In October 2005, a new managing committee was in place: Fr Lawrie Ferrao
SJ (president), Warren Valadares (vice president), MelvRodricks (hon
secretary), Mario Dias (joint hon secretary), Walwyn D'Souza (hon
treasurer), Melville Ferns (jt hon treasurer). Dass Joseph, Stanislaus
Lewis, Salim Shah, Denzil Rego and Charles Dias (members).

Some initiatives include assisting the ALMs (which is slowly but
steadily growing in stature in the suburbs), helping the Talasari
schools, reaching out and expanding the membership of the association,
career guidance for the school boys (including aptitude tests), and
instituting scholarships in the names of Fr Edmund Carrasco SJ, Daphne
Gabriel, John Neef, William D'Souza. Some alumni who passed away
recently include Rocque Pereira and Capt Collin D'Cruz. Also remembered
are beloved former teachers Master Willie D'Souza and Master Mohanlal
Dutt (Hindi), according to a recent report.

N Carneiro Alphonso has a recent update (The Examiner, Sept 10, 2005) on
the Newman Choir, founded by the late Fr J B Fernandes, after the 38th
International Eucharistic Congress in 1964 from amongst the members of
massed choirs.

Norma writes: When he retired in 1986, it ceased to exist. However, to
continue his good work of propagating sacred music, in 1999, his friends
and former choir members founded the Fr J B Fernandes Sacred Music
Foundation that presented many choral programmes in churches [in Mumbai]
by several other choirs from June 2001.

We're told that the Fr JB's own Newman Choir was revived the next year
and since then, under the baton of Dr Rohan D'Souza, it has very
successfully given concerts at the Tata Theatre and St Andrew's
Auditorium in Bandra, besides Lenten programmes in churches and it has
now established itself as a major choral ensemble in the music life of
our city [Mumbai], which has its distinctive identity of presenting only
sacred music. 

Currently, the choir consists of 80 members of all ages and includes
professionals and students. They meet every Sunday evening for
rehearsal. Thanks for the update!

Having said that, I'd like to refer you to How a Chief/Prime Minister is 
chosen in a Westminister type of Democracy.


Since you are in the know, would you please advise:

1. How Dayanand Bandodkar was chosen as leader/CM of the MGParty/Goa?

2. How did Manohar Parrikar become CM?

3. How did Vajpayee become PM (though it might be argued that LK Advani may 
have been the Cheney behind the throne.


I ask because you appear to be targeting the non-BJP Congress Party.

4. Is it not a fact that neither the Goa Congress nor the Goa BJP can make 
electoral decisions without the centre saying Accha OK?


5. Do you truly believe that Goans have a real say in what happens to their 
land? If so, would you please enlighten us (me at least) WHO owns Dabolim 
...and on What basis + WHO (which cabal) handed Anjediva over to the Indian 
Navy - and IF they consulted anybody about it? (I certainly do NOT remember 
the hand-over being part of any political party's election platform, Do 
You?)


And yet, Mr. Menezes, you appear to be taking a selective leg-glance at only 
non(i.e. anti)BJP parties. Here are some queries which I would wish to add. 
Please fell free to respond to them at your leisure.


6. How do you know that a Congress cabal is calling the shots? Are you  
privy to this cabal ? If so, would you please tell us WHO comprise the 
cabal?


7. Is it possible that this cabal has paid off the Salcete MLAs with 
ministerial jobs or funds?


8. Do you believe that there was some Quid pro Quo which held the BJP in 
power in Goa?


9. If this is so, would you say that it is Democracy that is operating in 
Goa, and not a Cabalocracy?


10. Finally, having taken the sum total of Dabolim, Anjediva, Cabal and the 
sorry state of the Infrastructure in Goa (despite the billions which Goa has 
earned) would you still call this Liberation ?

Finally, Goanet has some astonishing material about growth in the Indian
aviation sector. This is set to grow by a mind-boggling 20% in the very near
future.

