WASHINGTON -- Juanita Broaddrick, the Arkansas woman who told a nationwide
television audience she was raped by Bill Clinton, filed suit yesterday,
accusing the president's office and Justice Department of conducting a
campaign to "smear and destroy her reputation."
The civil suit, filed in U.S. District Court, is the first legal action
Broaddrick has taken since she was interviewed by NBC News earlier this
year regarding her allegations of sexual assault, according to her lawyer,
Judicial Watch Chairman Larry Klayman.

Broaddrick charges Clinton raped her while serving as Arkansas attorney
general in 1978.

Klayman, whose Judicial Watch has filed several lawsuits against the
Clinton White House, said that the administration's action is a violation
of existing privacy laws.

Broaddrick's suit requests that the White House and Justice Department be
ordered to produce any records related to her and to stop "unlawfully
disseminating information from Plaintiff's FBI and/or government files."

"We want to find out what information they have on her in violation of the
Privacy Act and how she's been damaged by that information," Klayman said.
"We know based on the Filegate lawsuit that the White House keeps files of
perceived adversaries and critics."

"Filegate" refers to a disclosure that the Clinton White House improperly
maintained possession of approximately 700 FBI background files, including
the files of many prominent political opponents. Broaddrick wrote the White
House Oct. 12 seeking documents related to her. That request was denied by
the White House, according to documents filed with the lawsuit.

But Associate White House Counsel Meredith E. Cabe replied in an Oct. 27
letter that federal laws involving disclosure "apply only to records
maintained by 'agencies' within the Executive Branch."

"The President's immediate personal staff and units in the Executive Office
of the President whose sole function is to advise and assist the President
are not included with the term 'agency' under the FOIA and Privacy Act,"
she wrote. Thus, Cabe concluded, Broaddrick does not have a statutory right
to the records, "if such records exist."

Klayman disputes the White House's legal position. He says the
administration has acknowledged in the past it is subject to the provisions
of federal laws and that a recent ruling by U.S. District Judge Royce C.
Lamberth in the FBI files matter supports that position.

A public opinion poll by Zogby International last March showed most
Americans either believe Clinton is guilty of the rape of Juanita
Broaddrick in 1978, or say that more information is needed to make a true
judgment. Few respondents believed Clinton's denial. In the poll, Zogby
questioned 908 likely voters and found that those who have made a decision
about the alleged assault believe Broaddrick's allegations by a margin of
2-1.

Last week, the Broaddrick allegation entered the presidential election race
as Vice President Al Gore was questioned by a New Hampshire resident on
national television about his view of the charge.

"After seeing scandals in Washington, my question to you is not a question
about the man, or the presidential candidate, but a question to you as a
husband, as a father and as a student of Christianity," said Katherine
Prudhomme, a former Democrat now supporting Sen. John McCain. "When Juanita
Broaddrick made the claim, that I felt credible, that she was raped by Bill
Clinton, did that change your opinion about him being one of the best
presidents in history? And do you believe Juanita Broaddrick's claim? And
what did you tell your son about this?"

Gore spent several uncomfortable minutes trying to answer the question. He
claimed not to have seen the NBC News interview.

The White House had no comment on the suit.

There are two types of security markings on classified documents:
classification markings and control markings.

There are currently only three classifications: Confidential, Secret, and
Top Secret.

Control markings are used to further limit access to a classified document.
In this sense, there have *always* been classifications "above top secret."

To use a prosaic example, suppose you were a French Air Force officer acting
as liaison to General Horner's HQ during the Gulf War.  Although you
personally may have had a top secret clearance, under no circumstances
should you have been permitted to see a document marked "NOFORN," even
though its classification was only confidential.

The establishing directive for classification markings is, presently,
Executive Order 12958.  Each organization that created classified documents
issues its own directive implementing the EO, for example, DoD Directive
5200.1 for the military and DCID 1/7 for the CIA.

(BTW, all these documents are unclassified, and EO 12958 and DCID 1/7 are
available online, so there are no "leaks" here. [Dammit Liddy - put down
that pipe wrench!] This is just a junior-high-level treatise on security
markings for those who wonder what all the fuss on TOP SECRET RESTRICTED is
about.)

Although we've been using the same classifications for over 50 years (minus
"restricted," which was a classification until rescinded by EO 10501 in
1953), control markings do become superceded, and others take their place.
I was surprised to learn from DCID 1/7 that NOFORN and WNINTEL (Warning
Notice - Intelligence Sources or Methods Involved) are no longer valid.
Hell, they've been around for so long, it's almost like losing a couple of
old friends. _Requiescat in pace_ NOFORN and WNINTEL.

Now, human nature being what it is, superceded markings can continue to be
used after they are no longer valid, just as I am certain that some old fart
like me is still using NOFORN because he hasn't yet got the word.  That
being said, my comment in a earlier posting still holds true - even if the
originator/marker of a memo had forgotten that "restricted" was no longer
any good, since it was a *classification,* and not a *control marking,*
labeling a document TOP SECRET RESTRICTED is like calling it TOP SECRET
CONFIDENTIAL - redundant, repetitive, and obviously wrong to whoever
reviewed it before it went out.

I find all this 'new breakthrough' stuff with a team of 25 researchers
worrying 

a solution to the particle wave duality paradox and new advances in A.I.
well not meaning to be a damp blanket on the comapny from Oz - but
I've been touting a new particle physics solution to that paradox,
free energy theory and the solution to the 5th generation A.I paradox
for at least 10 YEARS now.

As far as I can see - various people before me :
Bruce cathie, Rae Tomes, Townsend Brown, Peter Plichta, some guy from
Vienna that i can't at this time remember, and of course Tesla -

have all come up with the same thing time and time and time again ...

we don't get published, we don't even get reviewed,

Blacklight may be THE official channel for such ideas - maybe they've been
chosen as THE official 'discovery vehicle' . BUT 
I really do not think so.

It may be the time for the establishment to 'officially' discover a
'dangerous version' of antigravity - nothing too usable so that the public
doesn't get its hopes up - and this could be a cover story for a coming
overt colonial exodus - however - there is absolutely NO GAIN to the
establishment to have any discovery or recycled discovery by Blacklight
come out into the public domain.

They need to keep us primitive and ignorant whilst they are ripping us off.
They don't want to have to teach kids how the universe really works and
how easy it really all is - they have a vested interest in putting out
rubbish like superstrings to maintain the 'unreachable mystique' of things
way beyond the intellect of the average person - that way they can keep their
authority and keep control - why if everyone found out how easy it is to
make free electricity - and convert their chevvy into a space craft :)
'THEY' would have absolutely NO CONTROL over what taxpayers spoke to what
aliens ..
and if mrs smith gets to exchange her old family clock for a gadget that can
read minds - and her kids get to do the grand galaxy tour with the friendlies

different beliefs on display here.

For instance  I invented my very own religion  just for me 
its got its own version of 'genesis'  it also has scientific proofs
to help it along - and has its own unique view of eternity that contradicts
Christianity, Buddhism, Esoteric Theosophy, Satanism, Gnosticism ...

My religion is called 'Continuism'  for I believe that we continue
forever after death according to certain rules of the cosmos.

The 21st century may see the extermination of individuality - so I hope all
us individuals can learn to get along - and use it or lose it !!

Cape Wrath on the northernmost tip of scotland is used by the ministry of
defence
as a firing range - however - the presence of this battle group
which includes a big carrier, 2 cruisers, several destroyers and a pile
of frigates all armed to the teeth with cruise missiles and DU shells

   I highly recommend an Outlook article in today's Washington
Post entitled --  Who Is the CIA Fooling? Only Itself
By Melvin A. Goodman,  Washington Post 12/19/99 B01. In
summary the article says:

   CIA is trying to convince itself and the American public that it provided
U.S. decision makers with timely warnings about the impending collapse of
the Soviet Union. The latest revisionist effort came last month, when the
agency co-sponsored a three-day conference at Texas A&M's George Bush School
of Government and Public Service on "U.S. Intelligence and the End of the
Cold War." Simultaneously, the agency released a 378-page volume of 24 newly
declassified documents that, officials claimed, showed the CIA did far better
than its critics have said in anticipating the Soviet Union's demise in 1991.
"The assertions that the CIA got it blatantly wrong are unfounded," was how
one agency official put it.

   At best, this is an exercise in self-deception. As one of the agency's
Soviet analysts during the 1980s, I had a front-row seat from which to view
our performance; if I had been invited to give my assessment at the Texas A&M
conference, I would have offered a far more dismal evaluation of how we did.

   Melvin Goodman is a professor of international security at the National
War College and a senior fellow at the Center for International Policy.
He was a Soviet analyst at the CIA from 1966 to 1990.

   In my remembrance at the time, Robert Gates then Director CIA's
Intelligence Directorate toured the nation warning all not to
be taken in by the apparent collapsing USSR.  Now, of course,
the Agency tries to prove it got it just right.  Read the reference
article for the other side of the story.

   My own experience focused on Vietnam where CIA intelligence
presented a fantasy of events there that kept us in this war for
close to thirty years with a victory never possible.  Have no fear,
however, the CIA's Center for the Study of Intelligence (the same
Center that produced the show re Soviet estimates) published a book
indicating that the CIA was generally accurate. This study, CIA and
the Vietnam Policymakers: Three Episodes 1962-1968, by Harold P.
Ford, does not cite a single Communist source while the CIA
constructed a comic book version of the war that it believes to
this day.

   Re the Cuban Missile Crisis of 1962, CIA claims its intelligence
literally saved the world -- more recent information indicates it
came close to potentially destroying he world.

   All that dismal history it attempts to avoid while convincing
the rest of us and the world that it truly knows what is going
on.

