By Tuesday afternoon, the Directorate of Health Services had confirmed that the viral hepatitis victims had gone up from 107 to 113. DHS officials lament that private hospitals do not intimate the office of the epidemiologist about the communicable disease. In the instant case too, many may not have come on record. A team of doctors however, has been instructed to visit the city-based private hospitals to get the correct picture of the viral hepatitis, officials said. The Director of Health Services, Dr A V Salelkar said that there is no need for panic as the situation was well under control and that the government was taking all necessary measures. He maintained that yesterday the number of victims was 107 (as reported by the Herald) and not 160. The DHS is awaiting the report from the National Institute of Virology (NIV), Pune, where serum samples have been sent two days ago. The report will confirm whether the viral Hepatitis is Hepatitis A or Hepatitis E.Worried about the situation, the government has decided to create awareness about the disease. As part of this exercise, a programme will be telecast on Goa Doordarshan between 6-7 pm most probably on August 20. It may be recalled that contamination of potable water with sewage water (due to a corroded pipeline three weeks ago), has been tentatively proved to be the main cause for the spread of viral hepatitis in the city as several restaurants in the heart of the city had been supplied the same water. INSPECTION: The Corporation of City of Panjim (CCP) has issued notices to 30 hotels for clearance of illegal constructions and extensions carried out by several hotels and restaurants today. As per the notice, hotels have to remedy the situation within the period of 28 days from the date of issue of the notices, informed the sources in the Corporation. Following the complaints from the people of unhygienic conditions and improper sanitation, Corporation decided to check the status of the eateries in the State. In the first round, the inspection team found that hotels and restaurants not only operate in unhygienic conditions and improper sanitation, but 85 per cent of them have illegal extensions. The Corporation intends to take strong action against all those hotels that would not comply with the notice. From Monday, the CCP commenced the second round of hotel and restaurants inspection with PWD's sewerage and Water Supply Divisions and health services. Besides the restaurants, complaints have been received against the road-side eateries running with 'hand-cart' licences. Until the spurt in jaundice cases was reported, the authorities concerned, according to sources, had hardly checked the water, restaurants and road-side eateries are supplied with. Miguel, What exactly are 'anteran' (in Konkani).. we used to have them in our backyard in Goa. It does not look anywhere close to Seetaphal pictured at the website. It used to be green with sort of cell structure. Once opened, it had a stem and white in coloured, sweet contents with seeds. Dear Jper, When you state something as a 'fact',you should verify it first. The Verna Grroup of Pilar fathers continues to be outside the Diocese though inside the state. I do not know if a Bishop can invalidate the mass celebrated by an 'ordained' priest,or to de-value it. Whatever the status at the time of the split ,it continues.The group is dying out because no fresh ordinations are possible.They should have split with a Bishop on their side to ordain their successors.It is now a No-Win situation. KRC,Meta Strips,Medium of Education,etc.,the Church should leave to the society to decide.It should pray,meditate and lead by example of simplicity,humility,honesty and kindness that were the hall marks of Christ. It is the mind-set of one who thinks he knows a lot and talks a lot. I do not see any lack of self-esteem and self-dignity among Goans in cyberspace. Do you? If Goans truly had poor self-esteem, they would compensate for it by working harder. This is what new immigrants do in the US. In spite of the cultural and language difficulties, they are successful through diligence and hard work. There is no body to console the immigrant's poor-self esteem. They "lift themselves up with their own boot straps". Samir and others who present a vile anti-colonial bias, believe all of Goa's' problem are due to Portuguese colonialism. Similarly Jose Colaco and those who are terribly anti-Indian, in their view, believe all of Goa's problems are due to India's rule. In my view, and those of a few in cyberspace, Goa's problems of today and their solutions are in the hands of Goans. The earlier we stop finding and making excuses that outsiders are our problem the earlier we will start rolling up our sleeves and doing something. Just talking about "outsiders" on whom we do not have any control is not going to make one iota of improvement. It may increase our egos and blood pressure and the volume of correspondence in cyberspace. Finally, Samir and others blame the colonialists for the poor self-esteem. In fact I would suggest that it is because of the lack of hard work, the colonialist came, saw and conquered Goa and India. The concern is will history