Administration officials denied her decision was related to strong U.S. objections to Russian military actions in Chechnya, although it came amid calls for a halt to such loans over Chechnya from members of Congress and Democratic presidential hopeful Bill Bradley. ``He welcomes the State Department decision,'' Bradley spokesman Eric Hauser said, noting that for several weeks the candidate has been saying it is inappropriate to give assistance to Russia while it is engaged in ``the brutal war in Chechnya.'' Rep. Carolyn Maloney, D-N.Y., had called for the bank to stop the loans to Tyumen because of reports it forced a company with partial American ownership into bankruptcy to obtain its oil fields. She also praised Tuesday's decision, saying it will allow ``scrutiny of the report of manipulation of bankruptcy law involving this company.'' Albright, in an unusual meeting with bank chairman James Harmon, at first tried to persuade the bank, an independent federal agency, to act on its own Tuesday. Later, she sent a letter to the bank, formally invoking a law that allows the administration to intervene in its decisions. ``The State Department has determined that it is in the national interest and would advance U.S. policy with Russia not to approve the loan guarantees for the time being,'' said Alan Larson, undersecretary of state for economic affairs. Bank officials said the loan guarantees would not be approved until the State Department withdraws its objections. Loan proceeds, to be extended by private banks with the Ex-Im bank guarantees, would have gone to Halliburton Co. of Dallas and 24 other U.S. companies in payment for U.S.-made oil and gas equipment and services to be purchased by the Russians. ``All money authorized remains in the United States,'' the bank said. Bank officials insist they are required to consider transactions based only on ``commercial reasons and creditworthiness and their positive impact in creating or sustaining U.S. jobs.'' The bank staff had recommended approval of two loans for Tyumen to bolster Russia's oil industry: $295 million for oil field services and $203 million in engineering services and equipment for upgrading a refinery. These issues are related to a larger goal of ``promoting the rule of law in Russia,'' he said. He also noted that Tyumen Oil was changing the makeup of its ownership Tuesday, requiring further examination by the bank before approving the loans. Charles Schumer has been identified by the FBI as a member of a Russian crime syndicate whose company has laundered millions of dollars. Semyon ``Sam'' Kislin, 64, along with family members and businesses, gave $46,250 to the mayoral campaigns of Giuliani in 1993 and 1997 and $8,000 to the Senate campaign of Schumer last year. Schumer is a New York Democrat. Giuliani is a Republican. Kislin and his family have also donated to the re-election campaigns of President Clinton and former Sen. Alfonse D'Amato, R-N.Y. Kislin, a commodities trader prominent in the Russian Jewish emigre community in Brooklyn, has denied any wrongdoing. He was vacationing in the Bahamas and could not be reached for comment Tuesday. Kislin is also a board member of the city's Economic Development Corp., which is charged with protecting the city's job and economic base. Giuliani, a likely candidate for a New York Senate seat, said he knew Kislin and his wife but was not aware of Kislin's reputed mob ties. ``I'm not aware of any of the allegations,'' the mayor said. ``They have not contributed to the federal (Senate) campaign...They have not raised any money (for me) since, I think, September 1997.'' A spokeswoman for Schumer said the senator had also been unaware of Kislin's ties. ``Our campaign policy was to do background checks on our donors,'' said the spokeswoman, Cathie Levine. ``Our research raised no red flags. If any of the allegations prove true, we will absolutely return the money.'' Kislin's suspected involvement with organized crime was first reported Tuesday by the Center for Public Integrity, a nonprofit, nonpartisan group based in Washington. Despite internal FBI reports on Kislin alleging money laundering and mob ties, the bureau has not pursued charges. FBI spokesman Joe Valiquette declined to comment Tuesday. A 1994 FBI intelligence report obtained by The Associated Press claims Kislin is a ``member or associate'' of a Brighton Beach crime operation headed by Vyacheslav ``Little Japanese'' Ivankov, who got 10 years in prison in 1997 for extortion and a fraudulent marriage aimed at preventing his deportation. The FBI report said Trans Commodities ``is known to have laundered millions of dollars from Russia to New York.'' In an interview with the center, Kislin said he doesn't know Ivankov and noted that he has never been charged with a crime. He also denied that his company, Trans Commodities, laundered money for Russian organized crime figures. As for the mayor, he said: ``I did a lot of fund raising for Giuliani. ... (AP) - If authorities are right, Lucia Garofalo had tried repeatedly this month to enter the country at remote spots along Quebec's border with New England. Once, she got in. But on Sunday evening, bomb-sniffing dogs at the Beecher Falls border station in northern Vermont indicated they had found something in her car. No bombs were found, but Ms. Garofalo, 35, and Bouabide Chamchi, 20, were arrested anyway and accused of conspiring to use a false passport and other immigration violations. It is the latest sign of growing tension along the nation's borders. As the government warned Tuesday that Americans around the world may be the target of terrorist attacks over the next two weeks, airport security was being tightened at home and federal officials beefed up personnel at border stations from Maine to the Pacific Northwest and south to the border with Mexico. The Vermont arrests came only a few days after another man, Ahmed Ressam, was arrested in Port Angeles, Wash., on charges of carrying explosives. Authorities are checking for any links. Chamchi and Ressam are Algerians. As for Ms. Garofalo, authorities said she was allowed to cross into the United States on Dec. 6. She returned to Canada on Dec. 12. Noel Induni, agent in charge of the Immigration and Naturalization Service in St. Albans, said Ms. Garofalo also tried to cross from Canada into New Hampshire on Dec. 15 with a different man. They were turned away because the man did not have proper identification and their car held more luggage than was consistent with the story they gave for visiting. Along the normally open and porous northern border, the Border Patrol and Customs Service are urging longer hours and higher alertness from their officers. ``We have what's referred to as an open border with Canada,'' said Charles Tetzlaff, U.S. attorney for Vermont. ``Many of us on the northern border have been concerned with certain aspects of it for some time'' - particularly with law officers spread thin. ``There are areas along the border that just aren't covered on a given shift,'' added Keith Olson, president of the local Border Patrol officers' union in Bellingham, Wash., about 25 miles south of the crossing at Blaine. >From Blaine to Maine, as officers are fond of saying, there are only 289 border patrol officers guarding the areas outside official ports of entry. Along the U.S.-Mexican border, there are 8,200 agents, according to the INS. In Washington state, fewer than 50 officers patrol about 150 miles of border from the tip of the Olympic Peninsula to the foothills of the Cascade Mountains. ``We have three agents here in Port Angeles to cover the entire peninsula,'' said Mike Baker, patrol agent in charge of the Port Angeles office. ``We have really good people, but we don't have the resources.'' There are similar stories elsewhere. Carol Jenifer, the INS district director in Detroit, said the agency has 150 agents and Customs has 300 to do inspections and patrol Michigan's 700-mile border with Canada. During the last fiscal year, the INS did 45 million inspections in Michigan and denied access to about 17,200 people. In Detroit, where the Ambassador Bridge is the busiest U.S.-Canada border crossing, an Arab family crossing from Windsor, Ontario, was stopped for 45 minutes Tuesday. ``They have the right to ask because some idiot, they do some bad things,'' said Freddy Zouki, who is from Algeria but works for a Montreal oil company. ``I absolutely agree with what they are doing. They are doing their job.'' But his wife's brother, Roger Malki, 24, a Syrian national who is a student at the University of Montreal, was angry that agents asked them to pull over at a secondary inspection point. ``Is this just because we are Arabs?'' he yelled at the agent. George W. Bush used cocaine and suffered from ``alcohol abuse,'' even if the allegations are false, federal officials said Tuesday. Andy Martin, a West Palm Beach lawyer and perennial candidate for various political offices, is running the ad on WMUR-TV, an ABC affiliate that has aired presidential debates. The Bush campaign said it had not asked WMUR to stop running the ad. Spokesman Ari Fleischer said the station would have to decide that on its own. Fleischer said: ``These things are as mean-spirited as they are inaccurate.'' But WMUR spokeswoman Julie Campasano said the station never considered withholding the ad. ``It wasn't even an issue. The law is the law,'' she said. ``The FCC says clearly, a legally qualified candidate can say whatever they want to say in their message, and we as a station have no authority, permission or right to censor or otherwise edit any of the spots.'' A Federal Communications Commission official said Tuesday the station has no choice but to accept