   If the CIA is ever to become a true intelligence Agency it
must cease it efforts to lie and examine how it went so nearly
and fatalistically wrong and how not to repeat those mistakes.
(The CIA's Public Affairs Office in a document released under
the FOIA claims its efforts changes intelligence failures into
"Intelligence successes.")

   But in this season of good cheer -- be of good cheer -- the CIA,
rejecting reality and reform, goes about massively hiring new people
vis:

   CIA is looking for a few good spies. Plus hundreds of analysts,
computer programmers, engineers, linguists, scientists and other
specialists. Other members of the Intelligence community, including NSA,
the DIA, which studies foreign military forces, also hiring. Goal
is to reinvigorate the Intelligence community IC after years of budget cuts,
hemorrhaging staff, flagging morale and high-profile screw-ups.

   DCI Tenet says the world is more dangerous today because new
alignments have yet to replace the bipolar boundaries of the past.
Congress approved about $29 billion in 1999 spending for the 13 U.S.IC.
The sum is close to the Cold War record. Most goes to NSA and the
the NRO. NSA -- is the largest employer of mathematicians in the U.S.
IC Salaries are below Silicon Valley standards. An entry-level NSA linguist
earns about $30,000, a computer scientist about $38,000. CIA and NSA,
can offer signing bonuses and other perks as incentives for mid-level,
more-experienced hires. budget cuts, early retirements and a hiring freeze
slashed nearly one-fourth of the CIA's work force in the early 1990s, and
overseas operations were hard-hit. CIA is believed to have about 16,000
employees, including fewer than 1,000 operatives abroad.

   CIA hopes to hire 30 percent more clandestine agents and case
officers. so it is reaching out to lawyers, bankers and other
mid-career professionals looking for a new line of work. Applicants
must be U.S. citizens, younger than 35, able to speak a (preferably obscure)
foreign language and willing to work a day job as cover for nocturnal
espion

Don't get carried away here. It took a long time for
humans to break away from religious supernaturalism enough to establish the
sciences, and even today, Kansans think that creationism is in the same ball
park as evolution. This is due to the negative effects of a vestigial * god

A NewsMax.com/Zogby International poll finds that two-thirds of Americans
want Congress to consider a second round of impeachment proceedings against
Bill Clinton for possibly swapping U.S. military secrets to China in
exchange for campaign cash. The

NewsMax.com/Zogby poll comes on the heels of a CNN/USA Today/Gallup poll
released last week that found that 50 percent of Americans now approve of
Congress impeachment of Clinton in December of 1998 after the Lewinsky
scandal.

Nearly 10 percent of Americans surveyed said the allegations were serious
enough that Congress should immediately convene impeachment hearings
against the President.

Another 56 percent of Americans said Congress should begin a preliminary
investigation to decide if impeachment is warranted.

In 1998, Congress impeached the President. He avoided removal from office
when the Senate decided not to convict him after a brief trial in 1999.

Support for a fresh look at a possible Chinagate impeachment inquiry,
however, enjoys broad support from Democrats, Republicans and Independent
voters. African-American voters, considered among the Presidents
staunchest supporters, also backed the popular impeachment examination by
63 percent.

It's the oldest trick in the book, dating back to Roman times;
creating the enemies you need.

In 70 BC, an ambitious minor politician and extremely wealthy man,
Marcus Licineus Crassus, wanted to rule Rome. Just to give you an idea
of what sort of man Crassus really was, he is credited with invention
of the fire brigade. But in Crassus' version, his fire-fighting slaves
would race to the scene of a burning building whereupon Crassus would
offer to buy it on the spot for a tiny fraction of it's worth. If the
owner sold, Crassus' slaves would put out the fire. If the owner
refused to sell, Crassus allowed the building to burn to the ground.
By means of this device, Crassus eventually came to be the largest
single private landholder in Rome, and used some of his wealth to help
back Julius Caesar against Cicero.

In 70 BC Rome was still a Republic, which placed very strict limits on
what Rulers could do, and more importantly NOT do. But Crassus had no
intentions of enduring such limits to his personal power, and
contrived a plan.

Crassus seized upon the slave revolt led by Sparticus in order to
strike terror into the hearts of Rome, whose garrison Sparticus had
already defeated in battle. But Sparticus had no intention of marching
on Rome itself, a move he knew to be suicidal. Sparticus and his band
wanted nothing to do with the Roman empire and had planned from the
start merely to loot enough money from their former owners in the
Italian countryside to hire a mercenary fleet in which to sail to
freedom.

Sailing away was the last thing Crassus wanted Sparticus to do. He
needed a convenient enemy with which to terrorize Rome itself for his
personal political gain. So Crassus bribed the mercenary fleet to sail
without Sparticus, then positioned two Roman legions in such a way
that Sparticus had no choice but to march on Rome.

Terrified of the impending arrival of the much-feared army of
gladiators, Rome declared Crassus Praetor. Crassus then crushed
Sparticus' army and even though Pompeii took the credit, Crassus was
elected Consul of Rome the following year.

With this maneuver, the Romans surrendered their Republican form of
government. Soon would follow the first Triumvirate, consisting of
Crassus, Pompeii, and Julius Caesar, followed by the reign of the god-
like Emperors of Rome.

The Romans were hoaxed into surrendering their Republic, and accepting
the rule of Emperors.

Julius Caesar's political opponent, Cicero, for all his literary
accomplishments, played the same games in his campaign against Julius
Caesar, claiming that Rome was falling victim to an internal "vast
right wing" conspiracy in which any expressed desire for legislative
limits no government was treated as suspicious behavior. Cicero, in
order to demonstrate to the Romans just how unsafe Rome has become
hired thugs to cause as much disturbance as possible, and campaigned
on a promise to end the internal strife if elected and granted
extraordinary powers.

What Cicero only dreamed of, Adolph Hitler succeeded in doing. Elected
Chancellor of Germany, Hitler, like Crassus, had no intention of
living with the strict limits to his power imposed by German law.
Unlike Cicero, Hitler's thugs were easy to recognize; they all wore
the same brown shirts. But their actions were no different than those
of their Roman predecessors. They staged beatings, set fires, caused
as much trouble as they could, while Hitler made speeches promising
that he could end the crime wave of subversives and terrorism if he
was granted extraordinary powers.

The Germans were hoaxed into surrendering their Republic, and
accepting the rule of Der Fuhrer.

The state-sponsored schools will never tell you this, but governments
routinely rely on hoaxes to sell their agendas to an otherwise
reluctant public. The Romans accepted the Emperors and the Germans
accepted Hitler not because they wanted to, but because the carefully
crafted illusions of threat appeared to leave no other choice.

Our government too uses hoaxes to create the illusion that We The
People have no choice but the direction the government wishes us to go
in.

In 1898, Joseph Pulitzer's New York World and William Randolph
Hearst's New York Journal were arguing for American intervention in
Cuba. Hearst is reported to have dispatched a photographer to Cuba to
photograph the coming war with Spain. When the photographer asked just
what war that might be, Hearst is reported to have replied, "You take
the photographs, and I will provide the war". Hearst was true to his
word, as his newspaper published stories of great atrocities being
committed against the Cuban people, most of which turned out to be
complete fabrications.

   I think this is certainly a worthwhile prospect, and offers
   intriguing possibilities.  Whether this is enough to make it
   big-time, we'll see.  Regarding some other thoughts I've seen
   here:  If the power goes down, your computer goes down

 WASHINGTON -- Li Peng, China's hardest-line Communist leader --
 the man famed for ordering the Tiananmen massacre -- was feted
 in Israel this month.

 After a visit to the Holocaust memorial, Foreign Ministry
 officials took him to the Israeli Aircraft Industries facility
 near Ben-Gurion Airport.  He inspected a Russian-built plane,
 owned by the Chinese, on which Israel is installing an advanced
 AWACS battle-management system called the Phalcon.

 Israel is charging a quarter of a billion dollars for the
 aerial reconnaissance radar installation, and has a contract
 for three more.  It's a lucrative deal.  It may also be the
 biggest geopolitical blunder any Israeli government ever made.

 Free Chinese on Taiwan have no such high-altitude early-warning
 system.  Combined with the new long-range and surface-to-air
 missiles being installed by China in Zhangzhou, its Israeli
 purchases will give it a "qualitative edge" in any military
 confrontation in the Taiwan Strait.  That would include, of
 course, new ability for China to look down on and target any
 U.S. warships sent to discourage invasion.

 Why is Israel, a small democratic nation threatened by powerful
 neighbors, helping to menace Taiwan, another small democratic
 nation threatened by a nearby tyranny?

 Prime Minister Ehud Barak has been ducking me on this (Shimon
 Peres and Yitzhak Rabin were more courageous about facing
 embarrassing questions), but here are the reasons behind
 Israel's amoral policy:

 1. Arms exports enable Israel to improve its own defenses.
 Besides, America's Boeing and Loral have done more to build
 Beijing's military than all other nations combined.

 2. China offers a huge market for Israeli technology; moreover,
 its position on the U.N. Security Council offers big-power
 diplomatic engagement long limited to the U.S.

 3. Israel has avoided the transfer of technology it received
 from the U.S. to any third party without clearance; Phalcon
 avionics were Israeli-developed.  And the U.S. for years did
 not object to Israel's efforts to follow the U.S. into the
 Chinese arms market.

 4. China's vast network of human intelligence agents can,
 better than U.S. satellites, relay secret information to Israel
 about North Korea's sales of missiles to Iraq and Russia's
 nuclear development of Iran.

 That's the case for Israel's supply alliance with China against
 Taiwan.  Here is the case against:

 This flies directly in the face of United States security
 interests.  When China last threatened Taiwan, President Clinton
 was forced to put two U.S. aircraft carriers into the strait.
 When that happens again, American forces will be directly
 threatened by Chinese air, naval and missile forces emboldened
 by Israel's Phalcon battle management.

