In handing down the sentence, federal judge James Ware rejected defense attorney Jennifer Granick's argument that the Air Force, and other victims of the worm, improperly calculated their financial losses from the hack. The judge also declined to give Butler credit for his brief stint as an undercover FBI informant, during which he infiltrated a gang of hackers that had penetrated 3Com's corporate phone network. But the judge refused prosecutor Ross Nadel's request that Butler be immediately taken into custody in the courtroom, and allowed the hacker to remain free on bail until June 25th, when he's scheduled to report to prison. With credit for good behavior, Butler will be eligible for assignment to a community halfway house as early as April of next year, and will be released in mid-October 2002. He'll then serve three years of supervised release during which, under a special order, Butler will be barred from accessing the Internet without permission of his probation officer. Ware also ordered Butler to pay $60,000 in restitution. A consultant who specializes in performing penetration tests on corporate networks, the 28-year-old remained well regarded in computer security circles even after his March, 2000 indictment. Butler is known for his expertise in intrusion detection: the science of automatically analyzing Internet traffic for "signatures" indicative of an attack, and he created arachnids, a popular open source catalog of attack signatures that forms part of an overall public resource at WhiteHats.com Butler, known as "Max Vision" to friends and associates, crossed the line in June of 1998, at a time when much of the Internet was still vulnerable to a hole that had been discovered months earlier in a ubiquitous piece of software called the BIND "named" domain server. The hacker group ADM published a computer program capable of spreading through vulnerable systems automatically. Butler launched a special strain of the worm that penetrated systems, but also automatically closed the BIND hole as it spread, forestalling attacks from other hackers. Tall and soft-spoken, wearing a blazer and rumpled cargo pants, the hacker apologetically told Judge Ware that he got caught up in the need to close a serious security hole. "I got swept up," said Butler. "It's hard to explain the feelings of someone who's gotten caught up in the computer security field... I felt at the time that I was in a race. That if I went in and closed the holes quickly, I could do it before people with more malicious intentions could use them." Bashir Gemayel was inside the building for one last meeting with the party members and supporters. Bashir, the 34-year-old president-elect, nine days before he was due to take office for his six-year term, had grown careless in the prevalent euphoria of his newly acquired power and position. Oversight on Bashir Gemayels part and his new antagonism towards the Israelis, allowed his enemies to successfully attack and kill him. Bashir was careless. The Special Security Unit conducted by Elie Wazzen, alias «Abbas», who coordinated with H.K supplied Wazzen with information. Elie Wazzen profited during the year he commanded the unit, because he orchestrated all arms deals. The least he could do was to take good care of his «master» when the need arose! The explosion was reported a few minutes after it took place. Elie Hobeika dispatched me to inspect the premises. I was accompanied by the Israeli Liaison officer called «Mandy». As we struggled through the rubble, we saw bits of arms, legs, heads and shoulders strewn among the collapsed pillars. A gray-black cloud of dust and smoke billowed through the neighborhood. The street in front of the collapsed building was crammed with hysterical people crying and bellowing. Sheikh Bashirs wife, Solange, arrived a few minutes after us. Karim Pakradouni, Gemayels close political adviser shuttled in his Range Rover between the explosion site, Rizk Hospital and Hotel Dieu before identifying the President -elects obliterated body. By 6:00 p.m., the tension had become unbearable. The rescue workers were trying to clear the rubble under arc lights. I was there with «Mandy» who could not keep from crying. A wave of hallucinations seemed to take hold of the crowd. Everybody, even the most noted international pressmen, dreamed they had seen an ambulance carrying Bashir away, an ambulance which, in fact, never existed except in their ravaged minds. Later, a helicopter flew overhead and was driven off by the random shooting. Rumors started circulating like a flash in the pan, when somebody in the panic-stricken and angry crowd shouted that it was an Israeli helicopter sent to take Bashir to a hospital in Israel. But none of this was true and we knew it. The Israelis had the confirmation of Bashirs death long before the Lebanese forces did. They had the firm certitude at 8.30 p.m. while the Lebanese Forces command waited until Gemayels body was removed at 10:00 p.m. and carried by a Red Cross ambulance to the Hotel-Dieu. Collective hallucination mixed with mass hysteria and chaos blurred common sense. There, clamped down in front of the battered building, stood aghast rescue workers, family members, mentors, Kataeb party officials, members, supporters, friends, medical teams, military and militiamen. Instead of six years in office, Bashir, had only 23 days, but 23 days during which a myth was born. A myth that would soon become a stumbling block and an element of strife and conflict within the Christian ranks: Christian decision-makers, Lebanese forces, clans, Presidency. The assassination of Bashir Gemayel pushed his tough, ruthless and bloodthirsty lieutenants, and the Israelis into a hysterical rage and enraged them to vow vengeance. Sharon and Begin panicked. It is true that Bashir had disappointed them by turning down their peace treaty proposal, but they knew he would restore peace, law and order and shake off the Palestinian and Syrian tutelage. He was likely to bend in the end because with him they secured, at least a friendly Christian-dominated regime in Lebanon. In the meantime, Gemayels political adviser Karim Pakradouni, and the Lebanese Forces commander Fady Frem had in the meantime agreed to contain the militiamen. Shooting was prohibited. Meetings at the highest levels were held through the night. Beirut Radio, Kataeb Partys Radio Voice of Lebanon, Bashirs Radio Free Lebanon interrupted their usual programs and broadcast classical music without one single comment. The assassination of Bashir Gemayel destroyed the Christians ultimate dream. It sullied Israels honor, undermined American credibility and above all, ushered to an era of bloody inter-Christian feuds, treason and battles that led to the collapse of the power of the Lebanese Christian people who were burnt down by the leaders who took over. AIDS misery in Zimbabwe mirrors Africa's plight By Cris Chinaka NYIKA, Zimbabwe, June 22 (Reuters) - While the world's political elite meets in New York this month to plan the war against the AIDS epidemic, the people of Nyika village in Zimbabwe will be burying more of their dead. Nyika epitomises the total devastation and human misery brought on by HIV-AIDS affecting a staggering 25 million people across Africa, the epicentre of the global AIDS catastrophe. Even if the U.N. General Assembly agrees a battle-plan at its first AIDS summit meeting starting on June 25, it will be too late for most of the people in Nyika. Agnes Moyondizvo, a 72-year-old grandmother, cannot remember the last time a week passed in this southern African village without a funeral or a death because of AIDS. "Sometimes I have this feeling that God has abandoned us, and that this is the way we are all going to perish...At the rate at which this disease is killing us, I don't think there will be any survivors here in two years' time," Moyondizvo said. She has already buried two of her own eight children and three grandchildren in the past three years. In the five days before she spoke to this correspondent, five more people died in her tiny village of 40 families, all of them linked to HIV-AIDS. "We still mourn our beloved but very few people shed any tears. Maybe it's because