Another thought that ocurred to me reading this article is that
the incentives of the people involved aren't exactly what they
appear to be.  People who make pirate boxed really don't
want to develop some device that'll give people free satellite
TV forever;  they're much better off with things as they are now,
where each time they get to keep selling news stuff.

Also, the satellite people's incentive isn't really to eliminate 
piracy. As long as pirating the system is more expensive than
buying it, they're actually better off with lots of Canadians
pirating the signals, since it increases the liklihood that
Canada will end up allowing people to view the stuff legally.

I presume both sides know this, and their policies reflect it.

In a little-noticed anti-terror initiative, the George W. Bush
administration is trying to get colleges and universities to stop some
foreign students from studying sensitive subjects. Educators fear
they're being dragged into academic censorship.

 We have a responsibility to work with the government, and we're ready
to do so, but we're afraid of being turned into course police, said
Terry Hartle, senior vice president of the American Council on
Education, which represents 1,800 public and private colleges.

 The issue arose in October when Bush directed the government to
prohibit certain international students from receiving education and
training in sensitive areas involving the development and use of
weapons of mass destruction.

 The White House Office of Science and Technology Policy is working with
federal agencies to identify sensitive courses of study.

 A White House Fact Sheet issued with the presidential directive
ordering the studies said: A goal of the program is to prohibit the
education and training of foreign nationals who would use their training
to harm the United States and its allies.

 Academic leaders say they are being largely shut out of what has become
an internal government debate.

 They've got law enforcement agencies and national security and
intelligence agencies who want to be more restrictive, and they have
research and science and technology officials who are trying to explain
how academic research works, said George Leventhal, policy analyst with
the Association of American Universities. The group represents 63
universities heavily involved in scientific research.

 Other nations are beginning to train more of their homegrown
scientists, but the US remains a major destination for academics seeking
advanced scientific or engineering degrees. A National Science
Foundation report says the percentage of foreign-born scientists and
engineers is growing at all degree levels in America, with the highest
ratio, 45 percent, in engineering.

 The White House says the government wants to work with the academic
community.

 Recommendations that will come out of the interagency working group
will include the academic and science community being consulted on the
finer points of any final response, Kathryn Harrington, a spokeswoman
for the White House Office of Science and Technology, said Tuesday.

 Academic groups see more questions than answers.

 Once a student is granted a visa and tries to change from organic
chemistry to biochemistry, what are we supposed to do? Move them out?
said Richard Harpel, director of federal relations for the National
Association of State Universities and Land Grant Colleges.

 An electronic tracking system to be in place by the end of the year is
supposed to enable instant communication between the government and

ASIO could detain and strip-search children as young as 10 under sweeping 
new powers proposed for the domestic spying agency, a parliamentary 
committee heard yesterday.
It could also interrogate detainees for up to 48 hours straight without 
providing access to a lawyer.
Law Council of Australia spokesman Michael Rozenes QC told the committee 
that changes to ASIO's governing legislation, prompted by the events of 
September 11, could lead to unprecedented abuses of power.
The Law Council and civil liberties groups say the Australian Security 
Intelligence Organisation is in danger of becoming a secret police force.
But ASIO director-general Dennis Richardson said changes were needed to 
fight international terrorist organisations such as al-Qaeda.
Under the new rules ASIO could detain not only terrorist suspects but 
anyone suspected of knowing about a possible terrorist threat.

Prohibition blues

For almost 14 years Kath Pettingill had waited for the call she always knew 
would come.
It came at 9.45pm on Wednesday. Victor Peirce was dead - shot less than 30 
minutes earlier in Bay Street, Port Melbourne, in what police suspect was a 
drug-related killing.
Peirce, his half-brother, Trevor Pettingill, and two family friends, Peter 
McEvoy and Anthony Farrell, were charged and acquitted over the 1988 
murders of two police in Walsh Street, South Yarra.
Constables Steven Tynan and Damian Eyre were ambushed when they went to a 
routine check on a stolen car on October 12. Investigators maintain the 
four killed the police as a revenge attack after Peirce's best friend, 
Graeme Jensen, was shot by armed robbery squad detectives in Narre Warren 
13 hours earlier.
Kath Pettingill has known ever since how it would all end. Without a word 
of a lie since every day since Walsh Street I have expected this to happen 
to Victor or Trevor, she said yesterday.
She is no stranger to crime, violence or grief. Two other sons, Dennis 
Allen, a man suspected of involvement in 11 deaths, and Jamie Pettingill 
died young. She had six sons and a daughter. All had criminal records.
Mrs Pettingill has drug-related convictions and at one point was the most 
influential woman in Melbourne's underworld. She released her own book, 
appropriately titled, The Matriarch.
Yesterday she spoke of the loss of her son: I'm not asking for public 
sympathy, we'll shed our own tears. I'm going to bury him in peace.
She said that although retired from crime, she would be checking with old 
contacts to see who killed Peirce. There is an old saying, You can run, 
but you can't hide.
Mrs Pettingill said her son had given up crime and had worked on the docks 
for four years to support his family.
If this had happened to Dennis (his late elder brother), well fair enough, 
but not Victor. If I had been there I would have taken a bullet for him. 
He's got kids and grandkids.
Following Walsh Street, Peirce became the man police loved to hate. After 
his Supreme Court acquittal for the Walsh Street killings, D24 broadcast a 
message, All units are warned, keep yourself in control.
On many station notice boards was a cartoon. It showed a policeman face 
down being kicked by a group of so-called enemies, including the 
government, media and judges. One of the figures was labelled Victor Peirce.
Mrs Pettingill said that after the acquittal she believed Peirce would be 
killed by police but she accepts that he was murdered by fellow gangsters.
Last night The Age contacted police who had dealings with Peirce over the 
past 20 years. None were upset by his death.
One of the key witnesses against the Walsh Street four was Peirce's wife 
Wendy, who was to give key evidence against her husband. But before the 
trial she changed sides and refused to implicate Peirce. She was later 
jailed for perjury.
The Peirces were reunited after he was acquitted. The youngest of their 
four children, Vinnie, was named after the Walsh Street trial judge, 
Justice Frank Vincent. He was born in prison while his mother was still 
serving time.
The couple had an interesting marriage. Dennis Allen offered to shoot Wendy 
in the leg to assist Peirce in a bail application on compassionate grounds. 
If I wasn't pregnant it would have been all right, she said. Dennis 
would have known how to do it without doing too much damage.
When Peirce was released from prison in 1998 after serving six years for 
drug trafficking, Mrs Peirce said she was confident he had reformed. He is 
not a monster. When he gets out we just want to be left alone . . . He is a