 That's why the Senate Foreign Relations chairman, Jesse Helms,
 long a supporter of Israel, wrote to its government privately
 on Nov. 17:  "The Pentagon has informed me that this system may
 be more advanced than the U.S. AWACS and will definitely
 enhance China's power projection capabilities. ... United States
 security will be put at risk by the Phalcon and other Israeli
 sales to Beijing."

 Though candidates for U.S. president today are fearful of
 raising this question, American supporters of Israel want to
 know:  If Israel tips the technological military balance
 against a democratic American ally in Asia, why should the U.S.
 guarantee that Israel continue to have a "qualitative edge" in
 the Middle East?

 Throughout the cold war, Israel and America were together on
 the side of freedom.  In the coming superpower rivalry in Asia,
 will Israel choose neutralism?  And when the multibillion-dollar
 bill comes in to subsidize a settlement with Syrians and
 Palestinians, will Israel's prime minister seek economic aid
 from his big new Asian customer?

 Let's talk tachlis, Yiddish for "brass tacks":  If the freedom
 of an island with 22 million souls is of no concern to Israel,
 the world will care even less about 6 million Jews getting
 pushed into the sea.  Israeli survival has one dependable
 guarantor, and the powerful U.S.-Israel alliance is nothing
 without its moral dimension.

 That's why some of us hope that after being shown around the
 Holocaust museum and the Phalcon plant, the "butcher of
 Beijing" did not get an idea for the final solution to the
 Taiwanese question.

Bellett, Gerald. Age of Secrets: The Conspiracy that Toppled Richard Nixon
and the Hidden Death of Howard Hughes. Ogdensburg NY: Voyageur North America,
1995. 320 pages.

Gerald Bellett is a reporter for the Vancouver Sun in British Columbia. When
John Meier, a former aide to Howard Hughes, moved there from the U.S. in the
early 1970s, Bellett began writing about Meier's struggle with the White
House, the CIA, and the Howard Hughes organization. This is an authorized
biography, and while it helps fill in some historical gaps about Watergate
and the Hughes-CIA connection, it is still history as told by yet another
insider-victim, with possible axes to grind. It's a bit suspicious. Even
though he was wheeling and dealing with the spookiest and most duplicitous
people on the planet, it seems that for Meier, these were the good old days.
There is not a single mea culpa in this entire book
.
But another grinding fact is that Meier was a victim of CIA and Canadian
collusion to put him behind bars. This included charges of tax evasion,
obstruction of justice, and ultimately a charge of murder. He spent five
years in prison before prosecutors emptied out their bag of tricks. Meier argu
es that Watergate was a classic set-up, and it appears that the CIA thought
he had a stash of Hughes documents that might prove his point. According to
Meier, when he refused to cut a deal with the CIA to produce the documents
and keep his mouth shut, his legal problems began.



Bird, Kai. The Chairman: John J. McCloy, The Making of the American
Establishment. New York: Simon & Schuster, 1992. 800 pages.

John McCloy (1895-1989) is the archetype of twentieth-century power and
influence; his wide-ranging activities offer ample evidence for anyone who
has ever felt that U.S. policies are designed by and for a tiny Yankee
aristocracy. A sampling of his career: assistant secretary of war (1941-
1945), high commissioner of Germany (1949-1952), president of the World Bank
(1947-1949), chairman of Rockefeller's Chase Manhattan Bank (1953- 1960),
chairman of the Council on Foreign Relations (1953-1970), chairman of the
Ford Foundation (1953-1965), disarmament advisor (1961-1974), Warren
Commission appointee, Wall Street attorney for the seven sister big oil
companies, and director of numerous corporations. It's almost redundant to
add that McCloy was also well-connected to U.S. intelligence agencies.

This first major biography of McCloy was written over a ten-year period.
Special emphasis is given to several controversies in his career: the
internment of the Japanese in WW2, the decision not to bomb Auschwitz, his cle
mency for Nazi war criminals, the use of Nazis by U.S. intelligence, and the
Warren Commission (nothing new on the WC). The book is based on over a
hundred interviews (including nine with McCloy), several hundred Freedom of
Information Act requests, McCloy's private papers, and material in numerous
archives and libraries.



Cooney, John. The American Pope: The Life and Times of Francis Cardinal
Spellman. New York: Times Books, 1984. 364 pages.

Author John Cooney interviewed dozens of priests who worked with Cardinal
Spellman, many of whom would only speak on background. He also filed the
usual FOIA requests with the FBI and State Department. The records of the
Archdiocese of New York, where Spellman reigned for 28 years, are closed to
researchers, but one priest slipped Cooney a copy of Spellman's diary. This
is the first major biography of Spellman (1889-1967), who was a major figure
in American politics during the first half of the Cold War.

A consummate politician, Spellman laid low at first and cultivated key people
in Rome. After his friend Cardinal Pacelli became Pope Pius XII in 1939,
Spellman was appointed an archbishop. During the war, he travelled to war
zones and acted as FDR's secret agent. After the war he allied himself with
Joseph McCarthy and Roy Cohn, and became a kingmaker in New York City
politics. He continued to support U.S. military adventures by visiting the
troops, attending Pentagon briefings, discussing strategy with generals, and
gathering intelligence for the CIA and State Department. Were it not for
Spellman's early (beginning in 1950) efforts to support Ngo Dinh Diem, South
Vietnam's puppet government might not have emerged. Ultimately the Vatican
became wary of Spellman's power. So did antiwar activists, who demonstrated
against "Spellman's War" outside his residence and

Christmas in Kosovo

For the nuns and monks of the Serbian Patriarchate at Pec in Kosovo
Christmas 1999 will be a sombre affair. Huddled in their monastery together
with a few refugees, only the protection of Italian KFOR troops stands
between them and an angry Albanian rabble outside. The beauty of the place
contrasts all too sharply with the ugliness and chaos that exists all around
them.

More than 25,000 Serbs (a quarter of the town's population) lived in Pec
before NATO's war to liberate Kosovo. None now remain. The town was always a
rather confused muddle of small shops, narrow streets and rickety vehicles,
but it was lively and bustling. The confusion and bustle are still there but
Pec is now the thing of nightmares. There is only a sporadic supply of power
in Kosovo and by 6 o'clock in the evening with no lighting and heating the
town empties. An eery silence falls which even Kfor soldiers fear to
penetrate alone. Crime is rampant.

Southwestern Kosovo along the border with Albania suffered the greatest
damage during the NATO campaign. KLA fighters reinforced by equipment and
weapons from across the border were at their strongest here. In anticipation
of a NATO invasion the Yugoslav army cleared settlements to avoid
retaliation from snipers and other hostile elements that might be lurking in
the area.

The war has caused widespread destruction, both from the bombing as well as
the burning and looting of property - although some kind of discrimination
seems to have operated. A house that is a burnt-out shell stands next to one
totally unscathed. It is said that the destruction somehow bypassed the
property of big, local mafia types, both Serb and Albanian. However, unlike
the Warsaw ghetto, for example, the place was not totally flattened for its
'insubordination'.

Public hygiene is nonexistent and piles of garbage lie everywhere: discarded
clothes and household equipment compete with rotting animal carcasses for a
place by the side of the road. Although the squalor is blamed on the vacuum
left in the public services by the departing Serbs, surely one of the many
international organizations in the town could have arranged for some kind of
garbage collection? But these bodies seem to do nothing more than ride
around in four-wheel drive vehicles creating traffic jams that would rival a
New York rush hour.

The whole world is here: the Irish, Danes, Japanese and Saudis as well as
strange NGOs with names like "the Village Development Project". Added to
which, there are the KFOR military vehicles - the APCs, jeeps and,
occasionally, the odd tank as well as the ubiquitous UN, OSCE and EU
contingents. This massive international presence hogs the thoroughfares all
over the province fighting for space on an antiquated road system with the
many local cars, often without number plates, that career around loaded with
people and produce.

For, if the birth of Christ is a sad time for the few inhabitants of
Kosovo's monasteries, it is Christmas every day of the week for the average
Kosovan. Despite complaints from some local human rights groups that they
are now 'forgotten' aid is still pouring in, clogging up the main
thoroughfares leading into the province. Everything is free: building
materials, household equipment, clothes. A lot of it never even reaches its
destination, being re-exported and resold, particularly via neighbouring
Albania. Some more honest aid workers will admit that the profusion of
goodies has corrupted many ordinary Kosovans and is, anyway, unnecessary
being totally out of proportion to the need .

None of this largesse has reached the inhabitants of the Patriarchate. The
mostly elderly nuns grow and cook their own food. Priests come in rotas from
nearby Montenegro and stay for a 'tour of duty'. Father Jovan Culibrk
expressed gratitude to the Italians for their protection. But the monastery
lies in an exposed place surrounded by wooded hills where snipers can hide
and with an adjoining road leading down the mountains from a nearby Albanian
village. Two grenades were thrown into the monastery compound in September
and the Italians themselves have been targeted.

Since the end of the war some 80 churches and monasteries in Kosovo have
been desecrated or destroyed. All those still standing have 24-hour KFOR
protection, even when the congregations have fled. At Djurakovac groups of
men in black leather jackets hovered menacingly around the large parish
church guarded by Spanish soldiers. Father Jovan said that many soldiers who
had seen the destroyed churches were upset and wept at the sight. In fact,

The odd habits of the US Navy came up on another listing.  Someone came on as
very angry with the Puerto Ricans because they didn't want the Navy to
practice their shooting there, and even angrier because President Clinton had
awarded them a rather small cash settlement for the damage done.  I posted
the following:


I am not an expert on Vieques either, but I remembered reading a column about
it, and I have found it.  I won't try to give all the info, but this matrial
was written by Anthony  M. Stevens-Arroyo, formerly vice chairman of the NY
State Committee for the U>S> Commission on Civil Rights.  He is professor of
Puerto Rican and Latino Studies at Brooklyn College.

