueday afternoon,
police said.

Please give my eyes to my brother after my death, Ravikumar had
written in the suicide note.

Tragically for him, his cornea could not be removed in time as the
suicide note was noticed only late in the night, about six hours after
the death, they
said.

Unfortunately for Ravikumar he was not aware that his brother's chances
of regaining the sight were remote even with transplantation as
Karthik's connecting
nerves in the eyes were damaged, police quoting doctors said.

Yet, when the body was taken to the Kilpauk Medical College to find out
whether it was still possible for the eyes to be useful, the doctors
there expressed
their helplessness.
