I guess I dont really understand why anyone would want to lie about be raped and shocked and beaten. I dont understand why anyone would want to fake dissociation so they could obtain the meager funds from disability. I guess there are those who would say it is to get attention. The "attention" one gets from someone seeing the scars from self injury or experiencing that recoil of one's "friend" when they _finally_ drag the story of dear old dad favorite perversion out of you... well it is not all that attractive, so far as attention goes. Then there is the "attention" you get from the staff in the psych hospital when they drug you and tie you up again. Or from the guy you desperately had to pick up, even though you dont remember why, who does nearly the same thing to you. So i dont get it. Please can someone explain why so many people would chose to lie about something so very horrible, and better yet, I want to know how come so many of them, from different parts of the country who have never even met the others and never read _anyone's_ book are talking about the same crap and drawing pictures of the same equipment and torture devices? Just because you dont really understand why anyone would want to lie about anything, doesn't mean they won't do it. Your understanding or lack thereof is seldom a determining factor in what other people do. Other people do what they do for their own reasons. People will lie about anything. I'm not accusing you, personally, or any single individual of lying. I'm not saying that organized child abuse doesn't happen or that some of you are not telling the truth. That does not, however, mean that all of you are telling the truth. No human being should ever be taken solely on their own word about anything, at all, ever. This is particularly true if what they are saying elicits an emotional response of any kind, especially if it elicits resonance. Corroboration should always be sought. Trust is foolhardy. Let me give you one shining example that's particularly relevant to this kind of case. Predators seek out victims because seeking out victims is what being a predator is all about. The most dense populations of victims are found in victim support groups. Predators sometimes pretend to be victims in order to gain the trust of likely prey. This is not at all unlike the way drug dealers go to NA meetings looking for new customers. It's a time tested predation strategy with proven results. Of those people seeking out victims for company, some are themselves victims. Others, however, are predators, using a disguise to hunt prey. Anybody seeking out victims should therefore be especially suspect. The surest way to be victimized is to go around trusting people when you have nothing to go on but their own word. Don't do it. As someone close to an abusive situation, after years of study, reading and consideration of what is almost always anecdotal and hearsay evidence, I have concluded: The victims and victimizers in many child sexual abuse cases, and I don't claim to speak on religious ritual or military technology abuses of children or adults, are often in total denial. That denial can last for years or even a lifetime. The power of denial in these situations is grossly underestimated and misunderstood. My experience is that even with 95 percent certainty abuse has occurred, with all the relevant facts staring one in the face, the 5 percent uncertainty can turn into total denial. Total means total and that denial is necessary at times to get on with life. That does not change the facts, it just makes moving on possible for the time being. One more point: every good man I have known has done evil things, and every evil man I have known has done good things. This is a world of polarity and duality and we are here to play in that game. No one is totally evil or totally good in a world of polarity. Now it may be fun to label others in ways that make us feel better about ourselves temporarily; that does not make our feelings into facts. Denial is a part of life which enables survival, like ducking a tree branch or holding one's breath underwater; let's be thankful it is there for us but strive to understand its existence and power in our lives. By their heroic actions the people of Cochabamba have become what governments, institutions like the World Bank and the IMF, and multinational corporations fear the most: a clear indication that local communities can fight back against neo-liberalism. Cochabamba today is the "threat of a good example", and a source of pride and inspiration for activists all over the world fighting against the privatization of some of the most basic necessities of life. The residents of Cochabamba believe that the fight is not over. Already there are reports of back door negotiations occurring to revive the contract by orchestrating a "gentler" takeover, while the government backslides on commitments made to those wounded in the "water war". The people of Cochabamba, however, are determined to not let that happen. While activists from all over the world will be in Prague protesting as the World Bank and the IMF will hold their semi-annual joint meetings, we will be learning of one extraordinary example of successful struggle against the neo-liberal agenda imposed by the World Bank and the IMF. The World Bank and the IMF, two of the cornerstones of the international financial system, claim to be working to eliminate poverty, but their real purpose is to force developing nations to embrace corporate globalization. Moore also contends that if one were to accept the deforestation claims of the hysterians, "You would have cleared 50 times the size of the Amazon already if accurate." And contrary to claims the Amazon is "The lungs of the Earth," the Rainforests have only been around for an estimated 12,000-16,000 years. This by itself makes it difficult to argue the destiny of the earth is linked to it's health. Additionally, many eco-scientists believe the Amazon may actually be a net user of oxygen. Philip Scott from the University of London points out "In fact, because the trees fall down and decay, rainforests actually take in more oxygen than they give out." And no, there are not 100 extinctions of species per day as claimed by Al Gore, and there are not 50,000/year as claimed by Harvard's Edward Wilson. Both the port and starboard sides of the damaged hull of the Oscar II-class submarine are armed with 12 new SS-N-19 Shipwreck missiles which neither U.S. or EU military chiefs have seen, Paul Beaver, spokesman for Jane's Defence, said. The 24 missiles are each primed with 750 kg of high explosive -- the equivalent of two Hiroshima bombs -- and can alternatively be fitted with nuclear warheads. The missiles are specifically designed to sink enemy aircraft carriers. Fitted on the giant bulbous bow of the 505 ft long vessel is a state-of-the-art, target detection sonar which also has never been seen outside Russian top secret naval bases. Beaver said: "There is a lot of excitement surrounding these secrets, and the Russians wouldn't want us to get close to them. This is one of the reasons they have not called for outside help." Beaver also said the conflicting Russian accounts about what caused the submarine to plummet 350 feet may have been due to a simple translation misunderstanding. "They take their war games seriously and a malfunctioning torpedo could have come back and hit the vessel," he said. "It has happened before." Svetozar Radisic, new spokesman of the Yugoslav Army, is to be believed. By Istvan Molnar from Belgrade In May this year the Yugoslav authorities made a rather extraordinary appointment. Col. Svetozar Radisic, renowned xenophobe and expert in the paranormal, was promoted to the post of spokesman of the Yugoslav Army, the most powerful institution in Serbia. With Radisic came his bizarre theories on what is amiss with Serbia - dark forces dating from the Middle Ages, supernatural events, magic and evil spirits which haunt the Serbian people at every turn. Colonel Radisic, a self-proclaimed expert in "para-psychological warfare," is better known to Serbian public as Agent Mulder, after the character in the American science fiction drama The X-Files. Radisic's specialty is, to use his own words, "multidimensional defence" - that is defence from the "brainwashing" campaign being orchestrated by the United States Pentagon. "America conducts economic, technological, psychological, informational, religious, cultural, geophysical and neo-cortical war against the Serbs," Radisic claims. "The aim is to erase the Serbian peoples national consciousness and cultural inheritance. The Serbian human pattern is destroyed and the new social values of the West are implanted in its stead. In this way we are to be submerged into the new, sixth race of the New World Order." Since his appointment and subsequent official pronouncements, Radisic has become an object of ridicule among those junior officers and Serbian citizens who have so far held onto their mental health. No aspect of Serbian life, however banal, is free from America's satanic designs, Radisic claims. His most recent discovery homed in on the evil influence of McDonald's, the American fast food chain. In his latest book, "Neo-Cortical War", Radisic expounds on the "satanic elements" contained in some of the toys, especially the plastic dinosaurs, distributed to Serbia's children in McDonald's "Happy Meals". Radisic, a frequent visitor to the Serbian public stage since the 1980s, has a long association with the mysterious Group 69 - a small collection of astrologers, similarly inclined army officers and other personalities with rather esoteric profiles. The famous astrologer Milja Vujanovic Regulus (who is married to the planet of the same name) and Col. Bogi Stojmenovic are also members of the group, according to Col. Ljubodrag Stojadinovic, former political commissar to the Yugoslav Army general staff. In his unpublished memoirs Stojadinovic recounts some extraordinary conversations with members of Group 69. A favourite topic was the Kalemegdan Roman Well - source of the "evil forces" behind the 20th century's world wars. Only by plugging the well could the evil be contained, Group 69 member Corporal Simeon Savic explained on one occasion. "In order for the Well to be pacified," Savic went on, "related personalities are needed. Those who have shown themselves to be the first-rate evil-doers to the Serbs." To Stojadinovic's astonishment, Savic recommended capturing the then US President George Bush and three other Western politicians prominent in the Balkans theatre at the time and throwing them down the well. "The [then] Italian [Foreign Minister] Gianni de Michaelis is also a possibility," Savic said, "but to destroy the Well we would need five such small fry." The founding of Group 69 in the early 1990s coincided with increasingly prevalent propaganda from Belgrade, asserting that Serbs were facing an "international conspiracy." The pillars of the New World Order - Washington and the Vatican - are hell bent on destroying "small, but invincible Orthodox Serbia," or so the theory goes. This state propaganda campaign also coincided, of course, with Serbia's various wars against its neighbours. The wars and propaganda fuelled an explosion in clairvoyants, parapsychologists, astrologers and healers. The Yugoslav press began running reports of mysterious and powerful weapons, which Belgrade could use in case of NATO attack. Group 69 allegedly possessed a super-secret weapon, known as "Tesla's weapon" after its inventor Nikola Tesla, an American of Serbian origin. Several reports followed that Group 69 using the "power of their minds" could down enemy aircraft and rockets. The group also apparently created a "psychological shield" over Serbia to ward off the Pentagon's parapsychological attacks. According to Stojadinovic, Colonel Bogi once accosted officers taking a break from a meeting, shouting, "All you do is theorise, you incompetent mother fuckers! You just sit in sessions, while we down American aircraft!" A few minutes later, Stojadinovic said, Gen. Leave it to capitalism to find a way to make a profit from someone else's misery. Over two million of our friends, neighbors, and relatives are in state and federal prisons, for whatever reason, right now. The Prison-Industrial Complex, as it is called by some activists is really a "new" form of slavery with a "twist", it's highly profitable several different ways. I only call it "new" advisedly because chattel slavery in the early days of this country also had a profit motive, but