As far as I know, if one eye has  normal vision, then the person is not

Recently I have come to know that in banking sector many visually
impaired are working with a certificate of 40 percent disability and
without any assistance  neither technological nor human. My question
is that if a candidate has one eye 100 percent blind and second one 6
by 6 vision, whether  he will be eligible for certificate of 40
percent disability.

I am also looking any of such watch in which I could see the time with
out much difficulty. Even if is having only 4 mark in it, i.e. 3, 6, 9

Dear members

A few areas of concern

1. Most likely The mobiles will not be based on latest operating system.

2. Smart Cane training has not been imparted to earlier receipients. The
manual of the cane says that the user must be knowing the proper cane
techniques. Its not suitable for Village like environment. Maximum
population of visually challenged resides in rural area. I have seen
students removing the upper part in lucknow and using it. They keep the
cane in switched off mode. Users in the group are requested to correct me
if I am wrong.

3. Plextalk vachak says that it is for low vision as well. I dont know who
is that person in india reading 11 point font on that small display.
The most important question is after the new apps and increased
accessibility in android phones, do we need a separate device for books.
Daisy2go was a revolution and what ot started should be taken forward by
new android devices.

Truly wonderful! He is distributing iPads and smart phones too. I hope he
also ensures that all Govt websites become accessible, the way Govt
delivers digital content becomes accessible,  further he invests on good
quality digital training. Mere distribution of gadgets is good but does not
really do very much for the Nation. Digital communication from the MSJE and
CCPD's office is far from being accessible. Ask Advocate Amar Jain about
his experience with the website of the Ministry of Corporate Affairs.
Believe me we blind people do not count. We are only worthy for free
distribution and charity as far as major section of the Govt is concerned.
Mr Modi would do really well if he would use his power and clout to change
the way the Govt approaches us blind people.

[AI] Windows 10 and classic shell

Hi
Today I tried using the classicshell programme. For those who have been using 
XP for a long time, the tool will certainly help them. Even otherwise, 
usability experience gets enhanced by using this. Although the system that I 
tried on had modest configuration, even then, there was no significant delay or 
lag using this.
Although the time I used this was for a very short time, It is certainly a 
option to consider for those who are contemplating to move to Windows10 and who 
are a bit nervous. It also has the Win7  option for those who want that feel on 
the desktop. However, I tried with the classic style and I am impressed with it.

Although you don't loose anything in terms of functionability of Win10 you get 
the ease of use of the old style desktop layout.
You can get this from classicshell.net
This is a freeware and I tried using both NVDA and Jaws. It worked equally well 
with them both.

The very first thing that can be done in this direction and that does not need 
any funds is that unauthorized encroachment from the pavements should be 
cleared.
Most of the footpaths have been enchroched by shopkeepers, Paan walas, hawkers 
etc.
Secondly, unauthorized parking is another problem which can be addressed to 
without any funding.

As the first step, the Chief Secretary has directed the three municipal 
Commissioners to identify routes in areas under their jurisdiction where fresh 
installations are needed.

The civic bodies have been asked to focus on penalising violators in the 
existing disabled friendly parking lots and put up fresh signages.

“Halting of vehicles for a few seconds at T-points is likely to be made 
mandatory for motorists. We are also looking into strictly adhering to box-type 
parking lots at several locations. A couple of roads will also be made 
one-way,” said a senior government official.

The first session of brainstorming for the project took place on Wednesday, 
when Chief Secretary K.K. Sharma convened a high-level meeting of the Urban 
Development Department, civic bodies, Public Works Department, New Delhi 
Municipal Council, Special Commissioner of Police (Traffic) Muktesh Chander and 
a battery of experts, including eminent architect and urban planner K.T. 
Ravindran.

In the meeting, it was also decided that focus will primarily be on roads that 
are not under the PWD.

“The PWD has 60-feet wide roads and making changes on such roads is relatively 
easy. The real challenge is going to be roads that are narrower. These fall 
under other agencies. Footpaths will have to be built on these roads, as many 
do not even have them. Here on, all pathways shall be disabled-friendly,” said 
another official, adding that the municipal commissioners and traffic police 
will hold a meeting soon to discuss the modalities.

Welcoming the move, Sminu Jindal, founder of Svayam, a non-government 
organisation that promotes dignity for people with reduced mobility,
said: “The government is finally focusing on the true essence of inclusive 
growth. Such facilities are not only required for the differently-abled, but 
also for senior citizens, children, pregnant women and those injured. Take the 
survey done by the Delhi Traffic Police for instance. According to it, 45 per 
cent pedestrian deaths occur due to lack of continuity of footpaths.”

