MOVING IMAGES FILM CLUB
NOTE THE NEW SCREENING TIME!
-
Jaime (Portugal, 1999)

Director António-Pedro Vasconcelos
Screening on 1st October 2004
Venue: International Centre Goa, Dona Paula
Time: 3:30pm & 6:30 pm (two screenings)
Duration: 111 minutes
Set in the historic Portuguese seaport of Oporto, Jaime follows
a 13 year-old boy with an unemployed father and a mother who
has just run off with another man. When his father has his
motorcycle stolen, adding to his misery and leaving him unable to
find work, Jaime tries to step up into an adult role and provide for
the family. Portugal's child labor laws are not quite as sympathetic
to the family's plight, but even at his young age Jaime has little
respect for the regulations of a country whose failure to provide
work for his father will result in the breakup of his family. A typical
teenager, Jaime contends there is very little that is 'fair' in this world,
but that does not mean he is willing to accept a life that, without his
family together and happy, makes very little sense.

Video Forum: October screening
---
On Saturday, 2nd October 2004, at 4.00 p.m. we will be having
the second screening under the aegis of the video forum. The film
of the Tehelka expose on paedophilia in Goa will be shown. The
screening will be followed by a discussion, which will be moderated
by the NGO, Children's Rights in Goa (CRG).
The venue will be the same: Dominican Training Centre. For further
details see below.
--
For some time now, some of us have been discussing the
possibility of starting a forum to show films on various social issues.
With CD technology, there is now a whole lot of material fairly easily
available, and this is an opportunity we should exploit.
Prakash Lohale, O.P., of the Dominican Training Centre, Moira,
who has taken the initiative in this matter, has also kindly agreed
to be the host for this forum.
The objectives of the Video Forum are:
1.To bring people together to see films/documentaries on various
 social issues.
2.To stimulate discussion, reflection, sharing and critical thinking
 on these issues.
We have some films/documentaries already with us. We also
request people who have films on social issues with them to lend
these films for viewing.
The forum will have a screening followed by a discussion on the
first Saturday of every month from 4.00-6.00 p.m. at the Dominican
Training Centre (DTC), Pirazona, Moira 403507, Tel. No. 2470398.
To reach the DTC, take the Mapusa-Aldona route. Soon after the
Sopier bus stop in Moira, on the left you will see a black board with
white lettering Dominican Training Centre. Turn left here and go
straight along for about 600 metres, past St. Xavier's School.
The DTC is a cream-coloured building on the right.

Re Samir's comment: "Sky bus seems to be the right thing to kill two
birds in one stone. Not just the transportation problem, but India's
population problem also can be solved in one shot!!!"
I personally find this type of comment in bad taste. On the same basis,
we should discourage wearing of helmets by motorcyclists.

Santana says: "Without taking any opinion of the public, the then BJP
government, Mr. Vajpai and CM Manohar Parrikar and KRC Management went ahead
the Metro Skybus project."

Can Santana inform us how this opinion of the public should be taken, and on
what issues? Suppose the government wants to undertake a project to fund a
building of a super computer. Should the opinion of the public be taken,
and how?

In another post, Samir says: "With a 50% accident rate in the sky bus, it
is to be noted that it is safer to travel in a space shuttle than to travel
in sky bus!"

Can Samir compare the accident rate between other modes of travel and space
shuttle? And will the space shuttle take him from his place of residence
to the place of work?

"Asked whether he doubted "sabotage," Mr. Rajaram said it would be known
after the police investigation." : Sabotage?! Any other possible excuse for
a clear failure? Where is responsibility?

We will prove Sky Bus system is infallible: Rajaram
THE HINDU
http://www.hindu.com/2004/09/28/stories/2004092804991300.htm
By Anil Sastry
PANAJI, SEPT. 27. As Saturday's Sky Bus accident claiming one life in Margao
in Goa seems to have given one more weapon to its critics, the Konkan
Railway Corporation's Managing Director, B. Rajaram, who invented the new
technology, says he is motivated to prove that the Metro is "infallible."