Hundreds of thousands of American workers, increasingly
determined to resist subjugation to capitalist power,
poured into a fledgling labor organization, the
Knights of Labor.
Beginning on May 1, 1886, they took to the streets to demand
universal adoption of the 8-hour day. Chicago was the center of
the movement. Workers there had been agitating for an 8-hour
day for months,  on the eve of May 1, 50,000 were already
on strike. 30,000 more swelled their ranks the next day,
bringing most of Chicago manufacturing to a standstill.
Fears of violent class conflict gripped the city. No violence
occurred on May 1 -- a Saturday -- or May 2. But on Monday,
May 3, a fight involving hundreds broke out at McCormick
Reaper between locked-out unionists  non-unionist workers
McCormick hired to replace them. The Chicago police,
swollen in number  heavily armed, quickly moved in with
clubs  guns to restore order. They left four
unionists dead many others wounded.
Angered by the deadly force of the police, a group of
anarchists, led by August Spies  Albert Parsons, called on
workers to arm themselves  participate in a massive protest
demonstration in Haymarket Square on Tuesday evening, May 4.
The demonstration appeared to be a complete bust, with only
3,000 assembling. But near the end of the evening, an individual,
whose identity is still in dispute (possibly a police agent
provocateur), threw a bomb that killed seven police 
injured 67 others.
Hysterical city  state government officials rounded up eight
anarchists, tried them for murder,  sentenced them to death.
On 11 November 1887, four, including Parsons  Spies, were
executed. All of the executed advocated armed struggle  violence
as revolutionary methods, but their prosecutors found no evidence
that any had actually thrown the Haymarket bomb. They died
for their words -- not their deeds.
250,000 people lined Chicago's street during Parson's funeral
procession to express their outrage at this gross miscarriage of
justice.
For radicals  trade unionists everywhere, Haymarket became a
symbol of the stark inequality  injustice of capitalist society.
The May 1886 Chicago events figured prominently in the decision
of the founding congress of the Second International (Paris, 1889)
to make May 1, 1890 a demonstration of the solidarity  power
of the international working class movement. May Day has been a
celebration ever since.
1890 - May Day labor demonstrations spread to 13 other
countries;
30,000 march in Chicago as the newly prominent American
Federation of Labor throws its weight behind the 8-hour day
campaign.
1891 - France: Army test their newly designed Lebels machine gun
against a peaceful May Day rally at Fourmies where women 
children were carrying flowers  palms. Casualties numbered 14
dead  40 wounded. The anarchist Ravachol bombed the Lobau
Barracks in Paris in March 1892 as retribution.
Each footstep taken in this society bristles with privileges, 
is marked with a bloodstain; each turn of the government
machinery grinds the tumbling, gasping flesh of the poor; 
tears are running from everywhere in the impenetrable night
of suffering. Facing these endless murders  continuous
tortures, what's the meaning of society, this crumbling wall,
this collapsing staircase? ...
No cry is heeded: whenever a single, louder complaint penetrates
the din of sad murmurs, the Lebels is loaded  the troops are
mobilized.

  Nothing. I think that's correct. The only problem is broadcasting the 
  keys is not simple. The latest systems change keys frequently-- as 
  often as every 20 or 30 seconds I seem to remember. If you change the 
  channel, you need a new key. It's not like the old days when the key 
  changed daily or monthly.
 
 I don't know anything about anything,. but it seems to me that
 1) unless you want to have a period of static/blackness  every
 time you change channels, the system must be storing the
 keys to all channels, even if each channel is encrypted with
 a separate key.  Similarly, the system would have to broadcast
 what new keys will be in advance of the actual key changes.
 
 I'm just raving  like a lunatic here, but it seems to me that if you 
 buffer the encrypted incoming signals, you don't have to get the
 keys in anything like realtime in order to watch the programming. 
 
I've been looking into switching to DirecTV, since my local cable
monopoly (ATT Broadband) has such lousy service (their response
to the sat-tv threat is not to improve their service, but to broadcast
FUD about satellite's expense, contracts, etc).

It's my understanding that in fact, you do get a short period of
blackness when you change channels - you can't surf with any
thing like the ease you can on non-sat systems.
  
  If you have such a service broadcasting the keys, it's not too hard 
  to track you down. So I think it's not a practical solution.
  
 
 I'm pretty confident that it's possible in principle to
 broadcast anonymously using a dc 
 (dining cryptographer) network.  Maybe there's an easier way.