She also added that the first act of the authorities should be to make pathways 
pedestrian-friendly.

“There should be easy kerb-cuts. Bikers should be stopped and penalised for 
riding on pavements. Previously too pathways were made with proper slopes. 
However, bolsters had to be put up in the end to keep motorists out. Hence, 
enforcement is more important than all the planning,” she added.

Public Welfare Department Minister Satyendra Jain had recently announced a plan 
to reclaim roads under the Department. According to the PWD’s plan, 10 
prominent Delhi stretches are now a part of a pilot project which, at a cost of 
around Rs.5,000 crore, seeks to ensure that pedestrians, cyclists and public 
transport users get preference, in that order, over car users who comprise a 
little over one per cent of the total road users in the Capital.

hi all,
There is portable projector  in market of Nepal. I have no idea about
India. It is a Chinese product. It's size is very small which can be
kept at pocket. It is like a remote of a TV. One can attach/detach
the folding tripod stand as required.  It has its own office system
and just for presentation, the computer is not required. The data can
be stored at the memory card and play. Small size chargeable battery
can run it. However, if desired,  one can play it on line and control
from laptop too. The system is specially designed for field level
presentation where there is no electricity. The model which my office
has purchased last year cost about 35000 Indian rupees.
Note: the built in system of the projector has no accessibility
feature. For VI person, Connection of laptop is a must. But For the
sited one the pocket size projector is sufficient. The need of
detachable tripod stand is place specific. If no table/desk is
available, then it is required otherwise not.

Hi Dear   friends,
Wanted your suggestion as to which email programme I can use which is very 
similar to outlook express.
Untill now I was using Outlook express in windows xp with jaws and was very 
comfortable using it.
But since I'm  migrating to Windows 10 and I doubt if outlook express  is in 
windows 10, can you all suggest me an email programme which is similar to 
outlook express, in terms of its features, layout etc?
Outlook express would download all my emails from Gmail's inbox and keep my 
Gmail's inbox clean and empty.
So I believe I'm basically looking  for a replica.
And now I have switched to NVDA.
So I would highly appreciate if you all could kindly suggest an email programme 
similar to Outlook express and compatible with NVDA.
Or perhaps any email programme that is simple and easy to use with NVDA.

 You can attach with laptop and your iPad and iPhone as well, provided
you have VgA cable. It is truly portable and I am not sure about its

[AI] Interesting read: Advertising and the differently abled

1974, Foote, Cone & Belding’s advertising, developed for Levi Strauss
& Company’s 501 jeans, included a man in a wheelchair in one of its
genuinely engaging, musically excellent, shamelessly imitated,
sales-soaring ‘501 Blues’ commercials. In the spot, young people are
dancing, jogging, playing double-dutch and here’s this guy happily
popping a wheelie in his chair...”

Probably for the first time in advertising history, a disabled man was
featured in an ad, not as an oddity or in an apologetic manner, but as
a person like any of us, having the time of his life, on his
wheelchair.

Interestingly, reports tell us that the term “differently abled” was
coined by the US Democratic National Committee around the mid-1980s,
and The Los Angeles Times reported in 1985, “In a valiant effort to
find a kinder term than handicapped, the Democratic National Committee
has coined differently abled. The committee itself shows signs of
being differently abled in the use of English.” In the US, the term in
use till then was handicapped and across the Atlantic the term was
disabled. The new term differently abled has gained momentum and today
we are seeing a growing sensitization of normal people to the issues
facing the differently abled.

Coming to India, here too, a man in a wheelchair had a stellar role in
the Raymond ad done during the early 1990s. A dapper young man, in a
suit, probably foreign returned, goes looking for his long-lost
friend, only to find him on a wheelchair. After a moment of
disappointment, the ad filmmaker lets the human emotion of
togetherness take over—the two friends are then shown laughing and
enjoying themselves on Mumbai’s Marine Drive, with our hero being
pushed along at top speed on his wheelchair by his recently returned
friend.

The Hero brand of motorcycles used Pankaj Kapoor in the late 1990s and
early 2000s as a blind father who guides his son towards buying a Hero
Splendor motorbike; the blind father being used as a metaphor for the
blind faith that millions of motorbike users have in the brand.

Then there was a Tata corporate film in which we see a group of young
boys playing football in the rain, with one of the teams having a
polio-afflicted boy, in crutches, as the goalkeeper. The ad ends with
the differently enabled goalie diving to save a sure goal, and the
match, for his team.