people have cried so much that they don't have tears anymore," she said. The village cemetery is marked with fresh graves. Loved ones lie beneath freshly dug mounds of earth at family homesteads. Nyika, some 350 km (220 miles) southeast of the capital Harare, has become home to scores of AIDS orphans and many of the village's small farm plots are lying idle because of a lack of healthy adult workers. More and more villagers are queuing for meagre and scarce aid from the cash-strapped government, according to Moyondizvo. U.N. TO TACKLE AFRICAN MISERY The misery in Nyika is repeated through Zimbabwe and the entire African continent where the vast majority of sufferers cannot get access to proper drugs or adequate health facilities to help treat their condition. The United Nations meeting aims to lay the basis for a broad multi-billion dollar strategy to tackle AIDS worldwide. A plan to rescue Africa from its AIDS crisis is vital to get drugs to where they are desperately needed and to build a health infrastructure able to deal with this unprecedented calamity. Africa is home to more than 25 million people living with HIV-AIDS. Only a tiny minority can afford drugs which prolong life or which treat diseases linked to AIDS. Most are condemned to die in abject conditions, many ostracised by their own communities. Four of the five countries most hurt by AIDS are in Africa, led by South Africa which has more AIDS sufferers than anywhere else, followed by Nigeria, Kenya and Ethiopia, according to U.N. estimates. In five African countries -- Botswana, Lesotho, Swaziland, Zambia and Zimbabwe -- at least one in five adults are HIV-positive. In the hardest hit, Botswana, people are dying at an average of 23 years earlier than they would be without AIDS. Health officials say Zimbabwe has one of the world's highest rates of AIDS cases, with more than a quarter of its 14 million people estimated to be infected with the HIV virus. AIDS is killing at least 2,000 people a week, and experts predict Zimbabwe could become the first country in the world to record zero percent population growth next year. The test case can be the current attempt by pro-Palestinian groups and individuals to demonize Ariel Sharon as the butcher of Sabra and Shatilla. This has been going on for two decades, but the latest ploy is charging him with war crimes in the international court in Belgium where a Palestinian woman is bringing the charges against the Israeli head of state. This woman was raped and members of her family were brutally massacred by Christian Militiamen who hated the Palestinians for THEIR brutal occupation of Southern Lebanon and the numerous atrocities perpetrated by the great Palestinian fighters who were ultimately driven out by Sharon. Does this woman ( or even ANYBODY ELSE ) bring charges against the known rapists and killers? Of course not. There is no political advantage in doing that. Do you feel the cynicism? This should be seen as politically driven. Not only by the Palestinians (who know the truth and are using the tragedy of Sabra & Shatilla the same way they cynically use the deaths of their own children to achieve the status of super victim), but also those with specific political agenda like the BBC, as well as most of the Euro media who's economies depend on Arab oil from the Middle East, and have no particular intrest in Jews. The Palestinians have gotten to understand that their most receptive mass audience in the West are Liberals. Liberals respond to victimology as Pavlov's dogs responded to bells. They begin to salivate for the opportunity to prove to themselves and other Liberals what good people they are by sympathizing with a perceived victim while actually doing nothing of consequence. This is how the USA and Euro Globalists got a majority of their citizens to back the destruction of Yugoslavia. The aggressors, the Albanian Separatists, were presented as victims of the evil Serbs even though they were paid by the CIA and German Secret Services to start a secessionist revolt in a country which the Globalists wanted to destroy for being a non-Capitalist economy. By doing this, the West's ( war criminal ) media began a one sided exposition of the horrors of civil war. PR firms were hired to plan and manage the " victimization " of the Albanians. This worked splendidly. Gullible Liberals, were the specific target of this campaign because they are the current majorities in both the US and the EU. NATO destroyed an old reliable ally who helped save Europe from Hitler by forcing the Germans to start Barbarosa much later than planned. The Serb rebellion tied up German armor until the Serbs were defeated and sent to concentration camps to die. They were directly responsible for Germany's late winter invasion of Russia. Since the police are more constrained by the purse strings of federal administrators they more and more become the handmaidens of the federal authorities and have no leeway to act. Of Withholding Power Former Employees Scheduled To Testify Before The State SAN DIEGO, June 21, 2001 (CBS) After deregulation, Duke Energy bought four California power plants. The company appears to hold the record for the highest price ever charged for electricity — almost $3,900 a megawatt. Before the energy crisis the average price was only $30, reports CBS News Correspondent Vince Gonzales. In an exclusive interview, workers from Duke's South Bay Power Plant tell CBS News how they think Duke may have pushed up prices. "Their exact quote was they're making more money than they ever thought possible," recalled Glenn Jonson. Johnson, who was a mechanic at the South Bay plant for more than 20 years, supports what state investigators say happened across California — units were shut down unnecessarily in order to shrink the supply of electricity. "I felt I was directed at pieces of equipment that didn't need to be taken down at that particular period of time," said Johnson. Johnson also claims Duke ordered maintenance shutdowns even though he didn't have the needed parts. "Looking back at it, it would tell me they wanted the load limited," said Johnson. Asked if that meant less power would be coming out of the plant and higher prices, Johnson replied, "Correct." Ed Edwards knows why they had to wait for spare parts. A supervisor ordered him to get rid of them. "I explained to him, 'Man, that's good stuff. These are parts we can use.' And so I took a forklift and I disposed of some 23 palettes of good inventory," said Edwards. And after 22 years at the plant, he couldn't understand Duke's decision to constantly run the most expensive turbine that produced the least power. "I cant tell you (why Duke would do that). My opinion would be it had something to do with economics," said Edwards. Jimmey Olkjer is no economist, but he was an assistant control room operator at the plant. "Why do you think they ran it so much? It cost more to run so you can charge more for each megawatt," said Olkjer. Control room logs obtained by CBS News show Duke Energy Trading and Marketing (DETM) ordered power levels to quickly rise and fall — something Olkjer says never occurred before deregulation at Duke. "Well, that means to me they were manipulating the market," said Olkjer. "We stand behind our maintenance practices and have done a good job keeping the power flowing," said Duke spokesman Tom Williams. Williams says the expensive turbine met demand and environmental requirements. And as for the logs, Duke says every change in power level was ordered by the state. "The state ordered us to do make those changes," he said. The ISO or Independent System Operator, which has already accused Duke of withholding power 80 percent of the time last year, is checking its own logs and may have some answers Friday, when the plant workers are scheduled to testify before a state committee on price-fixing. "This needs to be exposed. When I look at my bill every month, having the knowledge of what's going on behind the scenes, I think it's a crime that everybody's paying the amount of money that they are," said Edwards. "It just seems to be morally wrong. There is a thing about making a fair profit and there is nothing fair about this," said Johnson.