the ad if it is paid for by a qualified candidate for federal office and the candidate appears in the ad. Courts have ruled that broadcasters cannot be held liable for running false ads, he said. Bush has refused to answer some questions about his past, saying only that he has not used illegal drugs since 1975. No evidence has surfaced that he ever used cocaine. This is total vindication,'' Al Fayed said after the jury rejected the libel suit by former Conservative Party lawmaker Neil Hamilton. The Egyptian-born owner of Harrods department store said he would now renew his pursuit of a British passport, which has been denied because of questions about his honesty and his admission that he put legislators on his payroll. Al Fayed had been sued by Neil Hamilton, a former member of Parliament whose career was ruined by the allegations that he accepted envelopes of cash and a lavish stay at Al Fayed's Ritz Hotel in Paris in return for favors. ``At the moment, I just feel cold inside,'' said Hamilton, who told reporters he was broke after losing the case. Earlier, he had sued The Guardian newspaper for printing Al Fayed's claims, but dropped that case claiming lack of money. The Hamilton case contributed greatly to the ``sleaze'' issue that damaged Prime Minister John Major's government before its defeat in the 1997 general election. Another Conservative lawmaker admitted taking Al Fayed's money, and the store owner's accusations started a complex series of investigations that put former Tory Cabinet minister Jonathan Aitken in jail for perjury. ``I hope that this is the end of a sad and unpleasant episode which has been damaging to our party,'' Conservative Chairman Michael Ancram said. ``I trust that the personalities involved will now retire from the scene.'' The monthlong trial, billed by the British Broadcasting Corp. as ``the best show in town,'' had attracted full galleries in court each day. Bush doubts the number of hungry people in his home state, he can come see them himself, say advocates for the poor and food bank officials. Food is flying off the shelves as food banks try to serve poor people during the holiday season, food bank officials said. Bush sparked criticism from advocates for the poor across the state Monday by saying he doesn't believe a federal report that the country's second-largest state is also the second hungriest. ``I'm sure there are some people in my state who are hungry,'' Bush said at a campaign stop in Manchester, N.H. ``I don't believe 5 percent are hungry.'' Food bank officials, however, say distribution in some areas is 38 percent higher than 1998 while an 8 percent increase in contributions has failed to keep pace. ``Where can I get hold of Mr. Bush? I'd like him to come visit our food bank to see how empty our shelves are right now. We're scrounging for food,'' said Amelia Gonzalez, executive director of the Community Food Bank of Victoria, Texas. ``Oh my. How can I put this tactfully? If he says he will see to it there are no hungry people in Texas, that's good news,'' said Judy Carter, executive director of the Capitol Area Food Bank in Austin. ``Certainly, our experience is there are many hungry people.'' Bush, who is running for the Republican presidential nomination, also questioned the timing of the Agriculture Department report that said 5 percent of Texas families sometimes go hungry. Bush, who is running on a theme of ``compassionate conservatism,'' suggested the report released in October might have been released to embarrass him. ``Yeah, I'm surprised a report floats out of Washington when I'm running a presidential campaign,'' he said. ``It seems like a lot of reports are floating out of Washington.'' Agriculture Department spokesman Andy Solomon denied there was any intent to embarrass Bush. ``It might be tough to believe that during the best economy in generations hunger persists in America and in Texas, but as our study and as food banks in the governor's state can tell you, it does,'' Solomon said. ``Part of the difficulty in addressing the problem of hunger is getting people to acknowledge it.'' The report covered the years 1996-98. Bush took office in 1995. ``Its a shame he's not better informed about such an important issue,'' said Celia Hagert, nutrition policy analyst for the Center for Public Policy Priorities, an advocacy group for poor Texans. ``It's not some new report from some left-wing organization. It's not telling a new story. Texas has always had high levels of poverty and high levels of hunger.'' The report measured the percentage of households that experience ``food insecurity'' - defined as difficulty in getting adequate, nutritious and safe food - as well as hunger - an ``uneasy or painful sensation caused by lack of food.'' The report found 12.9 percent of Texas households experienced food insecurity, compared with a national average of 9.7 percent. Five percent experienced hunger, compared with 3.5 percent nationally. Only Oregon had a higher proportion of hungry families, 5.8 percent. In 1995, Bush vetoed a bill that would have created the Texas Food Security Council to study hunger in Texas and help local officials solve their hunger problems. The council would have included members from state agencies as well as from nonprofit food policy councils and agriculture sectors. Bush's veto said a private entity could be more effective. Americans often don't recognize hunger in the United States, said Liz Morris, spokeswoman for Interfaith Ministries in Houston, which coordinates a network of 90 church food pantries. Hungry children won't have the bloated bellies of starvation but still need food, she said. ``Hunger looks different in the United States than it does in Third World countries,'' she said. ``We don't have a lot of starvation but we do have chronic malnutrition - people who water down cereal or skip breakfast for their children.'' ``People may be employed but not making enough to feed their families,'' she said. ``At the end of World War II, somebody with the sweat of his brow and labor of his hands could feed their family. Today, without a degree, you can't make enough to feed your family.'' Bush sounded of like mind on that last point in a speech to students Monday afternoon. (AP) - An editor of a supermarket tabloid was arrested Monday after being indicted on extortion and bribery charges for his efforts to obtain information about the JonBenet Ramsey murder case. A grand jury in Jefferson County returned an indictment last week charging Globe editor Craig Lewis, 44, with criminal extortion and commercial bribery, the district attorney's office said. He faces up to nine years in prison if convicted. A jail officer said he was released on $5,000 bond after he turned himself in. ``Mr. Lewis has done nothing wrong,'' said his lawyer, Jeffrey Pagliuca. ``He was working as a journalist and trying to obtain information. Legally, morally and ethically, he is wrongfully accused.'' The indictment accuses Lewis of offering $30,000 for a copy of the ransom note that JonBenet's mother, Patsy Ramsey, reported finding hours before her daughter was found dead. ``We believe the conduct as set forth in this indictment clearly crosses the line of legitimate news gathering activity and violates Colorado law,'' District Attorney Dave Thomas said in a statement. Mrs. Ramsey told police she found the 2 1/2-page ransom note on the back stairs of the family's home in Boulder on Dec. 26, 1996, hours before 6-year-old JonBenet was found beaten and strangled in the basement. The grand jury in August indicted Boulder attorney Thomas C. Miller, 48, on commercial bribery charges, alleging he brokered an April 1997 attempt to buy a copy of the then-unreleased ransom note for $30,000. Lewis is accused of accompanying Miller and offering to buy the note from a document examiner employed by attorneys representing JonBenet's parents. The examiner declined the offer. The extortion charge centers on allegations that Lewis planned to force former Boulder police Detective Steve Thomas into an interview about JonBenet by threatening to publish photographs of Thomas' deceased mother and a story saying she committed suicide. The district attorney's office waited to announce Thursday's indictment until it was filed in court Monday. Last week, a judge rejected a defense request to block the indictment. Lawyers for Lewis and the tabloid said the laws being used against him were unconstitutionally broad and would have a chilling effect on reporters' First Amendment rights. Arrests in Jordan last week have produced information that hotels, tour buses and tourist sites in the Arab kingdom may have been targeted, the statement said. However, even after the arrests of 13 suspects, ``we cannot rule out the possibility that attacks still may be planned for this and other parts of the world,'' the department said. Amid heightened concerns about the possibility of a holiday terrorist attack at home as well as abroad, security was ordered tightened Tuesday at American airports and the Pentagon said it was taking ``appropriate action'' to protect U.S. forces overseas. White House spokesman Joe Lockhart reiterated a State Department warning that there was ``credible information'' about potential terrorist threats abroad, and that Americans should stay in touch with U.S. embassies or consulates. An earlier worldwide caution was issued Dec. 11. At the time, a senior U.S. official said, the U.S. government knew a plot had been uncovered in Jordan. ``The announcement was designed to keep Americans abreast of the counter-terrorism operation,'' said the official, who spoke to The Associated Press on condition of anonymity. The Dutch central bank has announced it intends