The Sky Bus Metro is under attack, primarily on safety. Even the Konkan
Railway's former chief, E. Sreedharan, who now heads the Delhi Metro, had
said that the technology was not a proven system.

Speaking on "Delhi Metro — changing the way of life in the city," at the
French Embassy in New Delhi on September 16, he said the Sky Bus was 30-40
per cent costlier than the Metro Rail. It was also one-fourth less effective
than the Metro.

`Not based on facts'
Reacting to this, Mr. Rajaram said the comments were not based on facts and
that "the only proven system is the bullock cart." While Delhi Metro cost
Rs. 120 crores a km for elevated metro and Rs. 250-300 crores for
underground metro, the Sky Bus tally was Rs. 50 crores.

Mr. Rajaram told The Hindu that his mission was to see that the
auto-correcting system worked at its best in running the bus. Gaining high
speed was not a concern, but stopping of the bus needed control.

He pointed out that there was no derailment of coaches and the death
occurred due to a fall from the coach. Ultimately, he was accountable for
everything, he added.

Area unprotected
Asked whether he doubted "sabotage," Mr. Rajaram said it would be known
after the police investigation.

Police register case
The Margao police have registered a case of "rash and negligent act" causing
injury and death against two personnel.

[Goanet]Pioneer: Goa hopes IFFI will draw more tourists this year

"We will be providing low rate accommodation for tourists in the form of
tents," stated Pramod Shetye, managing director, Goa Tourism Development
Corporation

"It (GTDC) has also sought help from schools to make available their
classrooms that could be turned into temporary accommodation for low budget
tourists"

And Government officials still insist upon the idea that Goa has a strategic
plan to explore its (vanisihing) tourism potential? When TENTS are put up
and SCHOOLS given away to house "low budget tourists" can we still identify
something beneficial to Goans and the development of Goa, the preservation
of its ecosystem, curbing unemployment rate etc.?

I think this is hilarious. But perhaps I am looking at it from a wrong
perspective? Is this perhaps part of some long-term plan to boost Goa as a
global tourism destination?

Constantino
---
Goa hopes IFFI will draw more tourists this year
http://www.dailypioneer.com/indexn12.asp?main_variable=STATES&file_name=state6%2Etxt&counter_img=6
Rupesh Samant/ Panaji
Goa expects four lakh more tourists to visit the State this year. The rise
is being attributed to two major events - exposition of St Xavier's relics
and the International Film Festival of India (IFFI) - lined up for the year
end.

This tourist State, which had 20 lakh tourists visiting it last year, is
geared up to service this massive surge in tourist numbers. Aware of the
pressure on the infrastructure that is likely to build up in November and
December, the State Government has decided to put the machinery in place
well before time.

"We will be providing low rate accommodation for tourists in the form of
tents," stated Pramod Shetye, managing director, Goa Tourism Development
Corporation (GTDC). The Corporation has decided to put up tents at Old Goa,
site for the exposition situated nine kms from Capital city of Panaji. It
has also sought help from schools to make available their classrooms that
could be turned into temporary accommodation for low budget tourists.

The State Government has decided to upgrade all its accommodations. "We will
offer red carpet welcome to the tourists. We don't differentiate between
foreign and domestic tourists," said Tourism Minister Mathany Saldanha. The
Minister is optimistic about receiving around 24 lakh tourists this season
starting October 16.

This tiny State witnesses a growth of 80 to 85 per cent in domestic tourist
inflow while the increase in foreign tourists is pegged at 15 to 20 per
cent. Besides visitors from Maharashtra and Karnataka, Goa is becoming a
favourite holiday destination for visitors from Gujarat, West Bengal and
Delhi. Banking on an expected good business, the GTDC has declared a hike in
its hotel tariff by 20 per cent between December 20, 2004 to January 3,
2005. "We are increasing our tariff for limited period. We compliment the
hike with better service," said Mr Shetye.

