First can you see Server Information form correctly?
When Plugin Server is down you can't see that form.
Also you can check status of Plugin Server by checking arplugin process.
Second do you have Remedy Web Services published on Mid Tier Server? What 
version of ARServer and MidTier do you have? There are some KB articles about 
Read time out messages due to memory leaks in MidTier and ARServer.

Could you confirm Plugin Server is up and running? Can you consume Remedy Web 
Services published in your MidTier?
How's RAM memory and Heap usage in JVM for MidTier?
Have you changed recently Java version in MidTier?
Please check SW00336455 and SW00344270 related with MidTier 7.5 p3 and Web 
Services.

See if you can increase the values to these parameters than what you
have currently in your system.

Yes these need to be changed in ar.conf
If you post what are the values you currently have in your ar.conf
that would help.

The Plugin-Filter-API-Threads is perhaps what you need to change.. I 
remember having a similar issue (ARERR 8939) a couple of years ago that was 
resolved with that..


Does anyone know what is the right method (besides tweak till it works) to 
arrive at a good number for the min and max for this thread? A sort of a 
algorithm based on X, Y and Z

I did the performance tuning by increasing the number of list and fast
threads to 30 30 ,, I narrowed down the issue but now the issue is
with

java.net.SocketTimeoutException: Read timed out

Uday,
That is quite simply that the web service you are calling is not responding
within the timeframe of your timeout setting.  You should contact the person
running that web service and determine where the time lag is happening.

Hi , The issue is there are not separate web services admin in their env

Actually they wrote a filter which is calling a web service at some
point of time its throwing this message ,,