In it he describes an incident on l8 April in which an F-l8 Navy jet from the
USS John F. Kennedy missed its target and launched a bomb that killed one
Puerto Rican civilian and seriously injured four others.  Vieques is less
than 2l miles long and five miles wide.  Its population is fewer than l0,000
and the Navy occupies 75% of its 33,000 acres, pushing the natives into a
six-mile strip at one corner.

Since l94l when it took the land, the US has engaged in shooting live
ammunition at targets on an inhabited island.  Not only are the local people
at risk from mistakes, but the practice of warplane strafing destroys the
livelihood of the local fishermen.

Vieques has experienced fatal accidents before, and the Navy has practiced
landings on its beaches.  The Navy refuses to declare whether nuclear weapons
are stored on Viequest, but in a public statement issued May 27, the Navy
admitted it used radiation-dangerous bullets in maneuvers.  It has now
acknowledged that on Feb l9, it fired 263 armor-piercing shells with depleted
uranium.  The Navy claims there is no danger of radiation poisoning unless
the depleted uranium is inhaled.

The Puerto Rico Health Department found that between l985 and l989, the
population of Vieques had an incidence of throat and pharynx cancer much
greater than the rest of Puerto Rico.  Before the l980's, Vieques rsidents

Big Brother concerns still stigmatize biometrics, but as consumers discover
that biometrics protects privacy, acceptance is on the rise

7.00 a.m. ET (1300 GMT) December 21, 1999 By Stephanie Izarek NEW YORK ó If
your bank offered a secure service that let you take money from a cash
machine just by looking into a camera, would you throw away your ATM card?

Bank United customers in the Texas-based Kroger grocery store chain did
exactly that as part of a biometrics pilot program using Sensar's IrisScan
technology. And their reaction: Overwhelmingly positive, according to Ron
Coben, Executive Vice President of Bank United.

Biometrics, technology that uses people's own physiological characteristics
to verify their identity in place of passwords or PIN numbers, has been used
by the government, military and law enforcement agencies for more than 25
years. Now biometrics is making its way into mainstream technology.

But are consumers ready to embrace this futuristic solution?

Michael Thieme, a consultant with the International Biometric Group and the
BiometricStore, says yes, once people understand how the technology works and
how it protects, rather than abuses, personal information.

"Biometrics still suffers from a sci-fi, Big Brother stigma. People don't
like the idea that an image of their iris or a facial geometry scan is stored
in some huge database," said Thieme. "But once they understand that the image
is converted into a unique numerical code, which is no different than having
a PIN correspond to their name, they feel more comfortable."

Biometrics also offers an alternative to toting around the typical trail of
cards, keys, passwords and PINs, which can all be quite easily stolen.

In a report on consumer response from Bank United's IrisScan pilot test, 98
percent of the users described their first experiences as easy, exciting,
fast, and convenient. Thirty-eight percent cited the new IrisScan ATM as a
reason for moving their account to Bank United; and 98 percent want to see
more iris recognition ATMs installed throughout Texas.

In fact, IBG says the world market for biometrics access-control devices and
systems is expected to reach $100 million by the end 1999, with the U.S.
providing 76 percent of the total demand. By 2001, European demand for
biometrics will exceed $133 million by the year 2001, with the highest
concentration of devices in France and the U.K.

The use of biometrics is expanding into other security and non-security
related applications, due in part to the lower cost of technologies and the
speed of completing a biometric transaction.

Currently, 15 banks, including Citibank, are piloting Sensar's IriScan at
ATMs and teller stations to authenticate users in nine different countries.
People who depend on check-cashing services and live in the Southwest can
soon look forward to new check-cashing machines that will use facial geometry
scans for authentication, just as 600,000 senior citizens in South Africa
have verified their identity using fingerprints to receive pension payments
for several years.

Even more interesting is MP3.com's recent announcement that it, too, will use
an iris scan authentication system, using a Web cam and special software, to
speed transactions and downloads of MP3 audio files.

But as with any technology, there are imperfections and obstacles. Biometrics
are not 100 percent accurate; in fact, 100 percent correct matches often
indicate fraud. However, the different types of biometrics technology can
offer significantly better results depending on the type of application, the
environment, and the consumers.

Is That Really You?

Before verification can occur, a person must have their fingerprints, irises,
retinas or faces scanned. The key features are converted to encrypted
numerical data. Very often this process requires a person to submit a
biometric sample several times, particularly for more detailed images, like a
retina.

There are benefits and drawbacks to each biometric technology. After
signature verification, which you find in many department stores, fingerprint
readers are the most popular. "We will see them in the home market first,"
says Theime, "and they'll be used to gain access to a PC, the Internet, and
for e-commerce transactions. Then we'll see it for things like ATM
transactions and welfare registration."

Increasingly, readers are being built directly into a mouse, as is the case
with CompuLink's Biolink U-Match mouse. But for some people ó the elderly,
construction workers and Asians ó fingerprints are difficult to read, which
cuts down on effectiveness. Cut, bandaged or callused fingers are also
difficult to identify using a biometric reader.

newspaper claimed the spot was riddled with subliminal satanic messages,
Toyota France said Sunday it was opening an inquiry into European television
advertisement for its latest model, the Yaris Verso.

The film, showing a father practicing getting to the hospital in time for the
birth of his child, appears harmless.

But Le Parisien newspaper said that, when shown at slow speed, satanic texts
referring to the "power of the moon" and the "beauty of darkness" are
visible, as well as incitations to suicide and images of bloodied Red
Crosses.

Toyota France was unaware of the presence of the images until the firm was
contacted late Friday by Le Parisien.

"We still have not managed to get through to our advertising agency so they
can give us an explanation," head of public relations at Toyota France
Philippe Boursereau told AFP.

"We will call them first thing Monday," Boursereau said.

Le Parisien says the British advertising agency Saatchi made the film.

"If the images really do exist ... Toyota France will take the necessary
action against all those who took part in the conception and the making of
the Yaris Verso spot," the public relations head added.

The spot is being shown, in slightly different versions, in various European
countries.

"We have informed all the countries concerned, but have not had any feedback
yet," Boursereau said.

Washington -- Susan Bernecker doesn't believe in grand conspiracies. She's a
fitness instructor and local political activist in Jefferson Parish, La. But
the events of Oct. 24, 1995 have shaken her faith in one of the basic tenets
of democracy: one person, one vote.

As a candidate for parish council, Bernecker stood an outside chance of
beating incumbent Nick Giambelluca. But when the votes rolled in after the
Oct. 21 election, she wound up with only 33 percent of the total.

Three days later, on a Tuesday, Bernecker and the other candidates were
invited to inspect the new, state-of-the-art voting machines that the parish
had bought from a New York company, Sequoia Pacific Voting Equipment Inc. A
"direct-recording" machine, it uses a computer to directly tabulate votes,
which are cast by the press of a button.

With a cameraman in tow to record the event, Bernecker tested one of the
machines by pressing the button next to her name. To her astonishment,
however, the name of her opponent appeared on a display at the bottom. She
repeated the process several times, with mixed results.

Bernecker filed suit to challenge the results of the election. But the judge
wasn't convinced and threw the whole thing out after a one-day hearing.

Nonetheless, the Bernecker case helps illustrate a chilling -- if very remote
-- downside to the increased use of computers to tabulate election results:
There is no paper trail, and no way to tell if an election has been tampered
with.

The stealing of elections is nothing new in American politics -- and every
system has its flaws and vulnerabilities. But mechanical systems allow for a
recount. In direct-recording systems, recounts are virtually impossible.

Phil Foster, a salesman for Sequoia Pacific, explains that the wrong name
appeared only because Bernecker "rolled her finger" as she was pressing the
button, causing her to push two buttons at once. He adds that it would be
virtually "impossible" to tamper with the machines without someone finding
out. Bernecker insists that she didn't roll her finger, and some of those
who've seen the videotape back her up.

There is no evidence that Sequoia Pacific is guilty of any wrongdoing, or
that anyone tampered with the machines. Even those who are opposed to
computerized voting machines say that Sequoia Pacific's machines are some of
the most tamper-resistant models on the market.

Most likely, experts say, election tampering would have to come from the
inside -- someone who knows and has access to the sophisticated computer code
that is the "brains" behind computerized voting systems. If someone were to
tamper with a computerized voting machine in this way, it would be
practically impossible to detect -- and even harder to find the culprit.

Eva Waskell of Reston, Va., has studied this problem for more than a decade.
She says one major problem is that the computer codes that run the machines
are protected as trade secrets, which makes it very had to have an election
independently audited.

"The election industry is virtually unregulated," Waskell complains,
referring to the companies that provide election supplies and other hardware.

The chances of a local election being rigged through computer tampering are
indeed remote, and the risk that a presidential election could be rigged is
virtually nonexistent. But by casting our votes via computer, are we opening
the door to a day when our most vital right can be tampered with at the touch
of a keystroke? God help save our country

There is a real parallel phenomenon between " Elvis sightings " and the
resurrection
of Jesus. It also occurred among the Lubavitcher Hassidim, an ultra orthodox
Jewish religious sect. Their spiritual leader died a few years back, and a
large percentage of his followers were actively awaiting his return. This
borders on idolatry in the Jewish religion, and they were told to drop it
by every other denomination. They did.

It's a simple psychological phenomenon really. It's called denial, and is

  The government of Taiwan secretly asked the
  Clinton administration last month to sell it
  High-speed Anti-Radiation Missiles, or HARMs, as
  part of its annual request for defensive arms, we
  are told. Disclosure of the request for the
  air-launched missiles, which home in on radar
  beacons used to track aircraft, comes amid
  disclosure in The Washington Times on
  Wednesday that China is building a new
  air-defense missile site near Taiwan.

