Open clashes between NATO and Croat separatists in Bosnia-Hercegovina

Demonstrations by more than 3,000 Bosnian Croats took place on Monday in Bosnia-
Hercegovina in support of Croat autonomy and to protest raids by NATO's
Stabilisation Force (S-For).
The demonstrations come after a series of clashes involving Bosnian Croat
separatists, NATO and United Nation's troops since April 5.
The rally was organised by the Bosnian Croat war veteran's organisation, which
functions as a front for the Croatian National Union, or HDZ. The extreme
nationalist party is leading the campaign to form a Croat mini-state corresponding
to that set up during the three-and-a-half year Bosnian civil war that concluded in
1995, with the signing of the Dayton Accord. Since then, Bosnia has been run as a
NATO protectorate, divided into a Serb mini-state and a Muslim-Croat federation. Now
HDZ has initiated a separatist campaign to dissolve the Muslim Croat federation,
threatening the further destabilization of the Balkans at a time when Albanian
separatists organized from Kosovo are seeking the dissolution of Macedonia and the
Serb republic of Montenegro is pushing for independence from Belgrade.
The HDZ's campaign has already spread to neighbouring Croatia, with war veterans
mounting their own demonstrations at the Divulje base near the Croatian resort of
Split and at another NATO facility at the port of Ploce. They have also promised to
blockade NATO bases on the Dalmatian coast supplying S-For in Bosnia.
Last month the HDZ, the largest Croat party, withdrew from the Muslim-Croat
federation and declared its intention to set up independent government structures to
those administered by the Western powers. On March 19, it moved the deadline for
self-rule back two months in order to take part in discussions with NATO, the
Organisation for Security and Cooperation in Europe, the UN and other international
bodies. Instead the intervening period has seen the HDZ step up its undeclared war
against NATO and an aggressive response by S-For.
On March 28, the majority of the 7-8,000 ethnic Croat troops deserted from the
Bosnian army, leaving their barracks following an order to disband by the HDZ's self-
proclaimed Croat National Assembly.
The Assembly had previously been declared illegal and the Croat representative on
Bosnia's rotating presidency, Ante Jelavic of the HDZ, was dismissed earlier this
month for planning to establish an autonomous Croat state.
Bosnia's international administration warned that deserters would not be paid, but
the HDZ promised to pay them 20 percent more than they were receiving from the
federal army. With the barracks in Croat-dominated Mostar deserted, weapons storage
sites were placed under guard.
The worst fears of S-For were realised on April 5. Ethnic Croat troops under the
command of Colonel Josip Stojak, in charge of the Busovaca barracks, 35 miles west
of Sarajevo prior to the mass desertion, returned to challenge the control of the
barracks by Colonel Marinko Palavra, who had been installed by the Muslim-Croat
federation government. The barracks in Vitez were also taken over by Croat forces.
The previous day, police officials in two regional police headquarters in the south
said that 99 percent of their officers support the nationalists and did not
recognize the government, after the circulation of an HDZ petition.
On April 6, NATO troops and UN police mounted a joint operation designed to cut the
HDZ's financial lifeline, raiding and seizing monies held in the Hercegovacka bank
in the capital, Sarajevo, believed to be channelling funds for the HDZ from Croatia.
One account alone was said to contain nearly $30m originating from the Croatian
capital, Zagreb.
The Croat nationalists responded with violent demonstrations in Sarajevo, Mostar,
Grude and other towns. In total, 21 S-For troops were injured, staff from various
international organisations were beaten and their vehicles set ablaze while pro-
separatist local police watched.
Some employees of Bosnia's UN High Representative Wolfgang Petritsch, who oversees
the Western imposed government structures, were held hostage.
Describing the incidents in Grude at a press conference the next day, Petritsch
claimed that “gunmen took several federation and international personnel hostage in
the bank... One [Western bank] investigator was taken outside and threatened with
execution." The man was rescued by the intervention of a Croat Franciscan priest, he
added.
Petritsch rejected dialogue with the Croatian separatists and said that leaders of
the riot would be identified and prosecuted. “Neither I nor (NATO) will tolerate mob
rule,” he warned. US Ambassador Thomas Miller echoed this hardline stance,
denouncing the HDZ for using “political power to cover its criminal activities,
which are extensive.”

When journalists discuss their craft, they invoke contradictory clichés: "Today's
newspaper is the first draft of history," and "Nothing is more dead than yesterday's
newspaper." Both in a way are true. News feeds history with facts, yet most of it is
forgotten. Suppose newspapers disappeared from libraries: Would history vanish from
the collective memory? That is the disaster that Nicholson Baker denounces in his
latest book, a J'accuse pointed at the library profession.

7. The destruction was brutal. Microfilming can be done without harming volumes, by
placing them in cradles and adjusting the camera to the appropriate angle. However,
that procedure takes time, and preservationists have been in such a hurry to save
books and newspapers from their misdiagnosed deaths that they have killed them by
"guillotining"-that is, by slicing them down their spines so that the unbound pages
could be photographed rapidly lying flat. Once dismembered, most of them were
pulped.
The experts at the Library of Congress and the Council on Library Resources have
also guillotined books in order to experiment with techniques for deacidifying
paper. Their most spectacular experiments involved a substance known as DEZ, or
diethyl zinc. Potentially, DEZ could destroy acidity by creating an "alkaline
buffer" in the fibers of the paper, but it has an unfortunate side effect: it bursts
into flames on contact with air and explodes if exposed to water. Although it works
better in bombs and missiles than in books, the library's experimenters used it as
the key ingredient in a facility intended to deacidify a million books a year. In
fact, as Baker remarks, they designed "a large fuel-air bomb that happened to
contain books." Sure enough, it exploded in trial runs conducted by NASA at the
Goddard Space Flight Center in 1985 and 1986. Further experiments produced further
disasters, until, thousands of books and millions of dollars later, the program was
abandoned.

Meanwhile, however, the preservationists devised other experiments, including a
million-dollar project to force rats to inhale zinc oxide dust in order to prove
that deacidified books could be sniffed without harm. Together with the
microfilmers, deaccessioners, and demolition crews, they razored, guillotined,
chainsawed, pickled, gassed, baked, burned, and dissolved vast quantities of printed
matter. Baker may overdo the anthropomorphic verbs and slant the technical
descriptions in a way that makes librarians look like mad scientists. But he
produces enough hard evidence to make a book lover's skin crawl.

MAN SENTENCED TO THIRTY DAYS FOR NOT STANDING FOR JUDGE
On Friday, March 30th, In what can only be described as "bizarre,"
Yadkin County [N.C.] Superior Court Judge William Z. Wood sentenced
William Randell to 30 days in jail for not standing up as Judge Wood
prepared to leave the courtroom.
Mr. Randell, seated in the public gallery of the courtroom as an
observer, was not a participant in the case before the court.
Judge Wood called it "criminal contempt", but when he was asked, he was
unable to cite the specific law which had been violated. In fact, upon
investigation, there is no law requiring any person to stand, nor is
there a law stating that failing to do so is "criminal contempt."

Judge Wood in a completely arbitrary and unfounded action, refused to
listen as Mr. Randell pointed this out and even supported his position
pointing out that he had read Supreme Court decisions stating that a
person cannot be punished for failing to stand.
Judge Wood, who should have known this, ignored these arguments and
sentenced Mr. Randell to 30 days imprisonment saying he had till Monday,
April 2nd to produce the cases mentioned, but would not allow him any
bond. The Judge told Mr. Randell to get his friends to look them up for
him and bring them to Monday's hearing.
It seems to me, in a day when crime is rampant, and prisons are over
crowded, and real criminals are routinely set free to roam the streets,
something is wrong when a man can be imprisoned for 30 days simply for
not standing up.

For eight years I've warned any one who would listen that this day
would come. I have said that the Oslo Plan would fail, and matters
in the region would be MUCH worse than before. I specified that the
Palestinians would not accept what they were being offered. I stated
that Arafat and the last batch of globalist Israeli prime ministers
were a bunch of dangerous whores willing to sell out their respective
people to the ridiculous pipe dreams of the New World Order.

Now we are looking disaster in the face. I am sorry to say that I
can't see any way out. It looks like the end Palestinian aspirations,
and maybe even the Plaestinians themselves east of the Jordan. I hope
all sides will have the sense to try  to minimize the damage.

But I doubt it.

Prime Minister Ariel Sharon said in an interview with Ha'aretz that he has
no intention, "absolutely none," of evacuating settlements, even as part of
a cease fire agreement with the Palestinians.

"I do not see any reason to evacuate any settlements. So long as there is
no
peace, we will stay sitting there. If after some time, God willing, there
will be peace, there will certainly be no reason for them [the settlers]
not
to stay there," he said.

Sharon believes that the presence of Jewish settlements in the territories
is of twofold importance - historical and strategic. "Is it possible at
this
time to relinquish control over the mountain aquifer, which provides us
with
a third of our water? Is it possible to give up the frontier area in the
Jordan Valley? In any case, the settlements will sit where they are. They
guard both the birthplace of the Jewish people and also grant us essential
strategic depth to protect our existence."

Regarding the nature of a future accord on Jerusalem, Sharon says that "we
have no right to make concessions in Jerusalem. We simply have no right."

