The team, led by Dr Virender Singh Sangwan, used this technique to treat those who suffered chemical injuries, resulting in bleeding in the cornea. “Instead of sending stem cells to the lab for culture, the doctor picked the required number of stem cells around the cornea and sprinkled on the damaged area and then put a contact lens. In 15 days, he sees development of a good layer in the place of injured area,” Prof. Balasubramanian, Head of Research at LVPEI, said. A winner of the prestigious Shanti Swarup Bhatnagar prize, Dr Sangwan said he had conducted the procedure on about 25 patients with good results. This had been published in international scientific magazines. He is now in the process of developing tools to help doctors. Leber Congenital Amaurosis Children down with the rare ocular disorders that result in gradual loss of sight can hope for a cure. Doctors are working on a gene therapy to correct this problem caused by consanguineous marriages. Though this therapy is in vogue abroad, LVPEI says it is the first centre to carry out research on this procedure. Technically called LCA or Leber Congenital Amaurosis, doctors would refer patients to a gene analysis after studying them for indications. Blurred vision or tunnelling of vision are some of the symptoms. “We will look for a wrong gene and go for removal of the wrong gene or adding a new one,” Prof. Balasubramanian, Head of Research of LVPEI, said. He, however, said it would take 1-2 years for the therapy to be available for patients. Draft Guidelines for Conducting Examinations (Practicals and/or Theory) of V I Candidates - Blind, Low Vision Persons. Background: These guidelines are being issued by the Ministry of Social Justice and Empowerment, Government of India on the basis of the state’s legal obligations towards persons with disability. Most specifically, obligations and rights enshrined in the constitution of India, the Persons with Disabilities - Equal Opportunities, Protection of Rights and Full Participation Act (1995) and the Right to Education Act 2009. These guidelines are also in alignment with India’s obligations under the United Nations Conventions on the Rights of Persons with Disabilities (UNCRPD) 2006 guaranteeing all human rights and fundamental freedoms at the place of study and work. It will hence apply to all examining authorities be they educational or conducting competitive exams. These guidelines need to be understood in that spirit of seeking to provide the appropriate reasonable accommodation and opportunity to effectively participate in the examination process. The examining authorities have the freedom on a case by case basis to further interpret the guidelines in the spirit of helping special needs persons to be able to give their exams freely and fairly. Hence a rigid interpretation which tends to be disabling needs to be avoided. In all interpretation the onus needs to be given to making the examination process conducive and barrier free for the candidate. These guidelines are being framed for visually impaired persons specifically. The Ministry or examination bodies can borrow the same for other persons with disabilities with additional specification that will need to be made for persons with other disabilities. Draft Guidelines 1. These guidelines are applicable across India to all examination authorities, educational bodies, schools, colleges, universities, competitive exam bodies and any other exam taking institution that conducts an exam within the geographical limits of India. 2. These guidelines apply to theory, practicals and multiple choice examinations. Both paper tests as well as electronic examinations. 3. The facility of Scribe/Reader/Lab Assistant is permitted to any person who has disability of 40% or more if so desired by the person. 4. The candidate has the discretion of opting for his own scribe/reader/lab assistant or requests the Examination Body for the same. The candidates’ preference for the same will be recorded by the examination authority at the time of filling up the application form for competitive/mass scale examination or at the time of admission registration form or as a separate application system set up by the examination authority as may be most feasible. The said procedure needs to be completed one week prior to the examination. 5. The examining body to maintain a panel of scribe/ reader/lab assistant at the District/Division/State level as per the requirements of the examination. A scribe/ reader/lab assistant provided by the examining body needs to fulfill the following criteria. · Fluency in reading and writing in the language of the test being taken · Fluency in reading and writing of the subject matter of the test · Speed of writing with eligible handwriting · Efficiency in use of computer in case it is a computer test The candidate will be allowed to meet the scribe/ reader/lab assistant 3 days prior to the date of the examination so that the candidate gets a chance to check and verify whether the scribe is suitable or not. (Question for consideration - The writer will be free to test the candidate in meeting the fluency of subject and language criteria. If the candidate is not satisfied with the writer provided, the candidate can put in a request for an alternative writer which the examination authority shall provide. What should be the pass/fail criteria on a test?) 6. In case of candidate bringing their own reader/writer/lab assistant the following criteria will apply a. For all examination and tests up to 8th standard - It is impractical in the candidate’s interest for a younger student to be a writer. A standard 3 child cannot be expected to function as a writer for a standard 4 child. In such situations, it would be incumbent on the school authorities to create a panel of writers. For example: from other teachers, parents or community members who could be part of the writer/reader/ lab assistant pool. At the school level the examination authority has to provide a writer unless the candidate makes a specific request that he/she