  A fight is under way inside the administration over
  the request for HARMs, which have been star
  weapons used in the Balkans and Iraq in recent
  months to knock out anti-aircraft batteries.

  Pro-Beijing officials at the State Department are
  opposing U.S. sales of HARMs, arguing the
  missiles could be used to knock out the
  surface-to-air missile sites like the one being built
  at Zhangzhou on China's coast, thus would be
  considered offensive weapons because the site is
  on the mainland.

  Pentagon officials in favor of the sale deem them
  necessary to maintain a balance of forces. They
  point out that the HARMs are defensive missiles
  allowed under the Taiwan Relations Act governing
  U.S. arms sales to the island. Officials told us the
  HARMs would be very effective against China's
  two new Sovremenny-class guided-missile
  destroyers, which come equipped with ample
  radar for HARMs to attack -- and are not on the
  mainland.

  Russia will turn over the first new destroyer to
  China tomorrow in St. Petersburg. The ship is the
  first of two equipped with supersonic SS-N-22
  cruise missiles to be based in Shanghai,
  conveniently close to Taiwan.

  China rebuttal

  Some members of the special Cox committee on
  Chinese spying are irate at the bashing they took in
  a report by a Stanford University think tank.

  The report, which received prominent play in
  liberal news outlets who take a benign view of
  Chinese global aims, castigated the bipartisan Cox
  team for purportedly jumping to wild conclusions.
  The Cox panel, named after Rep. Christopher Cox,
  the chairman and California Republican,
  concluded that Chinese spies stole design
  information for the most advanced thermonuclear
  weapons in the U.S. arsenal. The report was based
  on the most secret information in the U.S.
  intelligence community.

  Now, an ally of Mr. Cox's has drafted a rebuttal to
  the Stanford critics. We obtained a copy of "50
  Factual Errors in the Four (Stanford) Essays.'' The
  counterattack was authored by Nicholas Rostow,
  staff director for the Senate Select Committee on
  Intelligence who worked for the Cox panel.

  Pulling no punches, Mr. Rostow begins: "The
  publisher of the essays, Stanford's Center for
  International Security and Cooperation, is the
  direct successor of the Center for International
  Security and Arms Control, an organization whose
  conclusions on Soviet intentions and compliance
  with arms-control treaties were notoriously
  wrong.''

  Mr. Rostow then proceeds to uncover what he
  termed 50 ``factual errors disclosed in a cursory
  review of the four essays.''

  Some examples:

 "According to (one Stanford essay), the
 committee report `maintains that PRC
 penetration of U.S. labs commenced in the late
 1970s.' No such statement is made in the
 report.''
 "(One essay) refers to the W-88 thermonuclear
 warhead as `old' technology. It is, in fact, the
 most modern nuclear weapon in the U.S.
 arsenal, and until it was compromised, no
 other nation in the world possessed such a
 weapon. ... Since the W-88 is America's most
 modern nuclear weapon, (the essay's)
 description of it as `old' trivializes a very
 important national security loss.''

 Law-enforcement officials were told that terrorists were building
 a bomb that was eventually used to blow up the World Trade Center,
 and they planned to thwart the plotters by secretly substituting
 harmless powder for the explosives, an informer said after
 the blast.

 The informer was to have helped the plotters build the bomb
 and supply the fake powder, but the plan was called off by
 an F.B.I. supervisor who had other ideas about how the informer,
 Emad Salem, should be used, the informer said.

 The account, which is given in the transcript of hundreds of
 hours of tape recordings that Mr. Salem secretly made of his
 talks with law-enforcement agents, portrays the authorities as
 being in a far better position than previously known to foil
 the February 26th bombing of New York City's tallest towers.

 The explosion left six people dead, more than a thousand people
 injured, and damages in excess of half-a-billion dollars.
 Four men are now on trial in Manhattan Federal Court
 [on charges of involvement] in that attack.

 Mr. Salem, a 43-year-old former Egyptian Army officer, was used
 by the Government [of the United States] to penetrate a circle
 of Muslim extremists who are now charged in two bombing cases:
 the World Trade Center attack, and a foiled plot to destroy
 the United Nations, the Hudson River tunnels, and other
 New York City landmarks. He is the crucial witness in the
 second bombing case, but his work for the Government was
 erratic, and for months before the World Trade Center blast,
 he was feuding with the F.B.I.

  Supervisor `Messed It Up'

  After the bombing, he resumed his undercover work. In an
  undated transcript of a conversation from that period,
  Mr. Salem recounts a talk he had had earlier with an agent
  about an unnamed F.B.I. supervisor who, he said,

 "came and messed it up."
 "He requested to meet me in the hotel,"

 Mr. Salem says of the supervisor.

 "He requested to make me to testify, and if he didn't
  push for that, we'll be going building the bomb with
  a phony powder, and grabbing the people who was
  involved in it. But since you, we didn't do that."

 The transcript quotes Mr. Salem as saying that he wanted to
 complain to F.B.I. Headquarters in Washington about the
 Bureau's failure to stop the bombing, but was dissuaded by
 an agent identified as John Anticev.

One does wonder why, if modern artillery, both land-based and naval, is so
highly computerized that what passes for "cannoneers" today might just as
well be sitting in a video parlor in a mall in Dubuque, Iowa, as on a
destroyer escort in the North Sea, why the hell do they need live-fire
exercises at all? They've got simulators that do a better job of training
service personnel without the expense of fighting a fake war. I suggest that
the real reason for the Navy's indignation at the popular opposition to
continued use of Vieques as a target range is simply that live-fire
exercises make much better news bites, and they impress junketing
Congresspeople...

That's why I tend to believe we can't beat them at their own game.  The only
way to defeat them is to take away their secrecy.  It's the only protection
they have.  If we can understand HOW they operate, and who they use to do
their dirty work, then everything is much clearer.  But we have to see the
overall picture first, and I think that's what is becoming more apparent the
more we dig into the roots of the drug trade.  It truly is the octopus.

The human brain has receptors for an astounding number of substances and
phenomena, which science is just beginning to realize. There are receptors
for morphine, Prozac, nicotine, alcohol, for ecstasy, both physical and
aesthetic; there are receptors that are so multiply-redundant that the brain
looks like an engineer's kludge. The surprising thing is not that there is a
"God module" or "God receptor." It would be surprising if it were *not*
there and we were really only talking to the other side of our brains.
What's surprising is that it took so long for science to accept something
that the rest of humanity has known for thousands of years. This does not
"prove" the truth of Christianity, Judaism, Islam, Buddhism, S*ientology, or
the Church of the SubGenius. What it *does* demonstrate is that the human
race is hardwired to look beyond itself, beyond the reality of the normal
senses, for answers to its questions about the meaning of existence. It also
suggests a hard, physiological reason for the parallels in religious
experience between traditions radically different in belief and practice.

Russian Mafia Connection to US Elections


Not to worry. The flow goes both ways.

Russian émigrés living in the US and believed by authorities to have links
with organised crime have made campaign contributions to leading US
candidates and political parties in what appears to be an effort to win
political influence.

Through family members and businesses, Semyon (Sam) Kislin - identified in a
1994 internal report by the Federal Bureau of Investigation as a member of a
Russian crime syndicate - contributed $46,250 to the political campaign of
New York mayor Rudolph Giuliani, a Republican, in 1993 and 1997, election
records show.

The commodities trader also donated $8,000 to New York senator Charles
Schumer, a Democrat, last year, and contributed to several other US political
figures. The allegations against him were first publicised by the Center for
Public Integrity, the Washington-based non-profit group, earlier this week.
Mr Kislin has denied any links with organised crime.

It also emerged that Jacob Bogatin, an associate of Semyon Mogilevich, who is
himself alleged by US and UK intelligence authorities to be the head of a
Russian crime syndicate, made donations to the National Republican
Congressional Committee between 1996 and 1998.

Mr Mogilevich has denied the allegations against him.

Election records show Mr Bogatin contributed at least $2,750 to the
Republican campaign group - sometimes under the name of his company, YBM
Magnex.

The Philadelphia-based magnet manufacturer, which was founded by Mr Bogatin
with Mr Mogilevich, was raided and closed down by US authorities in May 1998.
YBM Magnex pleaded guilty to securities fraud and was fined $3m in November
1999.

These and other developments have prompted US investigators to start looking
closely at Russian assets and investments in the country, particularly in the
New York area, according to people close to the investigations.

Though the political contributions traced so far are not large, they will
fuel concerns that money from Russian organised crime could be finding its
way into the political system.

"When I was in the Department of State, from time to time we would hear of
people associated with organised crime reaching out to members of the
[Capitol] Hill," said Jonathan Winer, who until recently served as deputy
secretary of state. "The administration briefed Hill members on more than one
occasion."

Mr Winer noted that those briefed by the State Department came from both main
political parties, and on all occasions dropped contact with the figures
under suspicion.

In recent years, two Russian businessmen identified by US authorities as
having links to Russian organised crime have turned up at Democratic
fundraising events, despite being denied entry visas. Both have appeared in
photographs with President Bill Clinton and Vice-President Al Gore.

Yesterday, the office of Senator Schumer said it had performed a background
check on Mr Kislin and found nothing on him. "If any of these allegations
prove true, we will absolutely return the money," a spokesman said. Mr
Giuliani's office could not be reached for comment.

Re: the story from the (Toronto) Globe and Mail of December 10th,
about the card-authorization terminal with the extra wires that allowed a
merchant/crook to capture the PIN as the customer entered it...