Regarding an agreement with the Syrians, Sharon said, "We cannot come down
from the Golan Heights." Withdrawing from the Golan or the Jordan Valley
would be a "real existential threat," he said.

How then would Sharon respond if Palestinian Authority Chairman Yasser
Arafat unilaterally declared an independent state?

"First, I advise him not to do that - it would will be a major mistake on
his part. The previous government [of Benjamin Netanyahu] in which I was a
member, and also the government of [Ehud] Barak, held a clear position on
this matter. It would demand that we take a series of steps to keep in our
hands areas essential for us."

In such a case, will you annex the settlements and security zones?

"Certainly. All that is needed. Therefore, I advise them not to do it. It
would be a mistake."

Sharon believes that "there is a need for every effort in order to reach a
solution to the conflict without endangering Israel. But to say peace is
knocking on our door - that is not true. I do not believe that it is
possible, with a single stroke, to end a conflict that has lasted 120
years.
And I do not think there is any need to set an ambitious goal, such as the
immediate signing of a peace treaty. On what is called an end to the
conflict - an end to the conflict will be achieved only when the Arab world
recognizes the right of the Jewish people to its homeland, to exist in an
independent Jewish state in the Middle East. And such recognition has still
not happened. Also in the agreements which have already been signed, and to
which I attribute great importance, this recognition was merely formal.
They
have not really come to terms with the right of the Jews to have a state
here."

Is there a new Sharon, in ideological terms?

"I have not changed my world view. The one thing that has been changed has
been the view of Jordan as Palestine - and that only because there is a
reality [on the ground] here. I never believed there should be two
Palestinian states. That is the sole change that has taken place in my
positions."

Bill Clinton's "spiritual counselors" in the
aftermath of the Monica Lewinski affair.
On one of the occasions when Jackson went to
the White House in his official "spiritual"
capacity to give Bill a little guidance that
he took along his own pregnant mistress to
meet the president.
Under these absurd circumstances,there can be
no doubt that the good Reverend rendered excellent
spiritual guidance and comfort to the repentant
Clinton.
Jesse Jackson can now best serve America by

take Clinton along with him to "feel the pain"

China is preparing to conduct a small, underground nuclear
test in the midst of a standoff with the United States over
the detention of 24 American military personnel, The
Washington Times has learned.

U.S. intelligence officials said the EP-3E surveillance
aircraft that collided with a Chinese interceptor jet April
1 was gathering electronic intelligence related to the
impending test, along with other intelligence targets.

The test preparations were detected two weeks ago at China's
Lop Nur testing facility in western Xinjiang province. They
were based on U.S. spy satellite photographs that showed
activity related to nuclear testing at one location of the
testing site.

One official said the underground blast could be another in
a series of "subcritical" nuclear tests — small explosions
that do not produce an actual nuclear yield but are useful
in weapons development and maintenance.

However, other officials familiar with intelligence reports
said the Chinese are known to have a covert testing program
that relies on small, or low-yield, nuclear explosions.

In 1996, China became a signatory to an international treaty
banning all underground nuclear blasts.

U.S. intelligence officials said suspicions about the secret
Chinese nuclear testing program were confirmed after agents
from Beijing purchased special nuclear containment equipment
from Russia several years ago.

The special equipment is known to be used in masking the
seismic signatures of nuclear explosions — like the small
blast China set off June 1999, days before a senior U.S.
diplomat delivered an apology to Beijing for the mistaken
bombing of the Chinese Embassy in Belgrade, Yugoslavia,
during the air war there.

The timing of that test, which took place at Lop Nur, was
viewed as an intentional signal from Beijing, which had cut
off all military contacts with the United States and had
begun vitriolic attacks on the United States in the
government-controlled media.

Although the test preparations were spotted before the
showdown between China and the United States began,
officials did not rule out a connection to China's
stepped-up aggressive harassment of U.S. intelligence and
plans for the test.

China is opposing Bush administration plans for U.S. arms
sales to Taiwan and plans for deployment of a national
missile defense, and it has been engaged in a concerted
effort to influence U.S. policies, said defense and
intelligence officials.

A test during the current standoff would signal China's
growing nuclear power, said the officials.

A U.S. defense official said the testing activity at the
current time is a sign that China's leader, President Jiang
Zemin, may not be fully in control.

"Some say Jiang is a moderate who wants good relations with
the United States," the official said. "If that's the case,
this test during a difficult period with the United States
indicates he is not in control of China."

The EP-3E conducts signals intelligence operations that are
aimed at collecting large amounts of communications and
other electric signals. The aircraft left from Kadena Air
Base on Okinawa, Japan, and flew south along the Chinese
coast until its encounter with two Chinese interceptor jets
near Hainan Island.

The aircraft's sensitive listening equipment is capable of
picking up communications thousands of miles inland,
including any signals from Lop Nur, the main Chinese nuclear
testing facility, intelligence officials said.

The U.S. intelligence community also uses RC-135
reconnaissance flights and spy satellites to collect
intelligence from Lop Nur. It also has "sniffer" aircraft
that can detect any nuclear particles produced from nuclear
tests after they take place.

China in the past has used tests of its missiles and nuclear
weapons as political signals to the United States.

China is currently engaged in a major strategic weapons
buildup. Last year, it conducted two flight tests of a new
road-mobile long-range missile known as the DF-31.

China also is building a longer-range missile known as the
DF-41 and a new class of ballistic missile submarine that
will be equipped with a naval version of the DF-31.

China last conducted large-scale nuclear tests in 1996. It
announced later that year it was agreeing to the
international nuclear test ban known as the Comprehensive
Test Ban Treaty.

U.S. intelligence agencies assessed the 1996 tests to be the
first blasts of a new small warhead — believed based on the
design of the W-88, the United States' most advanced small
nuclear warhead, obtained through espionage.

Although China signed the test ban treaty, it has not
ratified it.

The U.S. Senate rejected the pact in 1999. The State
Department said at the time of the Senate debate that U.S.

According to a well-respected authority on military affairs, the captured 24 
U.S. service personnel currently held in China will probably be released in 
approximately one week, but at the price of reduced military support to 
Taiwan. 

The U.S. hostages were aboard an EP-3E surveillance aircraft forced down on 
Hainan island off the Chinese mainland. 

Col. David H. Hackworth, 26-year army veteran and author of "Price of Honor," 
as well as other books and articles on the military, stated his belief that 
the United States government has already agreed to limit arms sales to the 
Republic of China government on Taiwan in exchange for the U.S. hostages held 
by Beijing. 

“It’s a done deal,” Hackworth said during an interview last Saturday on the 
"Judicial Watch Report," a radio program sponsored by Judicial Watch, a 
Washington, D.C.-based legal watchdog group. 

The communist People’s Republic of China regards Taiwan as a rebel province 
and has vowed to unite with the island -- by force if necessary. The Republic 
of China government fled to Taiwan after its defeat at the hands of 
revolutionary forces led by Mao Tse-tung. 

Hackworth also called into question why U.S. fighter coverage was not 
provided to the EP-3E spy plane after repeated incidents of “buzzing” by 
Chinese aircraft. Also, the Vietnam War veteran expressed surprise that the 
slow-moving prop aircraft was employed in dangerous surveillance missions 
instead of using satellite reconnaissance. 

Hackworth described the EP-3E as “obsolete, antiquated,” and “high-risk.” 

Citing his own sources in the military, Hackworth gave an account of why the 
pilot of the EP-3E did not “ditch” his plane in order to avoid capture -- a 
question frequently encountered in the media. 

Because the EP-3E was loaded with an extensive amount of electronic hardware, 
and since the plane was damaged in the collision with the Chinese fighter, 
the aircraft would have been destroyed as soon as it hit the water, leaving 
no time for the crew to evacuate. 

The crew was unable to exit the plane in flight because the amount of 
surveillance gear onboard left no room to store parachutes, Hackworth stated.

 The foot-and-mouth outbreak could have been started deliberately by
someone who stole a
 test-tube of the virus from a laboratory.

 The Sunday Express says a container of foot-and-mouth virus went
missing from a secret
 Government lab at Porton Down in Wiltshire two months before the
crisis began.

 The disappearance was discovered during a routine audit of the
sensitive unit, which also
 houses smallpox, TB, anthrax and Ebola. The newspaper says there are
rumours the missing
 test-tube could have been taken by an animal rights activist.

 The paper quotes a 'senior military source close to Porton Down' as
saying: "A phial appears
 to have gone missing from one of the labs following a routine audit
last year.

 "Ministry officials were informed immediately and an investigation was
launched initially by
 Special Branch and then by MI5, who are interested in the activities
of animal rights protesters."

 It says questions will be tabled in parliament about the Porton Down
link this week. A
 Department of Health spokesman wouldn't comment but the paper said an
agriculture ministry
 spokesman said the matter was being investigated.

 The paper also claims it has seen documents confirming some sheep
carried the virus long
 before the outbreak was confirmed on February 20. According to a Welsh
vet, it was in Wales
 as early as January, says the paper.

 Timber merchants say they were approached by the Ministry of
Agriculture, Fisheries and Food
 in early February to supply wood for pyres. Agriculture minister Nick
Brown insisted this was
 part of a "regular contingency planning exercise".

 He told the paper: "There are a number of urban legends doing the
rounds that the ministry
 knew about this disease before. That is not true."