today's slavery is corporate slavery run by some of the biggest businesses in the country. Its motive is to take a mass prison population of poor people and to make money by : ( 1) charging rent and fees for being in jail, (2) private prisons, (3) setting up prison corporations to compete with "free" labor, and (4)exploitation of prison labor by "factories behind fences". With the rise of the current right-wing (anti-crime) political agenda by both of the major political parties in this country, more and more prisoners have been preyed upon by a vindictive public, egged on by the greedy politicians. For years, the masses of people have been told that prisoners are being "coddled" and treated better than the average worker outside, and in return they want to inflict pain on them more. "Take away their tv sets and radios, seize their weight lifting equipment, stop their visitation with their families, lock 'em in their cells 24 hours-a day, and while you're at it make 'em pay rent just like we do!" These are poor people, many of whom committed crimes in the first place because they couldn't pay their own rent, less known paying the state's rent while in prison. It's a foolish idea, and is even more punitive than the politicians called for, but they were quick to latch on to it. "What a great idea, we *can* get blood from a turnip!" The idea of creating a private corporation to run the prison system began in 1980 with a Nashville-based company called Corrections Corporation of America. After taking over the Hamilton County (TN.) workhouse for its first contract in 1981, CCA has now spread to 32 states, and several foregin countries. It is traded on the New York and American stock exchanges, and has made its investors billions of dollars in profits. The way it works is that it takes over a prison or series of prisons, promising local government and state officials that it can save substantial amounts of money by running the prison as a more efficient "business". This has yet to be proven, even though it slashes the wages of prison guards, and cuts back on prisoner expenses for food, medicine and other supplies. What we do know is that the conditions for the people inside worsens drastically, when a private company takes over. In fact, ten persons have died at the Silverdale workhouse outside Chattanooga since CCA has taken over, and similar artrocities have befallen CCA facilities all over the country, whether the beating or deaths of prisoners, escapes, riots, or strikes. But the mistreatment of prisoners or their protests did not affect the bottom line at all of the CCA prison capitalists. In fact, smelling money, other corporations, especially its main competitor Wackenhut Correctional Services, have entered ther fray like sharks feeding on a bloody carcass. The market between all the corporations is $4 billion dollars in contracts now, and they don't intend to be left out! Another bulding block of the prison-industrial complex is prison industrial corporations such as the UNICOR, run by the Fedral Prison Industries. UNICOR, based in almost all the federal prisons, makes everything from guided missle parts to clothing and furniture for the military and federal agencies, in fact they make over 500 items. It may surprise some to hear that they have almost $100-500 million dollars in sales, and $30-$50 million in profits each year. By contrast, the prisoners make about $1.00-$2.00 per hour. For years, federal law forbade them from competing with free labor, but this has now been changed, and the low waged prison labor is being used to not only undermine free labor, but drive companies out of business in the private sector. The state prisons have now formed similar companies to run their own prison businesses. One thing for sure, it's not just license plates they make any more! Finally, so called "factories behind fences", where a company is allowed to hire or rent a prisoner sales force or customer service team, is becoming more and more common. Some of the largest companies in America: Microsoft, TWA, Sears Roebuck and others are using prisoners as customer service agents, seamstresses, airline reservation agents, assemblers, and other workers. This even includes the creation of unique brands of clothing and other products such as "Prison Blues" denim jeans, which are made

Dr. David Reilly from the Homoeopathic Hospital, Glasgow, UK, and a multicenter team studied 50 patients with perennial allergic rhinitis. The subjects were randomized to receive either 30c of a homeopathic preparation of principal inhalent allergen or placebo. In the third and fourth week after the start of treatment, the group compared changes in nasal inspiratory peak flow and visual symptom analogue scale scores to baseline measurements. "The homoeopathy group had a significant objective improvement in nasal airflow compared with the placebo group (mean difference 19.8 L/min)," Dr. Reilly's group reports. While both groups reported an improvement in symptoms, when the researchers combined the results from this trial with those of three previous trials (n = 253), there was "a mean symptom reduction on visual analogue scores of 28% (10.9 mm) for homoeopathy compared with 3% (1.1 mm) for placebo." Given these results, Dr. Reilly and colleagues conclude, "this study has failed to confirm our original hypothesis that homoeopathy is a placebo." Editorials point out that "homoeopathy is biologically implausible because of the use of medicines diluted beyond the Avogadro limit." Dr. Tim Lancaster, from the Institute of Health Sciences, Oxford, UK, and Dr. Andrew Vickers, from Memorial Sloan-Kettering Cancer Center, New York, add that trials of homoeopathy are difficult because "there are no established animal models, mechanisms of action, or examples of similar treatment for proved benefit." Although the "methods used by Reilly and colleagues in their study of homeopathy for perennial allergic rhinitis were rigorous and it is unlikely that their results arose from methodological bias," the editorials believe that much larger trials are still needed. Dr. Arthur Margolin and colleagues randomly assigned 82 cocaine-dependent patients who were on methadone maintenance therapy to receive auricular acupuncture, a needle insertion control procedure or no-needle relaxation therapy. Patients received 5 weekly treatments over the 8 weeks of the trial, including group and individual counseling. The researchers tested the subject's urine for the presence of cocaine three times a week. "We found that these patients had better outcomes when they received auricular acupuncture compared to the two control groups," Dr. Margolin told Reuters Health. In the August 14/28th issue of the Archives of Internal Medicine, he and his group report that "intent-to treat analysis of the urine data showed that patients assigned to acupuncture were significantly more likely to provide cocaine-negative urine samples relative to both the relaxation control...and the needle insertion control." The odds ratios were 3.41 and 2.40, respectively. In addition, the researchers found that those receiving acupuncture who completed the program "provided significantly more consecutive cocaine-negative urine samples while in treatment than either control condition. Those receiving acupuncture "were more likely to be cocaine abstinent during the final week of the trial," with an abstinence rate of 58.8%, compared with 23.5% for the needle control group and 9.1% for the relaxation control group. "Of course we don't really know the biological mechanism [of acupuncture]. So we see this as a stage in a series of studies," Dr. Margolin said. He explained that he and his group used the protocol of the National Acupuncture Detoxification Association, which is widely used in the US and Europe for the treatment of cocaine addiction. "The results from these programs seem to be very promising. The thinking is that acupuncture is really most effective when it is offered as part of a comprehensive treatment program," he added. One driving force in this health trend has been the accumulation of evidence that some herbal medicines may have true clinical benefits, Dr. Ernst explains in the August 12th issue of the British Medical Journal. In particular, hypericum, the active component of St. John's wort, appears to be as effective as conventional antidepressants; gingko biloba seems to be able to delay the clinical course of dementia; and positive clinical effects of saw palmetto and horse chestnut seed extracts have been reported. On the flip side, little is known about the mechanisms underlying the efficacy of most herbal drugs, according to the editorialist. And the fact that these medicines are sold as nutritional supplements means that they evade the safety requirements placed on conventional drugs. This is an important concern, Dr. Ernst says, given evidence of severe side effects of some herbal remedies and the possibility of drug-drug interactions. For instance, ginseng could cause excessive anticoagulation when combined with warfarin. Dr. Ernst says that many physicians maintain a "negative attitude" toward herbal medicines, and he calls on them to take a second look. "Doctors, pharmacists and other healthcare professionals need to be knowledgeable to advise their patients responsibly, and there is an unquestionable need for reliable information on herbal medicines, a demand that must be met adequately by undergraduate and postgraduate education," he says. Indeed if you say both statements you'll notice that they have a similar overall rhythm. But it sounds far more like "A good shot." Observe that you can hear that the "good" (or "been") word ends with a strong "d." Also, what one interprets the statements to say needs to make sense, so if we assume the voice says "I've been shot," then who was shot? No agents were reported shot on 4/19/93. Furthermore, the guy says "__ shot!" and then a few seconds pass before the radio breaks in, and the guy says nothing more. He does not even sound shot. Were he shot, I suspect he'd at least be cursing, if not also moaning. Apart from the interpretation of "I've been shot," I don't see any other reason to believe anyone was shot. There's also no joking quality to the voice as one would expect if the guy was joking around after hearing a gunshot. All the qualities of the voices match the scenario that a sniper is asking his spotter after a shot, "Good shot?" Then the spotter replies "A good shot!" "People who go to work in their overalls and on the bus are just as happy, on the average, as those in suits who drive to work in a Mercedes," according to David Lykken, Ph.D., professor of psychology at the University of Minnesota. Lykken is the man who introduced the "happiness set point," his theory that our emotional peaks and valleys eventually return to a more stable set point. The storm of publicity that surrounded the introduction of this idea four years ago may have convinced you that your happiness level is forever fixed. But the man behind the theory now says that's just not so. "I said some dumb things [in the Psychological Science journal, 1996] that I regretted as soon as it came out in print," confesses Lykken. Our general sense of well-being is influenced by our genes, he explains, but we can learn to sail above that set point by deliberately appreciating the things that make us happy and overcoming the things that make us unhappy. Researchers today believe that extreme ups and downs don't determine how happy we are. "We humans have a remarkable capacity to adapt to changing circumstances," says David Myers, Ph.D., psychology professor at Michigan's Hope College and author of The Pursuit of Happiness (Avon Books, 1993). In his research, Myers has found that happy people share four main characteristics: 1. They have high self-esteem. 2. They feel that they're in control of their lives. 3. They're positive and optimistic. 