What the Globe and Mail didn't get straight (because reporters are
usually so technologically-challenged that they don't ask the right
questions) is that this 'tapping' was done, I am led to believe, on a
four-year old card-authorization terminal from a supplier called Tilsmith,
which has since been bought out, and which supplied terminals pretty much to
only one bank, CIBC (Canadian Imperial Bank of Commerce).

The issue about the Eastern European 'mafia' is correct, and the fact
that they are investing in independent gas stations is correct, too.

However, there are aspects of this story that aren't the case, any more:

More importantly than the customer's PIN, the things that the crooks got
from the old terminal were the Terminal ID, Merchant ID, and Pin-Pad ID
and the injected encryption keys.  Either they tapped the old terminal that
they got from the bank (in which case these various IDs and keys were
already injected into it, but they ran the risk that their scam would be
discovered if the bank ever had to service, upgrade, or replace the terminal),
or they managed to extract these IDs and keys from the bank's terminal and
inject them into a second terminal which they had doctored.

In 1826 Nicaragua became a state within the United Provinces of Central
America, but it left the federation in 1838. The British seized the small
Caribbean port of San Juan del Norte in 1848 and held it until 1860. During
the 1850s, Cornelius Vanderbilt's steamship company transported prospectors
bound for the California gold fields from the Atlantic to the Pacific by
steamship on the San Juan River and Lake Nicaragua. William Walker, a
filibuster from Tennessee, managed to establish himself as president of
Nicaragua in 1856. He was routed a year later, however, by the efforts of
the five Central American republics and Vanderbilt's steamship company.

For about a century after the nation reached independence in 1838,
Nicaragua's politics were dominated by the competition for power between the
Liberals, who were centred in the city of León, and the Conservatives, who
were centred in that of Granada. These two sides shifted the capital back
and forth between their respective cities until a compromise was reached in
1857 under which Managua, which lay equidistant between the rival cities,
was made the capital.

Conservatives headed the government for most of the second half of the 19th
century, but in 1893 the Liberals gained the presidency and proceeded to
persecute the Conservatives just as the latter had previously persecuted
them. The Liberals held power until 1909, at which time pressure from the
United States led to the installation of a Conservative government. To back
up its support of the new government, the United States sent a small
detachment of marines into the country. The withdrawal of the marine
detachment in 1925 was followed by the eruption of a new civil war between
the Liberals and the Conservatives, and in response the United States sent
several thousand marines in to suppress a Liberal-led insurrection in 1927.
Two successive U.S.-supervised elections resulted in the election of Liberal
presidents in 1928 and 1932, respectively. The marines withdrew from
Nicaragua in 1933 after having carefully trained the Nicaraguan National
Guard to keep order in the country.

In 1934 the head of the National Guard, Anastasio Somoza García, instigated
the assassination of the preeminent remaining Liberal rebel leader, César
Augusto Sandino, and in 1936 Somoza ran for the presidency without
opposition. Somoza ruled Nicaragua with an iron hand for 20 years, and,
though considerable economic development took place during that time, the
benefits were inequitably distributed in favour of the Somoza family and its
supporters. Somoza was assassinated in 1956 and was succeeded by one of his
sons, Luis Somoza Debayle, who ruled until his own death in 1967. He was
succeeded by his brother, Anastasio Somoza Debayle. Meanwhile, a guerrilla
movement opposed to the rule of the Somozas and known as Sandinistas (after
César Augusto Sandino) had been founded in 1962.

An earthquake devastated Managua in 1972, killing 6,000 people and leaving
another 300,000 homeless. Opposition to the Somoza regime intensified after
the government diverted international aid from the earthquake's victims to
enrich the Somoza family instead. The Sandinistas then joined forces with
liberal and middle-class opponents of the government, and a widespread
popular insurrection overwhelmed the National Guard and overthrew Somoza in
1979.

Walker's supporters appropriated a transit company owned by the American
industrialist Cornelius Vanderbilt and Vanderbilt retaliated by financing
the Conservative forces against Walker. Walker was overthrown in a battle in
1857, and despite his attempts to recapture Nicaragua he never again
regained control. The British captured Walker in Honduras in 1860 during
another takeover attempt and he was promptly executed by the Honduran
authorities.

INTRODUCTION: ...How many Californians today realize that this state was the
rendevous par excellence for daring bands of filibusters, who, whether in
pursuit of mere individual wealth and adventure or in furtherance of what
seemed to them an ideal, risked their lives in bold invasions of Hispanic
lands? It is with this story that Miss Juda deals in the present article
And since Miss Judas article was written there has come the not unrelated
factor of bills in Congress, proposed respectively by Senator Ashurst of
Arizona and Representative Elston of California, for a negotiated purchase
of that Baja California which American filibusters have so often sought.
This, then, is more than romance. It is the necessary background of a living

William Walker, the greatest of American filibusters, was another visionary
adventurer, imbued with the desire of founding a colony in Mexico, near the
American border. His aim, however, was to obtain the independence of Sonora
and Baja California for the ultimate annexation to the United States, and
for the extension of slave territory so as to maintain the balance of power
for the South. He, like Raousset, was an unlicensed, would-be conqueror,
burning with a desire for fame and carried away by a firm belief in his own
destiny to rule. As a boy, Walker lived in Tennessee, where he studied at
the University of Nashville, and thus was naturally a strong Southern
sympathizer. Having a desire to study medicine, he went aboard and attended
the universities of Edinburgh, Göttingen, Heidelberg, and Paris. He was
present in Europe during the various revolutions of 1848, and there is no
doubt but that his filibustering schemes were influenced by the
revolutionary doctrines of Massini, Garibaldi, Marx, Feuerbach, and Blanc,
which were being spread broadcast over the continent at that time. Upon his
return to America, he practiced medicine in Philadelphia, but finding this
distasteful to him, he went to New Orleans to study law, and in 1850 came to
San Francisco. After serving as a newspaper man for some time, he moved to
Marysville, where he practised law. He was always a firm slavery advocate,
eager for its retention and its extension. This caused him to look with some
apprehension upon the efforts of the French filibusters, for the slavery
party regarded the American conquest of Mexico as a matter of manifest
destiny, to which French interference would serve as a serious obstacle.

It was party for this reason that Walker went to Guaymas in the summer of
1853, seeking a grant from Mexico, where he could establish a military
frontier colony, to serve as a bulwark against the Indians. The Mexican
government, always suspicious of American enterprise, refused, and so Walker
returned to San Francisco, bound to carry out the scheme on his own account.
Raoussets plan for a second expedition spurred Walker on to immediate
action. He thereupon opened a recruiting office in San Francisco. Recruits
flocked to join his band, many of whom were from Kentucky and Tennessee, and
were therefore adherents of slavery and the manifest destiny doctrine.
Hundreds of people bought the scrip which he issued and which was to be
redeemable in lands in Sonora. With the funds thus raised, he helped to
finance his expedition. Walker now cast aside all ideas of founding a buffer
colony and stated his intention of forming a republic in Sonora and Lower
California, with the idea that it would eventually apply for admission into
the Union. He chartered the brig Arrow and prepared to set sail with his
followers, when he was arrested by General Hitchcock, military commander of
the United States forces on the Pacific Coast. The Federal officials at San
Francisco, sympathizing with Walker, caused the vessel to be released, and
General Wool was soon sent out by Jefferson Davis, Secretary of War, to
replace Hitchcock in command. Headquarters were moved to Benicia, from which
place interference with the actions of the filibusters was almost
impossible.

Walker, meantime, had succeeded in making his escape on another vessel, the
Caroline and with forty-eight followers he left on October 16th for
Guaymas. Three weeks later he reached the Gulf of California, and landed at

  A newly released government report
  shows that the U.S. Defense Department
  has "lost" weapons and equipment that
  could "get into the hands of terrorists or
  foreign countries."

  The General Accounting Office report,
  "Defense Inventory: Inadequate
  Compliance with Controls for Excess
  Firearms and Other Sensitive Items," was
  released in late December after being
  declassified by the Pentagon. The report
  documents the loss of "machine guns"
  and advanced "electronics" for warplanes
  from the U.S. military.

  "Although we were able to account for
  the items in 104 of 107 transactions
  reviewed, we were unable to trace the
  actual disposition of the items in 3
  transactions," states the report.

  Several U.S. military depots and centers
  were checked for the loss of "national
  security" items. According to the General
  Accounting Office, the Defense
  Distribution Depot in San Diego lost an
  advanced electronics computer for use on
  the U.S. Navy E-2 "Hawkeye" radar
  plane.

  "No destruction
  certification existed
  for one item, a digital
  computer used for
  defensive
  countermeasures on
  the E-2 aircraft with
  technologies that
  could be used against the Department's
  forces by a foreign military," wrote the
  GAO. "Depot officials speculated that the
  computer had been destroyed and that
  the destruction certification had been
  misplaced."

  According to the report, the Naval
  Undersea Warfare Center in Keyport,
  Washington, lost track of "18 computers
  used for guiding air- or surface-launched
  MK-46 torpedoes to a target."

  "Center officials believe the computers in
  question were destroyed, but they could
  not be sure due to the control
  weaknesses," states the report, noting that
  military officials at Keyport were not sure
  of the final status on the missing
  computers.

  At the Defense Distribution Depot in
  Norfolk, Virginia, the GAO discovered "a
  high power simulator used to test early
  warning systems on Navy aircraft" was
  missing."

  "Depot officials believe that the simulator
  had been destroyed and that the
  certification had been misplaced because
  there was an annotation on a logbook
  that the item was destroyed. However,
  the officials could not be certain this was
  the case," states the report.

  The GAO also discovered weapons
  missing from Defense Department
  inventories. According to the report,
  "records on four firearms transactions
  showed that personnel at Fort Hood,
  Texas, had entered data in the inventory
  system that these firearms, including
  eight machine guns, were sent to the
  local disposal office, which is not
  authorized to accept firearms."