  A Chinese fighter pilot requested permission to
  shoot down a US spy plane after seeing it
  collide with his comrade's jet, a Hong Kong
  newspaper said today.

  Pilot Zhao Yu was refused permission and
  instead manoeuvred to force the American
  plane, which was attempting to fly away from
  China, to land at an airbase, the South China
  Morning Post quoted Chinese sources as
  saying.

  The 24 crew members of the US crew and their
  EP-3 Aries surveillance plane have been
  detained in the southern province of Hainan for
  more than a week.

  The sources also told the English language
  paper that when the American plane landed at
  the Lingshui airbase, a Chinese officer wrestled
  a US airman to the ground to gain access to the
  craft.

  On Friday, Zhao told Chinese television he and fellow
pilot Wang Wei had
  been tracking the spy plane closely in their fighter jets
when the larger
  aircraft veered abruptly, smashing into Wang's plane.

  Wang parachuted from his stricken jet, but has been
missing, presumed
  dead, since the collision eight days ago.

  The Post's source said, however, that after the collision
in international air
  space, Zhao radioed to military ground control for
permission to shoot
  down the spy plane.

  The source said this was refused.

  "The officials at ground control were cool headed," one
source told the
  paper.

  "It would have been an act of war, whereas the collision
was an accident."

  The sources said after the collision the US plane
attempted to fly northeast,
  away from China, but Zhao forced it to land in Hainan.

  When the American plane landed, its crew refused to allow
the Chinese
  onto the craft without US diplomats present, the sources
added.

  "Then a senior officer arrived, walked up the stairs and
wrestled a US crew
  member guarding the entrance," the paper reported.

  "The officer threw the airman to the ground, enabling the
PLA (People's
  Liberation Army) to enter."

0487.  Three airmen among 16 killed in Vietnam helicopter crash

WASHINGTON (AFPN) -- Three active-duty Air Force people were among the 16
killed in a helicopter crash in central Vietnam April 7.

Maj. Charles E. Lewis, 36, of Las Cruces, N.M., Master Sgt. Steven L. Moser,
38, of San Diego, Calif., and Tech. Sgt. Robert M. Flynn, 35, of Huntsville,
Ala., were assigned to Joint Task Force-Full Accounting, based at Camp H.M.
Smith, Hawaii.

The helicopter crashed during a routine mission while preparing for a
recovery operation involving unaccounted-for Americans lost during the
Vietnam War, said Army Lt. Col. Franklin Childress, during a press
conference April 7 at Camp H.M. Smith.

Since 1985, American teams, with the full support of their Vietnamese
counterparts, have conducted investigations and excavations in that country.
As a result, the remains of more than 600 Americans have been recovered and
identified.

A board of officers will investigate the accident.



0488.  Soybean oil helps fuel Air Force biodiesel test

SCOTT Air Force Base, Ill. (AFPN) -- Starting May 1, all diesel-powered
government vehicles here will test an alternative fuel, known as B20
biodiesel, that is 20 percent soybean oil and 80 percent diesel fuel.

The Air Force and Defense Department are conducting the one-year test to
determine if the use of B20 will help reduce pollution and contribute to the
national goal of cutting down the use of imported oil by 20 percent.

Commercial use has shown that biodiesel fuel produces significantly lower
exhaust emissions than other petrol-based diesel and costs the same per
gallon as the standard product.

The test involves 270 diesel-powered vehicles assigned to the 375th Airlift
Wing and the 126th Air Refueling Wing here.  The base will dispense an
estimated 65,000 gallons of the fuel during the one-year trial.

"In the next year the base fuels lab, along with the U.S. Army
Tank-automotive and Armament Command petroleum labs, will be collecting and
analyzing data for increased usage of this product DOD-wide," said Steve
Stroot, 375th Logistics Support Squadron.  "As (Scott AFB) is the first base
in the Air Force to test B20, we want it (the test) to succeed.  Most of the
bugs have been worked out with the exception of some of the minor sampling
analysis."

The DOD's transportation and fuel communities have developed an in-depth
plan of attack to measure the suitability of this product, said Master Sgt.
Tim Kearney, Air Mobility Command's fuels operations superintendent.

"The demonstration (at Scott AFB) will collect data that should allow other
units throughout DOD to make informed decisions on B20 use at their
installations."

Biodiesel is being tested now because of the Clean Air Act and the Energy
Policy Act of 1992.  The Clean Air Act requires federal agencies to buy at
least 75 percent alternative fueled vehicles for their fleets.  The act was
amended in 1998 to permit federal agencies to use biodiesel to meet up to
half those requirements.

Master Sgt. Ron Guay, the AMC vehicle operations superintendent, has
championed the use of B20 biodiesel in the Air Force.

"The advantage of using B20 biodiesel versus other alternative fuels such as
compressed natural gas, propane or ethanol fuel, is that there are no
modifications required for the fuel storage and delivery infrastructure,"
Guay said. "The real advantage B20 use has over other alternate fuels on the
market is that no vehicle adjustments or modifications are required."

Other agencies which have an integral role in the effectiveness of the
project include U.S. Army Tank-Automotive Research, Development and
Engineering Center, Warren, Mich.; Air Force Installation Logistics Office,
Technical Division, Air Force Petroleum Office, Kelly AFB, Texas; and
Alternate Fueled Vehicle System Program Office, Warner-Robins AFB, Ga.

FORT LEE, Va. (AFPN) -- The Defense Commissary Agency has announced the
winners of the 2000 Best Commissary Awards.  Air Force commissaries were
selected as the best in three of the four categories.

The winners are:

-- Eglin Air Force Base, Fla., winner of the Bill Nichols Award for the Best
Large Commissary in the United States;

-- Beale AFB, Calif., winner of the Richard M. Paget Award for Best Small
Commissary in the United States;

-- Osan Air Base, Korea, winner of the Dan Daniel Award for the Best Large
Commissary Overseas; and

-- Livorno Commissary, Camp Darby, Italy, winner of the L. Mendel Rivers
Award for the Best Small Commissary Overseas.

The conspiracy continuum holds at least three unconventional views of AIDS:
it's a biological experiment that escaped the lab; it's a
population-specific biological weapon designed to wipe out homosexuals that
got out of control; and that the disease does not exist at all. The last
view, most recently put forth by an MD named Peter Duesberg, holds that any
number of previously known immuno-suppressive diseases have been
reclassified under the AIDS banner, thus creating the illusion of an AIDS
epidemic. This view gained some credibility recently among the
conspiracy-minded when a contract dispute between Duesberg and co-author
Bryan Ellison interrupted publication of their book, entitled Why We Will
Never Win the War on AIDS, a court decision that was characterized in some
circles as a book-banning in the US.

The US Congressional record remains the best source for the first two
speculations and is referred to often by AIDS conspiracy researchers.
Testimony before the US House of Representatives on Defense Appropriations
in 1969, from an applied defense research expert named Donald MacArthur,
noted that "within the next 5 to 10 years, it would probably be possible to
make a new infective micro-organism which could differ in certain important
aspects from any known disease- causing organisms. Most important of these
is that it might be refactory to the immunological and therapeutic processes
upon which we depend to maintain our relative freedom from infectious
disease." Dr. MacArthur assured the committee of the strong interest the US
defense establishment had in this. Author G. J. Krupey notes that
MacArthur's testimony also rationalizes the ethics of such an interest "in
typical and time-tested Cold War fashion" and asks "is it not possible that
the research was already being conducted prior to the 1969 hearings, that
the whole procedure was merely rubberstamping after the fact?"

0492.  Pentagon 'green-lights' munitions modification

EGLIN AIR FORCE BASE, Fla. (AFPN) -- The Department of Defense has given the
"green light" to begin full-rate production of the Wind Corrected Munitions
Dispenser here.

The WCMD is a tail kit that can be installed on existing "dumb" cluster
munitions to transform them into "smart," accurate, adverse weather weapons.

This is a major milestone because the program achieved the clearance to
proceed ahead of schedule and below budget, and exceeded Air Combat
Command's accuracy and performance requirements, WCMD officials said.

The tail kits will be used on the CBU-87 Combined Effects Munition, the
CBU-89 Gator Mine System and the CBU-97 Sensor Fuzed Weapon.

The Air Force eventually plans to buy 40,000 tail kits with 30,000 slated
for the CBU-87 and 5,000 each for the CBU-89 and 97.  These weapons will be
integrated on the F-16 Fighting Falcon, F-15E Strike Eagle, B-1B Lancer,
A-10 Thunderbolt II, F-117 Nighthawk, B-52 Stratofortress, Joint Strike
Fighter and perhaps the F-22 Raptor.

"The WCMD gives our combat crews a significant new capability," said Lt.
Col. Jeff Severs, WCMD development system manager.  "With existing 'dumb'
cluster weapons to be effective, aircrews needed to deliver the munitions
from low altitudes, making the aircrews extremely vulnerable to enemy air
defenses.

"In Desert Storm, when aircrews tried launching these cluster weapons from
mid to high altitudes, (the munitions) were blown off course by winds or
wandered off course due to launch alignment or ballistic errors," he said.
"Using an inertial guidance unit, WCMD solves the problem by allowing very
high altitude delivery...demonstrated up to 45,000 feet, in any weather."