to sell 300 tons of its gold reserves over the next five years. Nederlandsche Bank will sell 100 tons initially and then 200 tons over five years. That will leave them a reserve of 700 tons. They will not be announcing the sales beforehand. These sales are part of a plan of the 15 European central banks to limit their total gold sales to 2000 tons during the next five years and to freeze gold lending levels. There was no need to make such an announcement other than to influence a sensitive gold market. There is no question the FED is operating in the gold derivative markets. This is why Alan Greenspan was so animate during the Congressional hearings that there should be no regulation of over-the-counter derivatives. Legislation would have stopped the FED's manipulation of the gold market. The FED's actions particularly facilitates the gold carry trade which keeps sustained downward pressure on gold prices and creates bogus liquidity, which keeps the world stock markets well oiled. Recent and future gold sales by the BofE rendering their gold reserve position to that of a third world nation, and the subsequent sale announcement by the Dutch central bank, were certainly engineered in their fashion to lower gold bullion prices and in all likelihood to bail out the FED's put or short position. Every single move or announcement by any central bank, government spokesman, politician, investment banker or broker, regarding gold has been calculated to drive it lower. There is an institutional commonality of interest for lower gold prices. That is to reflect stability in their non-gold paper system, which is systemically bankrupt. If gold goes higher many might think the stock markets are going lower. A break below 9000-9200 on the Dow would signal a correction of more than 20% and thus a bear market, which would bring this monetary and financial charade to an end. Thus there is much at stake. If, as we have predicted, the 20% barrier is reached, we can assure you the FED will be in the stock market at any cost keeping it from going lower. Since its 1913 inception the FED has been a disaster for the American public, but it has made untold trillions for bankers and brokers. The bubble is there. It will be pricked and we ultimately will have a bear market no matter what the FED does. Conversely, gold will rise again from its depths and reassert its position as the only real money. There is 13,000 tons a gold in India, almost all of which is in private hands. It buys 1/5 of world production and demand is increasing due to good harvests and over 6% growth this year and next. The government regards owning gold as barbaric and medieval, a threat to the balance of payments and a wasteful diversion of savings into a non-productive asset. Last year 600 tons of gold was imported at a cost of $7 billion. In January, the government increased customs duty on gold by 160%in an effort to curb the outflow of funds. The government has offered a gold deposit scheme. An individual company or trust can deposit as little as 200 grams of gold for 3 to 7 years for a gold certificate which pays an interest rate of 3-4%, tax free. At the end of the term the certificate can be exchanged for gold or the market value of the gold with no capital gains tax. The certificates are transferable and can be used as security for a loan. Jewelers can borrow gold at 9 to 10% less than the cash borrowing rates. The goal is to borrow 100 tons a year saving about $1.2 billion in foreign exchange. Most of the gold is in the form of jewelry that would have to be melted down, destroying the value of work, which is usually 15%. A major problem for the government program is most of the gold was bought with unreported funds. If exposed to the government it makes the owner liable to prosecution. Our guess is they may get 20-50 tons the first year and less later. Those who own gold trust neither the government nor the financial system, thus we forecast the program as another bureaucratic failure to control citizen wealth and gold prices. Gold industry officials have been contacted by government regulators, such as the British Financial Services Authority and the FED, in regard to the firms' gold hedge-book exposures stemming from a little-known detail about producers' hedge contracts, especially in regard to lack of margin calls, which was part of the contract agreement. As gold prices fell commercial hedgers gave increasingly favorable terms rationalizing it by thinking margin calls are only for speculators. And rightly so. In five years in office, he has overseen the executions of 113 death row inmates, more than any other governor in any state since the death penalty was reinstated in 1976. But the relentless efficiency of his state's death row machinery is about to intersect, vividly, with Bush's pursuit of his party's presidential nomination. In the five weeks before the Iowa and New Hampshire presidential contests, Texas is scheduled to execute eight more people, among them convicts whose cases put the debate about the death penalty into high relief. Two of the eight committed their crimes as juveniles. One claims to have been convicted on the basis of a faulty DNA test. One is a paranoid schizophrenic whose condition went untreated -- until he killed. And then there's Johnny Paul Penry. Even supporters of capital punishment have been troubled by the Penry case. There is no excusing his heinous crime: In 1979, while on parole for a previous rape conviction, he broke into the home of Pamela Carpenter, raped her, and then stabbed her to death with the scissors she was using to make a Halloween costume for her niece. But Penry has the intellectual capacity of a 7-year-old. He never got past the first grade and spent his childhood years in and out of mental institutions. Court records describe how his mother beat him as a baby and dipped him in scalding water. She forced him to eat his bodily wastes, according to those records. Penry's execution is sure to gain national attention, for it was in his case in 1989 that the US Supreme Court issued a controversial ruling that the death penalty for retarded individuals is not a constitutionally prohibited "cruel and unusual punishment." He is scheduled to die by lethal injection on Jan. 13. Bush has not spoken publicly about the Penry case and, in keeping with his normal practice, he would not examine the facts of the case until the date set for execution. Bush has never granted such a reprieve. And it was the governor's opposition last spring that led to the scuttling of a bill that passed one house of the Texas Legislature. It would have banned executions of the mentally retarded. The case of another Texas convict, Larry Robison, who has been diagnosed with paranoid schizophrenia, poses another issue: whether the mentally ill should be executed. In a bloody rampage, Robison slaughtered two men, two women, and an 11-year-old boy near Fort Worth in 1982. Before he launched his murderous spree by decapitating and sexually mutilating his male housemate, Robison had no history of violence. His illness had been diagnosed when he was 21, but he was turned away from treatment because he lacked health insurance. He has requested Jan. 21 as an execution date, because he wants to die on a night of a full moon. The scheduled executions of Glen McGinnis (Jan. 25) and Anzel Jones (Jan. 26) and David Hicks (Jan. 20) offer other windows onto the death penalty and how determinedly Texas and Bush enforce it. McGinnis and Jones were both juveniles, 17 years old, when they committed their brutal crimes. Hicks, meanwhile, claims that faulty DNA analysis helped convict him of a crime he did not commit -- the rape and murder of his grandmother. The death penalty has not yet emerged as a campaign issue in a nation where roughly two of three voters, and three of four Republicans, endorse the practice. For those poor nations or fanatical movements that can't afford atomic devices, biological and chemical weapons are tempting means for terrorism. Racial, ethic, and religious discrimination and intolerance are causes of civil wars and social unrest that are prevalent. A day does not go by when there is standstill in the, bombings, shootings, beatings and cursings that human kind carries out against fellow human beings because of perceived differences. Against this tragic backdrop of human folly a new development has arisen. Anomalous structured craft that appear to defy the laws of science as we know them are being seen in the sky. Stories of contact with strange beings of a presumed extraterrestrial nature are being circulated non-stop. The exact nature of this phenomenon defies explanation. No one knows from where these creatures come, whether from other star systems or from other dimensions in time space. They have remarkable powers to alter our perceptions of reality, to erase memory, to create illusion and and perhaps over time even change our belief systems. The response of the planet's elites has been to simply try to ignore this phenomenon. It is my assessment that the presence of non-human intelligence threatens all terrestrial power. Limited resources and lack of access to the corporate or government controlled media has marginalized the impact of citizen investigators. Others who have experienced positive contact with non-human intelligence have formed loose networks. Munich Re, one of the world's largest reinsurers, said that about 70,000 people were killed in well over 700 disasters this year, including up to 30,000 who died in floods and mudslides in Venezuela this week. Climatic changes such as global warming were partly to blame, but it was impossible to say to what extent, Munich Re said. "We have a feeling that