  "Our review showed that none of these
  items were shipped to the disposal
  office," concluded the report. "Army
  officials told us that these four
  transactions occurred when they
  discovered that the firearms were listed
  in their inventory records but were no
  longer on hand. No investigation was
  made to determine what had happened
  to the firearms."

  How much Pentagon weaponry is getting
  into the wrong hands? According to the
  GAO's report, "many of those losses
  occurred during training exercises, but 69
  of the losses (59 percent) were attributed
  to theft and were never located. For
  example, nine thefts reported during
  fiscal year 1996 involved firearms,
  including a machine gun, which are still
  missing."

A small-town police officer is accused of bribing a 10-year-old Little League
pitcher to hit an opposing batter with a fastball. <

Prosecutors aren't saying why Officer Shawn Phillips would want the batter out
of commission. Phillips is not related to anyone on either team, according to
league managers.

Still, they say, Phillips was on duty May 21 when he walked into East Penn
Elementary School, took the pitcher outside and asked him to "accidentally"
hit the player. The officer allegedly gave the boy $2 behind the school bike
racks.

The kid pitcher for the Service Construction team did the job - nailing the
opposing team's cleanup batter below the belt, dropping him to his knees and
leaving a giant welt on his skin. The player had to leave the game.

Phillips was charged Wednesday with solicitation to commit simple assault,
corruption of minors and official oppression. He could face six months in jail
if convicted.

In July, he accepted a plea bargain that called for his resignation from the
police force in return for a single misdemeanor charge. But he changed his

Phillips was put on unpaid leave over the summer because of the alleged payoff
and was fired last week for "unrelated incidents," Coaldale Police Chief Jim
Strauss said, refusing to be specific.

Phillips declined to comment to The Associated Press and is not currently
represented by a lawyer.

The pitcher, whose confession to his parents initiated the investigation, will
not be charged, prosecutors said. He was not identified because of his age.

"All of this has been unfortunate for everyone," Strauss said. "I just wish
this thing could be put to rest. It's getting more publicity than Bill
Clinton."

a head-on crash that killed two men last month on a Pompano Beach highway,
authorities said.

Shortly after the wreck, the Florida Highway Patrol had incorrectly blamed the
accident on one of the victims, and suggested drugs or alcohol might have been
a factor. FHP Major Rick Carpenter on Thursday apologized to the brothers'
family.

"That was a mistake we made," he said.

Agent David Farrall, 36, was driving south in the northbound lanes of
Interstate 95 on Nov. 23 when his Honda struck an oncoming car, Carpenter
said.

Authorities said Farrall's blood-alcohol level was 0.17 percent, more than
twice the legal limit.

Maurice Williams, 23, and his brother Craig Chambers, 19, died instantly in
the collision.

The family of Williams, a youth minister, and Chambers, a university student,
have maintained the two men could not have been in the wrong-way car - that
they drove that stretch of road often and were on their way north to Boca
Raton.

"Even though it took a month, this is what we wanted," said Florence Thompson,
the victims' mother. "We wanted their names to be cleared."

Carpenter said it could be a month before the Broward State Attorney's Office
will decide what, if any, charges will be brought against Farrall.

The FBI said it will be next week before they have anything to say about
Farrall. His attorney, Bruce Udolf, did not immediately return a telephone
message left Friday at his office.

BOSTON - One of the FBI's former top organized-crime
investigators was arrested Wednesday on charges of
conspiring to arrange payoffs from two notorious
gangsters while protecting them from arrest and helping
them extort real estate from a young South Boston couple.

In a lengthy racketeering indictment, retired FBI Special
Agent John Connolly in effect was charged with going to
work for James ``Whitey'' Bulger and Steven ``The
Rifleman'' Flemmi - two informants he was supposed to be
handling for the FBI's Boston division.

Connolly, who was arrested in his Lynnfield, Mass., home,
pleaded innocent in federal court to the five- count
indictment and was set free on $200,000 bail. Flemmi,
currently jailed on related charges, and Bulger, a fugitive,
were also charged in the indictment unsealed Wednesday
afternoon.

Barry Mawn, special agent in charge of the FBI's Boston
office, apologized for what he said was Connolly's
violation of the public trust.

``I am certainly on the one hand saddened, but on the
other I'm angered,'' Mawn said.

But Connolly's lawyer, Robert Hopedale, said the
indictment was flimsy and an embarrassment to the FBI
and the Justice Department. ``I'm telling you, we'll take it
apart,'' he said.

He said Connolly was being blamed because he
participated in FBI-sanctioned dealing with mobsters that
the agency now regrets.

``The government now seeks a scapegoat and have
decided that John Connolly is the best person to play that
role,'' he said.

Connelly retired in 1990 and now works as director of
security for Boston Edison.

For decades, Bulger and Flemmi have been legendary
figures in New England crime, imposing their Winter Hill
gang's stranglehold on the South Boston rackets. Since
the late 1990s, though, the FBI has conceded under court
order that the two were at the same time the Boston
division's two most productive confidential informants,
delivering the evidence the bureau needed to lock up top
members of the Italian mafia.

But other law enforcement agencies have long
complained that Bulger and Flemmi had an uncanny
ability to learn in advance of any criminal investigations
directed at them. Detectives with various New England
state police agencies believed the two were using a small
number of agents in the Boston FBI office to eliminate
their competition for the area rackets and win protection
from prosecution from other agencies.

Among the crimes Bulger and Flemmi have long been
suspected of - but repeatedly able to distance themselves
from - is the 1981 murder of former World Jai Alai owner
Roger Wheeler. After Wheeler's murder on an exclusive
Tulsa, Okla., golf course, two men believed to have had
evidence about the crime were violently killed themselves.

The indictment unsealed Wednesday, based on work by a
special federal investigative strike force, seems to support
the longstanding view that Bulger and Flemmi had an
unusually close relationship with the FBI. Connolly and
the two, one-time informants are named in a five-count
indictment accusing them of racketeering, racketeering
conspiracy, obstruction of justice and conspiracy to
obstruct justice. Flemmi is accused alone in the fifth count
of obstruction for passing classified information from
Connolly to Patriarca crime boss Francis ``Cadillac Frank''
Salemme.

The indictment of Connolly, a highly regarded, retired FBI
agent, is an extraordinary event. It could not be
immediately determined late Wednesday whether a retired
FBI agent has ever been linked to criminal activity he was
formerly assigned to investigate. Connolly has repeatedly
insisted that he has done nothing wrong.

 A COLOUR printer, tinfoil, a
 guillotine and thousands of
 sheets of white paper were all
 that was required to set up the
 biggest counterfeit currency
 operation in Britain.

 After four years of churning out
 forged notes, an annexe to the
 Essex home of retired printer
 Kenneth Mainstone had begun to
 rival the Royal Mint. Bags
 containing millions of pounds in
 fake £20 notes, each with a serial
 number allocated by the gang,
 were strewn on the floor. Police
 also discovered 75kg of brass
 discs, enough to produce 40,000
 fake one-pound coins. A drawer
 contained the source of almost all
 the fake postage stamps
 circulating in Britain, plus stamps
 for British Gas stamps and
 television licences. Indeed, by the
 conclusion of Operation
 Mermaid, which involved the
 testing of 16,000 counterfeit
 notes, police had rooted out the
 source of two thirds of all the
 counterfeit currency circulating in
 Britain at the time.

 Few in Upminster questioned
 how Mainstone, an outwardly
 respectable businessman, had
 come to acquire a 14-room house,
 a personalised XJS Jaguar, a
 BMW and a two-seater plane.

 It was when Mainstone was
 approached by in 1994 by
 Stephen Jory, a man with
 underworld connections and a
 previous conviction for
 supplying counterfeit notes, that
 the project, which would
 eventually produce £50 million of
 fake money, was hatched.

 Jory, from Barnet, was seeing
 Mainstone's daughter, Clare.
 Mainstone agreed to print Jory's
 book, Super Grass, a fantasy
 account of his life of crime, but
 soon the pair received an optical
 disk, containing the artwork for
 the production of £20 notes,
 which was scanned into a
 computer. Then Mainstone
 produced a series of 17
 lithoplates, which separated the
 different colours that make up
 each note. He then installed a
 four-colour offset lithograph
 Heidelberg press to produce the
 notes.

 The metallic thread was
 produced by "hot foiling", a
 process unwittingly aided by a
 company that was told it was
 producing perforation for
 packaging. Reams of paper were
 printed with a foil line down the
 whole sheet and white ink
 overlaid to produce the
 perforation effect.

 The "watermark" of the Queen's
 head was printed on before a
 12-foot-long guillotine chopped
 the paper.

 The result was what Inspector
 Clive Merret, leader of the police
 investigation, described as "the
 most convincing forgery I have
 ever seen". The notes passed the
 ultraviolet test used by
 shopkeepers. Inspector Merret
 said the notes had only one flaw -
 on the flat surface of the script
 words "Bank of England" at the
 top of each note. Real notes have
 these words printed in raised
 intaglio print.

 Police could not confirm reports
 that the gang had moved into
 forging Spanish pesetas, less
 likely to be scrutinised than
 British notes.

2600 has learned that several small electronic hobbyist vendors
were recently raided by federal agents brandishing semiautomatic
weapons. News of these raids has been kept out of the media and
many of those involved fear retribution if they openly discuss
the case. Until now, these companies had operated for years
selling harmless educational electronic kits (like wireless
microphones) to students, hobbyists, ham radio operators, and
hackers. Now their inventories are being seized at gunpoint--and
their owners could be facing bankruptcy and prison time.