4. And they're sociable and extroverted. Good for them, you think. But there's more: Myers has also found that we can make ourselves happy by acting as if we already are. "Going through the motions," he says, "can generate the emotions." By following the example set by happy people (see box on previous page), you'll soon be able to count yourself among them. And that, in the end, may be the biggest news yet about happiness: It's always been right within reach. How You Can get Happy Researchers offer these tips: - Take control of your time. Bush is fiercely fighting for the mantle of education reform in the 2000 election campaign. During their speeches at the Republican convention both Bush and his wife Laura claimed that Texas was making dramatic improvements in public education. The so-called Texas miracle has become the backdrop for Republican presidential candidate George W. Bush's education rhetoric in the campaign. The convention floor claim was largely based on selected statistics culled from a recent study by the RAND Corporation. The California-based think tank looked at test scores of US schoolchildren on the National Assessment of Educational Progress (NAEP) between 1990 and 1996. The NAEP is administered to a sample of students in each state. It samples about 500 out of 2 million Texas students each year. There are many challengers to the claims of miracles in the Lone Star State. Linda McNeil of Rice University's Center for Education in Houston, Texas told the Houston Chronicle, The RAND numbers could easily distract people from dealing with the really serious problems that remain in the schools and, by many other sources of data, are only getting worse. She pointed to statistics showing about 67,000 Texas students drop out of school each year and 30 percent of graduates take remedial classes to get into college. Texas high schools continue to fall at the bottom of state rankings on national Scholastic Assessment Test (SAT) scores. The SAT is one of two exam options used as entrance criteria for freshman students by US colleges and universities. Furthermore, during the last 10 years, the time period of the alleged revolution in Texas education, there has been no improvement in SAT scores for college-bound Texas students. Extensive research conducted by Professor Walt Haney of Boston College shows that the improvements claimed for Texas public schools are often based on pure myth. A former Texas native, Haney is now a researcher at the Center for the Study of Testing, Evaluation and Educational Policy at Boston College in Massachusetts. He provided key testimony in a lawsuit filed last year by the Mexican American Legal Defense and Educational Fund (MALDEF) against the Texas Education Agency and the Texas State Board of Education. The MALDEF lawsuit alleged that the Texas Assessment of Academic Skills (TAAS) discriminates against Latino and African-American youth. In order to graduate, Texas high school students must pass a TAAS high school exit test administered in the 10th grade. In a paper entitled The Myth of the Texas Miracle, presented by Haney in April to a meeting of the American Educational Research Association, he showed that the real story of Texas schools is far different from the one Bush has been telling. Haney told the Washington Post earlier this year: What is happening in Texas seems to me to be not just an illusion, but from an educational point of view, an outright fraud. TAAS test scores determine whether a Texas school will be given financial rewards for student test score achievement or be subject to a state takeover if scores are low. Educators charge that such high stakes testing adversely impacts students and schools as a whole. It causes a narrowing of school curriculum, teaching to the test, test coaching and even cases of outright cheating by teachers and administrators. Nevertheless, both Republicans and Democrats have pointed to the Texas model as a lesson in bipartisanship. The reforms have their origin in a 1984 special commission on education chaired by Texas billionaire H. Ross Perot. Former Democratic governor Mark White is credited with legislation that supported the reforms. Though Bush became governor only six years ago, he claims credit for continuing the spirit of the commission's decisions. As a result of the commission's report, Texas mandated a new statewide curriculum and minimum skills test. Teachers had to pass a proficiency test and students who did not pass the tests were failed for the course. Those who failed were also excluded from varsity sports. TAAS was born in 1991 when further changes shifted the focus of the state-standardized test from minimum skills to academic skills in selected subjects. After two years of research on the Texas schools Haney concluded that the direct result of the high-stakes TAAS was that over a five-year period an additional 100,000 black and Hispanic students did not graduate from the state's high schools. He found that the graduation rate for black and Latino students in the state actually fell from 60 percent to 50 percent after TAAS was imposed in 1991. Last Month, Colorado resident Caitlin Rezac displayed an utter disregard for
her community's health and safety. Boulder County health officials shut down
her illegal business because her establishment had neither a $110 health
license nor a sink. Nicknamed "Soda Girl," and wearing an apron displaying that
name, 11-year-old Rezac had the temerity to open a curbside lemonade stand.
Luckily, her father has since paid for the health license and a local sink
manufacturer made her the present of a portable garden hose sink.
Last week, similar trouble arose when 9-year-old Rachel Caine of Eustius,
Florida also had to be shut down by local authorities after years of selling
lemonade across the street from her house. After her father got involved, city
officials did not press the matter, but issued a new regulation that makes
Caine measure eight feet from the curb before she sets up her stand. Her 11-
year-old brother's lawn mowing business may also come under investigation.
These outlaw kids could easily have avoided getting into trouble, if only they
had visited some of the fun and friendly Web sites the government has set up
just for kids. One of these, www.tax.gov/kids, has exciting step-by-step guides
for starting your own business, including lawn mowing services and lemonade
stands.
The site is part of the federal government's Simplified Tax and Wage Reporting
System Web site that makes it "easier" for businesses to pay all their taxes in
one place. The "STAWRS Kids" section is colorful and fun. Clicking on "Start
Your Own Business" lets you choose what kind of enterprise you're interested
in.
Choosing "Lemonade Stand" brings pictures of happy kids making lemonade,
selling it, making a profit, and hiring some extra help. Then the fun begins!
"Wonderful!" the site announces, "now you have an employee and you need to ask
the IRS for an Employee Identification Number (EIN)." It then goes to show you
neat rows of the colorful and fun-filled forms you will have to fill out,
including the SS-4, the 941, the W-3, the ever-popular 4070, and many more!
"Great Job! You filed correctly," the site congratulates, "now here's where the
money goes." A list of the "Benefits of Paying Taxes" pops up which reads:
"Support public schools and playgrounds, they pave interstate highways, make
sure poor families can still get food, they fund the military, and lots more!"
It's the "lots more" that's especially exciting!
In case you forget, a "Why do we pay taxes?" section is always available at
www.tax.gov/kids/taxes.htm. Playgrounds are mentioned again, and "help farmers
maintain their crops and land" is also listed. Who wouldn't want to pay taxes?!
After kids learn how wonderful taxes are at the tax.gov site, they can choose
other cool government sites to visit. "Social Security Kids Stuff" at
www.ssa.gov/kids is always a favorite.
There, a series of fables with morals teach valuable lessons. The story of the
turtle and the rabbit teach us that "Slow but sure wins the race! With Social
Security everybody wins!" It no use explaining to kids that the adage "slow but
sure" pertains to savings and not pyramid schemes, and that some, like African-
American males, don't necessarily win with Social Security.
"I am a lion," another Social Security fable goes, "When I used to chase the
cows, I couldn't get them because they stuck together. I was able to get them
one by one after they fought and separated." The moral of the story, the site
states, is "United we stand, divided we fall: Social Security protects
everyone." It's never too early to instill nationalist fervor into little ones!
But clicking on "Stork" tells the most important story of all. "I am a Social
Security Card. I am red, white, and blue. You should have a card with you own
special number, which will be the same number for life. Your parents could have
got you a card when you were born. Ask you parents if they got you a card
if
you do not have a card, have your parents apply for one for you."
How could anyone be caught without their own special number? It's so thoughtful
of the federal government that it has kids remind forgetful moms and dads to
get them their card. Some day, your own special bar code may be tattooed on
your forearm!
Hopefully Caitlin and Rachel can take advantage of this free education from the
government. It's colorful and fun and saves parents the trouble of explaining
to their kids what they know about taxes and Social Security. Many other
federal kids sites are available, including the "Justice Department for Kids,"
which teaches youngsters how "Hateful Acts Hurt Kids."

British pig farmers may let pigs free
LONDON, Aug. 21 (UPI) -- A British National Pig Association official says
farmers may soon become so fed up with the consequences of spreading swine
fever that they likely will abandon their livestock. According to James
Black, vice-chairman of the National Pig Association, thousands of pigs may
be left to roam as the swine fever crisis continues because of the backup of
pigs on farms.
In an interview with Sky television aired Monday Black said many farms
have reached bursting point with overcrowding because so many pigs are
barred from going to market or slaughter. "Something is going to happen and
I think they will let loose the pigs," he said.
Already five farms in East Anglia are officially confirmed as having the
disease and tests are being carried out at more than 30 others where
livestock have shown symptoms.
The European Union veterinary committee is set to hold a meeting on
Tuesday to decide if there has been any curtailing of the disease. But even
British agricultural experts fear spread of the disease.
The EU has banned all exports of British pigs.
The regional manager of the pig association, Ian Campbell, said this
morning, "It's now very grim. ... Reasonable, sensible people whom I've
known for many years are now approaching the point where, frankly, they
could do anything. There is a very real danger not just of a human calamity
but of a serious disease risk."
Ministry of Agriculture Fisheries and Food scientists are awaiting test
results from the pig farms scattered throughout England, where pigs have
shown swine fever symptoms.
Ministry officials say suspected cases are now as far-flung as the Isle of
Wight, Derbyshire, Lincolnshire, Lancashire, Sussex, Cheshire and Dorset.
Agriculture Minister Nick Brown held a three-hour meeting with
representatives of the pig industry Sunday to discuss the classical swine
fever outbreak. He has promised English farmers similar compensation
packages to those given to farmers in Germany and The Netherlands when they
had an outbreak a few years ago.
The United States earlier announced that it was temporarily banning
imports of live pigs, their semen and pork products from Britain. Swine
fever is a highly infectious viral disease, which EU specialists say
threatens only animals and poses no threat to humans. The disease is also
known as pig cholera or pig typhoid, the symptoms include high temperature,
thirst, loss of appetite, vomiting and diarrhea. Afflicted animals will
often lie down with their backs arched and their tails uncurled. Some pigs
cough and show red or purple discoloration. The death rate can be as high as
90 per cent in afflicted herds, with many of the animals dying in
convulsion.

AP Breaks Impeachment Book Embargo on Slow Saturday
It's a long tradition with the Clinton-friendly press corps. Got a hot story
that could damage the White House? Break it Friday afternoon while nobody's
paying attention.
Better yet, do it on a summer Saturday, after news editors have wrapped up
Sunday editions and are rushing off to the beach.
The Associated Press picked this past Saturday's news trough to break the story
of David Schippers' book "Sellout: The Inside Story of President Clinton's
Impeachment." The book had been embargoed by publishing house Regnery till
September 1.
The man who had succeeded in impeaching an elected president for the first time
in American history had written a genuine expose - and what he has to say gives
the lie to the conventional wisdom about that most contentious of all political
battles.
