First can you see Server Information form correctly? When Plugin Server is down you can't see that form. Also you can check status of Plugin Server by checking arplugin process. Second do you have Remedy Web Services published on Mid Tier Server? What version of ARServer and MidTier do you have? There are some KB articles about Read time out messages due to memory leaks in MidTier and ARServer.