The U.S. Dept. of Justice is apparently re-interpreting federal
wiretapping and smuggling laws to include small hobby radio
transmitters. Even possessing so-called "Mr. Microphone" type
toys can now put hobbyists at risk of looking down the barrel of
a federal agent's loaded gun, a felony conviction, federal prison
time, loss of property, and legal fees into the tens of thousands
of dollars.

Ramsey Electronics and Super Circuits are just two of the
companies recently raided at gunpoint. Both have good and
longstanding reputations for selling inexpensive, quality
educational kits and components to electronics hobbyists for many

A high-ranking Justice Dept. official told one of the business
owners the orders for these raids are politically motivated and
originated from a very high level in the Clinton administration
as a result of the Linda Tripp wiretapping case. "They just need
convictions," the official said.

Earlier this year the Justice Dept. indicted Bill Cheek, the
well-known and loved author of books on radio scanner
modifications and Monitoring Times column writer. Bill was
selling very simple "data-slicer" circuits (made from parts
available at any Radio Shack) that could be used with a PC and a
scanner to monitor radio data transmissions--including
unencrypted police mobile data terminal (MDT) transmissions. Even
after Bill had been diagnosed with terminal cancer, the Federal
government refused to back off, even issuing a summons to court
on the same day he was to begin chemotherapy.

In 1995 2600's BernieS was locked up in five different
maximum-security prisons over 14 months by the Secret Service for
possessing his laptop computer, his software, and ordinary
electronic parts available at Radio Shack. He had been
distributing parts, software, books, and pamphlets about cellular
and coin telephones. The Justice Department's final investigation
report stated "There were no victims in the offense."

This is a clear pattern of harassment and abuse of power by our
Federal government against people teaching others about
electronic communications. It appears our government doesn't want
people to know this information. 2600 strongly feels this
knowledge is important for people to have, and will continue
spreading it at every opportunity. Write and call your

Everything Archarya says she makes so "simple," it's exasperating ...  Horus

of the god Thoth, who was sometimes referred to as the OTHER eye of Horus, a
sky god.  To the Egyptians, the moon was, as a rule, MALE in gender, just as
their oldest "solar" deity was, in fact, a sun-GODDESS, Sekhmet.  Osiris
ruled fertility and the fertilizing waters of the Nile:
his icon shows a mummified man colored GREEN, with reeds sprouting from his

His father Geb, from whom he inherited the throne of "king of the gods," or
at least the rule of Egypt, was likewise an EARTH god, portrayed reclining
beneath his wife the SKY goddess Nut -- mother of the twins and opposites

Nut and Hathor were dual forms of the same cow-form sky-goddess -- Hat-hor

When the Egyptian religion was in its heyday, it was the Age of Taurus, when
the Sun entered the sign of the Bull at the equinox -- so cow Hathor was
portrayed with a solar disk headdress, representing the sun between her
horns.  In that same age, the Sun at the summer solstice, the
brightest-hottest day of the year, was in the sign of Leo, the lion -- hence
the sun-GODDESS Sekhmet and the twin lions, either as the Akriu or as Shu and

form) , who represented those two points where the sun rose above and fell

In the Horus myth, Horus strikes off his mother Isis' head and replaces it

Was Osiris, the dying and resurrected god, the "sun"?  No.  Was Horus "of the

Isis from Osiris, "reborn"-- the "sun"?  No.  (How could HORUS be "reborn"
from OSIRIS' seed?) Was Isis, the bride of Osiris and mother of "child Horus"
[the ELDER Horus was Isis' BROTHER, one of the FIVE children of Geb and Nut,
alongside Osiris, Set, Isis and Nepthys, and therefore the UNCLE of "child
Horus"] the moon?  Not originally -- but in later times, only thanks to the
GREEK and later ROMAN syncretism of ALL foreign goddesses as "mother"/"moon"

the sky-deity HAD to be a "male" and the earth "female."

Computer viruses 'poised for ambush' on New Year's Day

Millennnium bug viruses may have infected computers, where they
will lie dormant until 1 January, after which they will wreak
havoc when the machine is next switched on.

The warning about "millennium bug viruses" has come from a number
of companies that write "anti-virus" software. They say they have
detected half a dozen such viruses, transmitted via e-mail, and
that more may already have been sent.

The viruses affect computers in a number of ways, ranging from
wiping all the data on the user's machine, to having no effect at
all because of bugs in the virus's own programming.

The viruses are intended to appear to the unwary user to be a
"Y2K" or millennium bug problem, by not showing up until the new
year. All share the common trait that, on arrival,they do nothing
but check the year date on the machine's battery-powered internal
clock.

As long as that is not 2000, they will remain dormant. But as
soon as the machine is switched on after 1 January the viruses
will go to work and deliver their "payload". Viruses are small
chunks of computer code, usually spread as files attached to
e-mails. When the file is opened the virus copies itself on to
the user's machine.

Sal Viveros, group marketing manager for total virus defence at
Network Associates, an American anti-virus company, said: "We've
actually already seen postings on some of the Usenet [chat]
groups [for virus writers and hackers] where they are discussing
how to use Y2K to 'hose' systems." David Emm, a product manager
at Network Associates in Britain, said the most danger-ous Y2K
virus identified so far was called "Mypics", which would disrupt
the internal clock after 1 January.

Carey Nachenberg, chief researcher at the Symantec Anti-virus
Research Center in Santa Monica, California, said: "It's possible
that we could see 200,000 viruses around Y2K."

Some experts think the fears are being hyped, however. "There are
viruses which will wipe your hard disk on 1 January, but some
will do that on any day of the year," said Graham Cluley, senior
technology consultant at Sophos in Abingdon, Oxfordshire. "This
talk of 200,000 viruses; well, there are 48,000 known viruses in
existence. It's asking a lot to expect 152,000 viruses to be
written in the next few days. We really aren't expecting a virus
deluge."

Of course you're right there - the initial joke of this matter was that
the american military are legendary for their inaccuracy,
but yes - the british taxpayers money has been misused to create new
'infrastructure opportunities' in Yugoslavia - and military wholesale
elsewhere.

Reno Called Inquiry Too Focused
on Scientist

 WASHINGTON, Dec. 21 -- Attorney General
 Janet Reno told Congress in June that she thought
federal investigators had prematurely focused on the
weapons scientist Wen Ho Lee in their initial inquiry
into whether China had stolen United States nuclear
secrets, according to newly declassified Senate
testimony.

In a secret hearing of the Senate Judiciary Committee,
Ms. Reno said that an administrative inquiry conducted
in 1995 by the Department of Energy, with help from
the Federal Bureau of Investigation, had failed to
adequately investigate others who had access to
classified information about the United States' most
advanced nuclear warhead, the W-88, according to a
transcript of the hearing released by the committee
tonight.

"The elimination of other logical suspects, having the
same access and opportunity, did not occur," Ms. Reno
told the committee.

Ms. Reno's testimony came in defense of the Justice
Department's 1997 decision to reject an F.B.I. request
to seek a court-authorized wiretap of Dr. Lee, who was
then a scientist at Los Alamos National Laboratory in
New Mexico.

After being the focus of a three-year federal
investigation into China's apparent theft of data related
to the W-88, Dr. Lee was fired from Los Alamos this
March for security violations. The F.B.I. discovered
later that he had conducted unauthorized transfers of
vast amounts of secret material about nuclear weapons
from the laboratory's classified computer system.

Dr. Lee was arrested on Dec. 10 and charged with
mishandling classified information. He has pleaded not
guilty to the charges. He has not been charged with
espionage.

But even as the government has proceeded with its
criminal case against Dr. Lee, government officials
have acknowledged that the original espionage inquiry
was not properly handled.

In September, Ms. Reno and the director of the F.B.I.,
Louis J. Freeh, ordered federal agents to broaden the
W-88 investigation beyond Dr. Lee and Los Alamos to
other possible sources of the secret information. Yet the
newly released testimony shows that Ms. Reno was
concerned that investigators had prematurely focused
on Dr. Lee for months before she ordered the
broadened inquiry.

The 1995 inquiry focused on Los Alamos and
Lawrence Livermore national laboratories, the two
laboratories that design the United States' nuclear
weapons. The W-88 was designed at Los Alamos. The
theft related to the W-88 was believed to have occurred
between 1984 and 1988.

Ms. Reno said the Justice Department turned down the
F.B.I.'s request for the wiretap in that inquiry because
other laboratory employees had not been adequately
investigated.

Her testimony also provided new insight into Dr. Lee's
activities in the early 1980's, when he first came under
scrutiny in a separate inquiry.

At that time, the F.B.I. questioned Dr. Lee after a
wiretap picked up a phone conversation he had with a
scientist from Lawrence Livermore who had been fired
in connection with the government's investigation into
China's theft of neutron bomb secrets. On Dec. 20,
1983, Dr. Lee told the F.B.I. that he had been in contact
with Taiwanese nuclear researchers since 1977 or
1978, and had done consulting work for them in
addition to giving them unclassified research papers,
according to Ms. Reno's testimony.

Dr. Lee told the F.B.I. at the time that he had contacted
the Lawrence Livermore scientist because he thought he
had been fired for doing the same thing that Dr. Lee had
been doing for Taiwan, Ms. Reno testified. On Jan. 24,
1984, Dr. Lee took a polygraph exam, answering
questions about whether he had ever passed classified
information to a foreign government and about the
nature of his contacts with the Lawrence Livermore
scientist and the Taiwanese Embassy.

"The polygraph confirmed that he had not passed
classified information to any foreign government, and
the accuracy of his claims concerning the nature of
contacts" with the scientist and the embassy, Ms. Reno
testified.

At least to me, it does, and I'm a Yank. Imagine how it must sound to a
Yugoslav or an Iraqi. Come on , Andrew, your tax dollars rain death on
