[AI] Scribe qualifications

Hi,

I was refering to the scribe rules which has been laid in UPSC CS
Mains Exam Notification dated 1st August 2019. It reads as follows in
Page 9:
"The candidates have discretion of opting for his/her own scribe or
request the Commission for the same. The details of scribe i.e.
whether own or the Commission’s and the details of scribe in case
candidates are bringing their own scribe, will be sought at the time
of filling up the application form online. Suitable provisions in
Online Application have been made.
The qualification of the Commission’s scribe as well as own scribe
will not be more than the minimum qualification criteria of the
examination. However, the qualification of the scribe should always be
matriculate or above."

Hence, this means that the scribe qualification should be less than or
equal to graduation.

1. Request if anyone of you can help me in understanding whether the
rules framed in 2018 by the Government with regards to the scribe's
qualification constraint is still effective?
Or please correct my understanding, if I am wrong. I was having the
understanding that there was  a subsequent Judicial guidelines in
2018, which restored the scribe qualifications back to Government's
order issued in 2013, which reads as follows:
" Criteria like educational qualification, marks scored, age or other
such restrictions for the scribe/reader/lab assistant should not be
fixed. Instead, the invigilation system should be strengthened, so
that the candidates using scribe/reader/lab assistant do not indulge
in mal-practices like copying and cheating during the examination."

Hence, please help in understanding whether there is any uniform
policy on scribe and if so then from where this can be obtained? There
are many candidates who have limited resources and they do not have
flexibility with making the choices of the scribes and sometimes this
becomes more difficult in small towns and rural areas.
2. Secondly, while I was volunteering certain classes at a NGO last
Saturday, I got following feedback from some of the students.
a) One of the student stated that she went for IDBI examination
recently. At the centre, she was told  that a non-Arts student cannot
be her scribe. Although there was nothing as such mentioned in the
notification.
b. A blind brother and sister visited Kolkata from Asansol to appear
in UPSC Prelims examination in June 2019, since they could not able to
manage their own scribe, so they opted for the Commission's scribe.
But their feedback was that the scribes were unable to read the
sentences properly and there was a wide mismatch with the
pronunciation of the scribes as well, as a result of which their
performance was highly impacted.

[AI] Qualification of scribe

Hi,

Request if you can help in confirming the present guidelines for the
scribe as per the Government of India.

Do the earlier court guideline of 2013 with no qualification
constraints of the scribe  is still valid?
Or is it the new guideline of 2018 is effective now, where I believe
some limitations were made on scribe's qualification ?

Hi,

I believe that the intension to allow one grade junier candidate as
scribe is to prevent malpractises and curb the use of professional
scribes.
Let us assume a situation. A VI candidate is appearing for Bank PO
examination or CAT which has graduation as eligibility. Ideally, as
per proposed guidelines, the scribe should be less than a graduate.
So, my understanding is that the scribe can be under graduate who is
studying in first or second year of the graduation. Now, let say that
the scribe is an IITian studying in 1st or 2nd year or in similar
premier institutions, considering him/her to be good enough in
mathematical/reasoning skills.
So, are we able to prevent the mal practise here with reducing the
eligibility criteria of the scribe? This is my dout please.

I think a deep thoughts should be given before concluding, so that it
should not become a real challenge for a deserving candidate in
appearing examination and giving their best. There are instances,
specially in remote and small urban areas where deserving candidate
struggle with getting scribe and adding further limitations may turn
things more complicated for them. This can further be thought for the
North Eastern areas where again literacy is not very significant and
they need to rely on their limited resources.
Presently, I believe, there are  only few institutions like UPSC where
a candidate can opt for a scribe of the institution itself, if they
find difficult to manage their own scribe.

I believe that the vigillant system shall be strengthened at very
first level by the examiner. I can recall, an Provisional IPS was
caught last year while writing UPSC CS Mains examination while using
his digital device. So, similar vigilant system shall be there while
VI writing his/her examination.

Yes, I am in line if laptop is allowed as an alternative solution, but
the care should be taken about the accessibility of the design of the
question paper. I think this can go in long run.

Hi,

Even I do have the understanding that the RP is incurable and
personally I do not undergo any treatment.
However,today while browsing Youtube, I came across  following link
where a person calling himself Dr Rishab Jain is giving assurance of
RP treatment. Looks he is based out of Ujjain. But I am not sure about
it's authenticity and how far this one is true. Just a curiosity, Do
anyone of you have any idea on same.

Hi,

I am not sure about experience stating that Income Tax website being
completely inaccessible. But I am having quite a different view here.
May be, my purpose was met, so I might have not gone in depth..
Last year (in 2015) I tried with incometaxindiaefiling.gov.in) and I
could able to e-file my return. Infact, I have  used some of other
features, like viewing form 26AS, payment of regular tax etc.  Even
the captcha part (while login) has been  taken care using voice on
their website.
Also, I have used some of other websites like myitreturn.com for
e-Filing earlier (before 2015) and they were quite accessible too.

[AI] PWD switching from one Gov/PSU organization to another - Clarity needed

I am looking for a clarity, requesting your help please.
If a PWD working in a Gov/PSU organization (let say X) gets a better
job  oppertunity in another PSU/Gov organization (let say Y), then
will he/she be allowed to switch from X to Y under PWD reservation?
Or is there any legal obligation behind same, as he/she already
working under PWD reservation in organization X.

Even I agree with Dr. Kumar below. Though you might not be disclosing
your genuine personel details. But still it would be possible for the
hackers to trace the IP, or may get user details like host name,
location etc. Hackers may use vulnerability scanning tools and may
exploit the system vulnerabilities.

 I'll reiterate, I'll never share any genuine personal information with
 them, just bore them with irrelevant and timepass messages.
 Exams going on right now, so will do all this (if you say yes to it)

Hi Everyone,



Requesting you to pls help me with invoking drag and drop functionality with 
JAWS.. I am trying with the command Ctr + caps lock + 8 in Laptop mode ( or 
insert + Ctr + Num Pad / in desktop mode ), which I foumd in JAWS help menu 
bar. But still I am unable to materialize the same.



Also do we have any of the AI user who has / had worked on Rational Portfolio 
Manager ( a Project Management Tool ), if so kindly let me know. I would reach

Threat Fire is the antivirus which works on detecting the malicious behaviour. 
It is the product of PC Tool which doesn't work like traditional 
Signature-Based Antivirus.. 

SignatureBased antivirus can detect those known threats only which are getting 
updated into their Definitions on regular intervals.. But Threat Fire works on 
suspecious behaviour of the traffic..  So, my understanding says that using 
Threat Fire along with the other traditional Definition-Based Antivirus, may 
make system more secured against malware attacks..

One way of learning C/C++ is using Microsoft Visual C++ IDE.

You may also use Notepad as an editor for writing code. Save file with

  Regarding your second querry I have certain suggestions.It is as follows:-
  Step1:Go to the tool menu. After pulling it down you will get an option 
called OPTIONS. Go there and press enter there.
  Step2:-Here you will get a number of Tab pages. Here you go to the Save 
Tab page.
  Step3:-Here you use Tab to go to the password option. Enter your password 
and then press enter at the OK button.
  Step4:-After this you will be getting another dialogue box where you will 
be asked to re-enter your password. Do that and then press space bar at the OK 
button.
  Now after this If you will again open your document , then you will be asked 
to enter your password.