The AP lead captured the book's essence without hinting at the darker secrets
Schippers reveals:
"Republican leaders in the Senate succumbed to political pressure and 'sold
out' the House members who impeached President Clinton, ensuring the Senate
would not remove him from office, the chief investigator contends in a new
book."
Even without the juicier tidbits, that's rather startling news, especially
considering that Schippers is a lifelong Democrat who voted for Clinton twice.
What if a senior Iran-Contra prober had alleged that the Democratic leadership
went into the tank during that investigation? Would editors have saved that
bombshell for a day when newspapers are barely read?
Worse still, with a leading wire service already covering the Schippers book,
it will no doubt be deemed "old news" when copies actually become available to
the general public. No headlines come September guarantee lower book sales.
As it was, none of the major New York dailies even bothered to carry the AP
report - rendering the release of one of the most important books in years a
virtual non-event.

The headline in the London Guardian [18 Aug. 2000] was really a bit of an understatement: "Serb killings 'exaggerated' by West." The subhead, however, underscored the enormity of the lie: "Claims of up to 100,000 ethnic Albanians massacred in Kosovo revised to under 3,000 as exhumations near end." Think of what this has to mean: Madeleine Albright, James Rubin, and Jamie Shea didn't pull this off single-handedly. Not only the US government, but the worldwide media fabricated a "genocide" and, on that basis, launched a savage war against a sovereign nation that had never attacked us, in the name of "humanitarianism a war, I might add, that was stopped but has not ended. THE CASE OF THE MISSING CORPUS DELICTI In a sense, the NATO-crats have been tripped up by their own web of propaganda: in their eagerness to charge Yugoslav strongman Slobodan Milosevic with "war crimes," and indict him before their self-appointed "War Crimes Tribunal," Western governments have had to follow at least the forms of legality: due process, the rules of evidence and, in the case of murder, not to mention "genocide," the necessity of producing the corpus delicti. Where are the bodies, all 100,000 of them? This became the task of the "war crimes experts," as the Guardian describes them: to produce what never existed in the first place a task that naturally had to end in failure. The Guardian reports: "As war crimes experts from Britain and other countries prepare to wind down the exhumation of hundreds of graves in Kosovo on behalf of the UN's International Criminal Tribunal for the former Yugoslavia in the Hague, officials concede they have not borne out the worst wartime reports. These were given by refugees and repeated by western government spokesmen during the campaign. They talked of indiscriminate killings and as many as 100,000 civilians missing or taken out of refugee columns by the Serbs." MADELEINE'S WILLING EXECUTIONERS It was lies, all lies, from beginning to end. They may have originated from government sources, in most cases, but in spreading these lies far and wide the Western media were more than willing accomplices. Keeping in mind that over 5,000 civilians were slaughtered in the NATO air strikes, the ladies and gentlemen of the Fourth Estate might fairly be characterized as Madeleine's willing executioners. This is a takeoff, of course, on the favored phrase of the New Republic wing of the War Party, which condemns the entire Serb nation as "Milosevic's willing executioners." Based on the myth of an Albanian Kosovar "holocaust" perpetrated by the Serbs, not only Milosevic and his regime but the entire Serbian people are condemned as being no better than the "good Germans" who voted Hitler into power and tacitly supported the Holocaust. Here was classic war propaganda, on a par with stories of Belgian babies impaled on German bayonets during World War I and tall tales told during the Gulf war of Iraqi babies dumped out of incubators and gasping for breath on the floor of a Kuwaiti hospital. The idea is to get public opinion behind the complete subjugation and "reeducation" of the Serbian people, utilizing the postwar German model. HEROES TO SHILLS In a 1999 speech to the Freedom Forum that bears rereading, Phillip Knightley predicted this turn of events, and his prescience is stunning. Speaking of how he came to write The First Casualty, his famous (and recently updated) account of wartime propaganda and its intimate relationship with "journalism," he relates how he started out wanting to portray war correspondents as heroes, but explains that he had to change his theme when he discovered that war reporting invariably falls into the following pattern: "1. Although all the right is seldom on one side, the media will present the war in stark terms of good and evil. "2. The evil side will be demonized, its leader depicted as mad, bloodthirsty, and subhuman, a modern-day Hitler. "3. The good side will be presented as the savior of civilization, humanitarian, caring, and compassionate, forced to act because of the barbarity of the other side. "4. To this end ignoring the fact that there are atrocities by all sides in all wars old atrocity stories will be dusted off and recycled. Some will be true, many will be false, and it will be difficult if not impossible to tell while the war is on which are true and which are propaganda. After the war, although some of the atrocity stories will be confirmed, there will be a retreat from many of the most outrageous ones." SOUND THE RETREAT In the case of the Kosovo war, the retreat has already begun. I (and others) did note a phenomenon which can only be explained by electromagnetic energy, while working in Eastern Montana (Roosevelt County, to be specific). A Little background: I am a scientist (Geologist) with some background in physics and chemistry. I also have four years experience as a firefighter. I make my living by evaluating rock samples on an oil rig, while the well is being drilled. Small (domestic) oil companies help our national security, there have been no environmental disasters in the Williston Basin (the region I work in), or I'd be doing something different to earn my pay. Be that as it may, I remember enough physics to know that the only way to get a shielded, four conductor, outdoor phone line about 150 ft. long to charge up, like a capacitor, when it is disconnected from all potential power sources is through electromagnetic induction. The phenomenon was noted when there was an arc from the shielding (while the phone line was connected) to a conductor terminal in a standard four wire to modular connector junction box, such as those used in most houses. Please note that the arcing produced a loud 'snap', loud enough to awaken me from a nap in a bunk at the other end of the mobile lab (noisy place), some 20 ft. away, while my partner was watching the gas detectors. The wires were then disconnected from the phone line coming in from the pedestal; there was some concern about damaging the phone which was hooked up. All four conductors and the shielding each subsequently obtained a sufficient charge to deliver an uncomfortable shock or arc about three centimeters to a ground. This happened repeatedly--the conductors were discharged, could be handled without shock, and recharged within a minute or two to their previous charge level. The only voltmeter available was not functioning correctly, so no readings were obtained. We (I was not alone in noting the phenomenon) even checked to make sure the jacket of the line was not worn through and in contact with any metal which may have been a source of power through bad grounding. That can happen on an oil rig, but was not the case. The jacket and conductors' individual insulations were intact. The center 75 feet remained suspended about 15 feet above ground, tied in place with dry, nonconductive material. The only possible, reasonable?, explanation is that a thunderstorm some 5 to 10 miles south may have had some effect, but if other data show that there may another cause, I would like to know about it. Call it scientific curiosity, if you will. While I cannot wholly agree that the absence of limited clearcutting is not a factor in the severity of the fires in the American west, I firmly believe that the stage has been carefully set by federal policy for the fires out west to be of the magnitude they are. Decisions made at Cabinet level and above have caused fuel loads to be at record highs, firefighting infrastructure at a low, and some fires (like Los Alamos) have been the direct result of federal action (they set that one). Unemployment will cause someone to leave a line of work, as those of us in the domestic oil industry know, and "let it burn" policies have reduced the job opportunities for career forest firefighters, and thus the number of experienced firefighters trained sufficiently to act in a supervisory capacity. Rumor has it that dwellings have been burned after people have been evacuated on short notice with none of their posessions or documents as part of 'backfire' areas. The list goes on, all in lockstep with an administration which deeply desires to remove people from the land as much as possible. Please understand that this is not harassment, nor intended to be an aggravation. As a scientist, I just want to see the data for the last week of July, for eastern Montana, to try and find a correlation between the phenomenon which I and others observed and artificially produced electromagnetic energy. Divers Unable To Enter Russian Sub By JIM HEINTZ .c The Associated Press MOSCOW (Aug. 20) - Norwegian divers struggled to open the escape hatch on a nuclear submarine that sank with 118 men aboard, but they found no sign of life Sunday as Russian officials said most of the vessel was flooded in minutes when it went down. The Russian navy has all but ruled out hope that any of the crew remains alive nine days after the Kursk sank, crippled by a massive explosion. President Vladimir Putin, widely criticized for his slow and low-key public response to the crisis, pledged Sunday that ``until the last minute, we will do everything to save everyone who could be saved.'' But he did not appear optimistic. ``Regrettably, sometimes it's not us but circumstances which determine how the situation develops,'' he said. The divers worked for most of the day and well into the night. They tried several times to wrest the hatch open with a crane but failed, Russia's RTR television network reported. The divers found signs that some of the 118 crewmen may have tried to get out but were unable to open the escape hatch, Deputy Prime Minister Ilya Klebanov said on RTR. In a grim indication of what rescuers are likely to find when they get into the Kursk, Klebanov said there might be a body in the escape chamber. The divers, working 350 feet below the surface of the Barents Sea, were moving slowly because of the depth. Each dive was taking several hours, navy officials said. Late Sunday, some of the Norwegian divers were taken to a naval base in Severomorsk to work out rescue attempt details on a training submarine and were expected to resume their efforts on the Kursk on Monday, the ITAR-Tass news agency reported. There has been about whether the divers' bulky suits could safely pass through the escape hatch if it is opened, causing further delay. No decision had been made on whether a British mini-submarine that arrived Saturday would be used in the rescue operation. Klebanov said the escape hatch was so badly damaged that it was unlikely the British vessel could latch on. Conflicting signals emerged from the three-nation rescue operation over the state of the hatch. Russian officials have said for days that it is severely mangled, but a spokesman for the Norwegian military said Sunday it was in good shape. ``We confirm that the hatch is intact,'' Captain Erland Raanes told The Associated Press by telephone. The hatch is ``so good that there are possibilities there.'' But he said an unspecified pressure problem was making it difficult to open the hatch. RTR showed Russian and foreign naval experts aboard a control ship intently watching video monitors on which the divers could be seen moving slowly in a ghostly light around the hatch. At one point, the divers took measurements of a valve on the hatch and relayed the dimensions to the control ship, where