For Goa, hopes are pinned on foreign tourist arrivals. The State had
2,60,071 non-chartered foreign tourists in 2001; the number rose to 2,71,645
in 2002 and 3,14,357 in 2003. In 2001, 279 charter flights arrived bringing
in 76,410 foreign visitors, the number went up to 384 in 2002 carrying
94,350 tourists to Goa. Last year, 532 charters arrived carrying 1,26,252
tourists to the State.

The tour operators feel providing better infrastructure and entertainment
facilities would add to the sustainability of Goa's image. Says Gaurish
Dhond, secretary, Travel and Tours Association Goa (TTAG), "Facilities like
water sports, better infrastructure are must to ensure enjoyable holidaying
for visitors." As Goa has changed its image from a foreign tourist
destination to a 365-day holiday spot for domestic tourists as well, the
rising numbers has certainly put severe pressure on the State's
infrastructure.

It is reported that FC Porto, Portugal and European
champions have signed a deal with Goa Football
Association to help improve Goan football which has
gone into decadence since the 80s. Young Goans and
coaches will be able to attend camps in Porto. Given
the talent we have I hope one day a Goan will be a
member of the Portuguese selection. One remembers the
days of Visitação Lobo, Machado, Nicolau Pereira,
Ramesh Redcar, Bramanada who in my opinion could have
made it to Portuguese league teams.

India lose to Syria in AFC tourney
September 27, 2004 15:54 IST
India threw away a first-half lead and went down 1-2 to Syria in their
opening Group C match in the AFC Youth Football Championship in Kuala
Lumpur, Malaysia.

The Indian under-19 footballers, included in the tournament following the
late withdrawal of Turkmenistan, took the lead at the half hour mark
through striker Vimal Pariyar.

But the Indians failed to make good of the advantage, as defender Safir Al
Atasi equalised for Syria ten minutes into the second half before Abdul Al
Razak Al Housain scored the winner for the 1994 champions in the 77th
minute.

India's best performance in the AFC Youth Championship came three decades
ago, when they shared the title with Iran in Thailand in 1974.

Meanwhile, Uzbekistan hammered lowly-rated Laos 5-2 in another match in
the same group.

The top two teams from each of the four groups advance to knock-out stage,
which will commence with the quarter-finals.

The top four teams in the competition will qualify for the FIFA World
Youth Championship, to be held in the Netherlands next year.

Korea are the defending champions. They beat Japan in the 2002 final in
Qatar.

India rout Pakistan in second Test
Last Updated: September 27, 2004 19:28 IST
India beat Pakistan 4-1 in the second hockey Test to square the four-match
series 1-1 in Quetta on Monday.

India had lost the first match 1-2.
The victory was India first over Pakistan in eight matches.
Penalty-corner ace Sandeep Singh put the Indians two goals up, scoring in
the 13th and 17th minutes before Ignace Tirkey increased the tally in the
33rd minute.

Tushar Khandekar made it 4-0 in the 60th minute before Sohail Abbas
reduced the margin for the Pakistanis a minute from the hooter, scoring
from the team's fifth penalty-corner.

India seemed under a lot of pressure when the match started at the Gen.
Musa Stadium, hosting a major tie after a long time, but they got into a
rhythm as the match progressed.

But more than India's brilliance, it was the waywardness of the Pakistanis
that led to their shock defeat.

The Indians got themselves into a position of strength in the first half
itself when Sandeep Singh scored two goals in a span of three minutes,
both coming from penalty-corners, before Ignace Tirkey hammered home for a
3-0 lead.

Sandeep, who had a tremendous outing in the junior Asia Cup, where he was
the tournament top scorer, brought an end to a lean patch at the highest
level with the twin strikes, outwitting Pakistani goalkeeper Salman Akbar
on both occasions.

The youngster from Haryana, expected to fill in the shoes of expert drag
flicker Jugraj Singh, scored from the first two penalty corners the side
got in the first 17 minutes.

Akbar, who was expecting high flicks from Sandeep on both the occasions,
was foxed when the Indian beat him with clever carpet flicks, much to the
delight of the visitors.

Pakistan looked like staging a fightback briefly when they made some
dangerous moves from both the wings and in the process earned a couple of
penalty-corners in the 23rd and 30th minutes.