climate changes will play an increasing role in the future," said Gerhard Berz, head of a Munich Re research team that has been collecting worldwide data on disasters for the last 25 years. Economic losses resulting from catastrophes surged to $535 billion per decade in the 1990s from $38 billion in the 1950s in price-adjusted terms, Munich Re said. Insurance losses have risen at almost twice that rate as worldwide insurance cover has increased, Munich Re said. Alongside environment changes, urban growth and growing population density are causing the increase in catastrophe losses. A violent storm in a desert is a natural spectacle but it becomes a disaster if it strikes a town. MAN A BIGGER KILLER THAN NATURE More than 15 million people died in over 100,000 natural catastrophes over the last thousand years, with some 3.5 million deaths this century alone, Munich Re said. The total amounts to less than half the fatalities of World War II but excludes the unquantifiable millions who died of drought and famine. Munich Re has written a review of the millennium based on what it says is a unique archive of data used by scientists, engineers and authorities all over the world. But contrary to the impression given by the record number of disasters and the thousands of deaths this year, death tolls seem to be declining, Munich Re said. Improved early warning systems and protection systems are helping. Cyclones claimed well over one million lives in India and Bangladesh in the 18th and 19th centuries, and hundreds of thousands drowned in freak North Sea storms in the late Middle Ages. This century's worst disaster was an earthquake in July 1976 that killed 290,000 people in the Tangshan region of north-east China. Economic losses at $5.6 billion were uninsured. Earthquakes are the biggest killers, accounting for 47 percent of deaths. Windstorms claim 45 percent, followed by floods with seven percent. Lamberth said the Interior and Treasury departments have severly mismanaged millions of dollars in trust fund accounts for more than 300,000 American Indians. A federal judge yesterday said the Interior and Treasury departments so mismanaged millions of dollars in trust fund accounts for more than 300,000 American Indians that the government has no idea how much money is missing or where it can be found. U.S. District Judge Royce C. Lamberth said in a strongly worded, 142-page ruling in a class-action lawsuit brought by the Native American Rights Fund that he would personally oversee efforts by government officials to fix the failed system. While Judge Lamberth ruled against lawyers for the Indian account holders, who sought the appointment of a court-appointed monitor, he said they had established a right to "ongoing judicial review of trust reform efforts for the next five years or longer if necessary and a role for their own continued, close involvement in reform efforts." "Although plaintiffs may be dissatisfied with the court's decision to not appoint another special master or monitor at this time, plaintiffs should take great satisfaction in the stunning victory they have achieved today on behalf of the 300,000-plus Indian beneficiaries" in the trust fund accounts, he said. "That is enough for today. If more becomes necessary, the court will be available," he said. "If the defendants carry out what they now say they will do and comply with the court's order . . . more should not be necessary. In that case, trust reform should become a reality rather than a dream." Judge Lamberth said it was "entirely possible" that tens of thousands of Indian account holders "should be receiving different amounts of money their own money than they do today." But, he said, government officials could not say how much money was due, "which is the crux of the problem." He also said he would hold a second "minitrial" to determine how much the Indian account holders are due because of lost records and mismanagement. Eloise Pepion Cobell, head of a group that represents account holders, said the trial is expected to begin in June and account holders are likely to seek $10 billion in lost funds. The Interior Department described the judge's ruling as a victory, saying in a statement it was "gratified that Judge Lamberth is allowing the federal government an opportunity to move forward and implement the Department of the Interior's plan to manage the Indian Trust Funds." "We welcome the opportunity to prove that the Department of the Interior and the Bureau of Indian Affairs, with help and the guidance from the Congress, can move forward from almost a century of inadequate accounting systems and antiquated record keeping," the statement said. "We are determined to meet the challenges and overcome obstacles that lie ahead and we welcome the continued oversight from the court as we continue to put plans into action." Native American Rights Fund lawyers said they were "comfortable" with the judge's ruling and hopeful the government would make efforts to correct the problems. The fund is a Colorado-based, nonprofit legal organization that defends and promotes the legal rights of Indians. "I think the judge was fair and has given the government one last chance to correct the problem," said Mrs. Cobell, a member of the Blackfeet tribe in Montana. "Let's see if they do it." Lawyer Keith Harper said he was pleased with the ruling, calling it a "prudent, judicious approach." The judge ordered Interior to come up with an accurate accounting of the trust fund accounts; to provide for the retention of trust fund documents; and to provide adequate staffing for trust fund management functions. Four months ago, he ordered the government to pay $625,000 for the failure of Interior Secretary Bruce Babbitt and former Treasury Secretary Robert E. Rubin to turn over documents sought in the pending suit. The records had been requested by attorneys for the Native American Rights Fund to document how payments were made to Indian trust account holders. The lawyers had sought the records and other materials involving more than 300,000 individual accounts and 2,000 tribal accounts managed by the Interior and Treasury departments. The departments manage money from, among other sources, land settlements, royalties from minerals and other resources, and companies that use Indian land. Interior and Treasury officials have been unable to produce accounting records or statements to verify how much cash has been collected. At that time it was wrong--as the great slaughter of 1914-18 subsequently showed. But it was right for the last 50 years. The Cold War was the manifestation of a struggle between two mutually contradictory social systems on a world scale. The monarchical states of the 18th century maintained small professional armies. The French Revolution changed all that. This kind of warfare was undermined, first by the American revolutionary War of Independence, when the colonial irregulars, in Engels' words, refused to dance the military minuet with the forces of the English crown. But it was completely destroyed by the French revolution which, for the first time, confronted reactionary-feudal Europe with the spectacle of an armed revolutionary people. Brilliant revolutionary generals like Lazare Carnot evolved entirely new military tactics and methods, especially the leveé en masse, in effect a mobilisation of the whole people, which carried all before it. Bismarck learnt that from the French Revolution. As early as 1807 Hardenberg wrote to the king of Prussia: "We must do from above what the French have done from below." The Prussians based themselves on Carnot's idea of an armed people, but did so in the reactionary spirit of militarism. Nevertheless, the Prussian military machine was perfected and won a series of spectacular victories. This enabled the conservative Junker Bismarck to carry out the historically progressive task of German unification, but in a reactionary way--under the domination of feudal-bureaucratic Prussia. By the 1890s the Prussian state, always bureaucratic and militaristic in spirit, had evolved into a vast monster, spending unprecedented sums on armaments. Kinkaid, the explorer who found the great underground citadel of the Grand Canyon during a trip from Green river, Wyoming, town the Colorado, in a wooden boat, to Yuma, several months ago. According to he story related to the Gazette by Mr. Kinkaid, the archaeologists of the Smithsonian institute, which is financing the expeditions, have made discoveries which almost conclusively prove that the race which inhabited this mysterious cavern, hewn in solid rock by human hands, was of oriental origin, possibly from Egypt, tracing back to Ramses. If their theories are borne out by the translation of the tablets engraved with hieroglyphics, the mystery of the prehistoric peoples of North America, their ancient arts, who they were and whence they came will be solved. Egypt and the Nile, and Arizona and the Colorado will be linked by a historical chain running back to ages, which staggers the wildest fancy of the fictionist. A THOROUGH INVESTIGATION Under the direction of Professor. SA. Jordan, the Smithsonian Institute is now prosecute-ing the most thorough explorations, which will be continued until the last link in the chain is forged. Nearly a mile underground, about 1480 feet below the surface, the long main passage has been delved into, to find another mammoth chamber from which radiates scores of passageways, like the spokes of a wheel. Several hundred rooms have been discovered, reached by passageways running from the main passage, one of them having been explored or 854 feet and another 634 feet. The recent finds include articles, which have never been known as native