So crude is Stone's work here that it unintentionally recommends itself for pedagogical use thus: Confluence of interest First off, it's generally wise to avoid quoting exclusively those people who maintain a vested interest in the very thesis one's 'news item' promotes. This practice tends to tip off readers to one's partiality, and should be discouraged. In Stone's case, the thesis is that evil hacking masterminds in Russia, North Korea, Iraq, Libya, Cuba, Israel and China are poised to cripple all of Christendom at any second with the click of a mouse. In support of this, Stone foolishly limits her sources to US Defense Secretary Donald Rumsfeld, who likes the idea of diverting public funds to cyber defense (hey, it's not his money); Clinton Administration Deputy Defense Secretary John Hamre, who made a career of terrifying anyone who would listen of an "electronic Pearl Harbor" which remains forever just around the corner; Congressional Research Service defense analyst Steven Hildreth, who needs something to analyze to keep his job; National Defense University instructor Dan Kuehl, who likewise needs something to teach; US Army Major General Dave Bryan, who needs someone to fight; and iDefense CEO James Adams, whose vast pocketbook feeds rapaciously off the hacker hysteria of all the above, and who needs your support so their budgets will continue to accommodate his ambitions. Now, the smart way to go about persuading readers of this improbable nonsense would be to quote the relevant government apparatchiks and opportunistic defense-contracting plutocrats in such a way as to appear impartial while subtly privileging their message. This can be accomplished by interviewing a number of opponents as well, and then filtering all the quotes in a clever manner. For example, one might arrange the source material in two columns on a note pad: Column A with a series of quotes from the people one wants readers to take seriously; Column B with a series of quotes from nay-saying critics one wants dismissed out of hand. One needs only re-arrange the Column A material in descending order of rationality and the Column B material in ascending order of rationality, and then run the top three or four items from both. See how easy that is? All normal human beings naturally say both smart things and stupid things whenever they open their mouths, so you simply run the smart things said by the ones you want believed, and the stupid things said by those you don't. A glance at her roundup of the 'tech stuff' tells us all we need to know: Analysts say the US arsenal likely includes malevolent "Trojan horse" viruses, benign-looking codes that can be inserted surreptitiously into an adversary's computer network. The article is part of a bill being prepared by the committee on incitement to violence in Israel. It generally seeks more severe punishment for such incitement, setting a maximum penalty of five years imprisonment. Justice Minister Meir Sheetrit, Attorney General Elyakim Rubinstein, and State Prosecutor Edna Arbel tried to dissuade the committee's MKs from passing the bill, to no avail. Sheetrit said a bill that legalizes attacking a suspected member of a terrorist organization "is a very dangerous measure that undermines democracy and basic human rights in our country. It accomodates 'field trials' ... and even a lynching or sentencing to death by a mob that suspects someone is a terrorist." Five of the MKs supporting the bill were Shaul Yahalom (National Religious Party), Nissim Zeev (Shas), Yuval Steinitz (Likud), Yosef Lapid (Shinui) and Yael Dayan (Labor). Against it were the chairman of the committee, Ophir Pines-Paz (Labor), Nehama Ronen (Center) and Anat Maor (Meretz). Sheetrit said he intends to propose removing this article when the bill is brought to the Knesset plenum for a vote in the next few days. Sheetrit, Rubinstein and Arbel did manage to change one article in the bill making it possible to charge those suspected of inciting violence. Sheetrit said the original wording of the article prevented authorities from indicting suspects of incitement - because police had to prove "with near certainty" that the incitement would have led to an act of violence. The article was changed to "with reasonable possibility.