We need to dig down from the macro level to the micro level -- of Dabolim.
What have the growth rates been at Dabolim these past few years, for
domestic traffic, international traffic AND  charter traffic? Is a 20%
compound annual growth rate feasible at Dabolim for the next few years?  Or
will it be attenuated (as seems more likely) because of the stringent
military restrictions operating there? Will Goa fall back in the Indian
aviation sweepstakes due to Naval intransigence? These are some of the micro
level questions triggered by the report of macro level growth projections in
air traffic.

Tragedies are unavoidable and often an act of nature.  However as society 
progresses, we have been able to eliminate or mitigate many tragedies. Society 
has made this progress  through knowledge  and information, even forecasting 
tragedies like Katrina.  

Of course not all of us are knowledgeable of every useful / necessary things in 
life.  So all of us make stupid mistakes.  We hope these mistakes are minor.  
And as intelligent persons we learn from someone else's mistake rather than our 
own. Yet some never learn, even from their own mistakes.

I made a mistake about twenty-five years ago when I first learnt to drive.  
Through ignorance and oversight I did not get an oil change on my car for a 
long time. I ended up ruining the car's engine.  Now, I change the oil every 
3,000 miles and my Toyotas run for 200,000 to 300,000 miles with the standard 
maintainance practices.

The greatest tragedy is when we pay with our lives for our mistakes and / or 
ignorance.  In the last few years, I had three close male relatives die at ages 
50-60 from preventable or easily curable cancer (if detected early). 
Information and the application of the information is the secret to life and 
success.  Educating ourselves and our relatives, repeatedly if necessary, is 
better than crying at their funerals.  Aum soglem zano murree and tum maka 
sangi naka attitude will not get us long-tern luck and good fortune.

Hello Fred,

Don't know about the Police celebrating festivals, but Amchea Mapxeam, it's
the Mapuca Merchants who celebrate these festivals and in grand style. One
must know that most of the merchants in Mapuca are Hindus, and some are
Muslims, and Christians, but yet, all join in these occasions and create th=
e
festive atmosphere. With Christmas carols blaring loudly, and a wonderful
crib a huge one for that, and everyday programs in the evening.

Here are some specific examples that George would like
ignored:

Example 1:
The Guardian found itself red-faced by what became
known as Sassygate: As exposed by blogger Scott
Burgess, the Manchester-based paper hired trainee
journalist Dilpazier Aslam, whose coverage of July's
London terror attacks included a commentary
sympathizing with the bombers. It turned out that
Aslam was a member of Hizb Ut Tahrir, an Islamist
organization which calls for the destruction of Israel
and the rule of a world-wide caliphate. When the dust
settled, Aslam was fired and the paper's executive
editor for news, Albert Scardino resigned. Aslam is
now suing The Guardian for racial and religious
discrimination. 

Example 2:
The February assassination of former Lebanese Prime
Minister Rafik Hariri shocked even the most cynical
Mideast experts. Syrian propaganda, predictably
blaming Israel, was echoed by the North American
syndicated columnist Eric Margolis. Ironically, the
same week that the Mehlis report to the UN on Hariri's
murder was released, Margolis gave a soapbox to
unsubstantiated claims that Israel had a hand in the
1988 plane crash that killed Pakistani dictator Zia
Ul-Haq.

Example 3:
When terrorists linked to Al-Qaida struck the London
transportation system in July, many thought the BBC
would finally use the word terror to describe the
wanton attacks on civilians. To their credit, a small
handful of initial reports did. But appearances of the
t-word in initial coverage were soon removed from
the BBC's web site (but not before Tom Gross
documented the inconsistencies). Yet Roger Mosey, the
head of 
BBC's television news, contradicted BBC policy when he
wrote in The Guardian that there was no ban in the
first place!

Roger Mosey, Then there has been a controversy about
our use of language - particularly the question of
whether the BBC banned the word terrorist. There is
no ban. It's true the word is contentious in some
contexts on our international services, hence the
recommendation that it be employed with care. But we
have used and will continue to use the words terror,
terrorism and terrorist - as we did in all our
flagship bulletins from 
Thursday.

Not surprisingly, subsequent coverage of the London
bombings and their aftermath remained terror free.
At the end of the year, however, The Guardian reported
that BBC journalists received new guidance
discouraging-but not banning-the t-word. Time will
tell if this will have a positive impact in 2006.