The program was started in 1994 as one of four selected Air Force "lead"
programs -- pilot programs established to demonstrate potential benefits
from acquisition streamlining initiatives.

In setting the program's initial direction, Clark Fiester, Air Force service
acquisition executive, designated WCMD as "the model for Air Force
streamlining," giving program office personnel wide latitude to recommend
methods for streamlining that would foster a better, faster and cheaper
acquisition.

At program inception, the projected procurement cost for the program was
$1.3 billion, based on a program office estimated unit price of $25,000 per
unit.

However, through acquisition reform measures, commercial business practices
and an innovative "fly-off" test program, the WCMD prime contractor,
Lockheed Martin, and the WCMD Systems Program Office delivered an average
unit price in 1994 of about $9,000.  Between 1994 and present, this
tremendous reduction allowed the program office to return more than $600
million of budgeted, approved WCMD procurement funding for use on other
programs.

"We are absolutely ecstatic about the recent ... decision," Severs said.
"A normal acquisition program of this kind takes 10 to 15 years to reach
full-rate production.  WCMD did it in five and exceeded the warfighters'
requirements.  In fact, we have already delivered (enough) units to achieve
'required assets available' at Shaw Air Force Base, S.C., and Barksdale AFB,
La., -- establishing the Air Force's first operational WCMD bomber and
fighter capabilities.

"They are combat ready," he said.  "When we got the approval to go into
full-rate (production), we signed a contract with Lockheed Martin for $83
million for just under 6,000 tail kits under the first full-rate lot."

The tail units are expected to be delivered Air Force-wide by the summer of
2002.

SOUTHWEST ASIA (AFPN) -- Military people can sometimes lose track of why
they joined the military and why their job is so important to the world.

Whether it is at a home station or deployed somewhere in the world, people
should remember they are making a difference daily in the lives of countless
people, according to the commander of Air Combat Command.

"There are not many organizations in the world that can look in the mirror
and say we're saving thousands of lives every day," said Gen. John Jumper,
ACC commander. " But we can, as part of a joint team and a coalition force.
We're joining together to keep people alive. I think that's something that
we can all be proud of."

Jumper held a commander's call here to ensure deployed people here know
their time and effort is not forgotten by him or the people they serve.

"We are the greatest military in the world, no matter what uniform we wear,
and we need to be proud of that," he said.

"We've got a great way of life here...," he said. "I see us working together
with our coalition partner in ways that are better than we've ever done. I
see great progress in getting t

The End of the Post-Cold War Era

Tensions between the United States and both China and Russia have marked the 
past few weeks. This period will be remembered as the end of the post-Cold 
War period and the beginning of a new international relations era.  

Deteriorating relations with Washington led to headline-grabbing incidents 
with both great powers: the ongoing standoff over the EP-3E with China and 
the espionage tit-for-tat with Russia. Without that deterioration, these 
incidents would not have occurred. The United States would not have expelled 
hordes of Russian diplomats and the Chinese would not have intercepted the 
American spy plane, and if they did, they would have released it quickly. 

At stake is the international system’s composition. Two great powers want to 
see a more multipolar world. The one superpower understandably wants to 
maintain the status quo of a uni-polar system. 

The conflict in Kosovo was the origin for this deterioration in relations. 
Neither Moscow nor Beijing wanted NATO to intervene against Milosevic, 
believing Yugoslavia’s national sovereignty must be respected. Both powers 
felt if intervention did take place, it should consist of U.N. forces from 
neutral or secondary and tertiary powers, featuring Russian forces in a 
leading role. 

The Kosovo War convinced both Beijing and Moscow the United States was out of 
control. The Chinese sincerely believe the bombing of their embassy was 
deliberate and were struck by Washington’s disregard for consequences. From 
Russia’s point of view, the war’s ending was intolerable. The United States, 
unable to invade Kosovo, used Russian diplomatic efforts to persuade the 
Serbs to capitulate. The Russians were marginalized from the beginning, their 
diplomatic efforts brushed aside. 

While Kosovo was the key event, the underlying process has been under way for 
much longer. Russia and China both supported what they called a “multipolar” 
world in which there is a group of great powers governing the evolution of 
international affairs. Of course, the reality was a uni-polar world with the 
United States as the pre-eminent power. 

Washington took this state of affairs for granted, a hallmark of the 
post-Cold War period. The economic prosperity of the 1990s allowed the 
diplomatic nonchalance. Russia and China’s natural tendency to resist U.S. 
politico-military power was counterbalanced by their interest in maintaining 
friendly economic relations. 

A different economic reality emerged as the 1990s closed. It was inevitable 
that projection of U.S. power would, in due course, lead to resistance at 
precisely the moment when the economic benefits of good relations with the 
United States became less than the geopolitical threat posed by the United 
States. 

Around the time Russia and China became overtly concerned about their 
geopolitical situation, a government change in the United States generated a 
foreign policy that looks at the world geopolitically. 
The Russians and Chinese understand fully the American thinking: they did not 
see Clinton as nearly as altruistic as he saw himself and they understand 
Bush’s team knows what power politics is all about. Beijing saw Washington 
give Moscow a solid shove over espionage and seized on the EP-3E capture as 
an opportunity to shove back. 

The true issues are neither espionage nor aircraft, but the desire of two 
great powers to keep the one superpower out of their respective spheres of 
influence. Russia wants the United States to stay out of the Caucuses and 
Central Asia and to maintain a much lower profile along the former Soviet 
Union’s frontiers. China does not want the United States to arm Taiwan, nor 
does it want the U.S. Navy, under its doctrine of littoral warfare, moving up 
to the coast of China with ships and planes. 

The United States is not going to concede on these points. Washington wants 
to bottle up the Russians in Eurasia as far as possible and it does not 
intend to withdraw from the international waters around China. In short, the 
lines are drawn showing a very different world than existed in the past 
decade.  

We are not in a new Cold War. This is a world with few precedents, one in 
which a superpower faces multiple great powers trying to control it. The 
post-Cold War era is gone and cannot be resurrected. All that is lacking for 
this period of international relations is a good name. Something catchy will 
come to mind.

The Rev Jesse Jackson has offered to go to China to work for the release of
the captured spy plane crew.

Jackson, the leader of the Rainbow/PUSH Coalition, made the offer to
National Security Adviser Condoleezza Rice.

Jackson has previously helped free Americans in Syria, Iraq and Yugoslavia.

"If a delegation appealing to the Chinese directly would help, we'd be
willing to do that," Jackson said. "We've done it before, and each time we
were successful."

"In each instance, we had to make a moral appeal," the civil rights leader
said.

"You do it in a way that does honour to our country. Somehow, religious
people can be a bridge."

Jackson says he will not interfere with US diplomatic efforts, but added
that he thinks the United States should apologise for the collision of a US
spy plane and a Chinese fighter that led to the present standoff between the
two countries.

"I think our government should say 'if we have violated you in any way, it
was not intentional and we apologise'," Jackson said. "Getting Americans
home is worth expressing an apology."

Democrat Jackson's holier than thou image took a bashing recently when it
was revealed he had a mistress whom he took to the White House when she was
pregnant. His Coalition's finances have also been investigated by the media.

A top member of the CIA’s national intelligence council was found dead at his 
Northern Virginia home on Tuesday, April 3 – just two days after the loss of 
the highly classified EP-3 surveillance plane to Red China.
Rick Yannuzzi, a senior analyst at the CIA, had risen through the spy 
agency’s ranks to become the CIA’s deputy intelligence officer for strategic 
and nuclear programs.  He joined the Central Intelligence Agency in 1977.  As 
a member of the national intelligence council, Yannuzzi was responsible for 
presenting analysis on strategy and nuclear weapons for Washington’s top 
government decision-makers.
Yannuzzi, age 46, was married with three children.  He was found inside his 
Oakton area home at about 3 p.m. Tuesday.  The state medical examiner 
performed an autopsy on Thursday and ruled the cause of death was 
asphyxiation.  There was no explanation of the exact method of asphyxia that 
was used by Yannuzzi to kill himself.  The Washington Post reported that 
Yannuzzi left a suicide note in which he expressed his love for his family.  
He gave no reason for committing suicide.
The CIA says it is satisfied with the suicide verdict of Yannuzzi’s death.  
The official CIA cover story for Yannuzzi’s suicide, however, is highly 
suspect. The spy agency planted a very suspicious story to Fairfax police as 
a possible explanation for his unexplained death.
According to the Washington Post account, Yannuzzi had been one of several 
CIA employees questioned in March by the agency’s Inspector General regarding 
accusations by a manager who complained that her privacy rights had been 
violated.  According to the dubious story, the manager filed a complaint 
after anonymous letters were sent to CIA officials protesting the woman’s 
receipt of two cash performance bonuses and a promotion.
The manager was given $6,500 in bonuses and a promotion despite having been 
found guilty of choking another agency employee during an office altercation 
in September 1998.  Following the promotion and bonuses, CIA agency officials 
received more anonymous letters protesting the actions. The letters led to an 
internal investigation.
Apparently, the CIA wants the American public to believe that a top-level 
intelligence officer involved in nuclear strategy committed suicide over 
being questioned about anonymous letters sent to superiors regarding pay 
performance bonuses and promotions.
Considering that his body was found about 48 hours after China forced down 
one of the most top-secret spy planes in the world, questions should be asked 
about what Rick Yannuzzi knew about the planes arrival at a PLA air base – 
and who he planned to tell.
It appears to be another case of ‘Arkancide.’  That’s what happens to people 
who know too much about the international crime syndicate that has overtaken 
the US government.  It’s common in Arkansas.  It looks like suicide – but 
smells like murder.