will arrange a writer on one’s own. Hello, Do you have the Government order about which you have told the DEO? I'll advise you to go through the advertisement issued for AP Teacher Eligibility Test. There should be some guidelines regarding VI, scribe, and extra time. If no such clause exists, the notification is bad and it could have been challenged prior to the exam only. If the guidelines are there and have not been followed, you can give the representation to the higher officials of the department requesting to take the disciplinary action against the concerned examiner, DEO, and director. Today, I appeared for Post Graduation in Law Common Entrance Test in the state of Andhra Pradesh. Last week, I went to the University and explained my disability to them and I requested them to allow me to bring a Scribe on my own. But, the University authorities told that no need to woory, we will arrange a Research Scholar to appear as a Scribe for you. Today, when I went to the University, they arranged a Scribe to write my entrance exam. But, the person who appeared for me as a Scribe was not able to read out the legal terms properly. First of all, he was not able to read the general terms properly and then about legal terminology. They gave the question paper 3 minutes late and the person who appeared for me as a scribe did not show much interest to read the questions fully. When I ask him to repeat the question, he told that you have to bring a Scribe on your own and it is very difficult for me to write your exam. In the middle, he wasted 10 minutes for tea break and for drinking water. He attended his phone calls also. When I ask him to spell out the word to understand, he started shouting at me. At Last, due to his negligence, I am not able to attend 5 questions and more over, the University authorities refused to give me extra time. I worked hard to appear for the exam. But, all my efforts had gone waste. I have no satisfaction regarding my performance in the exam. Now, I will not get the desired result which is necessary for me to select the college as per my wish. The most worrying factor for me is the question paper is easy and if I would have got a good Scribe, I would have attended very well. Dear all, I would like to inform members that every one is right in their own perspective. What happens is the homepage of the domain is infected by malware (usually the index.html ). A small code of script is in the index.html. One can see the script, there is no need for any special anti virus / programmer. It has nothing to do with any antivirus, it's server side error. Those who try iPad, mobile browsers, antivirus disabled chrome , IE might not feel this, but more than 70% browsers should be affected. The website shall not be able to get away with this for a while. One needs to find the page that is infected and delete the script. Affected browsers are Chrome, IE. even after the affected page is replaced it shall roughly take two months for this warning to get away(on the www.saksham.org domain). , irrespective of where it is hosted above mentioned browser users shall face this issue. Chrome shall wait for this much amount of time till it feels satisfied. If Saksham persists to get this trouble there is a simple solution to avoid this trouble for two to three months. It can register another domain and re route ( put a forward) so users when type the original domain and get re routed to a dummy domain(meaningful), one and google won't block the new domain. The www.saksham.org domain will be in googles block list for a while. The time is minimum that is indicated above. The new domain will save Saksham from all the above trouble. Roughly 500 rs would be the cost involved in the above process and small changes to the code (replace www.saksham.org to www.new.com). Benefit is Saksham need not send mails to all those who follows it.. The users still type the same original URL, they won't even know the difference. First of all, he was not able to read the general terms properly and then about legal terminology. They gave the question paper 3 minutes late and the person who appeared for me as a scribe did not show much interest to read the questions fully. When I ask him to repeat the question, he told that you have to bring a Scribe on your own and it is very difficult for me to write your exam. In the middle, he wasted 10 minutes for tea break and for drinking water. He attended his phone calls also. When I ask him to spell out the word to understand, he started shouting at me. At Last, due to his negligence, I am not able to attend 5 questions and more over, the University authorities refused to give me extra time. I worked hard to appear for the exam. But, all my efforts had gone waste. I have no satisfaction regarding my performance in the exam. Now, I will not get the desired result which is necessary for me to select the college as per my wish. The most worrying factor for me is the question paper is easy and if I would have got a good Scribe, I would have attended very well. good morning Pranav sir, Actually I opted for the nearest University which will be convenient for me as well as my parents. But, things went beyond my expectation. Anyway I will opt for some other University. But, I will not leave it. I will keep fighting for the rights of the disabled. One more thing which I have understood from the behaviour of authorities is that differently abled people will not prepare well for exam and they depend on the Scribe for answers. When I told the answers, the Scribe is cross checking my answers. He is not from legal background. But, he is saying that my answer is wrong. At last, I lost my patience and said him that “I am the gold medalist in law. So, you no need to worry about the answers”. First of all, we have to prove that differently abled people are also talented and hard working. We have to bring awareness in the society. Unless we educate the authorities, none of the rights are useful for us. So, the first thing what we have to do is that we have to bring awareness.