a machinist fashioned a claw-like tool to try to open the valve. One diver grabbed a shattered fragment of the hull, about the size of a loaf of bread, and showed it to the camera. New details emerged Sunday of how severely the Kursk was shattered in the first few minutes. For days, the Russian navy had insisted the submarine was in good condition. ``Water almost instantly flooded the submarine's hull up to the fifth or sixth compartments. The crew in those sections died almost instantaneously and the submarine became uncontrollable,'' Klebanov said. Some of the crew might have survived for a time in the three aft compartments. Norwegian military spokesman Raanes said the divers found indications that some air pockets may remain in the wreck. The Norwegian operation appeared to be the first time divers had descended to the Kursk since rescue efforts began a week ago. Russian escape capsules tried to reach the Kursk repeatedly, but the Russian navy reportedly had no skilled divers. Russian officials have said the Kursk's nuclear reactors apparently switched off in the accident, but the new evidence of how the submarine was torn apart raised concerns that they could have been damaged in the explosion. With hope for survivors all but gone, officials indicated the emphasis was shifting to what caused the tragedy on the Kursk, one of the navy's newest and most powerful submarines. A probable scenario was that a torpedo in the Kursk's forward compartment blew up, setting off a much bigger explosion. U.S. and Norwegian authorities detected two explosions in the area last Saturday at the time the Kursk was lost. Klebanov said Sunday that a World War II mine or a collision with a foreign submarine were possible causes. The U.S. and British navies, which often have submarines in the area, denied their vessels were involved. Mattysse, who failed to report to duty Aug. 8 after a vacation, has submitted a request to immigrate to Israel, Israeli Interior Ministry officials said. A ministry spokeswoman said she did not know when the request was submitted. Rivka Artzi-Nir, a woman who lives in Israel and identified herself as Mattysse's girlfriend, has told Israeli newspapers he became devoted to helping Israel since converting to Judaism 10 years ago. Until February, Mattysse commanded the Army Reserve Intelligence Support Center at Camp Bullis in San Antonio as a full-time reserve officer. The unit's primary mission was to train reservists in intelligence work. Joseph Hanley, a spokesman for the U.S. Army Reserve Command in Atlanta, has said that Mattysse's disappearance was of heightened concern because of his background. Mattysse was reassigned to the 90th Reserve Support Group in San Antonio after an investigation began into his wife's allegations that he had an extramarital affair. Revolutionary fuel cell R.Parthasarathy The Hindu 08/17/2000 FUEL CELLS helped the Apollo astronauts make it to the moon in the late Sixties, when the technology remained little more than a curiosity. They now show promise for generating electricity to homes, running off natural gas. Hydrogen has held a leading position in Chemistry: it is the front-ranking element in the Periodic Table. Now it shows promise as the fuel cell of the future: combine it with oxygen in a fuel cell and it will deliver electricity, with water as one byproduct. Fuel cell engines could make productive use of about 60 per cent of the power generated; internal combustion engines, in contrast, waste 75 per cent of the power generated. It appears a dramatic shift in favour of hydrogen gas is probable. What are the technical hurdles? Which fuel can provide economically the hydrogen the cells will consume? The safety of hydrogen gas as a fuel is viewed with awe by the public ever since the demise of the Hindeburg, a hydrogen-filled Zeppelin, in 1937. Supply of hydrogen gas itself is prohibitively expensive. The next alternative is to adopt technologies what convert liquid fuels such as gasoline or methanol into hydrogen gas. To meet the economics and the environmental concerns, auto manufacturers are pushing hard to introduce fuel cells. A new collaboration between car and fuel cell-makers, oil companies, has sprungaup.It is based on chemical reaction, which causes electricity to flow. The technique, in principle, was invented in 1839 by Sir William Grove, a Welsh Judge, who began his career in Physics. He noted when the molecules of hydrogen and oxygen combined in his experimental cell, they produced an electric current. As hydrogen meets an electrode (in the fuel cell) serving as Catalyst, electrons are stripped from the hydrogen atoms; the protons thus created diffuse through a membrane, namely a catalytic electrode usually of platinum or nickel. The electrons flow via the other electrode to an external circuit. Auto manufacturers are gearing up to unveil in the next decade cars which will run on fuel-cell engines. This engines, will present a challenge to internal combustion which are popular since Henry Ford's day. The hydrogen has to be generated from breaking a hydrocarbon such as methane. This process produces carbon which clogs up the cell's metallic catalyst. Researchers at the University of Pennsylvania in Philadelphia have shown that replacing nickel by a new catalyst made of copper and cerium oxide prevents the build-up of carbon. This will reduce considerably the cost of fuel cell. Thus the mass market for these electrochemical powerpacks could be elsewhere, in millions of house owners. "Within five years they could be installing a fuel cell that would run on natural gas. This battery in the basement could generate enough electricity to run the home as well as heating it", reports New Scientist (18 March 2000). Money to fight forest fires was diverted By Audrey Hudson THE WASHINGTON TIMES Money to prevent forest fires now ravaging the West went instead to President Clinton's prized lands legacy initiative and to his new national monuments. Congressional and Interior Department aides confirmed the White House cut the Interior Department's request of $322 million for fire preparedness, or prevention, to $305 million for this year. At the same time, the White House increased its budget request for land acquisitions from $15 million to $49 million. "Their priorities are using the money for land acquisition and a lot of different things, like building a visitor center at a new monument," said Les Rosenkrance, former director of the National Interagency Fire Center. The lands legacy initiative is Mr. Clinton's conservation effort to purchase land and preserve it as open space. Mr. Clinton also has declared nearly a dozen new national monuments during his two terms in office. Documents obtained by The Washington Times show an even greater cut proposed for next year's firefighting season. The Bureau of Land Management (BLM) requested $400 million, which the White House slashed to $297 million in its 2001 budget request -less than current funding. At the same time, the White House increased the agency's land acquisition fund from $49 million to $60 million. This summer's record-breaking fire season has produced nearly 69,000 fires, which have burned 5.5 million acres of land in more than a dozen Western states and Florida. The 10-year average of acreage burned by Aug. 20 is 2.5 million acres destroyed in 58,000 fires. "There is another part of the story, and that is the money is there, and can be reprogrammed if we need to," said Interior Department spokesman John Wright, adding that Mr. Clinton recently released $150 million for firefighting from an emergency contingency fund established by Congress. "This administration has seen fit to make sure the money is there, and Congress aided in that endeavor," Mr. Wright said. "It's not about the money, it's not about the budget, it's about the worst fire season we have ever had in the last century." Mr. Rosenkrance warned BLM officials in a January memo that funding cuts for wild-land fire prevention would impair the agency's ability to prepare for the fire season. He said the agency has the prerogative to fund the land acquisitions and national monument improvements, "but my argument is these programs don't put the public at risk. By curtailing preparedness projects like in this budget, you put people at risk." An August 1999 report by the General Accounting Office credits the BLM with an efficient fire-control program, but warned that continued underfunding weakened fire-prevention activities. "Should calamity strike in the form of being unprepared for a severe fire season that results in injuries or deaths among fire personnel, the agencies will be held accountable," Mr. Rosenkrance said in the memo. Eight fatalities have been recorded this fire season, including a helicopter pilot who was killed in a crash Aug. 13 while making water drops on a Nevada wildfire. "Unfortunately, it did play out," Mr. Rosenkrance said of his memo's warning. Yet, if the new president of Mexico has his way, there won't be much of a border to control. This week Mexico's new maximum leader Vicente Fox unbosomed his plans for the United States in an interview with the Washington Post. What the Mexican president plans to do with our country is largely what he promised to work for during his presidential campaign -- essentially, the abolition of the borders between the United States and Mexico, the abolition of virtually all immigration controls and a massive economic facelift for Mexico at the expense of American taxpayers. Mr. Fox, as the Post reports, "proposed creating a European Union-style partnership in North America, in which the United States and Canada would help create jobs and raise income levels in Mexico." The European Union, of course, is the transnational order that is effectively abolishing distinct national sovereignties and cultures in Europe and, as with Austria, threatening to bludgeon any member nation that even whispers resistance. That kind of "union" might be swell for a national basket-case like Mexico, which is governed by gangsters and immersed in poverty, illiteracy and backwardness, and that's why Mr. Fox wants it. "His top priority," the Post reports, "would be to reduce the gigantic economic gap between the United States and Mexico." He plans to do so by having the United States and Canada finance a "development fund through the North American Free Trade Agreement [NAFTA] similar to the $35 billion-a-year European Union development fund." Guess who gets to pay for that? It won't be Mexico, but Mexico would be the partner to gain from it. Mr. Fox also has good deal of lip about any measures the United States takes to keep illegal Mexicans out of the country. "By building up walls, by putting up arms, by dedicating billions of dollars like every [U.S.] border state is doing to avoid migration is not the way to go," he whines. Well, in the first place, the immigration problem grew because U.S. authorities really didn't enforce border security very well and because Mexican authorities didn't enforce it at all. Mexico has every good reason not to control the flood of its own people beyond its own borders. Since its economy can do nothing with or for them and since their continued presence represents only a political threat to its ruling class, Mexico encourages them to leave. In the second place, Mr. Fox is largely right that the ultimate reason for Mexican emigration is the difference in the living standards between the two countries. He's also right that modernizing Mexico would help reduce the difference. But modernization is easier said than done. NAFTA was supposed to accomplish that, as well as reduce immigration. In fact, it's done neither. Until modernization really comes, controlling the immigration flood Mexico refuses to control is the only way we can keep all of Mexico from arriving here. Mr. Fox likes to talk up "friendship" between his country and ours, but most of what he has to say manages to put the blame on us. "We must be better friends, we must be better neighbors, we must be better partners," he insisted to the Post, but apparently it's all our fault that Mexicans don't make more money and that we don't welcome every Mexican who wants to sneak across the border. "He said he did not understand why Mexicans should be so unwelcome in a country that was built by immigrants." Mr. Fox's plan for "friendship" is a close cousin to the kind of transnationalism that has flourished (or tried to) since the