Now I sit me down in school
Where praying is against the rule

April 10, 2001—As though George W. Bush's belligerence toward the rest of the 
world weren't enough, the right-wing is now beating the drum for war with 
China.


Chillingly, it is not only the hard-liners and old Cold Warriors in 
Washington who relish taking on China and are ratcheting up the rhetoric, 
following Bush's declaration that China is now a competitor rather than a 
partner, but, in the wake of the spy plane incident, the right-wing media as 
well.


NewsMax.com had this headline on Sunday's Inside Cover Story: Cheney Pleads 
Ignorance on China War Threat


The thrust of the story by Carl Limbacher was a peppering Vice 
President-select Dick Cheney got on Meet the Press from Tim Russert over an 
alleged prediction last year by Chinese Defense Minister Chi Haotian that war 
with the United States was "inevitable." Limbacher noted that Cheney told 
Russert he had no knowledge of Chi's remark.


And the source for Chi's alleged prediction? Why none other than Bill Gertz, 
a reporter for the Rev. Sun Myung Moon's Washington Times.


Gertz, from the biographical information on his web site, is a darling of the 
spook establishment:


 "Bill has been a guest lecturer at the FBI National Academy in Quantico, 
Va.; the Central Intelligence Agency; the National Defense University at Fort 
McNair, Washington, DC; and the Brookings Institution, Washington, DC. He has 
participated in the National Security Studies Program at the Johns Hopkins 
University School of Advanced International Studies and Syracuse University 
Maxwell School of Citizenship and Public Affairs."


In addition to being the author of two books, "Betrayal: How the Clinton 
Administration Undermined American Security," (1999) and "The China Threat: 
How the People's Republic Targets America" (Nov. 2000), both published by the 
right-wing Regnery, his bio touts:


 "He also has written articles for National Review, The Weekly Standard and 
Air Force Magazine. Bill also has been a media fellow at the Hoover 
Institution on War, Revolution and Peace at Stanford University, California."


This is what Chi allegedly told him:

 "Seen from the changes in the world situation, and the United States' 
hegemonic strategy for creating monopolarity, war is inevitable. We cannot 
avoid it.

 "The issue is that the Chinese armed forces must control the initiative in 
this war. We must make sure that we win this local high-tech war against 
aggression and interference; win this modern high-tech war that [the] 
military bloc, headed by U.S. hegemonists, may launch to interfere in our 
affairs militarily; and win this war ignited by aggressor countries' sudden 
offensives against China.

 "We must be prepared to fight for one year, two years, three years, or even 
longer." ["The China Threat" - Bill Gertz]


Whether Chi ever said this or not, Limbacher now seeks to give it credibility 
by writing, "Russert's citation of Gen. Chi's comment was the first 
mainstream U.S. news coverage of the Chinese defense minister's war threat."


Remember, master propagandist Goebbels put words into the mouth of Lenin; 
words that are repeated today as though they were gospel.


Adding to Bush's insults to China, the Moonie paper Gertz works for, ran a 
story from the Moon-owned UPI (April 9) that depicted the Chinese as country 
bumpkins when it comes to their understanding of the U.S. and Americans.


Prefacing the article with, "The Hainan incident is not likely to lead to war 
between the United States and China. This is not a conflict that can't be 
resolved by peaceful means," UPI reporter James C. Bennett went on to say, 
"But for the first time in several generations, perhaps, the prerequisites 
for a war to fully engage the United States are falling into place."


And it will all be the fault of the "ignorant" Chinese, according to Bennett, 
because "It's clear that the Chinese leaders fundamentally misunderstand the 
situation."


To heat up the situation more, Bennett wrote, "The greatest likelihood of a 
series of such incidents escalating into war stems from the possibility that 
the Chinese leaders won't figure it out until too late."


Not to be left out of the chorus of the Rabid Right Us v. Them Saber 
Rattlers, Joseph Farrah's WordNetDaily took the opportunity to pour more fuel 
on the fire by having Geoff Metcalf interview "China expert" Steven W. Mosher 
about "Beijing's dangerous intentions."


Mosher, who heads up the right-wing Population Research Institute, also is 
the author of "Hegemon: The Chinese Plan to Dominate Asia and the Rest of the 
World."


Metcalf claims the interview took place prior to "the current midair incident 
and subsequent hostage taking had occurred." Hostage taking? Even the Sunday 
pundits, according to American Politics Journal, avoided using the word 
"hostage," while they danced all

WASHINGTON - The privacy war is over - you lost. Now it's all about
survival. In the next few months tens of thousands of businesses will
send consumers billions of so-called "privacy notices." Disguised as
garden-variety junk mail, these notices required by a new law hold the
keys to stopping the wholesale flood of your personal information onto
the free market.

SOME PEOPLE WILL get 20 or more of these privacy notices as required by
the newly enacted Gramm-Leech-Bliley Act, according to financial law
expert Rick Fischer, who testified before a congressional privacy
hearing this week.

Fischer's written testimony outlined the broad reach of the Act, noting
that it mandates that banks, retailers issuing credit cards, money
transmitters, check cashers, mortgage brokers, real-estate settlement
services, appraisers, tax preparations services and online companies
that offer aggregation, funds transfer or payment services send out
notices to all their customers to inform them about the types of
personal information being collected, how it's being used and to whom it
will be sold.

Your mission, should you actually be able to tell a privacy notice from
the weekly dry cleaning discount offer, is to decipher all the legalese
printed in really small type and
allsquishedtogetherlikethismakingitevenhardertoread.

Having completed that task, you then have to follow exacting
instructions on how to properly inform the company that you don t want
them to sell every scrap of your personal information, which they ve
been collecting from you for the last three decades.

The key phrase to look for among these piles of paragraphs is "opt out."
Because unless you proactively "opt out" or "willingly choose to not
participate," these companies can sell anything and everything they know
about you unless you tell them not to. "Financial and medical records,
what you buy, where you shop, your genetic code, are all exposed in a
privacy free-for all," Frank Torres, legislative counsel for Consumers
Union, told a congressional hearing on privacy recently. "Complete
strangers can, for a price, have access to your most intimate secrets."

it's ALL SPIT IN THE WIND Now, corporate America is wearing this privacy
information blitz like a badge of honor. Its representatives have
already testified before Congress about the great and detailed steps
they ve taken to ensure that consumers get the all the information they
are entitled, by law, to have. Corporate America is spitting in our
collective face and trying to sell us on the fact that it's as fresh as
an April rain shower.

"Failure to pay attention to these privacy notices may result in
sensitive financial data being sold to other companies for marketing and
other purposes," warns Tena Friery, research director for the Privacy
Rights Clearinghouse. But the barrage of paper and the vagueness of the
language make it darn near impossible for anyone to easily make sense of
what is taking place. "The notices may actually be telling consumers we
can sell information about your income, debt level, payment history,
bankruptcies, hospitalizations and much more unless you tell us we
can't, " Friery said.

The brutal truth about the fallout of the privacy war is that no part of
our lives is left untouched by data collection activities. And it's not
that all data collection efforts are inherently evil some are downright
convenient. But convenience is no excuse for the wholesale rape and
pillage of personal information by corporate America.

There should be a basic right of data ownership in the U.S. and there
simply isn't. Privacy laws have been built over a century bit-by-bit,
stitched together in a crazy quilt fabric of confusing laws. "This means
that consumers have lost control over the ability to be left alone,"
Torres told Congress. "Often, consumers have no choice in whether or not
information is collected and no choice in how it is used. Today, any
information provided by a consumer for one reason, such as getting a
loan at a bank, can be used for any other purposes with virtually no
restrictions."

So you and I are left with having to buck the increasing trend of
information collection and dissemination. We have to cover our own butts
because no one else will. Trouble is, even when we make the effort,
there are few strong privacy laws in our collective quiver.

For all the promise of the "opt-out" provision now codified by
Gramm-Leech-Bliley Act, there are enough loopholes in the law put there
by industry lobbyists when the bill was being written that the
protections are almost useless.

"Unfortunately these opt-outs, in reality, will do little or nothing to
prevent the sharing of your information with others," Torres says. The

Nelson Mandela has said he will present Tony Blair with fresh evidence
supposedly clearing the Libyan intelligence officer jailed for the Lockerbie
bombing.

 The move follows a meeting with the Libyan leader, Muammar Gadafy, and with
the family of the imprisoned terrorist, Abdel Basset Ali al-Megrahi,, in
Tripoli on Sunday.

 The former South African president is also expected to press Mr Blair to
lift the remaining sanctions against Libya.

 "I don't promise anything, but the leader [Colonel Gadafy] informed me of
facts which I did not know and I will visit Britain soon to discuss this case
with its prime minister.

 But I promise that I will spare no effort to achieve positive results," Mr
Mandela said yesterday at the end of his one-day visit to the Libyan capital.