repeat itself! In fact from reports, that is already happening with Goa flooded by non-Goans who take up jobs too demeaning for "self-confident Goans". I hoped somebody would respond ,lest I become a busy-body responding to everything on the net. For "Teens and Tunes" the present day alternative is the "Talent Touch down". It's been happening the last few years. The event is held at Kala Academy for want of a better auditorium.It is not organized by the K.A. The Fundacao Oriente is alive and kicking in Goa. I can imagine Xac rubbing his hands with colonial glee. The Fundacao does run casinos in Macau. I dare say the funds have been put to good use in Goa. The KBM is launching a Konkani Sangeet Natak Academy. We do have the Konkani Mogi group that promotes the tiatr.It is 25 years old. Today is Maestro Antonio Figueiredo's birth centenary. One hundred children presented a violin recital yesterday and will do again today at Kala Academy. One of the boys in the group is my son's classmate in Standard IV.I guess there are more boys and girls his age. The oldest in the hundred may be about 18 years of age. One hundred violinists fit to come on stage and play in unison is no mean feat. Music is alive in Goa in the 'bhangra rap"generation. There were other children who performed with the Cello,piano,guitar and even on the flute. Some played as many as three instruments. Tradition of music lives on.There is even the Goa Philharmonic. Many Goans have dipped their hands into their pockets and pulled out bank cheques that have not bounced on presentation.May their tribe increase. Picnic, a resounding success! Founding father launches a new membership drive. BY GAIL DE CORLA On Saturday, August 16, 2003, the Goan Association of New York held a picnic at Hempstead Harbor Park, in Long Island. The site of the picnic contained a vast grass area, close to a beach and playground. The picnic turned out to be a huge success, despite the sixteen hour blackout that started Thursday afternoon. The weather throughout the day was exceptional for a picnic, even though rain was forewarned. The success of the picnic is largely due to the joint effort of the 2003 Managing Committee. If the committee hadn't devoted many hours to planning and perfecting their plans, the two hundred Goans who showed up would not have had such an amazing day. The day started with decorating the wooden shed structure where the group sat during the picnic. Balloons were filled with helium, tablecloths were spread on tables, food and drinks were carried in, the volleyball net was set up by volunteers and the stereo and amplifier were assembled. Goans from New York and neighboring states started arriving at 11:00am. The entertainment commenced immediately. Dr. Mickey D'Costa, the Vice President, also played the part of the MC with the help of Brian and Leonie our D.J's. Goan melodies were played and guests participated in the game "four corners." The "four corners" were dainty posters of four Goan beaches, Calangute, Colva, Dona Paula and Anjuna. After partaking in a dancing competition and regular dancing, our President Ninette Pardal gave her presidential welcome and lunch was served. The amount of savory food was so immense that there wasn't even enough room on the table for all of it at first. Jimmy de Corla-Souza and Cajetan Vaz were in charge of the food department. Everyone prepared a home cooked authentic Goan style dish. As people served themselves, they found their plates overflowing with food before reaching the middle of the table. Numerous people were heard complementing the different dishes prepared by different people. Delicious Soma Reserve wines from the tasting session by Alex Martins of ARA Global Wines, helped liven our taste buds and evoke voracious appetites. After lunch, my mother introduced Dr. Gilbert Lawrence and his lovely wife Philomena the coauthors of Amchi Khobor - Our News Inside Goa. Dr. Gilbert gave a short, humorous speech on Goan culture. He spoke of the traditions, religions and his experiences in Goa. In addition, he answered questions several people had about Goa. Picnickers were intrigued by his strong feelings on Goa and its culture. As the day continued, a game of volleyball nearby was almost always being played. Moreover, in addition to the activities for adults, children were constantly kept entertained by Stella D'Sa. Stella organized several relay races, a game of "Simon Says," a piqata and a game of "pass the parcel." The children were cooperative and enjoyed themselves. They were given prizes for every game they won. A random name drawing was made by Deby Couto, and two boys, Dean and Christopher, received prizes. The three teenagers who received prizes for writing articles on World Goa Day were Rachelle Fernandes, Lorenzo Couto and Alisha Couto. Each read their articles out to the crowd of cheering Goans and were awarded copies of 'Amchi Khobor' as prizes. Almost everyone took part in a game of Housie. Dr. Mickey, the MC, was an excellent number caller. The grand prize winner was Ashok Mathias. Later on "happy birthday" was sung to four folk. The people celebrating their birthdays were my grandma Deolinda De Souza, Dr. Melissa