They're connected. The forward one is small, will pump out in a few seconds
by itself, the aft one goes back to the engine compartment. May take a few
minutes with a small pump, but this is what I use to keep everything as dry
as possible (after a rain lets water down the mast, or when the mast boot
cracked and let in a bunch of water). If you follow the saga of 30-1's, the
mast step area should be kept dry.

I wouldn't be at all surprised if someone can come up with a good reason
not to do this, but one solution (if the two compartments are not
connected) might be to have the pump from the forward area discharge into
the main bilge aft of the mast.  Avoids clogging check valves and wouldn't
require a new thru-hull.  New pump moves water from the forward sump into
the main bilge, and then your existing pump sends it overboard.

If your 30-1 is like mine, the area where the ‘lower’ pump is barely larger 
than a typical bilge pump, about 3 or 4 inches square. I am using a direct pump 
down there on its own switch – have to pull the mast and remove the oak block 
to get to it.

Just beware that check valves are prone to blockages.  It might be more 
reliable to run two separate discharge lines that discharge overboard rather 
than 2 check valves and 1 discharge.