But the hosts' hopes of reducing the margin came to naught after
goalkeeper Adrian D'Souza charged out to effect fine saves on both the
occasions -- first from a variation and again from a powerful drag-flick
from Sohail Abbas, the world's second highest goal scorer behind Holland's
Paul Litjens.

The Indians made life difficult for the Pakistanis further when Ignace
scored in the 33rd minute from a fine counter move.

Vivek Gupta's hit into the Pakistan circle was well stopped by Arjun
Halappa, whose reverse pass was used to the maximum effect by Igance, who
unleashed a rasping hit that beat Akbar all ends up.

The proceedings were marked by some end-to-end hockey in the second half
as Pakistan pressed hard to make inroads into the Indian defence.

The visitors suffered a jolt when key midfielder Viren Rasquinha was
temporarily suspended for an infringement in the 55th minute.

However, Pakistan failed to take advantage of a 10-man team even though
they managed to win two penalty-corners. But Dilwar Hussain was unable to
stop Rehan Butt's pushes from the set-pieces.

Young forward Khandekar, who had an outstanding game today, deservedly hit
the last nail in Pakistan's coffin with a goal in the 60th minute to seal
the fate of the match.

Mahatma in South Africa top 10 list
September 28, 2004 10:46 IST
Mahatma Gandhi has been chosen as one of the 'top ten South Africans'
along with former President Nelson Mandela, by the country's national
broadcaster.

In rankings released by the South African Broadcasting Corporation (SABC)
after an national campaign, Gandhi figured in the list of 100 for his
campaign against apartheid. During his stay in South Africa, Gandhi had
organised protest marches against racial discrimination; established the
Phoenix Settlement in Durban to promote his philosophy of satyagraha and
formed the Natal Indian Congress.

Mandela, who was the country's first President after the democratic
elections of 1994, was chosen as the country's number one great South
African in the list.

In addition to Gandhi and Mandela, the others in the top ten bracket are
President Thabo Mbeki, heart surgeon Chris Barnard; former President F W.
de Klerk; former ANC women's leader Winnie Madikizela-Mandela; AIDs
activist Xolani Nkosi Johnson; former white Prime Minister Jan Smuts;
religious leader and activist Archbishop Desmond Tutu; and golfer Gary
Player.

The list of 100 included many anti-apartheid activists as well as
controversial figures such as right-wing leader, Eugene Terblanche; Paul
Kruger; and JB Hertzog.

The rankings were arrived at after an intensive nation-wide campaign by
SABC in which South Africans were asked to nominate their greatest South
Africans of all time by phone, sms or through the SABC 3 website. The
names of more than 2000 candidates from all walks of life were suggested.

LOVE WITHOUT MEASURE!
A heart-warming story tells of a woman who finally decided to ask her boss
for a raise in salary. All day she felt nervous and apprehensive. Late in
the afternoon she summoned the courage to approach her employer. To her
delight, the boss agreed to a raise.

The woman arrived home that evening to a beautiful table set with their best
dishes. Candles were softly glowing. Her husband had come home early and
prepared a festive meal. She wondered if someone from the office had tipped
him off. Or. …. did he just somehow know that she would not get turned
down?

She found him in the kitchen and told him the good news. They embraced and
kissed, then sat down to the wonderful meal.

Next to her plate the woman found a beautifully lettered note. It read:
“Congratulations, darling! I knew you’d get the raise! These things will
tell you how much I love you.”

Following the supper, her husband went into the kitchen to clean up. She
noticed that a second card had fallen from his pocket.

Picking it off the floor, she read: “Don’t worry darling about not getting
the raise! You deserve it anyway! These things will tell you how much I
love you.”

Someone had said that the measure of love is when you love without measure.
What this man feels for his spouse is total acceptance and love, whether she
succeeds or fails. His love celebrates her victories and soothes her
wounds. He stands with her, no matter what life throws in their direction.
He may say that he loves her to death. But he doesn’t. He loves her to
LIFE. For his love nourishes her life like nothing else can.

Let us care and share love with each other!