Banker, Paul Couto and Stacey Barretto. The chocolate cake was cut and all of us enjoyed it. Our photographers, Erwin Schumann and Dr. Violet DeSouza were busy taking pictures of all the activities. As I write this, they are putting together the pictures to be displayed via e-mail to all the members. Later in the day, Xavier D'Souza, the founding father of the Goan Association of New York gave out membership forms for the association after being introduced by his wife, Marie Bella. Now, as members Goans can truly feel as if they are part of a great group. As the day proceeded, the DJ's Brian and Leonie played numerous Konkani mandos, while people had a marvelous time singing along. To add to the delightful music played by them, Jimmy Rustomji, Allan Couto, Dr. Victor De Sa and Dr. Mickey D'Costa played the guitar and sang English, Konkani and Portuguese songs. Carmeline Barretto was as delightful as a nightingale. She received several encores for her renditions of Lorna's konkani hits. The first timers and old timers were incredibly impressed. In fact, Basilia D'Souza, who has been coming to events for over thirty years, openly announced this was the best picnic she's ever been to. It is indisputable that the organized group effort of the 2003 Managing Committee made all the difference. I feel that everyone who worked hard, behind the scen

In this context, we are all able to, and deserve to, live integrated, soulful lives which can function well in the world and not at the expense of our essential self. We can bring this quality into our work, careers, and family lives using intention, awareness, compassion and presence. Our minds and souls need not be at odds. Life does not have to be the battlefield of struggle for power between mind and soul. My Dear Friends, Thank you all for being here and welcome to our annual picnic - Beyond Freedom. As you all know, our gathering is a part of GOA DAY celebrations being heldall over the WORLD, to mark Konkani's inclusion in the Indian Constitution. "At the stroke of the midnight hour", today became a day after India's Independence Day.We chose Beyond Freedom as our theme, for yet another reason. Goa is the great UNIFIER of all people. Just think about it, you could be a citizen of India or Pakistan, England or France, Germany or Africa, the U.S. or Canada and still be GOAN. You could be Catholic or Hindu, Muslim or Jew, Parsee or Sikh and still be GOAN.You could be rich or poor, young or old, educated or have no knowledge of Konkani, dark or fair complexioned and still be GOAN. Goa transcends all that divides us as human beings. It is a state of mind that represents what is best in humanity. It is truly a concept that lies Beyond Freedom. This does not imply that we are perfect. We know that there is scope and a need to improve. But let us focus on strengths that we are naturally endowed with and on possibilities. Strategies that are sound focus on strengths rather than attempt to rectify weaknesses. Today we are not alone. Celebrations are being held across the globe to preserve our rich GOAN culture and heritage. We are experiencing a renaissance of our cuisine, literature, music and art. We are a part of a brotherhood of good human beings around the globe. Our gathering today is a reflection of that spirit. We have overcome inertia and have started moving in the right directions. I would also like to place on record my deep appreciation for all that Fred Noronha is doing. Though I have never met him in person,I hold him in high esteem for all he is doing for Goa and Goans. I have been following his writings closely for many years whether they concern investigative journalism, cybernews or anything else. He deserves all praise. I only hope he doesn't get discouraged from his good work by any criticism which is part of life of sincere and intrepid journalists like him. On the other hand, why dont you put down your cup of tea, get off your rocking chair and fight for your cause of Goan independence and eviction of those "outsiders" who have "contaminated" goa. Alternatively, put your money where your mouth is and pay someone to do it for you. BTW, when you talk of the "outsiders", is that code for the non-christians who have "invaded" Goa since 1961. "The conduct of PSI P Shirwaikar in ensuring that the petitioner was taken in handcuffs to hospitals and then kept in handcuffs and in fetters, when the petitioner was admitted in GMC was the most inhuman treatment given to the petitioner and a gross violation of human rights", observed Sessions Judge, Nelson A Britto, who has completed the inquiry into the parading and handcuffing incident following High Court directions. The findings has now been forwarded to the High Court for action. "The word "touch" in section 46 of CrPC appears to mean "handcuff" in the terminology of Margao Town police station. However, the taking out of the petitioner from the police station in handcuffs was done only to humiliate the petitioner and to please Akthar Khan", Judge Britto said. In this case, the petitioner, Antonio Sebestiao Mervyn Degbert de Piedade Pacheco approached the High Court with a petition that on April 28, 1994 and May 1, 1994, he was