end of the Cold War. First it was the United Nations that was supposed to build and enforce the "New World Order," and when that began to flop, it was NAFTA, the World Trade Organization, NATO or the European Union. Boaldin Air Force Print News SAN ANTONIO -- Three Army and Air Force Hometown News Service teams will, once again, hit the Holiday Greetings trail in September. The three teams of military broadcasters will deploy Sept. 9 simultaneously to the Pacific, Europe and Southwest Asia theaters. They will be recording video messages from Army, Air Force, Navy and Marine servicemembers overseas that will air on more than 1,100 hometown television and cable outlets. This year the teams will cover servicemembers in more than 57 military installations in 35 days. The videotaped greetings then will be sent to the member's hometown television stations for broadcast during the 2000 holiday season, according to Army Staff Sgt. Tom Wenz, a holiday greetings team chief. "The response to these messages has been phenomenal," he said. "TV programmers are enthusiastic about providing this community service to the families of those in the armed forces." The primary goal is to help boost the morale for servicemembers away from home during the holidays. "Our priority is to hit the remote areas like Kosovo, Bosnia, Kuwait and Egypt," said Tom Taylor, Hometown News video production chief. The Hometown News teams collected 8,000 greetings during the 1999 effort, which ultimately reached an audience estimated in the tens of millions, according to Taylor. National coverage included ABC's "Good Morning America" Taylor said. "We cannot give the TV stations enough when it comes to the holiday greetings," Taylor said. "The response from families has been very positive and their expressions of appreciation makes the grueling travel and production schedules well worth the effort." Along with airing on hometown TV stations, some 600 holiday greetings can be viewed on the Hometown News web site at http://hn.afnews.af.mil/webpages/holidaygreetings.htm. Due to the size of the files, and the shear numbers, not all greetings are put on the web site, Taylor explained. To add to the success of the TV holiday greetings, the audio from these messages are extracted and sent to hometown radio stations as well. "We use the audio from the video greetings as well as tapes sent to us from bases throughout the armed forces," said Larry Gilliam, Army and Air Force Hometown News deputy director. The greetings are edited into radio spots that are sent to stations interested in receiving the free hometown news information. All the greetings are sent to radio and TV stations based on the submitter's hometown zip code. Stations from their area that subscribe to the Hometown News products receive the video and audio spots to air as a public service over the holidays. Below is the list of areas scheduled to be visited by a team beginning in September. Air Force changes Base of Preference program RANDOLPH AIR FORCE BASE, Texas (AFPN) -- Air Force officials have changed the Base of Preference program, known as B-O-P, for first term and career airmen to help improve retention and maintain stability of the force. Recently implemented changes include expanding the eligibility criteria for the first-term airman Base of Preference Program and initiating the Career Base of Preference Program, formerly known as the Volunteer Enlisted CONUS Assignment Program, or VECAP. According to Gen. Michael E. Ryan, Air Force chief of staff, "this initiative speaks volumes for Air Force leadership's commitment to improve retention for our enlisted force. We're extremely hopeful we can get more of our people assignments to locations of their choosing and these folks will respond by staying with us." The current first-term airman B-O-P program is very small and applies only to those desiring to remain in place or retrain. "We are expanding the program dramatically to allow almost every first-termer reenlisting the opportunity to participate," said Lt. Col. Michael Gamble, chief of Assignment Programs and Procedures Division. "If you're at Seymour-Johnson Air Force Base (S.C.), wanting to get to Holloman AFB (N.M.), and you're willing to re-enlist, then you make an application. If manning supports, we'll work it." However, Gamble cautions, there are no guarantees. "With first-term B-O-Ps, we are looking at gaining manning; 'Is there a requirement I can put you in?' If not, we'll work alternatives with you." The other program receiving a facelift is the VECAP, now renamed the Career B-O-P. Currently, members must have 5.5 years to apply and move at the six-year point. "We want to liberalize this requirement so that members can apply at the 3.5-year point and move at four years, if approved." Officials at AFPC say they look at losing and gaining base manning, as well as overseas vulnerability, when making assignments for career airmen. "If you're a 7-level in a key mid-management position at Tinker and you want to go to Hurlburt Field, but moving you there will cause mission problems for Tinker, then your request will be denied," added Gamble. All B-O-P applicants may request a maximum of eight bases. Those requesting more than one will be considered in priority order. "If we can work your first choice, its' game over," said Gamble. "If not, we'll take a look at your second choice and try to make that happen." If none of the preferences can be worked, the airman may immediately apply for other bases, as long as they remain eligible. Additionally, they can re-apply for the same bases six months later to see if manning has changed at that base. The exception will be for first-term airmen. Since their B-O-P application is submitted in conjunction with re-enlistment and retraining, they will be unable to submit multiple applications. But the good news is they will be offered alternatives immediately if their choices can't be approved. A new web-based B-O-P application is also available for individuals with access to the World Wide Web. Members desiring a continental United States to CONUS permanent change of station B-O-P, other than in-place, can now apply through the AFPC home page at www.afpc.randolph.af.mil. Choose enlisted, military assignments, AMS web login. This application is similar to the current process for updating an assignment preference worksheet using AF Form 392. Gamble cautions people to use their "B-O-P chit" carefully because back-to-back B-O-Ps will not be authorized. "If your goal in life is to get to Moody (AFB, Ga.), but you list other locations on your application, manning at Moody could drive us to approve your second or subsequent choices" said Gamble. "Should that occur, you will not be eligible to apply for a B-O-P to Moody as your next assignment." The enlisted assignments program will still be requirements-driven. But according to Lt. Gen. The Albany Times Union, in a May 7 copyrighted story, tells what happened to parents Michael and Jill Carroll of Albany, N.Y., when they tried to take their son, 7-year-old Kyle, off the Ritalin. Kyle Carroll was first prescribed Ritalin last year, after he fell behind at school. Teachers drew up an Individualized Education Plan, a standard course of action for children with "special needs." But last fall, when Kyle started second grade, the Ritalin didn't seem to be doing much good. Furthermore, the Carrolls grew concerned that Kyle was only sleeping about five hours a night and eating just one meal a day -- lunch. So they told school officials they wanted to take Kyle off the Ritalin for two weeks to see if that helped. That's when they got a call, and then a visit, from a Child Protective Services worker, based on a complaint from Kyle's school guidance counselor. The charge? "Child abuse," in the form of "medical neglect." In plain English? Expressing doubts about keeping their child on dope. As a result, the Times Union reports the Carrolls are now on a statewide list of alleged child abusers, and find themselves "thrust into an Orwellian family court battle to clear their name and ensure their child isn't removed from their home." The child remains on the medication, "in part because they fear child welfare workers will take him away if they don't," the Albany daily reports. Furthermore, the Albany paper found the Carrolls' case is far from unique, reporting: "Public schools are increasingly accusing parents of child abuse and neglect if they balk at giving their children medication such as Ritalin, a stimulant being prescribed to more and more students." The American Academy of Pediatrics reports as many as 3.8 million schoolchildren, mostly boys, have now been diagnosed with the newly-coined "ADHD" -- attention deficit/hyperactivity disorder -- a psychiatric "disease" with symptoms to which most of our grandparents would have responded by simply smiling: "Boys will be boys." Or perhaps by asking, "Could it be that he finds your school boring? Does it really make sense to spend three or four years teaching reading, a skill easily mastered in six weeks if you'd just use phonics?" At least a million children now take Ritalin for this "disorder." In two school districts near Virginia Beach, Va., for instance, a 1999 study by psychologist Gretchen LeFever found fully 20 percent of white boys in the fifth grade in the 1995-96 school year were receiving prescription drugs for ADHD. And even the AAP acknowledged in a recent study that many cases are misdiagnosed. "This thing is so scary," says Patricia Weathers, of Millbrook, a suburb of Poughkeepsie, N.Y. Officials at the Millbrook school district called police and child protective services when she took her 9-year-old son, Michael Mozer, off medications earlier this year. Weathers reported her child's prescribed drug cocktail -- including Ritalin, the anti-depressant Paxil, and Dexedrine (another stimulant, like Ritalin) caused her boy -- now attending a private school -- to hallucinate. "Absent evidence that the lives of children are at stake when they're not on Ritalin," USA Today editorialized this week, "no arm of the state should be ramming the drug treatment down parents' -- and children's -- throats." Amen to that. The underlying problem here is the notion that children belong first to the state -- that they're best "socialized" in state-run institutions, and that biological parents are allowed to retain custody only at the discretion of school and "child welfare" officials, who after all have "professional diplomas," and thus "know best." No free country can long operate under such a presumption, with its inevitable corrosive effect on the family. And this -- at least as much as the corresponding academic failures of the public schools -- is what drives the large and growing movement for separation of school and state. I think it is interesting to see that you apparently equate belief in someone's history/information with trust. While I see that there is that aspect in terms of the predation issue, I can believe someone's information without trusting them. Trust is a complex issue but for me there are huge differences between believing that someone is a survivor of experimentation, being friends with them, sharing my own personal information, or inviting them to my home. When it's a matter of one person's word against another, I don't believe either of them, not without corroboration. This strategy has served me very well in life. Now I have a question for you on a tangential issue. many apparent victims of mind control report what seems to be life long targeting, beginning in childhood and continuing on into adulthood. Some cases have sexual elements. Some involve "alien" abduction. A few cases appear multi-generational. Etc. Now obviously they can't all have the same etiology. Some of these people are delusional. Some may be cases of artificially induced memories. Yet I can't help but think that some of these people are describing something that's all too real, at least as they perceive it. This would be consistent with standard experimental lab procedures. When studying lab rats, for example, it is not uncommon to follow the same animal for it's entire life. It's not unheard of to conduct multi-generational studies. It has become all too clear that our rulers consider us to be livestock and treat us as such. Treating some of us as lab animals is wholly consistent with their world view. If individuals are, in fact, being targeted for study over a period