 Mr Mandela, who has previously said he trusted Col Gadafy "without
reservation", did not reveal the new evidence or specifically say he was
convinced by it.

 The former South African president is already scheduled to meet Mr Blair in
London on April 28.

 Megrahi was jailed for life in January by a Scottish court sitting in the
Netherlands for planting the bomb on the PanAm flight that killed 270 people
in 1988.

 Two years ago as South Africa's president, Mr Mandela played a crucial role
along with Saudi Arabia in breaking the international deadlock over the
Lockerbie bombing when he helped persuade Col Gadafy to surrender Megrahi and
his co-accused, Al-Amin Khalifa Fhimah, for trial on neutral ground. Mr
Fhimah was acquitted by the court.

 In February, Mr Mandela accused London and Washington of reneging on the
agreement by imposing fresh conditions for the complete lifting of United
Nations sanctions against Libya which have so far only been suspended.

Britain and the US say sanctions should only be scrapped when Tripoli admits
official responsibility for the destruction of PanAm 103 and pays
compensation to the families of the victims.

 "We had got certain guarantees, one of the most important [being] that if
Libya delivered the suspects, the sanctions would be lifted. Not suspended,
lifted," Mr Mandela said at the time.

"We expected that the west would honour its undertaking. Unfortunately, that
was not done."

 Mr Mandela also said he expected Britain to abide by an agreement to allow
the UN a role in overseeing Megrahi's imprisonment.

 Libya has repeatedly denied responsibility for the bombing and claims that
the court that jailed Megrahi was acting under political pressure from
Washington and London.

 After the verdict, Col Gadafy promised to reveal evidence that would prove
Megrahi's innocence and leave the Scottish judges with three choices -
suicide, resignation or exposing "the truth".

 But the Libyan leader has yet to provide the promised proof. Mr Mandela has
not been afraid to side with Col Gadafy before on numerous occasions despite
criticism from western governments which regard the Libyan government as a
terrorist regime.

 Col Gadafy was a consistent supporter of the African National Congress when
it was banned in South Africa and most western governments were soft on the
apartheid regime.

 Mr Mandela has accused the Libyan leader's critics of hypocrisy and said he
would not abandon Col Gadafy or other controversial friends such as Fidel
Castro.

that somehow are made in public and find their way into print -- imagine what is said 
in private and never heard beyond their own racist and bigoted circles.  
   By the way, even more condemnable in some ways is the fact that no major Jewish 
"leaders" from the major organizations in the US and worldwide have loudly condemned 
not just such ideological profanities coming from the mouths of Israelis but today's 
neo-apartheid realities that have imprisoned the entire Palestinian people which such

 ISRAELI RABBI CALLS ON GOD TO ANNIHILATE ARABS

 THE spiritual leader of Israel's ultra-Orthodox Shas party has
  come under attack for a Passover sermon in which he called on
  God to annihilate Arabs. 

  "It is forbidden to be merciful to them, you must give them
  missiles, with relish — annihilate them. Evil ones, damnable ones,"
  Ovadia Yosef was quoted in the Hebrew Maariv newspaper as
  telling a congregation attending prayers last weekend. 

  His party, which holds the balance of power in Israel's Knesset
  and is a key member of Ariel Sharon's national unity coalition,
  moved quickly to clarify his remarks, which included a plea to
  God to destroy Arabs. Yitzhak Sudri, the party spokesman,
  insisted that the rabbi was referring only to "Arab murderers and
  terrorists", but Rabbi Yosef's comments revived memories of his
  recent description of Arabs as "snakes" amid complaints that the
  Palestinian Authority was tolerating incitement, which both sides
  agreed to ban under the 1993 Oslo Peace Accord. 

  "May the Holy Name visit retribution on the Arabs' heads, and
  cause their seed to be lost, and annihilate them, and cause them to
  be cast from the world," Rabbi Yosef, a former Chief Rabbi of
  Israel's Sephardi Jews, is reported to have said. 

  Yesterday Meir Sheetrit, a Cabinet minister from Mr Sharon's
  Likud Party, said that Rabbi Yosef's statements should be
  condemned. "A person of Rabbi Ovadia Yosef's stature must
  refrain from acrid remarks such as these . . . I suggest that we not
  learn from the ways of the Palestinians and speak in verbal blows
  like these," he said. 

  Yassir Abed Rabbo, the Palestinian Information Minister, said
  yesterday: "This is the third time that the rabbi has espoused
  openly racist views and neither his party nor his Government in
  which it serves has bothered to apologise." 

  The first Arab Cabinet minister, Salah Tarif, a Druze and a former
  Israeli Army captain, said that it was "truly a pity that such things
  are said at such a difficult time in relations between the nation and
  Arabs both within the country and without. These remarks add
  nothing but hatred."

Mr. Clinton:
Eight years in office and you will never be gone. You
said it yourself in that peculiar farewell stunt you
pulled at Andrews Air Force Base on Inauguration Day.
How did you phrase it? "Hey, I left the White House,
but I'm still here! " followed by that trademark
gulping laugh you emit when you're particularly
self-satisfied.

And that's your legacy, isn't it? Laugh at us all,
supporters and critics alike, while you bask in the
selfish light of narcissism and self-absorption. Those
frequent photographs that capture you with your eyes
twinkling and your mouth agape indicate just how much
in awe you are of yourself. You're that tenacious,
reddish-brown water stain on the ceiling that no
amount of paint can eradicate.

Congratulations - you have achieved a status that no
other president has ever acquired . . . or sought.
Mr. Clinton, you are the most self-centered,
disgraceful person ever to hold the office of
president. Your legal entanglements speak volumes
about your character. You and your wife can whine
about the vast conspiracy that supposedly fabricated
charges against you, but everyone knows better. Your
huge monetary settlement in the Paula Jones case, the
contempt of court fine you paid and the recent payment
in connection with your admitted perjury vaporize that
clumsy little myth the two of you tried to foist on
the public.

I found it especially revealing that in the end, when
you were frightened into admitting that you are a liar
(so as to avoid criminal prosecution), you bravely
sent your attorney to face the cameras and give it one
last spin.

You're not even a brave criminal. You're the
unrepentant and cowardly lion, more transparent than
the Wizard behind the curtain.
A bit harsh, you think? Well, pardon me. Pardon
everyone. How did you overlook Charles Manson? Every
Democrat and Republican with trace amounts of decency
agrees that some of your last-minute, sophomorically
theatrical pardons were outrageous. Granting
indefensible favors to outlaws who pleasured you is a
curious way to assure that your name will appear in
history books. Besides, it was so unnecessary. That
impeachment thing secured your place in history.
Remember?

For a big guy with a great swagger, your departure
from the White House exposed just what an insecure
waif you truly are. Evidently, you were uncertain as
to whether you had sufficiently disgraced your office
while there, so you and your childish fraternity
brothers vandalized the place. While the pornographic
messages on answering machines and computers were
beautifully Clintonian, and the garbage left in the
halls was emblematic of your character, I was more
impressed with the drawers you guys glued shut. It
made me laugh, sort of a gulping sound. When I heard
about the cut phone and computer lines, the damaged
keyboards and the stealing of White House property, it
made me beam with the pride of a proud American whose
president worked tirelessly to diminish himself as
much as he did the position he held.

I would be remiss in my praise if I did not indirectly
congratulate you by admiring your wife for her craven
acquisition of free furnishings for your two new
houses. That was a real touch of class Sweet
work, Hillary; you really are a junior senator.
Just two more things, Billy, and I'll let you get back
to planning your next obnoxiously despicable act. I
have written to every president since Richard Nixon,
and you are the only one without the courtesy or
courage to write back. Apparently I did not supplicate
your highness in an appropriate fashion. Sorry. For
years I have taught my students about the presidents.
Ronald Reagan was the oldest to serve, FDR held office
the longest and James Madison was our shortest chief
executive.
You, Mr. Clinton, were our smallest president.

Overseas Chinese in Canada Stage Protest Against NATO

OTTAWA, May 13 (Xinhua) -- More than 500 Chinese Canadians, Overseas
Chinese and Chinese students in Montreal city, staged a demonstration
Wednesday against the barbaric attack on the Chinese Embassy in Belgrade
by the U.S.-led NATO forces.

Carrying large Chinese flags and banners with slogans such as " Chinese
cannot tolerate aggression," the demonstrators stood outside the front
doors of the U.S. Consulate in the city and chanted "Peace, Peace,
Peace," "U.S. stop" and "NATO go home."

The protest was organized by the Chinese Freemasons, the oldest
organization of Chinese people in Montreal.

Man Wai Yee, the Chairman of the organization handed over a protest
letter to the U.S. Consul.

Spokesman Christan Samfat said the Chinese want an official apology from
the United States. He said he wasn't satisfied with the "phone call
President Clinton made" to Chinese President Jiang Zemin.

"What would have happened if it had been the Chinese who had bombed the
American embassy by mistake? A simple excuse by telephone is not enough.
We want a resolution in Congress that it was wrong."

A protester told local reporters that he could not believe the Chinese
Embassy was hit by mistake. He wants a full investigation to determine
why and how the bombing happened.

 San Francisco - The co-founder of one of Silicon Valley's top
 technology companies believes scientific advances may be
 ushering humanity into a nightmare world where super smart
 machines force mankind into extinction.