illegally arrested, handcuffed and humiliated, thereby violating his fundamental human rights under Article 21 of the Constitution. The findings of the Human Rights court has pointed out that neither the arrest nor the handcuffing of the petitioner was legal and justified. On the contrary, the court answered in the affirmative that the petitioner was handcuffed, taken in a jeep to residence and paraded on the road adjoining his house in handcuffs in full view of the public. Again, the court answered in the affirmative to the petitioner's allegation that no vehicle was provided to him to take him to Hospicio hospital and on the contrary he was paraded on the streets of Margao in handcuffs from police station to Margao post office. The petitioner's case is that he is the owner of a property and there exists a civil dispute between him and the legal heirs of one Adam Khan concerning the house situated in the property. The petitioner claimed that on April 28, 1994, Akthar Khan, who is alleged to be a police driver, claiming to be the heir of Adam Khan, allegedly committed a trespass and other acts. Antonio alleged when he went to the police station to lodge his complaint, he was dissuaded from doing so and was later put behind bars by the police acting upon the complaint of Akthar Khan and others. On the police defence that the petitioner got violent and tried to push the constables, Judge Britto observed, "It is obvious that the petitioner was handcuffed not because he was required to be handcuffed for attempting to escape or he had become aggressive, but only to display the power of PSI Shirwaikar as a police inspector and to satisfy the perverse intention of the said Akthar in seeing the petitioner handcuffed". On the petitioner's arrest for the second time on May 5, the court observed, "It is rather unfortunate that the respondents should have handcuffed for the second time the petitioner, who was sweating and was having palpitations and was medically advised to be admitted to Hospicio", adding "that the petitioner was taken in handcuffs to the hospitals and then kept tied to the hospital bed, is the most inhuman act PSI Shirwaikar could have committed, more so when the petitioner had not committed any offence whatsoever. The court also accepted the story of the petitioner that he was made to wear dirty clothes and was not provided with food or water when he was inside the lock-up for more than an hour. The petitioner had further claimed that he was refused to phone his people at home or contact his lawyer, adding that the police threatened to lock him in the cell for 48 hours so that he may lose his job, as he was a government employee. According to police reports, the parents of the school boy had invited the accused, Dinanath Shankar Sawant, on August 14 to supervise their son's singing rehearsals, as he was to participate in a contest at the school on Independence Day. As the rehearsal ended late in the evening, Dinanath requested the parents to permit him to spend the night at their residence in Sancorda.The parents agreed to the request and even asked their son to accompany Dinanath to the bedroom. As the boy was asleep, Dinanath allegedly began to fondle the boy's private parts. The boy woke up in pain and reported the matter to the parents.The parents took serious note of the incident, but did not report the matter to the Collem police for the next two days. But when the boy continued to feel the pain in his genital area, the parents took their son to the doctor and on August 16, lodged a police complaint. Taking opportunity of the two-day delay in filing of the complaint, the accused disappeared from the area and is absconding. Four of the pesticides found in India are extremely toxic, which in the long run could cause cancer and damage the nervous and reproductive system, among other hassles. Few months earlier to the surprise of consumers it was found that bottled water available in India is unhealthy. CSE won its spurs by bringing down pollution level in Delhi just six months ago, the CSEs tests of bottled drinking water sold by MNCs revealed levels of toxity that would not meet international regulations. It has pointed out that norms set for soft drink industry are so weak that it is impossible to take legal action even for a serious lapse. The standards set for ensuring the quality of food products and the procedures exhibit scandalous lacuna. It is clear that the Bureau of Indian Standards and other government bodies are actually napping. The matter falls between different ministries, even after so much hue and cry bottled water companies have not changed their manufacturing process to ensure water purity. In fact in April this year, the Supreme Court issued notices to five central government ministries on a public interest petition regulation on the use of pesticides. The petitioner, Strishty an NGO working in the area of toxins and their effect on the environment and human health, expressed serious concern over alarming high levels of pesticide contamination in foods such as wheat, milk, tea, edible oil, fish, vegetables and fruits. Inspite of consistent efforts by the NGOs, research institutions and others