decades, even over generations, this could provide perhaps valuable clues as to what organizations are behind it. There are some things that cannot be documented. How can you say that there has to be proof??? You also said that in your list before, there had to be proof. One can just print an ariticle too. The world does not revolve around evidence. Never has. Never will. What an awful world that would be. I think this group may think of dissolving that proof has to be shown and that when someone prints something and either the person can take it or reject it and not say anything if they don't agree. I don't know much about these groups, but I don't see it as a room for political talk and in that arena anything goes. In this group I see it as the government or whomever can be talked about what horrible things they are and have done in the past. We get together as a team for a better world. Everything is not all black or white. My father was also a KKK man. I have no proof as all the evidence and stuff he had were thrown away. In addition, several manufacturers have filed for bankruptcy protection, with more expected to do so in the near future. Most recently, Smith Wesson signed an agreement with the Clinton Administration that bypasses the legislative process and imposes gun control on Smith Wesson, the gun stores that buy from them, and us. If this agreement goes into effect, it will require all would-be firearm purchasers to undergo government-approved training; it will require all sales to be recorded in a database linked to the BATF; it will require all firearms sold to be equipped with "smart-gun" technology within three years; and it will require the manufacturers to use 1% of their gross income to fund anti- gun education. I am sending this stuff that I have. Forgive me if someone has already posted this for the group. Someone else sent me the post. Due to several requests, I am re-posting this paper which I believe was written in 1997 and published in Paranoia Magazine in 1999. I am not sure if it is the original version or not. I am collecting versions of all of the major treatises on mind-control, and many of them have been modified through the years. This seems closest to the original paper but I am waiting for Mr. Patton's reply. It contains information which Ron Patton compiled from many sources, which were in turn collected mainly from individual survivor's accounts. Some of the content has been documented independently and I will be posting some of those resources as I scan and collect them. I have almost all of the materials cited in the bibliography. So far, no paperwork has been disclosed that was written prior to 1985 regarding any specifics of this programming. like a guidebook. A Brief History of Control The Mystery Religions of ancient Egypt, Greece, India and Babylon helped lay the foundation for occultism, meaning "hidden knowledge." One of the earliest writings giving reference to occultism is the Egyptian Book of the Dead, a compilation of rituals explicitly describing methods of torture and intimidation (to create trauma), the use of potions (drugs) and the casting of spells (hypnotism), ultimately resulting in the total enslavement of the initiate.[1] These have been the main ingredients for a part of occultism known as Satanism, throughout the ages. During the 13th Century, the Roman Catholic church increased and solidified its dominion throughout Europe with the infamous Inquisition. Satanism survived this period of persecution, deeply entrenching itself under the veil of various esoteric groups. In 1776, a Bavarian Jesuit by the name of Adam Weishaupt was commissioned by the House of Rothschild to centralize the power base of the Mystery Religions into what is commonly known as the Illuminati, meaning "Enlightened Ones." This was an amalgamation of powerful occultic bloodlines, elite secret societies and influential Masonic fraternities, with the desire to construct the framework for a "New World Order." The outward goal of this Utopia was to bring forth universal happiness to the human race. However, their underlying intention was to gradually increase control over the masses, thus becoming masters of the planet. The Anglo Alliance By the 19th century, Great Britain and Germany were recognized as the primary geographic areas of Illuminati control. It then should be of little surprise to know the first work in Behavioral Science research was established in England in 1882, while much of the early medical and psychiatric techniques involved in mind control were pioneered at the Kaiser Wilhelm Institute in Germany. The Tavistock Institute of Human Relations was set up in London in 1921 to study the "breaking point" of humans. Kurt Lewin, a German psychologist, became the director of the Tavistock Institute in 1932, about the same time Nazi Germany was increasing its research into neuropsychology,

The two that went by the color-coded name of Dr. Green are a Jewish doctor named Dr. Gruenbaum, who supposedly collaborated with the Nazis during WWII, and Dr. Josef Mengele, whose trademark of cold blooded and calculating brutality has not only scarred the souls of survivors from Auschwitz, but also a countless number of victims throughout the world. Mengele's direct involvement at the infamous Auschwitz concentration camp was suspiciously downplayed during the Nuremberg Trials, and consequently no intensified effort by the U.S. and it's allies was directed toward his capture.[13] As a means to confuse serious investigators as to his whereabouts, U.S. officials would report Mengele being a non-threatening, recluse in Paraguay or Brazil, or that he was simply dead (the "Angel of Death" miraculously must have come back to life at least five different times). His unprecedented research, at the expense of thousands of lives, undoubtedly was a significant bonus to U.S. interests, Besides using the pseudonym of Dr. Green, survivors knew him as Vaterchen (daddy), Schoner Josef (beautiful Joseph), David and Fairchild. A gracefully handsome man of slight stature, Mengele would disarm people with his gentle demeanor,while at other times, he would explode into violent rages.[14] Other characteristics remembered by survivors were the cadence of his shiny black boots as he paced back and forth and his I-love-you/l-love-you-not" daisy game. When he pulled off the last daisy petal, he would maliciously torture and kill a small child in front of the other child he was programming. Distraught survivors also recalled being thrown naked into cages with monkeys, who were trained to viciously abuse them. Evidently, Mengele enjoyed reducing people to the level of animals. He also would purposely restrain his victims from crying, screaming, or showing any excessive emotion. Dr. D. Ewen Cameron, also known as Dr. White, was the former head of the Canadian, American and World Psychiatric Associations. Because of Cameron's extensive experience and credentials, the ClA's Allen Dulles funneled millions of dollars throughout organizations like the society for the Investigation of Human Ecology, which Cameron ruthlessly presided over. Experimentations were conducted at several locations in Montreal, mostly at McGill University, St Mary's Hospital and Allan Memorial Institute. Besides the conventional methods of psychiatric tyranny, such as electroshock drug injections and lobotomies, Cameron conceived the technique of "psychic driving," wherein unsuspecting patients were kept in a drug induced coma for several weeks and administered a regimen of electroshocks, while electronic helmets were strapped to their heads and repetitive auditory messages were transmitted at variable speeds.[15] Many of those exploited were abused children which had been run through the Roman Catholic orphanage system. Not surprisingly, Dr Cameron has been conveniently left out of most psychiatric journals. This may have been, in fact, largely due to Project MKULTRA being publicly exposed in 1970, through lawsuits filed by Canadian survivors and their families. The CIA and Canadian government settled out of court so as not to be required to officially admit to any wrongdoing. A former U.S. Army Lt. Col. in the DIA's Psychological Warfare Division, Michael Aquino, is the latest in a line of alleged government-sponsored sadists. Aquino, an eccentric genius, founded the Temple of Set, an offshoot of Anton LaVey's Church of Satan. His obsession with Nazi pagan rituals and his hypnotic manipulation of people made him an ideal candidate for the position of "Master Programmer." Aquino was connected with the Presidio Army Base day care scandal, in which he was accused child molestation. Much to the dismay of the young victims' parents, all charges were dismissed. Code-named "Malcolm", Aquino developed training tapes on how to create a MONARCH slave and worked as a liaison between Government/Military Intelligence and various criminal organizations and occult groups in the distribution of MONARCH slaves.[16] Heinrich Mueller was another important programmer who went under the code names "Dr. Blue" or "Gog." Engineered corn kills monarch, study finds By DAVID HO, Associated Press WASHINGTON (August 21, 2000 7:22 p.m. EDT http://www.nandotimes.com) - Genetically engineered corn designed to eradicate an insect pest spreads enough of its pollen on nearby weeds to kill monarch butterflies, researchers said Monday in the latest study on the biotech crop's environmental effects. Iowa State University scientists found that one in five monarch larvae died after being exposed to the toxic corn pollen for two days. Three days after the initial two-day exposure more than half of the larvae died. "In the field you may have higher mortality rates because of the cumulative effect of being exposed to the toxin throughout the larval stage," said researcher John Obrycki, whose study appears in the Internet edition of the journal Oecologia. "Coming up with a good ecological assessment of this technology probably needed to be done before planting it across the Midwest." The biotech corn, known as Bt corn for a bacterium gene that makes it toxic to the European corn borer, became controversial last year after a laboratory study at Cornell University showed it was toxic to monarch butterflies. The corn's pollen coats the leaves of nearby milkweed plants that butterfly caterpillars eat. The Cornell finding produced a public outcry in Europe and calls from environmental groups to curb the spread of gene-altered crops, but biotech supporters have criticized that study and the one from Iowa State for being unrealistic. "Much of what (the Iowa State study) reports is based on analyses taking place in laboratory manipulations rather than field conditions," said Val Giddings, vice president of food and agriculture for the Biotechnology Industry Organization. The Iowa State researchers planted breeds of biotech corn that produced different levels of the insecticide pollen along with some corn that hadn't been engineered. They then placed potted milkweed plants at varying distances from the fields. After two or three days they took the milkweed plants into the lab and exposed the butterflies to the plant leaves. Significant numbers of butterflies died after exposure to leaves coated with pollen, while those placed with leaves that were washed or unexposed to the Bt pollen died at a normal rate. Giddings said butterfly caterpillars are unlikely to encounter the pollen in nature in any great numbers and that the monarch butterfly population increased almost as much as the plantings of Bt corn last year. An estimated 19 percent of the 80 million acres of corn growing this year was Bt. Environmental groups have petitioned the Environmental Protection Agency to have farmers surround fields of Bt corn with buffer zones of conventional corn to prevent the pollen from spreading to milkweed. "Continued inaction would clearly be lethal to monarch butterflies," said Rebecca Goldburg, a scientist at Environmental Defense, a group critical of genetically engineered crops. The EPA has been reviewing its standard for biotech crops and plans to release recommendations in September, said Steve Johnson, deputy assistant administrator of the office of prevention, pesticides and toxic substances. Early this year the EPA put new planting restrictions on Bt corn to prevent insects from developing resistance to the toxin. The restrictions require farmers to plant at least 20 percent conventional corn in most