Tuccille c. 2001 About.com 6-15-1 Several months ago, I penned a column called "Cops who say 'no'" that turned out to be one of the more thoroughly hashed-over pieces that I've churned out. As happens when I have lots of white space to fill, I waxed philosophic and evoked my inner literary self even quoting Ralph Waldo Emerson on the way to making a simple point. I suggested that in an age of proliferating laws that micromanage our lives and that involve ever-scarier law-enforcement powers, police officers have an obligation to consider the morality of the laws they enforce, and to refuse to enforce laws that have no business on the books. It's nice to be noticed, and my e-mail soon demonstrated that people have been paying attention. Messages pro and con streamed in, with a preponderance of readers saying that they agreed with the point I was making. Dissenters tended to use stronger language, leaving me only one possible response: My mother is not! - or not so that you can prove, anyway. Among the more interesting messages was a note from a retired police officer (I've checked his credentials) who served with a major urban-area law-enforcement agency, and so has more first-hand familiarity with modern policing than I hope to ever have. This former officer, who asked me not to use his name so that he gets no more grief at reunion picnics than necessary, suggested that my heart might be in the right place, but I just don't understand the depths of the problem. Rather than paraphrase what the one-time police officer said so well, I reproduce his note below... ___ I was a police officer for many years and am now retired. It is apparent to me that you suffer a few misunderstandings of the police officer's job. However, that is not to say that you aren't right. There are many laws that are stupid, wrong, unconstitutional, feel-good (hate crimes come to mind) and silly. Each police officer is given discretionary decision-making power. That means that barring the commission of six particular crimes (Burglary, Arson, Rape, Robbery, Murder and Mayhem) a police officer may decide for him or herself whether to arrest, report, release in the field, or simply to do nothing. For decades, I nullified bad laws (e.g., concealed carry of a weapon by honest citizens, gambling and prostitution) and so did many other officers. We did it because we had the power to and it was the right thing to do. Before you suggest how to correct modern day law enforcement, I suggest you first review the reason modern local law enforcement is becoming the police state's handmaiden. It is simple: Federal influence. Since the Nixon / Mitchell Administration, federal funds, training, hiring standards and procedures have penetrated into local law enforcement in an insidious manner. Training is of the siege mentality type, fear is inculcated in training, and the belief that no one needs a firearm but the police is encouraged and fostered. Waco was made possible by a perjured affidavit swearing that a drug lab was on the premises. They lied and got the army to help under Titles 26 and 32, USC. These are the same people who have been training local law enforcement for decades. Until we can remove the federal influence in local law enforcement, it will just get worse. Hell, it may not even be reversible. I respect your intentions, but there is a hell of a lot you don't know about how bad it has gotten in local law enforcement. Many of these kids have never read the Constitution, nor have they been required to. They also have a natural antipathy towards armed citizens as a result of brainwashing in primary and secondary school. Many are also unrestrained and unfamiliar with self-discipline. This can be fatal if not harmful to an innocent who is doing nothing more than lawfully owning a firearm. The job is one of the safest there is statistically, and I am sick of police administrators, in their effort to build empire, lying about being "outgunned." They pander to federal anti-constitutionalists by crying for more gun laws, but no mention of severe treatment for violent criminals. No one is in law enforcement by way of impressment or the draft. They are all volunteers and if anyone is in fear of armed citizens and not armed criminals, they should get another job, perhaps a milk route. I wouldn't recommend the U.S. Postal Service, though. Local police are in danger of ceasing to be responsible at all to their local community and taxpayers. ___ The note is disturbing because it reflects concerns that I've heard before, but says that the problem is much more advanced than I've suspected. US health officials keeping an eye on potential bubonic plague exposure DENVER, Colorado, June 20 (AFP) - Colorado health officials are carefully examining reports of possible human exposure to bubonic plague that has killed a sizable portion of a nearby prairie dog colony. While health officials have confirmed the prairie dogs do carry the deadly but treatable disease, they are unsure if colony neighbors -- including a unidentified man who died of plague-like symptoms Monday -- have contracted the disease, said Tisha Dowe, director of the El Paso County Department of Health and Environment. "Right now, we're out checking other prairie dog colonies, too," Dowe said. "In the meantime, I've alerted doctors in the area to watch for symptoms just in case." As a precaution, the humans are being treated with antibiotics while health officials investigate whether there is a connection with the rodents, Dowe said. The county began spraying the colony to kill infected fleas which transmit the disease to humans. Health officials were alerted to the incident after a number of the rodents were found dead in the past week. Bubonic plague, which killed an estimated 25 million people in Europe in the 14th century, is a disease carried by rodents that is normally transmitted to humans through bites from infected fleas, said John Pape, a Colorado Department of Health and Environment epidemiologist who specializes in animal-borne illnesses. The plague produces flu-like symptoms, including high fever, chills, headaches, severe fatigue, vomiting and tender or swollen lymph glands that appear two days to a week after exposure, Pape said. "This is not the kind of flu that, when you get it, you wonder if you should go to the doctor," Pape said. "When you get it, you know it. It hits you that hard." While the threat of a widespread epidemic is minimal, Pape and other health officials have issued warnings alerting the public and their pets to stay away from the rodents. Pets, more likely to pick up the unwanted fleas as passengers, have transmitted the disease to more than half of the humans reported to have contracted the disease, Pape said. "We get reports of rodent die-offs every year throughout the west, but it rarely makes the jump to humans," Pape said, "The last time a human contracted it from another human in the United States was in 1924. Unlike 14th-century Europe, we don't have infected rats in our homes." Earlier this month, Colorado health officials confirmed other cases of plagued animals in the southern city of Pueblo and the Denver metropolitan area, but no human victims were reported. Last year, one human was treated for the disease on the state's Western Slope. The last confirmed bubonic plague death in the state was in 1999, one of three human cases in the state that year, Pape said. -Caveat Lector- If you believe embryos are humans... ...then curbing research on stem cells is an odd place to start protecting them By Michael Kinsley http://www.cnn.com/ALLPOLITICS/time/2001/06/25/embryos.html June 18, 2001 Posted: 3:41 p.m. EDT (1941 GMT) President Bush is said to be hoping for a compromise on whether to allow federally funded medical research on cells from human embryos. Compromise is a worthy goal. But on this issue, the notion of compromise is an odd one for a couple of reasons. First, the Clinton Administration's rules that Bush has suspended while he searches for a compromise are themselves a compromise. They forbid federally funded researchers to destroy human embryos, but they allow the use of stem cells from embryos destroyed by others. What Bush wants is a compromise of a compromise. Second, the argument for banning this research depends on