the problem is assuming serious dimensions in the country. As rightly pointed by the CSE director, these MNCs operate within the prevalent food laws in India, but they exercise double standards, as their products in US contain no pesticides. The problem with soft drinks manufactured in India is that the raw materials source is groundwater and the groundwater in India contains pesticides. The charge is that the MNCs are not treating the groundwater adequately to bring down the pesticides. According to CSE, they do not have the technology here to treat the water. And ironically in India, water has not been given the food status and hence it escapes various laws and supply regulations. If it were otherwise, agencies responsible for supplying drinking water would have been forced to comply with purity and quality standards. The problem of pesticides in food and water is well known. The question is who is doing something about it. The virtual absence of regulatory framework to control the amount of pesticides is nothing less than constitutional violation, which guarantees the right to life. Further it is the state, which is under obligation to protect and improve the public health. The soft drinks issue has once again exposed the power of the state to safeguard its citizens. Large section of the population cannot hold any institution of the country accountable for the quality. This has made it easier for the MNCs to dump poor quality products on us. The CSEs report indicates that the same companies comply with the highest quality standards in US. The time has now come for a stricter regulation. The pesticide industry is busy lobbying with the government to prevent stricter regulation. In early June, the Indian Chemicals Manufacturing Association issued a statement not to ratify Stockholm Convention, as the legally binding treaty would be detrimental to the health of the Indian chemical industry. It is to be hoped that the Supreme Court would favourably consider the demand for setting up food safety counsel with powers to ensure that all food sold is free from pesticides. The ball is now in the court of the consumers. [Goanet]Chartered Train with 12 bogies/850 pax arrived in Goa.
Today's Navhind Times NT Staff Reporter Panaji Aug 18: The chartered flights landing in the state, carrying tourists from foreign countries, is not new to Goa and Goans, but a chartered train that arrived at Margao today was something new which attracted everyone’s attention, particularly of those in the tourism industry. The train with 12 bogies, arrived with 850 people on board at Margao this afternoon from Rajkot in Gujarat, opening a new chapter in the tourism field. This is for the first time in the history of tourism in the state, that a full train was chartered to carry tourists. The tourists hailing from Saurashtra region of Gujarat will be celebrating Janmashtami festival here. All the hotels where the tourists have been put up have made special itinerary for celebration of the Janmashtami, including holding of pooja tomorrow. The holidaymakers, who arrived after a 23-hour journey, will return home on August 23 by the same train. According to organisers of the charter, the train journey from Rajkot to Margao takes 20 hours normally, but due to recent train tragedy the speed of the train was reduced during the night as precautionary measure. According to the tourism director, Mr N Nanarayana this is a new concept in promotion of tourism, which had been developed by the marketing team of Cidade de Goa along with Favourite Tours and Forex Pvt Ltd. Nearly half of the chartered tourists (400) arriving by train have been put up at Cidade de Goa. According to the organisers, this unique concept opens up a host of opportunities to bring in such trains with domestic tourists from other parts of the country, particularly during the monsoon season. On efforts for tourism promotion, Mr Suryanarayana said the tourism department had launched a drive to attract tourists not only during the monsoon season but other lean eriods with various campaigns, including endorsementof Goa as tourists destination by celebrities including Dino Morrea and Perizad Zorabian. Besides, 10 and 30 second commercials would be telecast on all major channels, including Star Plus, Star Gold, Star News, Zee Cinema, Zee News,Sahara and Setmax, to attract tourists to the state, said the tourism director. The Goa Tourism will be the presenting sponsor for the Miss Indian International scheduled to be held on August 25 and aired on Star Plus on August 31. This is likely to attract a large number of tourist to the state, Mr Suryanarayana told The Navhind Times. While the main cause of this sudden spurt of viral Hepatitis cases is not known, officials of the Directorate of Health Services (DHS) strongly link it to the sewerage water entering into the potable water pipeline in the heart of Panjim more than two weeks ago. As the incubation period of jaundice is between 15 days and two months, it is feared that the present number of victims may be just the tip of the iceberg. Officials however say that it is "localised only to Panjim." Officials said that most of the victims were customers of