 In a heartfelt appeal published in the April issue of Wired
 magazine, Sun Microsystems chief scientist Bill Joy urges
 technologists to reconsider the ethics of the drive toward
 constant scientific innovation.

 "We are being propelled into this new century with no plan,
 no control, no brakes," Joy writes. "The last chance to assert
 control - the fail-safe point - is rapidly approaching."

 Joy's article comes as a rare cry of caution in an industry that
 thrives on relentless and often unplanned advances and is
 now riding the boom of a "new economy" expansion
 attributed to technological progress.

 The warning is all the more disturbing because of the author's
 own impressive tech credentials. A leading computer
 researcher who developed an early version of the Unix
 operating system, Joy has more recently pioneered software
 technologies like Java and was co-chairman of a US
 presidential commission on the future of information
 technology.

 Joy's fears focus on three areas of technology undergoing
 incredibly rapid change.

 THINKING, BREEDING ROBOTS

 The first, robotics, involves the development of "thinking"
 computers that within three short decades could be as much
 as a million times more powerful than those now available.
 Joy sees this as setting the groundwork for a "robot species"
 of intelligent robots that create evolved copies of
 themselves.

 The second, genetics, deals with scientific breakthroughs in
 manipulating the very structure of biological life. While Joy
 says this has led to benefits such as pest-resistant crops, it
 also has set the stage for new, man-made plagues that could
 literally wipe out the natural world.

 The third, nanotechnology, involves the creation of objects
 on an atom-by-atom basis, which before long could be
 harnessed to create smart machines that are microscopically
 small.

 All three of these technologies share one characteristic
 absent in earlier dangerous human inventions such as the
 atomic bomb: they could replicate themselves, creating a
 cascade effect that could sweep through the physical word in
 much the same way a virus spreads through the computer
 world.

 "It is no exaggeration to say we are on the cusp of the
 further perfection of extreme evil," Joy writes. "An evil
 whose possibility spreads well beyond that which weapons of
 mass destruction bequeathed to nation states on to
 surprising and terrible empowerment of extreme
 individuals."

 OTHER INDUSTRY LEADERS NOT CONVINCED

 Executives attending PC Forum, a technology industry
 conference in Scottsdale, Arizona, had mixed reactions to
 Joy's grim view on technology.

 "You can't argue with the incredible improvements in
 thought, civilisation, productivity. The world is changing and I
 think people would say dramatically for the better," said
 Michael Campbell of SAP America, which develops software
 to help corporations manage their business.

 Steve Kirsch, the founder of Infoseek and now chief
 executive of a new start-up called Propel, said he saw many
 instances where science and research is not moving fast
 enough, such as in the area of embryonic stem cell research,
 where the US government is too restrictive.

 "If anything ... we are moving the opposite way, not faster,"
 he said. "Lives are going to be lost."

 But others said Joy's fears of technology running out of
 control were not entirely off the mark.

 "From the sense that technologists fail to fully study or
 bother to understand the long range implications of
 technology, Bill Joy is right on the mark," said Steve Larsen,
 senior vice president of marketing at Net Perceptions, which
 develops personalisation software for the Internet.

 UNABOMBER'S IDEAS

 Joy says his new, darker vision of the potential threat to
 humanity posed by technology - one he notes is shared in
 part by convicted Unabomber Theodore Kaczynski - has led
 him to reconsider his own contributions to the field.

 "I have always believed that making software more reliable,
 given its many uses, will make the world a safer place," Joy

THE European Union backed away from a confrontation with America on global
warming yesterday, agreeing to modify parts of the Kyoto Protocol to meet
Washington's concerns.

Romano Prodi, the European Commission's president, said it would be better
to try to salvage something from the agreement of 1997 to curb greenhouse
gas emissions rather than tear up the accord.

In an article for the press in Sweden, the current holder of the European
Union presidency, he said: "If certain parts of the agreement prevent the
United States from ratifying it, we should negotiate about those parts
rather than bury the entire agreement."

The change of tack came as a union mission prepared to visit Tokyo to secure
the backing of key Asian states for the protocol. It suggests that Brussels
is having second thoughts about the wisdom of trying to "shame" America by
seizing the moral high ground and forming a coalition with the rest of the
world to save Kyoto.

The European environment commissioner, Margot Wallstrom, took a hard line
last week, warning the Americans that they would be excluded from global talks
and banned from the proposed system for trading emissions quotas.

There is a growing feeling in Brussels, however, that the union has
over-played its hand, picking a needlessly acrimonious fight with the Bush
administration.

Union officials say President Bush is being honest in declaring the Kyoto
protocol unworkable. They say the accord faces insurmountable opposition in
the US Senate because it exempts 80 per cent of the world's people and would
oblige America to cut CO2 emissions sharply on the brink of a recession.

Richard Armitage, America's Deputy Secretary of State, said at the weekend
that the Bush team would outline new proposals intended to include other main
polluting nations such as China.

Just a few years ago, after the original Camp David agreement in 1978, the joke 
around Cairo was that the "Voice of America" was really all those loud muffler-broken 
U.S-supplied buses helping choke, or unchoke depending on your perspective, Cairo's 
teeming streets.   The other well-known joke of course was that the Cairo Tower was 
"Nasser's Erection", a reference to what Nasser did with some of the money the CIA 
tried to use to enlist him back in the 1950s.
Now the Cold War-less American propaganda experts are finding new ways to expand 
the real Voice of America, as well as Radio Free Europe, to try to undermine the 
growing anti-American sentiments around the world, especially in the Middle East.  RFE 
has actually be reborn in Prague, given a lot of money by the U.S. Congress, is headed 
up by none other than the former head of the Israeli/Jewish lobby, Thomas Dine, and 
has a redirected mission aimed toward Iran, Iraq and other peripheral countries the 
U.S. is busy trying to twist toward American thinking.  VOA it seems, still 
headquartered in downtown Washington, is following in the same mold.  And the role of 
Israel, and the notorious Israeli/Jewish lobby in the US, in all these developments is 
quite considerable.
   The following report about the current expansion of VOA toward the crucial Middle 
East region is from today's right-wing settler-supported Israeli news source, Arutz 7:


 VOICE OF AMERICA TO REACH OUT TO ARABS 

With pervasive anti-American sentiment in the Arab world threatening 
President Bush's Middle East policy, the Voice of America wants to 
completely remake its Arab-language broadcasts to appeal to a younger, more 
radical audience."  So began a report in the LA Times last week, describing 
a new proposed plan under which much of VOA's programming would be targeted 
to "the under-30 [Arabic-speaking] crowd that is most likely to blame the 
United States for the region's ills."  Daily broadcast hours would be 
increased from 7 to 24, the mostly shortwave broadcasts would be upgraded 
to FM, AM, and digital satellite broadcasting, and different geographical 
areas would be more directly targeted.  For the key morning and early 
evening broadcast hours, the planner proposed to split the network into 
five geographic segments focusing on local-interest news and regional 
accents; one of the separate broadcasts would be aimed at Israel, the 
Palestinian Authority, and Jordan. 

If the plan works, the Times reports, VOA's expanded presence in the Arab 
world "reinforce Bush's strategy of rebuilding the U.S. relationship with 
moderate Arab governments such as Egypt, Saudi Arabia, Jordan, Morocco and 
others - a change from former President Clinton's intense focus on Israel 
and the Arab-Israeli peace process."

Immigration policy stupid, evil and hurting Americans

IN AMERICA, WE have a two-party system," a Republican congressional
staffer is supposed to have told a visiting group of Russian
legislators some years ago.

"There is the stupid party. And there is the evil party. I am proud
to be a member of the stupid party."

He added: "Periodically, the two parties get together and do
something that is both stupid and evil. This is called --
bipartisanship."

Our current mass immigration policy is a classic example of this
fatal Washington bipartisanship. It is a stupid policy because there
is absolutely no reason for it -- in particular, Americans as a whole
are no better off economically because of mass immigration.

It is an evil policy because it second-guesses the American people,
who have shown through smaller families that they want to stabilize
population size.

Unfortunately, our current immigration policy is consuming the
environment with urban sprawl, hurting the poor and minorities with
intensified wage competition, and ultimately threatening the American
nation itself -- what Abraham Lincoln called "the last, best hope of
earth" -- with cultural and linguistic fragmentation.

And, of course, the current mass immigration policy is bipartisan.
Both major party leaderships have tacitly agreed to keep the subject
out of politics. No single figure is more responsible for this than
Sen. Spencer Abraham, R-Mich., chairman of the Senate's Immigration
Subcommittee.

Abraham was a key figure in sabotaging the most recent chance of
reform, the Smith-Simpson immigration bill, in 1996.

Ironically, this was a truly bipartisan measure, proposed by
Republicans but based on the work of the Jordan Commission, headed by
the former black liberal Democratic Congresswoman Barbara Jordan. She
recommended almost halving immigration, in part because of its impact
on the poor.

The economic stupidity of current mass immigration policy is
illustrated by a brilliant new book, "Heaven's Door: Immigration
Policy and the American Economy" (Princeton University Press).

The author, Professor George Borjas of Harvard University's John F.
Kennedy School of Government, is widely regarded as the leading
American immigration economist. And he is an immigrant, arriving here
penniless from Castro's Cuba in 1962, when he was 12 years old.