Gabriel,
Many thanks for your considered response. However, with respect, nay with
very great respect, I want to say that I had been hopeful for a more
persuasive reply, to my specific point as to why it was wrong for the
Indians to invade Goa in 1961 in the quest to get back from the Portuguese,
the previously conquered territory of Goa, when Portugal was not prepared to
return the territory peacefully. To say that it was wrong of India to take
Goa by force in 1961 because of prevailing UN protocols is a pretty
lightweight argument in my view. The relatively new protocols on
decolonisation were not binding at the time. They were purely advisory as I
can tell from my reading of International Relations and Public Affairs, and
even when many years later, such protocols have taken on a firmer nature,
they have not been adhered to in lots of cases--Israel is but one example.
On my point about the need for Portugal to return ill-gotten goods, I was
referring to the land of Goa and its many peoples and everything else
therein which the Portuguese had 'taken' by force.

I have to say that Portugal proved to be totally inflexible about the return
of colonised countries when UN protocols were also 'requiring' the return of
colonised territories. Portugal was thus the prime non-mover on this
critical issue and in drawing upon the absurdity that Goa was part and
parcel of Portugal, it forced the Indians to act for the better on Goa in my
opinion.

I am particularly mindful that around 1961, Portugal was a totally bankrupt
nation, and yet, the Portuguese were kicking Goan ass (as the Americans
would say) in one way, and presenting a thoroughly false ideological picture
of itself to our humble Goans in their hegemonic role in Goa. Please note
that I personally experienced Portuguese brutality and saw plenty of it
exacted on peaceful fellow Goans too. I therefore could not wait a day
longer than 19th December 1961 to truly celebrate the expulsion of the
Portuguese from Goa. But I will add that, had they emulated the British in
India in 1947, an old European ally, they would undoubtedly have gained some
respect from many Goans, including me, to this day. Further, if there were a
plebiscite, I believe that Goa would pretty definitely go for incorporation
into India because of the large Hindu population in Goa and because of
support from many Christian Goans who had infinitely more sense than the
Portuguese ever had over such matters. I would not condone Indian action in
1961 except as a measure of last resort in the circumstances, and pure
exasperation with the recalitrant and obdurate Portuguese.

And now to take our discussion a little further from where we started,
whether the Goans could have obtained and sustained a measure of
'independence' instead of total incorporation following the departure of the
Portuguese, sadly, Portugal had simply blocked all reasoned requests from
the Goans for greater democracy in Goa itself. Instead, they just brutalised
and incarcerated people for seeking their basic human and political rights.
On this point too, I believe that, on the whole, the Christian Goans are an
incredibly divided people for complex reasons which need sociological
analyses. Sadly, as a people, we are largely a collection of rugged
individuals, wherever we are, rather than a cohesive organic community who
might have been able to stand up united, as say, the Singaporeans or some
other small countries. If there is disbelief on this point, we only need to
witness the incessant historical infighting among ourselves, at Goan clubs,
churches, schools and of course on Goanet!! We seem to seek fellow Goans
just to put the boot in, whenever possible, but of course this can change
once we recognise our many shortcomings on this score and start responding,
without being personal, but with civility to fellow Goans, especially when
we disagree with them!

Finally, the only example I received on my second question on what
Portugugal did, if anything, of benefit to Goa, I was told that it had
generated a good sanitation system in Panjim. I was glad to learn about this
and very much hope there will be more examples.

There is no question of apologizing because I did not insult Babu or his
family. On the other hand, impotent messages such as this who bark up the
wrong tree are directly responsible for tragedies that happen in Goa, and
by implication for Babu's death.

It is those whose priorities are skewed up and who keep mum about Govt's actions

I also note that this writer implicites supports the murder of 500 more

Yes, accidents do happen, but when safety norms are not kept, should one
call it an accident or murder?

Tell me: the Upahar theatre tragedy where tons of children died due to fire,
should it be called an accident or murder by negligence? The escalator in
the Delhi International airport in which a kid got crushed, should it be
called an accident or murder by negiligence? The recent incident in Tamil Nadu
where a number of children died due to fire in a school with a thatched roof,
should it be called an accident or murder by negligence?