the restaurants which received contaminated water. The restaurants' potable water supply which was polluted due to the contamination with the sewerage pipeline, is considered to be the main cause of spreading the viral hepatitis. After the contamination was detected near Azad Maidan, the PWD on the advice of its public health engineering wing, had stopped water supply to the entire area and the restaurants are being supplied water by tankers. At least five eateries were affected by the contamination. The victims who spoke to the doctors said that they drank water in these restaurants. The official figure of patients afflicted by the viral Hepatitis is 107. Of these, 35 are taking treatment from the Goa Medical College Hospital while the rest are being treated by private hospitals. Among the first few victims was the director of Information and Publicity, Mr Rajesh Singh who was later treated at GMC. DHS officials fear that the staff members of the respective restaurants too may add up to the list of patients in the coming days as they drink potable water and not boiled water. Some private pathological labs have confirmed that the victims are of Hepatitis E. However, for formal confirmation, serum samples have been dispatched to National Institute of Virology (NIV), Pune. Though more than two weeks have passed since contamination of water was detected in Panjim, the authorities did practically nothing to advise the public not to drink water in the restaurants which had received contaminated water or to take other measures, until a spurt in jaundice case was reported. Whether water sampling of the affected restaurants was done then is also not known. "As water contamination came through the government-supplied water pipeline, it was the responsibility of the government to caution the citizens", said an agitated relative of a patient. Health Minister, Dr Suresh Amonkar who held a high-level meeting at the Secretariat to review what could be called a near-epidemic situation in Panjim, said the cases appear to be of Hepatitis E. It has been spread through the sewerage water, he stated. "We are taking all necessary measures", he claimed. Tests conducted have revealed the presence of e-coli in the water in one of the restaurants, he disclosed. Incidentally, one restaurant was sealed some days ago after its water was also found contaminated with sewage water (due to its internal faulty system) However, it was allowed to be re-opened by the authorities concerned who found that its management had taken necessary measures. Dr Amonkar told Herald that around ten restaurants were today inspected jointly by officials of Health department and Food and Drugs Administration (FDA). DHS does not have the exact number of persons afflicted by jaundice virus. This is attributed by the officials to the non-intimation by private hospitals to the DHS. "Hardly 35 per cent of the patients go to the GMC. The rest have taken treatment in private hospitals", an official stated. Dr Rajendra Tamba, State's epidemiologist, obtained the number of the patients by personally visiting some private hospitals in the city. According to the DHS, viral hepatitis is caused by contaminated water and food and it causes symptoms such as fever, bodyache, loss of appetite, morbidity, yellow eyes and urine. The virus is destroyed only by boiling water. The virus doesn't get killed by chlorination of water. [Goanet]Fred deserves better
The vile comments made on GoaNet against Frederick Noronha have to condemned by any right thinking person. I have known Fred for a few years now, in real life and on the Net. I will not hesitate to say that he has done more for Goa and Goans than so many others who can merely blast their mouths off, and do precious nothing. About two years back there was this controversy about Goa Today magazine (with which I was associated at the time) shifting over their online edition from Goa-World.Net to GoaCom.Com. I was given to understand at the time that Fred had played some dirty politics in favour of GoaCom. This resulted in a lot of acrimony between me and him - and a lot of others involved. It was later proved that Fred had nothing to do with the incidents and it was just a false story spread by certain people with vested interests in harming Fred's reputation. Fred and me still have major disagreements on various issues but there is no denying that he is a giant among the do-ers in the Goan Community. With his humble and self effacing ways he goes about building community links, informing us about issues, and working till the wee hours towards a better tomorrow for Goa and Goans. Criticising a person's statements is one thing and attacking him as a person is another. As Fred himself says, "Let us agree to disagree", but such venomous attacks, as have been recently forthcoming, are despicable and I think have to be condemned by any right thinking Goan, specially those of us who inhabit the cyber Goan community. I hold Fred in the highest esteem for all the good that he does. There are thousands of us Goans who have someway benefited from Fred's hard work. I myself can say that despite our differences in opinion... (a) Fred has always been encouraging