  I wrote a Pharmaceutical Return Web App in PHP and any old Bar Code
Scanner off ebay worked fine??? I dont see why you would need drivers? It
just gets translated like a keyboard

As for locking pc's down I used to use software called Frotres  from
FortresGrand.com

I'm working on a similar project.  SAVE YOUR MONEY!  You don't have to use 
sitekiosk or kiosk apps.  You want to lock down your browser?  FINE!  you can 
already lock down your browser AKA kiosk mode in mozilla firefox.  you can also 
make internet explorer show nothing but whatever you want to show (no tools, no 
menus no scrollbars).  it's as if you were running a full blown app.  you can 
also disable the CTR-ALT-DEL keys easily. 

I havent been messing with RPCs yet.  For now, the kiosk just checks with the 
server every x minutes to see if there are any new updates that need to be 
downloaded, any new files that need to be loaded, or if the system needs to be 
restarted.  YES, all of this from an admin on the main server.  You know, have 
flags in the database that tells X server to download X files or restart at X 
time.

of course maybe RPC is better? =)

You could contract an hour or two of time from any winforms guys to build
you a wrapper for the application to lock it down. 

Otherwise I would suggest looking at doing it that way for a number of
reasons:

- The wrapper would have better security and harder to circumvent
- You can check to make sure the internet connection is up
- Many more options to use for barcode reading if that one falls through

If the pc you are using has windows xp on it, why not just use the mmc
snap in that is built into windows..you can prevent
CTRL-ALT-DELTE, access to any drive thru my computer, or to my
computer, etc...

Nope, not at all mammoth.  Your standard USB barcode reader comes with its 
own software to read the barcode and translate it into plain data.  Then 
it's up to your application to do something with the data.

Best case scenario, you don't have any input device at the kiosk other than 
the barcode reader...touchscreens are the most popular for this sort of 
thing.  This limits the potential user to only the options you present to 
them.  I don't know how you'd lock down a standard Windows setup with 
keyboard, mouse etc. -- there are probably ways to do that.

Can you reveal any more details about the proposed application, or is it 
confidential?

There's software out there to help you out. I've used SiteKiosk (
http://www.sitekiosk.com/) and it was a cinch to set up the running
application, what the user could/couldn't do, etc.

We were thinking web app because then we wouldn't have to outsource some
sort of Windows Programmer... But right now, we are just prototyping
things out and exploring our options. I appreciate your reassurance that
barcode reading isn't as mammoth an idea as one might think it to be. 

AIR is an interesting possibility. 

What we also need to do is make sure that we have a "locked down"
system. We cannot have people CTRL-ALT-DELETE'ing out of the application
and messing with the standard OS.

I should think any old barcode reader will work fine.  Once the barcode
is read at the kiosk, it will just be sending regular data across the
network to CF.  If the Flex one is easy to use/configure then it should
work fine.

I presume since you are looking at Flex this will be a web app that the
user is interacting with?  Maybe this would be a good app to use AIR or
something desktop oriented?

I should think any old barcode reader will work fine.  Once the barcode is 
read at the kiosk, it will just be sending regular data across the network