absolutism. It's not just that people who oppose research using embryos feel strongly about it. It's that the entire logic of their case makes it hard to give them anything they would value as half a loaf. To justify standing in the way of cures for some of humanity's most dreaded diseases, you have to accept the right-to-life argument in its most extreme form. We're talking here about newly formed embryos. These are not fetuses with tiny, waving hands and feet. These are microscopic groupings of a few differentiated cells. There is nothing human about them, except potential--and, if you choose to believe it, a soul. Moreover, under the rules Bush is blocking, stem-cell research would not actually take the life of a single embryo. Researchers would use embryos that are being discarded anyway. To anyone who actually believes that new embryos are just as human as you or me, this last point is like saying, "Well, the Holocaust is going on anyway, so we might as well turn a few dead Jews into lampshades." Accommodating to evil is evil. But if this is your line, you had better really, really believe that discarding embryos is just like gassing Jews. That's because if you get your way, then real, fully formed people will suffer and die for your abstract point of principle. In fact, real people will suffer and die as a result of any compromise that partly accommodates your abstract principle. For that matter, real people will suffer and die because of the months every breakthrough has been delayed while Bush looks for a compromise. And because of Clinton's compromise. And because of all the years federal stem-cell research was banned before that. Even if the recently discovered adult stem cells turn out to be almost as good as embryonic ones, which many politicians are hoping will spare them a tough decision, that "almost" will lead to unnecessary suffering and death if adult cells become an excuse to restrict embryonic ones. So, if that's what you think justice for embryos requires, you had better be sure you're right. Are we really going to start basing social policy on the assumption that a few embryonic cells equal a human being? If so, restricting research on discarded embryos is an odd place to start. Why not restrict fertility clinics, which routinely produce more embryos than they need and destroy the surplus? To pursue the gruesome Holocaust analogy, it's like outlawing the lampshades while ignoring the gas chambers. And yet President Bush is not searching for compromise on the issue of fertility clinics because there is no such issue. The Roman Catholic Church and others are publicly opposed to high-tech fertilization techniques, but they are not beating the drum about it. And fertility clinics are not the only place where embryos are routinely destroyed in the course of making a baby. Every year, in the U.S. alone, nature (or God) kills hundreds of thousands of embryos so young that the bearer didn't even know she was pregnant. About 15% of pregnancies end in miscarriage, most of them in the embryo stage. Although there is research going on to reduce miscarriages for the sake of would-be mothers, there is no big crusade to save the lives of these lost embryos. Why not? Contrast this widespread tolerance, if not acceptance, of the mass slaughter of embryos, even among right-to-lifers, with the huge fuss that antiabortion forces have stirred up over the relatively rare practice they insist on calling partial-birth abortions. This campaign emphasizes how recognizably human end-of-term fetuses are. The explicit or implicit argument is that these physical human qualities are at least part of what makes late-term abortions as morally objectionable as killing a postbirth human being. Either this argument is utterly disingenuous or the corollary must be that destruction of a newly conceived embryo is morally less objectionable. If stem-cell research is banned or limited on the principle that just- conceived embryos have rights just like the rest of us, that will be a principle applied almost nowhere else. By Steve Kettmann 12:29 p.m. June 20, 2001 PDT BRUSSELS, Belgium -- Maurizio Turco, an Italian member of the European Parliament, shook up the last scheduled meeting of the temporary committee investigating the Echelon interception system in more ways than one Wednesday afternoon. Turco, who describes himself as a "radical," charged that the committee's year-long investigation may have raised international awareness about the satellite-based surveillance system, but it was in effect nothing more than a smokescreen. "The fact is, the Europeans set the whole thing up to distract attention while they set up their own system," Turco alleged. Committee chairman Carlos Coelho dismissed Turco's accusation as an attempt to grab the spotlight for himself, and there was no question that Turco has his own agenda. Minutes after the meeting started, Turco moved for an adjournment on the grounds that parliamentary procedure had been violated by the failure to translate and circulate all the minutes from previous Echelon committee meetings. What at first seemed a mere attention-grabbing ploy set off a lengthy discussion, and in the end the committee postponed its final vote on its resolution. It also delays consideration of the final version of a 113-page report on Echelon, prepared by Rapporteur Gerhard Schmid, a German Parliament member. Now, a vote on whether to submit a formal protest to the United States concerning Echelon, originally planned for Thursday, has been pushed back to July 3. But whether or not Turco -- president of a block called the Radical MEPs of the Lista Bonino -- was grandstanding, his charge that Europe is establishing its own Echelon-type system was not dismissed lightly. The reasoning is simple enough: If the United States and its partners are monitoring telephone calls, faxes and e-mail through Echelon, can anyone be surprised if other governments covet similar capabilities? Ilka Schroeder, a German Green Party member who spoke at the meeting, said that while she often disagrees with Turco, she thinks he might have a point about European efforts to establish their own version of Echelon. She referred to recent talks among European ministers concerning the expansion of a program called ENFOPOL to include such sensitive areas as credit-card information and IP ports. "This could be much worse than Echelon," Schroeder said. "If this is a report (from the Echelon committee) that pretends to protect the fundamental right to privacy in the European Union, then it must talk about ENFOPOL, because that could be a worse threat to privacy than Echelon. "Even as a member of Parliament, it is hard to get information about what they have decided. They aim to have complete surveillance of anyone in the European Union in real time." Her position is that all secret services are fundamentally untrustworthy and ought to be disbanded. She objects to the Echelon committee's emphasis on trying to bring the satellite-based surveillance activities of the United States -- in league with Great Britain, New Zealand, Australia and Canada -- under some kind of legal oversight, perhaps even through the World Trade Organization. "This is not a matter of law," she said. "Secret services have broken laws so many times, you cannot just make a law. Any democratic control makes secret services more legitimate." As for whatever efforts are underway to give Europe an Echelon-type system, Turco said he was serious about the charges he made in the meeting. "I think that certainly in Europe, there is the political will to establish a snooping system which has the same technical aspects as Echelon, a kind of European Echelon," he said. "Surely in Germany, for example, there is already the technology that makes it possible." Coelho, the Portugese Christian Democrat who oversees the committee, looked weary when the subject of Turco came up later. "I can't understand why he says what he says, and I can't understand why he tables the amendments (to the resolution) that he does," Coelho said. "It seems to me he is trying to make a good headline in the Italian press. If I say something strong like that, I can make headlines, too. But I don't want to do that." But as Schroeder pointed out, there were other signs during