In the last few years, Indian ads have started celebrating differently
abled consumers with full gusto. Several of the ads one has seen over
the last few years are not apologetic about disability.

One of the biggest efforts was probably the deaf national anthem done
for Big Cinemas. Crafted to perfection, the national anthem, performed
by the deaf and dumb children, brought alive the fact that you can be
differently abled yet have the same pride and joy for one’s country.

In the past 18 months alone, numerous ads have used differently abled
characters to deliver their sales message. The Nescafe ad featuring a
stammering stand-up comic was one such stellar effort. Lux used a
blind photographer to showcase film star Katrina Kaif’s beauty. Vatika
hair oil used the issue of hair loss associated with chemotherapy to
create empathy with its core consumers: even if you lose all your
beautiful hair, you still don’t lose your inner beauty, especially if
you have friends who stand beside you.

The use of differently abled characters by regular brands has had a
strong effect on health insurance brands. While they have
traditionally stayed with happy days kind of advertising, of late they
have also started to present the real challenges of debilitating
illnesses.

HDFC Life ran an ad early this year where a loving father is helping
his daughter, who wears an artificial limb on one leg, to realize her
dream to become a dancer. It was a throwback to the real-life case of
dancer-turned-actress Sudha Chandran (see her play her real-life role
in the Telugu film Mayuri, remade in Hindi as Nache Mayuri). In its
latest campaign, HDFC Life has used real world cancer survivor Lisa
Ray to say, “Fighting cancer isn’t easy. Financially preparing for it
is.”

While our advertising has made some small moves, as a society we have
a long way to go in sensitizing the general populace about the
differently abled.

Recently, the Xavier’s Resource Center for the Visually Handicapped
conducted the Antarchakshu Workshop, a sensitization and awareness
workshop aimed at creating a preview for the sighted into the world of
the visually challenged. Those of us who were in the workshop came out
of it with a somewhat different view of the visually challenged.

The term differently abled was coined to take the stigma associated
with the terms employed earlier. The differently abled tell us that
they don’t need our charity, sympathy or pity; they ask for our
understanding. That is

As the first step, the Chief Secretary has directed the three
municipal Commissioners to identify routes in areas under their
jurisdiction where fresh installations are needed.

The civic bodies have been asked to focus on penalising violators in
the existing disabled friendly parking lots and put up fresh signages.

“Halting of vehicles for a few seconds at T-points is likely to be
made mandatory for motorists. We are also looking into strictly
adhering to box-type parking lots at several locations. A couple of
roads will also be made one-way,” said a senior government official.

The first session of brainstorming for the project took place on
Wednesday, when Chief Secretary K.K. Sharma convened a high-level
meeting of the Urban Development Department, civic bodies, Public
Works Department, New Delhi Municipal Council, Special Commissioner of
Police (Traffic) Muktesh Chander and a battery of experts, including
eminent architect and urban planner K.T. Ravindran.

In the meeting, it was also decided that focus will primarily be on
roads that are not under the PWD.

“The PWD has 60-feet wide roads and making changes on such roads is
relatively easy. The real challenge is going to be roads that are
narrower. These fall under other agencies. Footpaths will have to be
built on these roads, as many do not even have them. Here on, all
pathways shall be disabled-friendly,” said another official, adding
that the municipal commissioners and traffic police will hold a
meeting soon to discuss the modalities.

Welcoming the move, Sminu Jindal, founder of Svayam, a non-government
organisation that promotes dignity for people with reduced mobility,
said: “The government is finally focusing on the true essence of
inclusive growth. Such facilities are not only required for the
differently-abled, but also for senior citizens, children, pregnant
women and those injured. Take the survey done by the Delhi Traffic
Police for instance. According to it, 45 per cent pedestrian deaths
occur due to lack of continuity of footpaths.”

She also added that the first act of the authorities should be to make
pathways pedestrian-friendly.

“There should be easy kerb-cuts. Bikers should be stopped and
penalised for riding on pavements. Previously too pathways were made
with proper slopes. However, bolsters had to be put up in the end to
keep motorists out. Hence, enforcement is more important than all the
planning,” she added.

Public Welfare Department Minister Satyendra Jain had recently
announced a plan to reclaim roads under the Department. According to
the PWD’s plan, 10 prominent Delhi stretches are now a part of a pilot
project which, at a cost of around Rs.5,000 crore, seeks to ensure
that pedestrians, cyclists and public transport users get preference,
in that order, over car users who comprise a little over one per cent
of the total road users in the Capital.