It is so easy to abdicate responsibility by calling something an accident.
If one drives drunk, he is out to commit murder, not an accident.

What Goa and India needs is proper terminology in the first place!

Mr Phil Lambert:
You should first introduce yourself. Where are you from, which country's

What do you think of people such as Babu? What have you done for them?

If you answer those questions satisfactorily, then I may consider apologizing

On the other hand, if you are one of those NRGs who has abandoned Goa, and
who has been selfishly taking care of yourself only, and then trying to

Hi Bernado,
Thanks for your post addressed to me. You sound so much more rational
when you explain yourself in a short paragraph rather than a one-liner.
As you know, I am comparatively new to cyber-Goa and do not carry the
burden of past information or controversy. I read what I see!

The fact that a scientist (historian) has changed his/her views as new
information is available is commendable and praiseworthy. So personally
I would not hold that against the historian. Or was the posts one Goan
against another Goan? The present series of FACTUAL write-ups on Goan
history pre-1961 and the role of Goans in that period are to me very
refreshing. If you (or anyone) have any more specifics to add, you are
welcome to add your research (not one liner). This especially applies to
references I often see of Goans with big titles and / or 'elected' to
Portuguese parliament like Dr. Froilano de Melo and others. However my
impression is there were never any elections held in Goa. So you see I
stand to be enlightened and corrected.

It is my understanding that Dr. De Melo rubbed Salazar et al the wrong
way for seeking greater civil rights for Goans and its independence. So
perhaps Dr. De Melo was 'eliminated' from Goa by advancing/ appointing
him to parliament in Lisbon as Goa's representative. Then he was likely
further 'promoted' to exile in Brazil in 1951. This is the price of
being colonized. It is interesting that the same group of Luso-Goans
that admire and hail Dr. De Melo ALSO admire and hail 20th century
Portugal and Salazar.

If GoaNetters are reading this and are confused, please join the crowd!
Ami Goenkars murree!!! :=))

Oscar Noronha puzzles me. He denigrates the historian for his
anti-Portuguese bias. But if my memory serves me right, his stand (from
his posts) was and continues to be supportive of the actions of Nehru in
1961. Also Oscar denounces the Portuguese regime for the suffering of
Goans pre-1961. So is Oscar being, "If I cannot do it (research and
present Goan history) I will make sure another Goan will not do it
either"?

I am still waiting to see all (and your) responses to Helga.
Regards

These guys should have done more thorough testing using simulation software - to see
how well the vehicle would handle various parameters such as the safety systems (if
any), braking systems, power systems, speeds, angle of banking, distribution of
weights ... you name it. I would be surprised to hear if they ever put this design
through a wind tunnel or checked the effects of storms, winds, heavy downpours to see
how well it can tolerate the elements.

>From what I saw in Clinton's pictures, it didn't appear, the vehicle had any
>emergency escape system. What would happen, if the thing caught huge fire with 200
>people on board? Would everybody on board get roasted alive? Shouldn't it have some
>kind of emergency escape system?

A few years back, I was involved in designing and developing a new system to control
train traffic for a certain railroad company on the east coast. The software that
makes the decisions on putting different trains on various tracks had to be full proof
to avoid collisions. Only people who do this kind of stuff would understand, how much
planning and testing one has to do to avoid jeopardizing lives.

This testing in Goa, should have occured in the design room itself, even before
cutting the first metal sheet to build the vehicle. Had they done that, the flaw in
the design would have come to light.

In the west, they care for life more ...

I don't remember much about you Samir, but I think you returned back to India from the
US after finishing your studies (possibly computer software), right?

Jim.

As a member of one of the bands that provided a band showcasing - I have to
admit that I am disappointed in the bands not being recognized in the Goanet
"the full story of Viva Goa 2004" report. We played energetic 1 hour sets
for free with not even water being offered in a stifling room. Perhaps the
organizers "forgot" - I would not like to think that it was a deliberate
attempt to side-step our efforts.

Can someone clarify the official response from the Viva Goa organizers ?