Borjas has every reason to favor immigration. He writes movingly
about his own early experiences, and compassionately about the
immigrant waves that have followed him.

But, as a scholar, he recognizes what he calls "accumulating
evidence" that immigration has costs as well as benefits. "My
thinking on this issue has changed substantially over the years," he
admits.

Professor Borjas' devastating findings:

The current wave of mass immigration is not benefiting Americans
overall. "All of the available estimates suggest the annual net gain
is astoundingly small," writes Professor Borjas, "... less than 0.1
percent of the Gross Domestic Product." Roughly: less than $10
billion in a $7 trillion economy.

Note carefully what Professor Borjas is saying here. Sure, those
immigrants who work do raise overall GDP. But the bulk of that
increase goes to the immigrants themselves, in the form of wages. The
benefit to native-born Americans, after everything is taken into
account, is infinitesimally small.

Current mass immigration is not benefiting Americans overall -- but
it is transforming their country. For nothing.

Least-skilled Americans are being hurt. Borjas estimates that almost
half of the increased wage gap between high school dropouts and high
school graduates can be attributed to immigration.

Again, note carefully what Professor Borjas is saying. Mass
immigration is not making Americans richer overall. But it is, in
effect, redistributing income between Americans. Specifically,
because immigrants tend to be unskilled, they compete with American
unskilled workers and have forced their wages down.

Of course, profits for employers of unskilled workers have
correspondingly gone up. But the employers' gain, according to
Professor Borjas' calculations, does not cancel out the workers'
loss.

And it's not just unskilled American workers. Any group of workers
could be displaced. It's already happened in the computer software
industry. Employers prefer to import cheap young immigrant
programmers rather than retrain and pay older American programmers.

Current mass immigration is hurting key states badly. Because
immigrants tend to be unskilled, and because we now have a costly
social safety net, immigrants cost taxpayers money in the half-dozen
states where they concentrate.

A lot of money. For example, immigration has raised the taxes of
native households in California by a stunning $1,200 a year. Overall,
this fiscal loss easily cancels out any small benefit immigration
brings to native-born Americans.

ISRAELI RACISM HAD LEAD TO TODAY'S NEO-APARTHEID

Racism, militarism, and a peculiar form of Israeli neo-Nazism thrives in today 
"Jewish State".  Harsh conclusions, true; but buttressed by considerable evidence, 
both factual and ideological.  These biblically tribal statements of late from Rabbi 
Ovadia Yousef are not the first time major personalities in the Israeli Rabbinate have 
sounded off in ways far worse than the leading Muslim Ayatollahs in Iran.  Nor are 
such statements, and concomitant actions, limited to religious personalities in 
Israel.  None other than the former Israeli Prime Minister, Yitzhak Shamir, publicly 
described the Palestinians as grasshoppers, implying they need to be exterminated, 
while the former Chief of State of the Israeli Army, Raful Eitan, publicly described 
the Palestinians as drugged cockroaches in a bottle.  And these are the statements 
that somehow are made in public and find their way into print -- imagine what is said 
in private and never heard beyond their own racist and bigoted circles.  
   By the way, even more condemnable in some ways is the fact that no major Jewish 
"leaders" from the major organizations in the US and worldwide have loudly condemned 
not just such ideological profanities coming from the mouths of Israelis but today's 
neo-apartheid realities that have imprisoned the entire Palestinian people which such 
utterances have inspired.

  
 ISRAELI RABBI CALLS ON GOD TO ANNIHILATE ARABS
 FROM SAM KILEY IN JERUSALEM

 [The Times, UK - 4/10/01]: 
 THE spiritual leader of Israel's ultra-Orthodox Shas party has
  come under attack for a Passover sermon in which he called on
  God to annihilate Arabs. 

  "It is forbidden to be merciful to them, you must give them
  missiles, with relish — annihilate them. Evil ones, damnable ones,"
  Ovadia Yosef was quoted in the Hebrew Maariv newspaper as
  telling a congregation attending prayers last weekend. 

  His party, which holds the balance of power in Israel's Knesset
  and is a key member of Ariel Sharon's national unity coalition,
  moved quickly to clarify his remarks, which included a plea to
  God to destroy Arabs. Yitzhak Sudri, the party spokesman,
  insisted that the rabbi was referring only to "Arab murderers and
  terrorists", but Rabbi Yosef's comments revived memories of his
  recent description of Arabs as "snakes" amid complaints that the
  Palestinian Authority was tolerating incitement, which both sides
  agreed to ban under the 1993 Oslo Peace Accord. 

  "May the Holy Name visit retribution on the Arabs' heads, and
  cause their seed to be lost, and annihilate them, and cause them to
  be cast from the world," Rabbi Yosef, a former Chief Rabbi of
  Israel's Sephardi Jews, is reported to have said. 

  Yesterday Meir Sheetrit, a Cabinet minister from Mr Sharon's
  Likud Party, said that Rabbi Yosef's statements should be
  condemned. "A person of Rabbi Ovadia Yosef's stature must
  refrain from acrid remarks such as these . . . I suggest that we not
  learn from the ways of the Palestinians and speak in verbal blows
  like these," he said. 

  Yassir Abed Rabbo, the Palestinian Information Minister, said
  yesterday: "This is the third time that the rabbi has espoused
  openly racist views and neither his party nor his Government in
  which it serves has bothered to apologise." 

  The first Arab Cabinet minister, Salah Tarif, a Druze and a former
  Israeli Army captain, said that it was "truly a pity that such things
  are said at such a difficult time in relations between the nation and
  Arabs both within the country and without. These remarks add
  nothing but hatred."

Profound ignorance is clearly the reason Westerners allow their
governments and corporations to get away with brutal environmental
murder. It is not merely that the culprits do it surreptitiously.
There is that. Much of the assault on man's only source of livelihood
is concealed ­ ignored by the corporate media.

But this only contributes to the more important kind of ignorance,
unawareness of what constitutes ecological death and degradation of
the human habitat and what that portends for humanity.

That is why, only a few weeks after he took office, US President
George Bush does not feel embarrassed or threatened when he publicly
reneges on an election campaign pledge. His administration has
rejected all of the international treaties recently made to protect
mankind from a habitat rapidly rotting.

He can go back on his word because he knows few Americans will
challenge him on it. Apathy feeds on the ignorance, daily encouraging
the political system ­ acting chiefly for a deliriously greedy
corporate family ­ to perperate heinous crimes against mankind.

For the state and the pachyderms called corporations are but the head
and tail sides of the same coin. The President comes from a Texas
family so avarious for oil that in 1991, when his father was the
occupant of the Oval Office, the state squandered huge public
resources to brutalitalise the Middle East to secure oil to feed the
maws of corporate industry.

Of course, the big media ­ being part of that family ­ could not put
it that way. Bryan Appleyard comments in Brave New Worlds: Genetics
and the Human Experience: "Even when the real justification for
warfare is economic or strategic, the rhetoric of war is invariably
moral. In the Persian Gulf War of 1991, the Allies did not free

Apologists often argue that the corporations do not do it wilfully,
that, if they cause any destruction, it is only because they cannot
foretell the environmental consequences of deploying any technique.

Here, for instance, is Barry Commoner in The Closing Circle: "Driven
by an inherent tendency to maximise profits, modern private
enterprise has seized upon those massive technological innovations
that promise to gratify this need, usually unaware that these
innovations are often instruments of environmental destruction."

To which Herbert Schiller retorts as follows in Communication and
Cultural Control: "The basic factor in the introduction of new
technology is obviously the quest for profitability.
The 'unawareness' of the consequences is usually [only] an
indifference to the social costs ­ the ensuing environmental
degradation that affects society, not the producer."

This is obvious. Environmental law is flouted deliberately and often
defiantly. The White House, especially when occupied by a "neo-con",
routinely appoints well known anti-conservationists to head the
National Environment Protection Agency.

Take the ozone layer and hear what scientist Carl Sagan says in his
Broca's Brain: Reflections on the Romance of Science: "By accident a
few research groups in atmospheric photochemistry discovered that
halocarbon propellants from aerosol spray cans will reside for very
long periods in the atmosphere, circulate to the stratosphere,
partially destroy the ozone there, and let ultraviolet light from the
sun leak down to the Earth's surface. Increased skin cancer for
whites [my italics] was the most widely advertised consequence."

How did halocarbon producers react? Ask Sagan: "DuPont Company, the
principal manufacturers of halocarbon propellants, for example, took
the curious position in public debates that all conclusions about
halocarbons detroying the ozonosphere were 'theoretical'.

"They seemed to be implying that they would be prepared to stop
halocarbon manufacture only [after] the conclusions were tested
experimentally ­ that is, when the ozonosphere [has been] destroyed."

You can fully test this "theory" only by attacking the ozone to the
last atom, by which time there will be no DuPont because all living
things will have been killed by ultraviolet. But profit hunters think
only of the present. They are never really interested in the future,
even of their own children.

That is the point Sagan is making on cancer. It is that when
ultraviolet hits the earth full-blast, white people will be the first
to go because, in his words, "...blacks are neatly adapted to
increased ultraviolet flux..." For they contain more eumelanin, the
stuff that darkens the skin against ultraviolet, than Caucasians.

But, as I say, overnight profit is what makes corporations tick.
