Just letting people pay for parking when it's free is complete BS. Werner, 
don't you get the 
point that one of the issues that AP is constantly dealing with is decades of 
bad PR about 
the city? So, you get people coming here for a concert or dinner, they 
mistakenly pay to 
park, and when they find out it was actually free, they will then complain to 
their friends 
about the ridiculous parking situation in our city.
Bottom line, city is once again dropping the ball by not properly informing the 
public. 
Letting people pay is ripping them off.

Should the city refund all the parking fees it collected for decades from the 
old 
mechanical meters that were not in official operation ? There has been free 
parking since 
the 80s yet people bought peace of mind by putting a quarter in the slot. The 
City was 
happy to collect 100s of thousands in revenue during that time.

There has been much discussion about a 50 cent an hour fee not being a big deal 
when 
a night out can cost $50 +++. Complaints should be directed to our policy 
makers. The 
initial proposal was to suspend enforcement so as not to aggravate people with 
summonses and fines. Nw that was a good idea until the bugs were worked out.

Somehow that morphed into Lets Advertise Free Parking. Implementation of 
which has 
been ridiculous as you noted. That much we can agree on. However, let visitors 
buy 
some peace of mind for 50 cents.

I stress again that people need to shift their thinking to what is in the best 
interests of 
the City given there is a deficit of $13+ Million in spite of almost 10 years 
of (cough, 
cough) Redevelopment.

Yes, the city needs every dime it can find.
But taking those dimes at the risk of perpetuating our bad reputation isn't 
worth it in my 
opinion.
Either parking is free, or it isn't, and it's the cities responsibility to 
publicize it, and it's 
done a horrible job doing so.
I'm sorry, but there's no defense for taking peoples money when they are 
unaware that 
parking is free.

Speaking to the point of how the City could have properly and easily made the 
policy of 
Free Parking clear...

Make fabric bags that completely cover the pay stations, Clearly printed on 
both sides -  
Free Parking - Thanks for Visiting.

Simple, clear, reusable - The machine is inaccessible, cant pay even if you 
want to. and 
we say Thank You too.

Incredible that a paid staff of professionals could not figure that out.

The single most significant issue facing Asbury Park is economics. All the nice 
stuff, fun 
stuff, things to to, its better than it was, etc... means nothing if the City 
can not support 
itself due to dysfunctional redevelopment policies.

[AsburyPark] Due Process

Last friday I appeared in court on the 19 summonses I've been issued. I can not 
afford a 
lawyer since the proceedings against me have wiped out all my available money.

The Court refuses to assign a public defender stating that I should sell my 
home and hire a 
lawyer. I was told that  Your on your own and will be going to trial without 
legal 
representation.

In fact, a special Werner Day is gong to be scheduled where no other business 
is before 
the court. Its my understanding that when faced with a consequence of 
magnitude one 
has to be represented by counsel. 'They' obviously have other ideas.

I think 14.5 years in jail and a $38K fine is of consequence. I send this out 
in the hope that 
someplace, somewhere there is a competent attorney or that someone reading this 
knows 
of one that can help me.

I've been through 3 attorneys in the past 2 years, each one more useless than 
the previous.

Any leads would be appreciated.

Not really. There weren't that many people coming to pay. Actually none.
I was on the BW then. It was me and the pigeons.

What little money went into the meters was stolen one way or the other.

Pay to park 7 days a week, 365 days year. 

MM can still open their free lots (free for now) people will pay. 

The food isn't free and neither are the drinks.

[AsburyPark] Citizen Service Act

Passing along some info from the Lauren at the Center for Civic
Responsibility.

Happy New Year!  We have big news for Monmouth County.
At last night's County Reorganization meeting, Freeholder Director
Barbara McMorrow announced her plans to roll out our Call to Service
for Monmouth County.  This includes:
1) Citizen Service Act - which creates a public web  hard copy
directory of all county boards/commissions and sets up a standard
application process.  Folks will now know what positions  vacancies
exist, and how to apply.

2) Citizen Service Day resolution - which will establish one day a
year to celebrate MC's exemplary residents who serve their communities.
3) Leadership Forums - to be held throughout the County, which will
teach people how to effectively get involved in creating change within
their communities.

This is fantastic because Freeholder McMorrow, and presumptively
Monmouth County's example will likely lead municipalities to launch
their own Calls to Service.  
I am asking that you check your schedule for 2 upcoming dates.  We
need to provide the Freeholders with the support they need to get this
done.  And to show them that the citizenry wants to see a Call to
Service in Monmouth County.  We were able to move Pay-to-Play Reform
this way.  And while this initiative does not warrant the same time
and resource commitment to get done, we still need to give a show of
support.