regions, and 50 percent in areas where cotton is grown. In June, University of Illinois scientists placed black swallowtail butterflies near a farmer's field and found no evidence that they were harmed by the biotech corn. The swallowtail is considered less sensitive to the corn toxin than the monarch, but is more likely to be exposed to the pollen. However, in an interview, Ms del Ponte did not attribute Nato's failure to apprehend Mr Karadzic to a lack of political will. Instead, she blamed a "lack of communication" between French and US units of the Nato-led multinational force in Bosnia. The 53-year-old Swiss prosecutor also questioned the commitment of US forces to the pursuit of indicted war criminals. "The Americans want zero risk, which is impossible if you want to arrest a criminal". But she said she remained optimistic she would have one or two of the three top-echelon criminals in her detention cells in The Hague in the next 12 months. The chief prosecutor noted some positive changes which had occurred in the year that she has been at the tribunal. Despite the failure to arrest Mr Karadzic or Ratko Mladic, the former Bosnian Serb general, she argued there was now more evidence of Nato's political will to bring leading indictees to trial. "When I started I was not sure there was the political will, but now I am certain there is." Ms del Ponte argued that the arrest in April of Momcilo Krajisnik, Mr Karadzic's right-hand man and the highest-ranking war crimes suspect detained so far, brought a feeling that the net was tightening, which had also increased the tribunal's credibility. Not everyone agrees with her. Some observers in Bosnia say that Nato has not yet issued ground forces with the order to arrest Mr Karadzic, saying this demonstrates a clear lack of any real political intention to bring top criminals to justice. James Lyon, head of the Sarajevo office of the International Crisis Group, an independent monitoring group, believes that Nato is constantly aware of Mr Karadzic's whereabouts. Fear of a backlash from Bosnian Serbs, which would break the fragile peace, if prime arrests were made is a deterrent. Beyond Bosnia, Ms del Ponte has been encouraged by evidence of a new spirit of co-operation from Croatia following defeat of the nationalist HDZ government at the polls last December . Croatia is currently handing over documents sought by the tribunal relating to its controversial operations Flash and Storm, aimed at taking back areas held by Serb insurgents in 1995. There has, however, been controversy recently in Zagreb over the possibility that Ms del Ponte might be preparing an indictment against Petar Stipetic, head of the Croatian general staff during the operations. Many Croats still regard the action as a war of liberation against Serb aggression. Soon after Ms del Ponte's arrival at the tribunal in September, where she took over from Louise Arbour, a Canadian, the number of arrests increased to one a month. But despite the increase, the tribunal is still facing criticism for the excrutiatingly slow pace of trial and appeal. About 30 indictees are awaiting trial and any arrest made now wi ll take up to two years before the case comes to trial. "We simply have not got enough judges or courts," Ms del Ponte argued, asserting that instead of the current three there should be four of five court chambers at the Hague, with more judges available. The army gave a team headed by Alliant Techsystems (ATK) a $95 million contract for programme definition and risk-reduction (PDRR) of the Objective Individual Combat Weapon (OICW), fielding of which is expected to begin in Fiscal Year 2009 (FY09). Under a new programme schedule, revised last March, the OICW will not be ready for deployment to the initial units that will receive the service's integrated Land Warrior individual combat system. Army officials expect to begin fielding the Land Warrior no later than FY07. The OICW is intended to be the primary weapon for close combat infantry units, replacing some M16 series 5.56mm assault rifles, M4 5.56mm carbines and M203 40mm grenade launchers. Under existing plans, the army will equip four members of a nine-strong infantry squad with the OICW. As part of the risk-reduction efforts, ATK will build five full prototypes before the programme enters engineering and manufacturing development in FY04. According to Barbara Moldowney, the army's assistant product manager for OICW, the weapon will be redesigned and additional capabilities added during PDRR. These include a laser rangefinder, digital camera, combat identification system, integrated thermal fire control and laser illuminator. Pre-planned production improvements (P3I), including the use of multifunctional lasers are also being considered for the weapon, Moldowney added. ATK business development manager Tom Bierman said improved battery technology is another area for possible P3I upgrades. Live fire tests of the redesigned weapon are due to be conducted at Aberdeen Proving Grounds at the end of FY03. The OICW will be capable of firing both standard 5.56mm kinetic-energy ammunition as well as a new 20mm high-explosive airbursting round that the army is describing as a revolutionary advancement because it can attack concealed targets with greater precision at 1,000m. The electronic fire-control system, built by Brashear, will have a laser rangefinder that can transmit data directly to the fuse in the 20mm airbursting round. The programme has suffered setbacks and criticisms that the weapon is not rugged enough, is too heavy and overly expensive. The largest setback came in September 1999 when a 20mm round detonated in the OICW's barrel, injuring two personnel (Jane's Defence Weekly 3 Nov 1999). That problem has now been fixed and live-fire tests will be held in October 2001 to prove those solutions, programme officials added. The officials said that reducing the weapon's weight remains the largest technical hurdle to overcome. The weapon's weight currently stands at 8.17kg, but is expected to be reduced to 6.81kg by the end of PDRR and to a maximum of 6.36kg before entering production. All of these weights include eight rounds of ammunition in the magazine, ATK said. The army is expected to buy 20,000-40,000 weapons for an estimated $8,000 to $10,000 per unit. That, critics say, is expensive compared to the M16's cost of $586. Monday August 21 6:07 PM ET Sorrow And Anger As Russia Deals with Kursk Deaths By Michael Steen MURMANSK, Russia (Reuters) - Sorrow, anger and shock gripped Russia on Tuesday as the nation came to terms with news that 118 sailors trapped at the bottom of the sea were dead. ``We lost the best submarine crew in the Northern Fleet,'' the fleet's commander Admiral Vyacheslav Popov said, his voice shaking with emotion, hours after Norwegian divers found the vessel was flooded. ``Forgive the children. Forgive your sons. And forgive me for not bringing back your boys,'' he said in a televised address from the deck of a cruiser in the Barents Sea late on Monday. But the Russian press -- aware that officials spurned foreign help for days while Russia's own rescue efforts failed -- was not in a forgiving mood. Nine days after the Kursk sank, it was the Norwegian-led team that finally opened the hatch after less than 24 hours of work. ``What if they had not lied to us?'' asked the daily Izvestia. ``What if they had not waited five days to invite the foreigners? What if we had our own equipment? Now it is too late. ``Those who carried out dive after dive, day and night in the icy waters with the equipment they had, they did all they could. Those who pretended to be a superpower, they will not be excused.'' President Vladimir Putin, once all-but immune to public criticism, has been attacked for failing to interrupt a Black Sea holiday in the midst of the crisis. ``My view is that Putin doesn't like people. Doesn't feel the tragedy of the people. Doesn't feel the soul of the people,'' Boris Nemtsov, leader of the liberal Union of Right-wing Forces in parliament told the British Broadcasting Corporation. Russian television paid tribute by displaying the names of the crew, against a background of the navy's blue and white flag, fluttering at half mast over a rolling sea. Next Step: Recovering Bodies Russia has asked for Norwegian help in bringing the sailors' bodies to the surface. Norway said it was considering the request, but any operation to recover the corpses from the sunken submarine could take weeks. Norway has offered to send a camera into the crippled vessel to film the wreck for details that might help future efforts to bring up the bodies or salvage the vessel. A salvage operation will also have to address the threat of radiation from the Kursk's nuclear reactors. So far there has been no report of radiation, but Alexander Nikitin, a leading Russian environmentalist and former navy captain, said a danger could develop if the submarine was left rusting on the sea floor. ``In my opinion the submarine will have to be salvaged and taken out of the seabed because if nothing is done then there will be the emission of radioactive elements in the future,'' he said on the sidelines of a conference in Washington. Russian officials have said the most likely cause of the accident was an initial explosion, either from inside the vessel or caused by a collision, which wrecked the front of the sub and sent it to the seabed at high speed. The impact led to a detonation of the Kursk's torpedoes, a much bigger blast. Putin needs to be punished. --SW) Lack of deep-sea divers left Russia with 'no chance of successful rescue' The Russian rescue operation to save crew trapped in the Kursk submarine was doomed from the start because the navy did not have a deep-sea diving team, it has been disclosed. Even though the Russian public had been led to believe Moscow tried in good faith to save the men, it was already angry it took President Vladimir Putin four days to call for foreign help. Now it is clear all Russian attempts to save the crew were futile. The Bester mini-sub sent down to examine the Kursk could never have locked its "skirt" on to the submarine without divers to guide it by hand. The Soviet Union had teams of deep-sea navy divers trained in underwater rescue, but the cash-strapped Russian Navy was unable to keep them and they were disbanded. Russian submariners are now publicly denouncing the authorities. "Without divers it is impossible to save the sailors, who were suffocating in their grave, and everything that's been going in the Barents Sea is pure fiction," Mr Yuri Filchenkov, a former navy diver who has worked on oil rigs, told the newspaper Komsomolskaya Pravda. He said he rang the navy several times to offer his experience as a diver when he learned of the sinking. Another Russian submariner said: "Without divers, the submersible would have been banging its head on the side like a blind kitten." The crew's families were given false hope because early Russian press reports talked of a diving bell going down to the submarine. But if this confusion was caused by Russian journalists, the naval authorities never put them right. "From the press and TV reports in the first days we concluded that everything was going according to the usual practice in disasters at such depths," said Mr Igor Kozyr, a retired navy captain from the St Petersburg Submariners Club. "To start with, divers go down with a bell, determine the character of the damage, make a general assessment, and then a decision is taken how to conduct the rescue. "But from the latest announcements it seems that the Norwegians are the first divers to reach the submarine and our people tried to dock their capsule without divers. We are stunned." According to Mr Filchenkov, the Northern Fleet - to which the Kursk belonged - had a proper rescue service 15 years ago. It had three rescue ships with equipment including diving bells. The bells, which act like lifts, are pulled up and down by a mother ship with the divers inside them. "The fact that the Kursk was lying more than 100 metres under the surface was no problem in those days," Mr Filchenkov said. "We have lifted sunken ships up from 200 metres." What is not clear from the latest disclosures is whether Mr Putin was properly informed about the navy's problems. If he was also deceived by the admirals when they claimed their equipment was up to the task, naval heads may roll when the full inquest into the tragedy is conducted.
