You're probably right about the fuel starvation but it might
be a combination of problems.

My guess is that it's not getting enough fuel to start with
and when it finally starts  barely runs, I flood it when
I give it some gas. 
Maybe combined with a too early ignition?

I'll check it out this weekend!

This time of year, the choke should be wide open. I like to use an electric
fuel pump by the tank to feed the mechanical pump. The mechanical pump acts
like a regulator. I turn on the electric pump first before I start the
engine. Tip; run the electric pump with the engine off and adjust your
floats with a still motor. Try shooting ether in the air cleaner first
before you do anything. If the car starts without pumping the carb, it is a
fuel starvation problem.

Thanks for all the input!

No pools of fuel.
There's still fuel in the bowls.
The acc squirters works just fine.

The carb is a divorced choke carb but it's never been this
hard to start before. It all began sometime during my tuning
to get rid of my hesitation problem. (which got better)
Everything should be close to by the book now but...

It's hard to start even though I still have 5-7 psi to the carb
when the engine been still for a cpl of hours.

If I don't touch the gas pedal at all when I crank it it usually
starts a bit faster.

I'll check the fuel bowl levels once again!
The levels are a bit high since I noticed a slight improvement
with my hesitation problem when I raised the levels a bit.

I'll check for vacuum leaks around the carb base  intake manifold.

I'll change all the hosing from the tank to the carb.
I'll rebuild the carb.

I'll take it one step at the time  report any improvement
to you for future troubleshooting.

Bill,  I believe there is an error in your instructions.  It says if the
task isn't accomplished successfully, a new unit must be purchased and start
at the beginning.  I believe it should be:  After purchasing a new unit,
begin again at step 3.  Permits and permissions would already have been
obtained.

Just to let you know someone was paying attention.

The carrier that I amthinking about 
rebuildingis an original GM 12 bolt posi. I know they have rebuild kits 
but I hate to do that if it is not necessary.