Please consider joining me in attending this Thursday's 2pm Freeholder
workshop meeting at the Hall of Records (2nd floor, Meeting Rm) in
Freehold.  Freeholder McMorrow plans to introduce the Call to Service
package at this meeting.

We will then need to show the same, or more support at Thurs 1/22's
regular Freeholder meeting (7pm Hall of Records, 2nd floor, Meeting
Rm, Freehold) where the package will presumptively be adopted - if all
goes well!


Let me know if you are available to come to the meetings.  And spread
the word.  This is something important to the citizens of Monmouth
County, and we can prove so by showing up!

Werner,

Thanks for providing me with Bill Grant's name.  There are 1200 
spots on the street and approx 580 in the lots paved over by MM.  I 
will be doing a real world, real assumptions set of analysis to 
determine how much those meters could generate in a given year and 
what that could generate in revenues or upfront investment.  I've 
been lazy last few weeks enjoying time with the kids and now busy at 
work but i will have it done shortly.  I will also provide a 
spreadsheet so all my math can be checked :)

So I went on my website today, and I am advertising the Hot Gay Beach 
in Asbury Park.

I'm not asking because I intend upon going, but I wasn't aware Asbury 
Park has a Hot Gay Beach.

Is there one?

Should there be one?

I did a column a few years back saying Gays should not be segregated 
nor segregate themselves on a beach.  I received a good deal of 
support from the Gay Community in AP.

Wondering about your feelings on the ad and the idea.

I think there are more than 1200, I recall seeing numbered spaces in the 1400s 
and 
there are 100s of un-numbered spaces in addition. I'll take a look next time I 
get out.

As it stands, in the absence of the 3000+ tax paying condos we are supposed to 
have,  
the only sources of revenue to the city are parking fees, beach access fees, 
event permit 
fees, and mercantile license fees. On top of the current tax ratable base.

Are these items line itemed in that budget that was circulated?

Congrats to them.  It's a good ad seeking a certain buyer.  Pretty

 workshop meeting at the Hall of Records (2nd floor, Meeting Rm) in
 Freehold.  Freeholder McMorrow plans to introduce the Call to Service
 package at this meeting.
 
 We will then need to show the same, or more support at Thurs 1/22's
 regular Freeholder meeting (7pm Hall of Records, 2nd floor, Meeting

I didn't get the feeling that the blocking had anything to do with it
being a primarily gay event. I thought it was an attempt to get people
to pay to get in. If it was in fear of offending, lord help them and
the potential offendees. 

I always considered 5th ave the gay beach, and I mean that as merely
a description of a beach where a lot of the gay community hung out.
But 5th ave seemed pretty family full this summer.

I sorta sense a watering down of the fun, sexy gay vibe in AP. That
would be sad.

beach. 

If you want people to come in, let them see the fun and then pay to

Does the 1,200 spaces exclude the free handicap spaces?

It would be nice if we had some statistics from the short period of
parking revenues generated this summer. Because you have to estimate
the average revenue per space per day. That of course depends upon the
hours of operation, the likely length used on average, how many days
at that rate and the turnover. There are some rules of thumb in
parking operations depending upon the market. A lot of the assumptions
(use depending upon season, turnover, etc.) could be reflected in
historical average revenue but the operating history s too small to
give a reasonable estimate.

But I think we raked in $55K for a few weeks. That was with free
parking in MM lots.

I think you have operation of 19 hours from 9 am-2 am. At 100%
utilization and at $.50/ hour that's $9.50/day per meter. That of
course does not count for turnover when someone paid for more time but
doesn't use it (the beauty of the central system - there are others
that zero out the time when the car pulls out). But it also assumes
100% utilization.

Take a conservative figure of $5 per meter per day. That's $6k/day for
all 1,200 (if that is the number). So let's talk about just the summer
for a moment. Figure 8 weeks at 7 days at that rate = $336,000.

I think Oak and I lowballed it way back at least at $500K per year.
There is a lot of revenue to be made from parking.

and at least the grounds set to go. 

Easy to spend when it's not your money.

The big difference is that Asbury Park could really do something with 
music history (or New Jersey music history) while South Carolina was 
trying to do something for Led Zeppelin fans... odd, considering that's 
a band from Britain.

No beach in Asbury Park is exclusively gay. At one point in our citys  
rebirth the 5th Avenue beach by Convention Hall was predominately gay. Over the 
 
past two years that beach has become more and more of a mixed crowd. Families,  
straights and gays. As an avid beach goer in Asbury Park I observed this past  
summer that all the beaches were of a mixed crowd.
 
It just happens that 5th Ave is where a good number of gays congregate,  make 
no mistake, no beach in Asbury Park is specified a gay beach.