to this country and doubtless they had their origin in the orient. War weapons, copper instruments, sharp - edged and hard as steel, indicate the high state of civilisation reached by these strange people. So interested have the scientists become that preparations are being made to equip the camp for extensive studies, and the force will be increased to thirty or forty persons. "Before going further into the cavern, better facilities for lighting will have to be installed, for the darkness is dense and quite impenetrable for the average flashlight. In order to avoid being lost, wires are being strung from the entrance to all passageways leading directly to large chambers. How far this cavern extends no one can guess, but it is now the belief of many that what has already been explored is merely the "barracks", to use an American term, for the soldiers, and that far into the under-world will be found the main communal dwellings of the families. The perfect ventilation of the cavern, the steady draught that blows through, indicates that it has another outlet to the surface. MR. KINKAID'S REPORT Mr. Kinkaid was the first white child born in Idaho and has been an explorer and hunter all his life, thirty years having been in the service of the Smithsonian Institute. Even briefly recounted, his history sounds fabulous, almost grotesque. First, I would impress that the cavern is nearly inaccessible. The entrance is 1,486 feet down the sheer canyon wall. It is located on government land and no visitor will be allowed there under penalty of trespass. The scientist's wish to work unmolested, without fear of the archaeological discoveries being disturbed by curio or relic hunters. A trip there would be fruitless, and the visitor would be sent on his way. The story of how I found the cavern has been related, but in a paragraph: I was journ-eying down the Colorado River in a boat, alone, looking for mineral. Some forty two miles up the river from the El Tovar Crystal canyon, I saw on the east wall, stains in the sedimentary formation about 2,000 feet above the river bed. By JEROME GROOPMAN My grandmother lived vigorously to the age of 100. She was raised in an impoverished shtetl in czarist Russia, arrived in America the day McKinley was shot, lived in a cold-water tenement, sewed garments in a crowded, filthy sweatshop and delivered four children at home. I always assumed she carried genes for longevity and a strong constitution. There were some in her family, similarly healthy and long-lived, who inherited those genes, and others, less blessed, who did not. It was a matter of good fortune, and nothing fundamental could be done to alter the outcome. Yet as we look into the next century, we see science poised to determine a person's life span directly, by modifying his genes. Pills would replace parents as the key to vigorous longevity. Although providing long and healthy lives is a laudable goal, the consequences of this approach raise deeply disturbing questions. Genes for long life were first found in fruit flies. Last month, a breakthrough occurred in higher animals. Mutant mice were created, through genetic engineering, that lacked a normal cell protein called SHC. All mammals, including human beings, have this SHC protein. The mutant mice were healthy and lived one third longer than their normal counterparts. Their cells were notably resistant to oxidants, molecules that wear down tissues the way they rust metal. Of course we are not mice, and the SHC protein may not have the same effects on oxidation in our cells. But the proof of principle is powerful. Analogous genetic changes in people could routinely make us into centenarians. Genetic diagnosis, though, will come before any specific treatment. People will learn of their natural chances to live to a certain age and their risks of having a variety of diseases. This knowledge will make it increasingly urgent to create drugs to modulate the effects of genes linked to illnesses. Such drugs will be designed, in large part, using supercomputers that will screen chemicals, to see which ones might work, in a virtual format before empirical testing in cells and animals. The natural and steady degeneration of tissues is accelerated by disease. Illnesses become deadly when they overwhelm the body's defenses and its mechanisms for repair. Longevity appears to involve delaying normal aging while protecting against disease. Data on centenarians published this year suggest what is needed to live past 100. Many centenarians had close relatives in their 90's and early 100's. They were like my grandmother, physically and mentally vigorous, and were largely free of illness until shortly before their deaths. Their survival apparently involved not only genes for longevity, but also genes that reduce susceptibility to disease. The converse painfully makes the same point: families with genes that predispose them to serious illness, like the genes for breast cancer or the hyperlipidemia genes for heart attack and stroke, are marked by untimely deaths. We will be faced with the difficult decision of which life-limiting genes and proteins to remedy first. Should we address the most prevalent killers, like atherosclerosis, or the maladies that affect younger people, like juvenile diabetes? Will some racial and ethnic groups be given short shrift, since minorities often have unusual genes predisposing them to rarer disorders? Will diseases that happen to affect congressmen, celebrities and corporate chief executives be favored, getting periodic infusions of money for research and development? No American believes that anyone should be denied the benefits of science for financial reasons. So, even after priorities are set, who will pay for the longevity treatments, which probably will begin at an early age and extend 100 years or more? Certainly the drugs will be costly, but might health costs ultimately be reduced if we can successfully delay illness and extend productivity for five or more decades? Will the process of dying also become less costly, since it may occur rapidly as the drugs wane in effect or are withdrawn, in contrast to the slow, stuttering decline that is now the expensive norm? Regardless of who is first in queue, and regardless of the cost-effectiveness of the treatments over time, only those in wealthy and prosperous nations will have access to them. This will make global demographics even more lopsided than they are now, as people in the United States and Europe live well past 100 while Africans and Asians continue to die young, as they have for centuries. In the industrialized world, family dynamics will change as five or more generations know each other. The ballooning healthy population will sharply increase global demand for food, shelter and everything else. -Caveat Lector- Tuesday December 21 04:26 PM EST NBC Flip-Flops on "Saturday Night Live" Seems like NBC's got this whole holiday thing backwards--in what should be the season of giving, the Peacock network is taking back its holiday gift to the Anti-Defamation League. Just last week, a network executive promised the ADL that NBC would remove a controversial skit from the December 4 Saturday Night Live for any future airings of the episode. The ADL, a group that has been fighting anti-Semitism since 1913, had complained that "And So This Is Hanukkah" sketch, featuring parodies of pop stars singing holiday songs, was offensive. The group particulary fumed over a mock Britney Spears singing that Christians have forgiven Jews for "having killed our Lord." ADL national director Abraham Foxman wrote a letter to the network saying the skit's gags "represented anti-Semitic stereotypes at their worst." He called SNL's "lame attempt" at humor "unacceptable." That prompted NBC's Rosalyn Weinman to write Foxman back with the promise that the "problematic" skit would be cut from reruns. (SNL executive producer Lorne Michaels, however, reportedly did not go along with Weinman, and said the decision to excise the sketch was "still under discussion.") But after the news broke that the bit would be edited out, some SNL viewers called in to say they weren't really offended. So Weinman, the network's vice president of broadcast standards, issued a statement Monday saying she had changed her mind. "We have reviewed the viewer response to the 'And So This Is Hanukkah' sketch and have decided that it will air again unedited. "Today's environment makes our judgment calls in these situations increasingly difficult because we must find a balance between being politically correct and being funny in a non-hurtful way." Weinman says the decision to do a 180 was hers and hers alone. For his part, Foxman was saddened by NBC's about-face. "We find selected portions of the skit offensive and not funny...We, too, have heard from viewers, most of whom are avid SNL fans, who, nevertheless, believed a fine line was crossed." The SNL incident is the second time in a month that NBC has waffled over content matter. Earlier this season, the network decided to delete the word "tamale" from an already-filmed episode of Will & Grace after Hispanic groups objected to its use in a scene between a white woman and her Latina housekeeper. -Caveat Lector- Thursday December 16 2:51 PM ET 20 Kids Wounded in Israeli Shelling By AHMED MANTASH Associated Press Writer ARAB SALIM, Lebanon (AP) - Shells fired by an Israeli-allied militia exploded at an elementary school in southern Lebanon on Thursday, wounding 20 children and sending hundreds scurrying for cover. Israel apologized for the casualties. One of the three shells struck a wall around the school, shattering windows and littering classrooms with debris and broken glass. Small pieces of