me in my 'writing' endeavors (b) Fred has often given me advise on Computer/Internet issues. (c) Fred has helped Aldonkars time and again with his expertise and contacts - to secure funds and form and manage online communities. (d) Fred's articles have often inspired me to do further research or pursue a particular line of thinking. (e) Etc, etc Consider for a moment that Fred does all this for free, without seeking any payment, then you will realise that he is NOT a mediocre journalist but rather an 'extraordinary' human being. Keep up the good work Fred, and don't let these pesky irrelevant pests bother you. But to the unorganised migrant labour sector, his case is representative of the gross mistreatment and abuse they constantly endure from the Goa police, purely because they are 'outsiders'. Matters came to a flashpoint on July 25, when labour leader and CPI Goa General Secretary Christopher Fonseca led a spontaneous march to the Panjim police headquarters to protest the labourer's death. Mr Fonseca and a 40-odd band of casual labour were later arrested. Quoting an autopsy report, the police says Shernappa committed suicide, in his village of residence, and his body bore no external injuries. But Mr Fonseca argues that the casual labourer from Karnataka, who had settled in Goa Velha, was 'driven to suicide by police excesses'. Shernappa had been living in Goa for over 10 years and was well liked in the village, where he earned a living doing odd-jobs. The village is equally shocked by his death, he says. "Whenever a theft or robbery is reported, it is the non-Goan labour that is singled out and terrorised." Shernappa and some other labourers were picked up and mercilessly interrogated at the Agassaim police station over five days after reported thefts in the vicinity of the police station, the AITUC leader says. He alleges the police employed third degree methods to intimidate them. There were "compelling circumstances" to push Shernappa to kill himself, he believes. A day after the labour leader stormed the police headquarters to protest the "dehumanising" treatment of migrant labour, local newspapers reported that over 250 non-Goan workers had been rounded up for questioning in Pernem taluka, after a series of armed dacoities in the area. It is estimated that close to 50,000 construction and quasi-construction workers have settled in Goa over the years. Though they are largely cosmopolitan, the majority originate from Karnataka. "They contribute to Goa's wealth and productivity. They also contribute to the GMP of the village they live in. How can you just throw them out?" Mr Fonseca asks. The All India Trade Union Congress (AITUC) is lobbying for a bill to protect the rights of the 30,000 workers in the unorganised sector in Goa, on the lines of the ones implemented by Madhya Pradesh, Karnataka, Kerala and Tamil Nadu. Mr Fonseca says the proforma for tenants, imposed by the BJP government here smacked of "fascist designs". The proforma had become another tool of harassment in police hands and was being used only against the labour class. Off and on, I have been a journalist for most of my life, in India and here in the USA; have worked for just about every newspaper worth the name in Mumbai, and for the New York Times in New York. In a career that now spans 56 years, it stands to reason that I have come across many journalists whom I learned to respect and admire. Fred Noronha is one of them. He is articulate in the way he writes, generous and sharing with his colleagues, brilliant in the reach of his mind. Too bad that some of the time he would normally have devoted to his constructive work has lately been pre-empted by individuals who have been sniping at him. Fred will keep growing in stature over the years, and will be remembered long after his would-be detractors are forgotten. I salute you, Fred, as countless others do. Our parents and grandparents knew much more than these so-called professors or scouts from the pharmaceutical industry. All they do is get the product patented by using derivatives from neem trees and various other herbs or roots which our forebears knew intuitively -- passed down through the generations. What is perceived as safe and effective could actually be bogus and far more dangerous, like the once wonder drug ACTH, and more recently Resulin (sp)? commonly prescribed for blood pressure. Saccharin, which once had the seal of approval and other scientifically validated products are constantly being recalled after harmful side effects surface. Damage has already been done. I've heard of some docs with No Bell Prizes -- for whom the bell tolls? Politics abounds in politics and in the distribution of prize awards. Mostly depends upon who's scratching whose back! The worthy usually go about their business of silently rewarding those who merit their consideration strictly on humanitarian grounds. Fred, you have an interesting journo mind and even though your professionalism has lately been questioned, you epitomize free lance journalism. It is always easy to judge, but we must not readily judge, lest we be judged. Your "copy-left" in contrast to rampant 'copyrights' speaks laurels for you.