the committee meeting of strange currents at work. For example, one of the 160 amendments up for discussion Tuesday -- Amendment 151 -- called on the European Commission and the member states "to invest in new technologies in the field of decryption and encryption techniques." And if the point was lost on anyone, Erika Mann of Germany, who offered the amendment, reiterated the point in the meeting. "If we are to have an independent security policy, and we've said that we want that in the European Union, then we should make the necessary investment in decryption," she said. So it would be hard to find a more unlikely advocate for federal price controls than California Congressman Duncan Hunter, whose voting record nearly every year gets a 100% rating from the American Conservative Union. But when the owner of a small metal shop in El Cajon showed Hunter his December electric bill- -$115,000 for the month, four times what the man had been paying before the state's electricity crisis began--Hunter changed his mind. "I came to the conclusion that this wasn't free enterprise," the San Diego County Republican says. On the day George W. Bush was inaugurated, Hunter introduced a bill authorizing the new Administration to impose caps on "unjust and unreasonable prices in the electric-energy market." The Administration wasn't interested. For the past six months, Bush and Vice President Dick Cheney have rarely missed a chance to say what a huge mistake government controls of California energy costs would be. But the argument has been slapping up against an obvious political problem: Bush's free-market principles mirror the financial interests of his backers in the energy industry--top executives who are cashing in stock options for tens and hundreds of millions of dollars while their corporate profits are tripling. "The consequence of the inaction has been a massive transfer of wealth from the ordinary citizens of California to rich energy barons in Houston, Charlotte and Atlanta," California's Democratic Governor, Gray Davis, told TIME. The state's wholesale energy bill grew from $7 billion in 1999 to $27 billion last year, and could reach $55 billion this year. With 54 electoral votes, California isn't used to getting the cold shoulder from Washington. But if the plight of the state's ratepayers hasn't forced Bush to rethink the wisdom of price caps, the plight of its Republicans may have. Control of the House in next year's midterm elections could depend on half a dozen endangered G.O.P. seats in California. That's why House majority whip Tom DeLay told Bush two weeks ago that he shouldn't count on Republicans to beat back price caps. There may be collateral damage at the other end of the Capitol as well. Sources say Senate minority leader Trent Lott has warned Bush aides that California's problems could infect 10 Western states, endangering Colorado's Wayne Allard, Idaho's Larry Craig and Oregon's Gordon Smith. And while Bush may be writing off California's votes, plenty of Democrats covet them, including putative presidential contender Joe Lieberman, whose first act as a new committee chairman last week was to launch hearings into the state's energy crisis. So Bush is in a bind--caught between his principles and moneymen on one side and the prospect of summertime blackouts, spiraling prices and mutinous legislators on the other. He needs a way out, and may have found one. For the past year, FERC has ignored pleas for sweeping electricity price controls in California and other Western states. Last fall, at a congressional subcommittee hearing in San Diego, chairman Curtis Hebert suggested that consumers should learn to live with higher electricity prices. "If the truth kills Granny," he declared, "let her die." When things got really bad last spring, FERC limited prices only during the worst power emergencies. But this week FERC is expected to approve full-time price controls. Why is FERC relenting? The argument against price caps is that they do infinitely more harm than good, as Jimmy Carter and Richard Nixon discovered when they allowed government bureaucrats to clog the gears of a free market. Price caps, says Energy Secretary Spence Abraham, are merely a formula for "an increase in the scope, duration and frequency of blackouts." But Davis, along with virtually the entire California congressional delegation, Democratic and Republican, says the market now is anything but free. It is being manipulated, in their view, by energy companies that have wrung billions out of California consumers by squeezing supply to create artificial shortages. HOUSTON (Reuters) - The husband of a woman who confessed to drowning their five children said on Thursday he still loved her and blamed the tragedy on her severe case of postpartum depression. Russell Yates, at times fighting back tears but for the most part remarkably composed, told reporters that what wife Andrea Yates did was ``incomprehensible'' because she was a ``kind and gentle person'' who loved their kids. ``I'm supportive of her because on the one hand I know she killed our children...but on the other I know that the woman here is not the woman who killed my children,'' he said, pointing to a photograph of the family taken a few months ago. ``She had her psychotic side effects with her depression that led her to do this. She loved our kids and anybody that knew her knew that.'' ``Andrea, if you see this, I love you,'' said Yates, who spoke to reporters in the front yard of the one-story suburban home where the children were killed on Wednesday. Andrea Yates, 36, was jailed without bond on a charge of capital murder, which under Texas law could bring her the death penalty. She was due to be arraigned on the charges on Friday. She called police to their home near NASA's Johnson Space Center on Wednesday morning and told them she killed the children -- four boys and a girl who ranged in age from 6 months to 7 years. The four youngest -- Luke, 2, Paul, 3, and John, 5, and 6-month-old daughter, Mary -- were found in a bed, their still-wet bodies covered with a sheet. Seven-year-old Noah was in the bath tub where police believe Yates drowned the children. Russell Yates, a 36-year-old NASA computer engineer, said his wife called him at work and told him he needed to come home. ``I said 'is anyone hurt' and she said 'yes.' I said 'who' and she said 'the children...all of them.' My heart just sank,'' he said. Yates raced home to find the police already there. He said his wife of eight years suffered separate episodes of severe postpartum depression after having their fourth and fifth kids and had tried to commit suicide two years ago. The depression caused her to become so withdrawn and incapacitated that his mother, Dora Yates, would come over to help care for the children. Doctors used a cocktail of drugs to help Yates during both bouts of depression. She was currently taking medication that included Haldol, Yates said. According to Baylor College of Medicine psychiatry professor Lauren Marangell, Haldol is usually prescribed for psychosis, a more severe illness than garden variety postpartum depression and one more likely to lead to violence. When she was well, Andrea Yates homeschooled the children and lavished attention on them, Yates said. The report, from the National Research Council's Board on Army Science and Technology, was prepared by a 16-member committee chaired by Michael Ladisch, a distinguished professor of biomedical engineering and agricultural and biological engineering at Purdue University. The council is the principal operating arm of the National Academy of Sciences, the National Academy of Engineering and the Institute of Medicine. By the year 2025, biotechnology will likely bring advances such as "rugged computer memories" made from genetically engineered proteins, camouflage materials and lightweight armor inspired by living organisms, portable solar-power systems, "biological markers" that help to distinguish friendly soldiers from the enemy, wristwatch-size sensors and devices that detect biological and chemical warfare agents. The report specifically does not address the use of biotechnology for offensive applications. To illustrate the dramatic significance of emerging technologies, the report includes hypothetical, but