human flesh were spattered on a desk and blood stained the walls. Desks and chairs were overturned by fleeing pupils. ``The class immediately broke up in panic amid the screams of the wounded and the frightened,'' said geography teacher Mohammed Farhat, who was instructing students about the continents when the first two shells landed near the school in the village of Arab Salim. The attack heightened tensions on the last active Arab-Israeli war front a day after Syria and Israel, the key players in Lebanon, resumed negotiations in Washington. The talks are expected to increase the chances of a peaceful solution for southern Lebanon. While Hezbollah officials in the south threatened to retaliate - they have in the past fired rockets on northern Israel - their leader said he will hold his fire this time but warned patience has run out. ``This deserved the shelling of Zionist (Israeli) settlements by the Islamic resistance,'' said Sheik Hassan Nasrallah. ``But we will not take such measures but we reserve the right to retaliate and we say, `Our patience has run out.''' Lebanese security officials, speaking on condition of anonymity, said a 120mm mortar shell hit a wall outside the third and fourth grade classrooms on the school's ground floor. Two other shells fell in a nearby bush. The school faces a military outpost manned by Israeli and allied militiamen on the opposite side of the valley. Twenty students, aged 9 to 15, were wounded by shrapnel, said the officials, who spoke on condition of anonymity. The children were taken to a hospital in Nabatiyeh, four miles away. At least three were in serious condition with wounds to their heads and faces, the officials said. Others suffered cuts from shrapnel and glass shards. The remaining 400 students were shepherded by teachers to sandbagged rooms that are used as shelters and later sent home. In the northern Israeli town of Kiryat Shemonah, underground shelters were opened as a precaution against possible reprisal attacks and parents were asked to pick up their children from school. The Israeli military said its allied South Lebanon Army militia shelled the village after its outposts came under guerrilla attack Thursday morning from a residential area of Arab Salim. ``The Israel Defense Forces have no intention of causing escalation in south Lebanon,'' said a statement by the Israeli military. ``The injury to the civilians was caused accidentally. The IDF expresses regret over the injury of civilians.'' In the past, Israeli warplanes and artillery have pounded suspected guerrilla bases in a valley near Arab Salim. The three-story school has been hit four times before, most recently in May. The school's only other casualties came in 1991, when seven students were wounded by shelling. ``We heard the shelling but we did not care. This is part of our daily life in the south,'' Ali Yussef Ibrahim, 11, who suffered shrapnel wounds, said at a hospital in Nabatiyeh. President Emile Lahoud said the attack threatened to undermine the Middle East peace efforts, his office said. Prime Minister Salim Hoss called on a multinational committee monitoring combat in southern Lebanon to convene to discuss Israel's ``criminal aggression'' against civilians. The committee of American, French, Lebanese, Israeli and Syrian representatives has sought in the past to contain hostilities. The Israeli military's statement said the committee will meet Friday in special session to discuss the attack on the school. THE FALSE PARAGON
Tony Blair is portrayed by many as the paragon of all that is virtuous in the
New World Order. Despite the strong moral purpose that seems tattooed on his
forehead, Mr. Blairs real character is somewhat different. The perception of
virtue is another element of the frantic bloodthirstiness that seems the raison
dêtre of this deracinated Socialist regime.
BLOOD LUST
The lack of concern for Iraqi victims of genocide and the election oriented
blood lust is all of a piece to a man for whom murder is just another vote
winner. He tells Catholic audiences that he regards abortion as an abhorrent
act of murder, yet he has always voted to extend the availability of abortion.
Now it is possible to believe that abortion is sadly necessary or that it is
not murder. Nevertheless, to claim that it is unnecessary and murderous and
still vote for it repeatedly shows certain hypocrisy surprising in so publicly
religious a man. The reason for this strange behaviour is the knowledge that
advancement is harder in the feminist dominated Labour Party. Advancement is
still possible, as Mr. Blairs predecessor as Labour leader, John Smith, showed
by consistently voting Pro-Life. Another sign of this mans murderous
tendencies us the unfolding scandal of involuntary euthanasia in our state run
National Health Service. While we (rightly) deplore the Chinese one child
policy, our disposal of "useless mouths" is swept under the carpet. Our senior
citizens are obviously more like Iraqis than Albanians in Mr. Blairs Manichean
worldview. The man responsible for this genocidal policy, Frank Dobson, is not
taken to the dank gaol cell where he belongs, but is instead promoted
energetically and illegally as Tony Blairs candidate for London mayor. Just
remember this fact when you next hear him talking of another countrys
atrocities.
THE COMMIE LOVER
For a man who leans on America so much, Mr. Blair had a strange hatred of it.
Three of his main lieutenants, Peter Mandelson, Charlie Whelan and Jack Straw
where either members of the communist party, or very closely allied to it. Tony
Blair himself was a member of the Campaign for Nuclear Disarmament, which was
run by and for the British Communist Party. The leap to Europhilia is not so
hard to understand when bearing in mind that with Moscow gone Brussels is the
new foreign power to betray your country to.
THE RAW EXERCISE OF POWER
Mr. Blair is fond of power, and contemptuous of opposition. The use of FBI
files and the Waco massacre would find approval with Mr. Blair. He has his own
pending Watergate in his treatment of Michael Ashcroft, the man keeping the
dissident Conservatives afloat, now that Mr. Blair has been successful in
scaring off many of its other backers. It is now becoming clear that the
Government has selectively leaked a mass of documents to the friendly Murdoch-
owned press to smear this man. If they have not hacked the opposition partys
bank accounts, they definitely provided the bank transactions through the Times
(which they got through money laundering regulations). The Government has made
sustained attempts to deny this man his vote and his right to donate money. It
is also clear that the Labour Party had offered him the opportunity to switch
sides, in return for which he would be ennobled. To Michael Ashcrofts credit,
he stuck with his convictions.
SNOUTS AT THE TROUGH
Other rich men are more easily bought than Mr. Ashcroft is. Take David
Sainsbury, the former patron of the small centre-right Social Democratic Party.
In return for a ministerial post (minister for science), an about turn on
Genetically Modified Foods (in which he is the largest single investor) and a
Peerage, he gave two million pounds ($3 million) a year to Labour Party funds.
Surely, the media will protest? Well no, because the state owned broadcaster,
the British Broadcasting Corporation (BBC Broadcasting By Coercion), has just
appointed Greg Dyke. Mr. Dyke is not only Mr. Blairs former next door
neighbour, but has also admitted to giving Mr. Blair personally $8,000 just
before he became leader of the Labour Party, and giving the Labour Party ten
times as much. It seems that Slobodan Milosovic has a lot to learn.
ANOTHER PLANET
What about Mr. Blairs pathological propensity to lie? Well this is also true
to form. I can not do any better than the leader of the dissident Conservative
Party, William Hague in Parliament:

Clinton considering pardon for Pollard

Senior Clinton Administration officials met recently with an Israeli military
attorney who traveled to Washington to negotiate the release of convicted spy
Jonathan Pollard.
Israel's Defense Ministry attorney Moshe Kochnovsky, who serves as deputy
director of special affairs, reportedly met with White House officials to
discuss a possible presidential pardon for Pollard despite uniform
recommendations against his release from throughout the Administration.
Pollard is serving a life sentence for releasing classified information to the
Israeli government in the mid-1980s when he served as a civilian intelligence
analyst for the US Navy.
In 1986, Pollard confessed to spying for the Israeli government. He was
convicted of giving away intelligence information revealing diplomatic
communication codes and detailing data the United States kept on Soviet Union
missile sites.
As a civilian employee of the U.S. Naval Investigative Service, Pollard
supplied Israel with 360 cubic feet of classified documents. The federal
attorney who prosecuted Pollard, Joseph diGenova, said in a prior interview
that Pollard's actions put "tens of thousands of American lives at risk."
Kochnovsky was recently appointed by Israeli Prime Minister Ehud Barak to
manage the Pollard case between the U.S. and Israel.
When Barak and President Bill Clinton met in July, the two agreed to negotiate
the terms in more private manners rather than opening the issue to public
scrutiny which have soured previous attempts.
During a turn of events during the October 1998 Middle East peace talks in
Maryland, then Israeli Prime Minister Benjamin Netanyahu raised the possibility
of Pollard's release as a condition of signing the peace agreement. That effort
to secure his released was foiled when word of the negotiations were leaked to
the press.
A report in the Ha'aretz, an Israeli newspaper, suggests that Clinton may use
Pollard's release as a final bargaining tool in the Israel-Syria peace talks.
If Clinton grants Pollard a pardon, he would do so over the objections of every
cabinet member whose advice he sought in the matter. Such a move would also
come when First Lady Hillary Clinton has been under increasing pressure from
various New York Jewish delegations that she support Pollard's release.
Last year, Clinton sought the advice of four cabinet members, giving them a
January 18, 1999 deadline to make their recommendations on Pollard's case.
Attorney General Janet Reno, Secretary of State Madeline Albright and Defense
Secretary William Cohen each recommended Pollard continue serving his life
sentence. CIA Director George Tennet reportedly threatened to resign if Clinton
released the confessed spy.
In addition to the opposition Pollard faces from Clinton's cabinet members, he
also faces growing opposition from members of Congress. In January, 14
Democrats and 44 Republican Senators signed a bi-partisan letter to the
President expressing disapproval of any effort to pardon Pollard. One week
later, Rep. Fred Upton (R-MI) introduced a sense of Congress Resolution calling
on Clinton not to abandon any clemency considerations.
In August, New York state Assemblyman Dov Hikind, pushing for Pollard's
release, called on Mrs. Clinton to use her status and clout to persuade the
President to grant Pollard clemency. Hikind said that Pollard's case would
become a serious issue in the campaign.

12/20/99 - The FBIs top brass is hoping no one will notice much after all
the American media are notoriously slothful in following up on stories. And
with any luck Christmas celebrations will so befuddle reporters that none of
them will remember to ask about those mass narco-graves in Mexico that the
bureau was making so much of a few weeks back. The bureau is praying they will
just assume that the 100 or so corpses, with half-a-dozen Americans supposedly
among them, must have been unearthed.
In fact, only nine bodies have been recovered, and there are unlikely to be any
more, say sources in U.S. law-enforcement agencies and at the White House. It
now appears that the FBI was fed a fast one by its original narco-grave
informant, a double-crossing Mexican federal cop who was on the run from the
Juarez drug cartel and desperately in need of securing sanctuary north of the
border, according to Insights sources.
So far the Mexican government has held off adding to the bureaus misery by
highlighting its embarrassment. On Dec. 17, 1999, Mexicos attorney general did
confirm to the Los Angeles Times that the sweeping investigation of suspected
mass graves containing victims of Juarez drug traffickers now is expected to
yield far fewer bodies than originally reported. While characterizing the
initial claim of more than a hundred bodies an error, Jorge Madrazo Cuellar
went easy on the bureau by opining that there may be a few more, but he
declined to give an estimate of how many.
Sources in Washington say that nine is likely to be the final tally with not
one dead American among them. In short, the unprecedented three-week-long
operation involving scores of white-frocked FBI forensic experts and hundreds
of masked Mexican police and soldiers descending on ranches close to the border
city of Juarez is one big crock.
When the joint dig got under way on Nov. 29, 1999, it was described by U.S.
authorities as a model of U.S.-Mexican cooperation in fighting the drug
cartels. It now turns out that behind the scenes the Mexicans were doubtful of
the informants claims but were pressured by Washington after the FBI insisted
there could be Americans buried down there.
How come the bureau made such a mistake? One excuse being put out is that
agents just assumed that the graves would contain the bulk of the 200 or so
people who have been reported missing in recent years from the border city. But
U.S. law-enforcement sources involved in the operation say the informant
overstated the number of dead on purpose in his bid to get placed in the
American witness-protection program. They also say there are grounds to believe
that the informant was in some way involved in the murders of the victims who
actually have been recovered.

Poll: Most Americans Oppose Panama Canal Turnover, Fear Chinese Control NewsMax.com December 22, 1999 Most Americans oppose the transfer of the Panama Canal, officially slated for Dec. 31, and fear Chinese influence over the strategic waterway. In a NewsMax.com/Zogby International poll released today, nearly 50 percent of Americans polled oppose the turnover of the Panama Canal to the Panamanian government. Only 29 percent of respondents thought turning the canal over to the government of Panama was a good idea. The NewsMax.com/Zogby poll also found that Americans are deeply worried that a Chinese-controlled company, Hutchison Whampoa, will control and operate the canal and its facilities. A majority, 58 percent, agreed that Hutchison Whampoa's influence over the canal "threatens U.S. national security." The survey â which sampled the opinions of 1,005 registered voters last week â indicated Americans are far more concerned about the Panama Canal than official Washington or the media pretend to be. Administration officials, however, may have quietly done their own polling and also discovered voters are not so happy about the canal transfer. When Panamanian and U.S. officials held a ceremony on Dec. 14 in Panama marking the turnover, Panamanian officials openly expressed disappointment that no ranking American official â President Clinton, Vice President Al Gore, Madeleine Albright, or any Cabinet member for that matter â bothered to show. Former President Jimmy Carter, who shepherded the 1977 treaty that led to the transfer of the canal, led the U.S. delegation to the ceremony. Critics of the transfer have cited increasing concerns about the military dangers posed by the American withdrawal. Panamanian polls show that the citizens there wish the United States had not withdrawn, and have voiced concerns that Marxist guerrillas in Colombia, backed by Cuba and China, have been making incursions into Panama's southern provinces. Panama has no standing army. American groups have also expressed fears that Hutchison Whampoa, a company with close ties to China's military and intelligence agencies, will have de facto control of the canal. Adm. Thomas Moorer, former chairman of the Joint Chiefs of Staff, has testified before Congress that by turning over the canal, the United States may lose critical time in deploying forces if war erupts in Korea, Taiwan or elsewhere in the world. Howard Phillips, chairman of the Conservative Caucus, a group that has been spearheading efforts to maintain U.S. control of the canal, said that it is "in the common interest of both the United States and Panama to restore a U.S. military presence in Panama." Phillips is calling on Congress to intervene and force Hutchison Whampoa's contract for the canal to be revoked, and for U.S. troops to be permanently stationed there. It describes a region without defined limits, a land of narrow, twisting mountain trails, jungle-flanked rivers, and in Thailand at least, government built strategic roads. An ethnological crossroads, it is an anthropologist's paradise, or nightmare perhaps. A land whose bedrock of Thai, Shan and Lao peoples has been overlain by a multitude of minority tribes and peoples the Akha, Lisu and Lahu, originally from Tibet and southwestern China, the Hmong and Yao from South China, the many Karen peoples: Sgaw, Pwo, Kayah, Padaung, and others, whose precise origins are unknown, the Kachin, originally from China, where they are called Jing Pu, and the Haw Chinese from Yunnan Province. It describes a land whose inhabitants are principally farmers, some of whom till the rich valley floors, while others scratch a living from the steep mountain slopes; one where valleys and mountains are sun-drenched in the hot, dry season, blanketed in smoke and ash during the seasonal burn-off, a quagmire in the long, wet monsoon months and subject to bitterly cold Himalayan winds in winter. It is a place where a force of one hundred armed men constitutes an army, where rebellions against the state, whether against communist Laos, socialist Burma or democratic Thailand are a way of life. And it describes a region whose chief product has determined the history of whole nations, the source of a substance that has been the cause of major wars, a commodity that today is threatening the very fabric of our societies. This product is, of course, opium, the so-called mother drug, the raw base that is refined to produce heroin, one of the most destructive recreational drugs known to mankind. Opium to the Golden Triangle is what coal was to northern England, or corn to the American Midwest. It is the trade in illicit drugs that makes the Triangle... Golden. The 1988/89 Golden Triangle opium harvest was of record breaking proportions with a bumper crop of 2,400 tonnes harvested. The 1989/90 harvest is thought to have matched the previous year's. Two thousand four hundred tonnes of opium translates roughly into 240 tonnes of refined heroin, or nearly forty times the estimated annual consumption of the United States. These two giant harvests will result in the Golden Triangle remaining as one of the most significant if not the most significant heroin producing regions of the world, and will contribute massively to the heroin addiction numbers reported around the world. Thailand already has over 400,000 addicts, Malaysia 180,000 (heroin and opium), India 200,000 to 300,000, Pakistan over one million (in 1980 the number of addicts in Pakistan was considered so few as to be not worth