realistic, battlefield scenarios in the year 2025. "Although soldiers in 2025 may look much the same as their present-day counterparts, they will be drawn from a society that has been armed by biotechnology with increased strength and endurance and superior resistance to disease and aging," the report states. "By then, biosensors may be able to detect chemical, biological and environmental threats of all kinds, bio-electronics components could enable combat systems to survive in high-radiation environments, biologically inspired materials could provide light protective armor for soldiers, and therapies for shock trauma from excessive bleeding could be developed." Biotechnology uses organisms, tissues, cells or the molecular components derived from living things to make products or to perform functions. It's a technology used to produce drugs and antibiotics like penicillin, and to make new materials and devices. Biotechnology also sometimes involves altering the workings of cells or components inside cells, including their genetic material. Ladisch said the committee, made up of experts from industry, academia and government, was formed in late 1999 to create the report, which also was reviewed by an independent group of researchers before it was approved. "Some of these ideas may really seem far out because we are looking toward the year 2025," Ladisch said. The report includes insights about likely advances resulting from research into the genetic structure and function of humans and other organisms, including possible biological warfare agents. "If soldiers on the battlefield are exposed to a biowarfare agent, advances in genomics could make it possible to quickly identify this agent and produce a vaccine," Ladisch said. The report has two overall conclusions: * To keep pace with the unprecedented rate of discovery and the anticipated increase in biotechnology developments, the Army will have to establish new, effective partnerships with the emerging biotechnology industry, participate in research and develop the capabilities to act on opportunities as they arise. * Because commercial markets for medical applications will drive many advances in biotechnology, Army scientists and engineers must expand their understanding of biology's role in research leading to military applications. The report recommends that the Army adopt new approaches to work with the private sector, encouraging relationships between government and industry. The report also urges the Army to invest in education, assembling "a cadre of science and technology professionals capable of translating advances in the biosciences into engineering practice." His role as professor of international security, part of the university's peace studies department, has led his team to receive regular Nato funding for research into the field and led to a personal invitation to the conference. He said: "The British discovered during the Second World War the best way of attacking humans is by spreading poisons in the air, and it is clear that the use of toxins on the battlefield will have rapid effects. "But until we had genetic engineering it was not possible to produce these toxins in large quantities." As hundreds of anti globalisation rioters offered tangible proof of alienation in violent clashes on the streets of Gothenburg, the 15 heads of government attending the Swedish summit were warned that ordinary people remain frustrated by their remoteness and lack of democratic accountability. Anarchist riots forced them to cancel a planned dinner at a restaurant in the city centre and stay instead in the heavily guarded conference centre. Britain's low election turnout has deeply unsettled ministers. But the catalyst for yesterday's agonising was an unusually outspoken public intervention by Bertie Ahern, the Irish prime minister. Mr Ahern told colleagues that Ireland's shock rejection of the Nice treaty, which paves the way for EU expansion up to 27 members, underlined a "widespread sense of disconnection" between the union and its people. But anxiety with the 54% to 46% voter rejection of Nice in Ireland was barely concealed by some summiteers. Muslims in France have been struggling for more rights and acknowledgement of Islam. French Muslims make up the single largest Muslim community in Europe. Their number is now estimated at around 6 million, or up to 10 percent of the total French population. Muslims are second in size only to the Roman Catholic community. The Muslim labor force and Muslim businessmen constitute significant economic power in the country, about 60% of them hold French nationality. Statistics show that Islam is the fastest-growing religion in France; some 50,000 Frenchmen and women are said to be converting annually. Mahathir, who marks 20 years in power next month, also savaged opposition parties, foreign powers and the overseas media which he said wanted to make Malaysia a puppet state. The premier, opening the annual meeting of the United Malays National Organisation (UMNO), rejected criticism of his "mega-projects" and accusations of cronyism. He acknowledged that UMNO, which has held power as the dominant coalition partner since independence in 1957, might become a minority Malay party in the next election -- which must be held by 2004. Yet Mahathir accepted no responsibility for the loss in support. "Aren't almost all the allegations against the government baseless?" he asked at one point. He depicted UMNO as the only defender of Malay special rights and accused the opposition Parti Islam SeMalaysia (PAS) of willingness to barter those rights to win power. Mahathir expressed frustration that a 30-year affirmative action programme, to help majority Malays narrow the wealth gap with the minority Chinese, had failed to achieve its target. But the Malays were to blame. While Malaysians could count their blessings with the strong recovery from the 1997/98 Asian financial crisis, the 1999 election showed that "many Malays were not grateful and tried to overthrow the government that saved the nation (through capital controls) and the Malays themselves." UMNO lost 22 parliamentary seats as many Malays forsook it -- partly due to anger over the sacking and jailing of Mahathir's popular former deputy Anwar Ibrahim. PAS, which is also a Malay party under Malaysia's race-based political tradition, was the main beneficiary. Mahathir lamented the low intake of Malays into universities. Malay children were no less intelligent than other races but "many Malay children are lazy and uninterested in studying," he said. PAS was encouraging students to neglect "secular" subjects in favour of Islamic studies and discouraging mastery of English, which was crucial in the Information Age. Mahathir criticised a "get rich quickly" culture among Malays who squandered economic opportunities under affirmative action. "After 43 years of trying, after billions of ringgit allocated, after several banks and a variety of funds are established, today the achievement of Malays in trade and industry is still low," he said. He added: "Is this caused by the government's lack of effort? A race which is deprived of government assistance (the Chinese) can clearly succeed. "Why can't the Malays who are given all sorts of help succeed?" Mahathir renewed his attack on foreign currency speculators whom he blames for the Asian crisis. He criticised what he called foreigners' support for the opposition but said their only real motive was to recolonise Malaysia economically. "They (foreigners) hate Malaysia especially the current leadership and hate it extremely. They especially hate it because Malaysia was able to defend the economic and financial attack they launched (through speculators) ... "They loathe the Malaysian government for exposing their evil intent when it introduced the concept of globalisation and a borderless world." Globalisation's aim was to dominate the world through Western economic might. "It is only idiots, who always idolise the whites, who will not accept all this." Malaysia, Mahathir said, was hated "because we are regarded not only as a big-headed developing country" but a country led by Muslims and, by Western definition, a terrorist country. [CTRL] The Sudan Peace Act: Perpetuating Africa's Longest War
-Caveat Lector- The European-Sudanese Public Affairs Council 1 Northumberland Avenue London WC2N 5BW England Tel:020 7872 5434 Fax:020 7753 2848 Email: [EMAIL PROTECTED] Date of Publication: June 2001 THE 'SUDAN PEACE ACT': PERPETUATING AFRICA'S LONGEST WAR On 13 June 2001, the United States House of Representatives passed "An Act to facilitate relief efforts and a comprehensive solution to the war in Sudan", also referred to as the 'Sudan Peace Act'. A more explicit example of confused, distorted and poorly-informed legislation would be hard to find. It is an Act that while paying lip service to the need for a "negotiated, peaceful settlement to the war in Sudan" at the same time provides one side to the conflict with millions of dollars worth of logistical assistance. It is an Act that decries the manipulation of food aid while ignoring the fact that the side it is supporting has been accused of diverting two-thirds of food aid within the areas it controls. It is also an act which decries the abuse of human rights within Sudan but provides millions of dollars to those accused of appalling human rights abuses in Sudan. In so doing the United States seeks to continue foreign interference in a conflict that has raged since 1955, fought, in its most recent phase, since 1983 between the Khartoum government and the Sudan People's Liberation Army (SPLA) led by John Garang. Even a brief examination of attempts to achieve a comprehensive solution to the conflict in Sudan and relief efforts within that country reveal the deep flaws within this legislation. A "negotiated, peaceful settlement to the war in Sudan" In any examination of the search for a "negotiated, peaceful settlement to the war in Sudan", a little should be said first about those people who drafted this Act. The Act was drafted by legislators such as Representatives Tancredo, Wolf and Payne and Senators Frist, Brownback and Feingold, whose previous involvement with Sudan had resulted in an escalation in the Sudanese conflict and regional tensions. In April 2001, former United States President Carter, one of the most respected and objective commentators on events within Sudan, said of this period: "For the last eight years, the U.S. has had a policy which I strongly disagree with in Sudan, supporting the revolutionary movement and not working for an overall peace settlement." (1) This echoed earlier concerns voiced by Carter. In December 1999 he had observed: "The people in Sudan want to resolve the conflict. The biggest obstacle is US government policy. The US is committed to overthrowing the government in Khartoum. Any sort of peace effort is aborted, basically by policies of the United States...Instead of working for peace in Sudan, the US government has basically promoted a continuation of the war." (2) It is clear, then, that these legislators are hardly the best qualified group of people to talk about peace in Sudan. Far from working for peace they have stood by while the United States militarily and economically destabilised the largest country in Africa. They helped shape American Sudan policy from 1993 onwards - precisely the period referred to by Carter. While they publicly lament the numbers of deaths during this conflict, they are themselves directly responsible for the deaths through war, starvation or disease of thousands of Sudanese. Far from taking Carter's concerns into consideration, the 'Sudan Peace Act' merely perpetuates the Clinton Administration's failed and farcical Sudan policies. The United States Congress has shown itself either amazingly naïve or blatantly hypocritical in drafting the 'Sudan Peace Act'. In either case this piece of legislation reflects very badly indeed on Congress. This American attitude is all the more regrettable since the Sudanese government has repeatedly invited constructive United States involvement within Sudan. (3) A "comprehensive solution to the war in Sudan"? While making for good rhetoric, Congressional calls for a comprehensive solution illustrate either naivety or cynicism. For a solution there has to be some sort of political objective on the part of those waging war on the Sudanese government. The political complexion of the SPLA movement has varied from professedly Marxist through to now politically identifying with American Bible-belt Christian fundamentalists. Even on such a fundamental issue as to whether the SPLA is fighting for a separate south or a united Sudan, there continues to be confusion. (4) The war has always been about the political status of southern Sudan. While the SPLA appear to be confused, the Khartoum authorities' approach would appear to be clear. If the SPLA are fighting for autonomy or even separation this has already been offered by the government. In 1997, having already introduced a federal system and exempted southern Sudan from Sharia law, the Sudanese Government, in the Khartoum Peace Agreement, also offered, amongst other thi

The fungus -- typically known as "magic mushrooms" because of its hallucinogenic effect -- seemed like a good topic three years ago because of the wide variety of available research material, said Longino, who is now 18 and has just graduated. But not everyone agreed. Longino's teacher at Hopewell Valley Central High School refused to give Longino any credit for the scientific brochure the youngster created until he removed all references to human consumption of the illegal drug. -Caveat Lector- Making Unwanted Things Go Away June 21, 2001 A few years ago I was given a book for Christmas whose purpose was to warn parents about the dangers of New Age concepts for young children. I won't give the name of the book for reasons that will become apparent. Among the targets of this book were Barney the Dinosaur, E.T. the Extraterrestrial, and the channeling of Ramtha by J.Z. Knight. I read the book in a day and threw it away, something I rarely do. There are certainly some fraudulent people promoting New Age ideas; but this book picked targets that were either ridiculous or so easy to discredit anyone could do it, Christian or not. After finishing the book I realized it may do more to spread awareness of the things it was trying to stamp out than to realize its stated goal. You see, awareness is spread not only by promotion but by attack. When a child or adult for that matter is presented with the idea of "not Barney" it is not much different from "Barney." Those who knew nothing about Barney, after being told how bad he is, may want to know more about Barney. This is awareness not possessed by the reader beforehand. It has been said that the universe does not know the word "not." The universe, as its root word would indicate, is a unity concept. Yes and no are the framework of duality, not unity. For this reason it is awareness and not positivity or negativity that counts most. You don't get someone to think about something besides elephants by saying, "for the next two minutes DO NOT think about elephants." Try it. You see this in the natural world where animal parents raising young take your attention elsewhere instead of sitting by the nest and squawking "don't look right here." So those who want anything to go away, whether it is gays, Democrats, Republicans, drugs or aliens, are not going to accomplish their goal by spreading awareness of that particular plague. My first experience with this came as a young child when I read obscene graffiti aloud in the presence of my mother, who ascribed evil intent to this innocent act. "Don't ever say that word," she said, which only made me very curious about a word I was previously unaware of but that was so powerful. Someone has said "If you want more of something, declare war on it." Remember that next time you join a crusade against a particular lifestyle, religion, political ideology or government policy. It may be better for your purposes to be FOR something else. But that requires a 180-degree switch from negative to positive, which some people find very difficult. To apply that to a recent earth event, those who badly wanted Tim McVeigh not to exist only served to publicize his cause far beyond what he could have done on his own from a death row prison cell. Did he know that? Possibly. A child learns at a very young age that he/she can get attention by being either good or bad.