reporting) and the United States, possibly as many as 750,000. The flow of heroin, it seems, cannot be stopped. This book looks at the development of the Golden Triangle. It examines some of the influences that have contributed to its creation. We explore the link between the activities of certain European trading powers in centuries past, and the growth in opium addiction in Southeast Asia and China which in consequence paved the way for the emergence of the Golden Triangle during the present century. Answer: Since yesterday, Tuesday, Dec. 21, 1999. For, that's when our Secretary of State, Madeleine Albright, blocked a $500 million loan guarantee by the U.S. Export-Import Bank to the Russian company, Tyumen Oil, invoking the 1978 Chafee Amendment, i.e., claiming that the deal was supposedly contrary to the U.S. national interests. Albright's move is the latest example of abuse of power and public office by the Clinton administration officials. For, the only entities which benefit from it are one George Soros, a business tycoon, and BP Amoco, a foreign-owned multinational. Certainly not the United States of America, whose interests these officials have sworn to uphold. If in doubt, consider what the Ex-Im loan guarantee was to be used for. Tyumen wants to buy American-made oil equipment and services! About $295 million from the Dallas-based Halliburton; and some $203 million from ABB Lummus Global of Bloomfield, NJ. And that's protecting the U.S. national interests? No wonder Mrs. Albright's detractors call her Madam Halfbright. But the Secretary is "Madam Fullbright" when it comes to knowing which side the Clinton administration's bread is buttered on. And which side is that? Amazingly, the same as that of the self-proclaimed "conservative" voice in the media, one Wall Street Journal, judging by some omissions from your news story "U.S. Blocks $500M Aid Deal for Russians (International Page, Dec. 22, 1999). The Journal never mentions, for example, that George Soros is an investor in a company which Tyumen has been trying to acquire. Why not? Nor that Soros, as well as BP Amoco, have been using high-powered lobbyists to bring about this Halbright decision. Why not? Nor that the "troika" (BP, Soros, Tyumen) have been embroiled in a classic commercial dispute for over a year. Why not? Because none of the above has anything even remotely to do with the U.S. national interests? True. But silence is acquiescence. The Journal's cover-up-by-omission suggests that your paper seems to be representing the same interests as our sorry Foggy Bottom secretary of the Soros Estate seems to be doing - those of George-the-Shark's and BP's, rather than those of the American people - your readers. For, as a result of this State Dept. decision, the deficit-ridden U.S. economy will be deprived of another $500 million of exports which it badly needs, so as to offset some of the soaring imports from the Clinton administration's "most favorite nations," such as China, for example. And stave off Clinton's most favorite export - American jobs. If the Journal were really a voice of "conservative" business interests in America, it would have screamed bloody murder on account of the former travesty (export of goods restriction), if not the latter (export of jobs). Thankfully, the Journal's silence and acquiescence has at least one redeeming virtue. Now we know for sure whose interests both the State Dept. and the Journal serve: Those of George. The Virginia Company was the first British colonial enterprise in North America, following on the naming of that state after the Virgin Queen, Elizabeth I. The Virginia Company founded the colonial port of Jamestown on Chesapeake Bay, now a Colonial Heritage site. Captains from Hudson to Kidd One of the key issues at the time of the foundation of the Company was the search for the "North West Passage" over the top of North America to the Indies, considered of vital interest because of the continued dominance of the sea routes east by the Spanish and Portugese. The Company financed expeditions in order to find the supposed passage, and on one such voyage the Captain, Henry Hudson, was cast ashore to die by his mutinous crew in the bay which now bears his name. Since my trip to midwest, last August, I really learned a lot about what this thing appears to be now. And it is phenomenal how this thing plays out. There is a "good luck" scheme behind these victims of sort, where contacting a victim can give others benefits with their lives. She contacting me might help her, and vica versa. And your contacting me may give you good luck, help with life. I know this, I have watched this occur for years now around me. And it has to do partly with a real phenomena. This is, I believe the wares games stuff. LIke , I believe that some of these implants may be organic -- they may be small worms in fact, Z. LIke I said before, they may live, even grow in body -- like eels they may conduct electrical charges. Which is why when they are accessed, the person winds up tortured in body. But, I also believe that strong antibiotics may kill them and eventually their waste does go. But during the time that they are in body they may put out chemicals, constantly dousing the victim with drugs, which are psychotic to experience. The implants, and/or creatures in body, may also contain small transmitters which make the asaults upon the person that much worse. Doctors may not like to try to remove them because the worms are hard to kill -- hard to get at, they move fast when doctors go for them and hide in other parts of the body. And this is considered really seedy stuff -- satanic-cult stuff. Possibly Wicca cults too (I am not sure). What is is probably is a satanic cult's assault upon a person they believe has gone astray, probably from their mother's "covent" plans, or covenant chain (hidden-secretive social plans of the cult). The deal is that most mothers in the world design plans for kids with local cults for the future of the child. IF the child doesn't get involved in picking up these plans, the mother's coven group then goes after the child and assaults it. OR a sister or relative too might also use the cult to force, the hard way, a child to behave as they feel it should. Then the WHOLE community gets involved against the kid. Using chemicals on them, local syndicates can begin assaulting them, etc. And these specialized, secretive "curmudgeon" couples, living in all communities everywhere practically now, control the implanting, and druggings of victims like . The curmudgeons use victims in wares games -- implanting them with more electric worms and transmission devices -- and then they obtain these wares fish off of the victims in public and stalking them in their homes. The wares fishes are seen on the sidewalks, dead ones, as large black tar spots. When the fishes are accessed by crime syndicates and when they get big ones, these are amazing to see arrive or materialize. They appear to come through the air, out of nowhere. The electrical pull of these worms & transmitters, attracts them, and they appear as small as a tiny dot or as large as a 5-6" in diameter. The larger the better for pimps. The fishes put off frequency sends which people use to get favors with--some people carry these things around with them in public in purses, etc. The sends attract suitors. Etc. Pimps use them with prostitutes. And the fishes when they appear have an amazing frequency charge to them, it is hard to get near them, and they gravitate to people's hands. They look like a large lump of black jelly. They have a halo which appears at first in the center, a circle of light, and a white pearl in the center. They have an eye of sorts and underneath, I think a mouth. These are the large ones...which pimps covet. The pearls give people sends too -- and can get people favors for their lives. So people pay handsomelyfor them. People everywhere have used the system for favors. They like it because it had helped them in the past. And they also appear to liek the tagging system in this which targets dissidents and so-called "wayward" people in the community. That is a misperception perpetuated by sex rings and the fronts that protect them. The scientific and clinical community have inadvertently helped confuse the issues by continually changing the name of this activity in order to make it more palatable to the public. In fact, child victims don't care if the clinical community call this "ritual abuse," "satanic ritual abuse," or "sadistic abuse." Kids are only concerned about being safe and having adults around them who will have the knowledge to recognize what was done to them and who will help protect them. We all should know that it is wrong to target groups simply because they hold beliefs different than our own. As long as people are obeying the law and not hurting others, they should be free to explore any belief system they so choose. But when people are using their belief systems as rationalizations to prey on others, and that belief system or modus operandi is used to perpetuate abuse, then we need to address the crime both therapeutically and in a court of law. And because of that there are several States that have enacted ritual abuse laws that were meant to help in the recognition of these crimes in order to address their complexity. I am in favor of this legal recognition and I will explain in detail why. However, to confuse the issues, there are several reports, like the Ken Lanning report on ritual crime and the Gail Goodman report from UC Davis, that have been misrepresented and mischaracterized. There are many people in the FMSF community claiming that Gail Goodman "unsubstantiated" 12,000 ritual abuse allegations. Of course, that claim is absurd and in the coming weeks that will be addressed.