Jaipur airport to be international: cabinet 
29 Dec 2005 - UNI

New Delhi: The union cabinet today approved declaration of the existing
airport at Jaipur as an international one.

This will offer improved connectivity and wider choice of services at
competitive rates to air travelers, said finance minister P Chidambaram
after the cabinet meeting.

The move will result in boosting international tourism and economic
development of the region, he said. It will also open up the pink city
to global chartered flights. 

Jaipur airport doubles up as an alternative landing site every winter
for most Delhi-bound international flights that are diverted due to
thick fog. 
The airport will be upgraded to handle planes like the Boeing 747 and
adequate customs and immigration counters. 

An airport should have a minimum runway length of 11,000 to 12,000 feet,
and be capable of 24-hour operations with adequate approach lighting, to
be declared an international airport. 

Jaipur will be 15th international airport after Srinagar and Pune were
accorded the status recently in line with the demand from overseas
visitors.

It was a treat to listen to William Dalrymple on the
28thDec at Literati, the bookshop at Candolim. He read
from his books City of Djinns,Age of Kali,White
Mughals, In Xanadu and From the Holy Mountain. He
captures underlying feelings and happenings and
outlines characters quite capably. Reading with his
trademark lisp, he regaled the audience seated outside
the Literati verandah, building emotion through his
storytelling.

The questions that followed were interesting too.A
lady mused over the fact that we all guffawed at the
Punjabi taxidriver's mannerisms and the Indian
policeman's accented English in WD's books, but were
quite forgiving of Dalrymple's bad pronunciation of
'Poonjabi','M'rutti','K-shatriya', etc. VM de Malar
inquired whether the author would delve into Goa as
potential book matter. 

I spotted the great Gerson da Cunha,Isabel Vaz and
Margaret Mascarenhas,among those present. Also spotted
Cecil 'Grouchy' Pinto grumbling that there was no caju
feni on sale. But the wine was good. Divya, the
hardworking proprietor of Literati is building up the
place and ambience quite well.Keep it up!

GOANETTERS MEET - It was great meeting with some
Goanet regulars with Frederick.At the end of the meet,
it was the warning from Gerson da Cunha that struck me
as grim and important. He said we Goans are fighting
on a lot of fronts, but it is Land Use that is most
important.If Land Use is botched, we are in deep
trouble with no way of turning back. True, so
tragically true. I hope Gerson , with his experience
at AGNI will be in Goa for longer periods, guiding us
as the Moses-like figure that he strikes. Great man.

 Thanks for everything, Frederick and the team behind
Goanet. A Happy New Year to you and all Goanetters,
may we achieve all our dreams for 2006.

her operation done and is waiting for the pathology report that all is well.

Hello Goanetters,

With lots being said on the subject Uncle and Aunty, I too would like to add
something.

During the days of yore, it was a norm to call someone elder either as Mana,
Irmaum, Uncle, Aunty, Papai, Mamaim, etc, etc. and in many cases its still
practiced. Especially by those who used to do it earlier, and has inculcated
this habit in their young ones and so on.

Elders used to demand of the youngsters to be called so, and hence the
practice stayed. Maka nanvan ulo korta? Konnacho re cheddo tum? Main Pain
dek shinkonk nam? Etc etc. Hence the practice stayed for a long time. During
those days children really respected their elders not like now a days where
they might insult an elder trying to correct them.

As the years progressed, and with the coming of Cinema, Television, people
started observing the behavior of children with grownups in other countries,
where it’s a rare practice to call someone Uncle, Aunty etc, where even very
young tots will use Mr. So and so or Mrs so and so. Sometimes children even
call their step parent by name. And this habit started catching up. Hence we
find it annoying when some stranger calls us Uncle or Aunty or whatever.

The very people, who I grew up calling Aunty, Uncle, now I call them by name
and they don’t object May be they too find it odd being called so,
especially, with all foreign trips.

Remember King Charles the Second, who married the Portuguese Princess
Catherine of Braganca  and received Bombay as dowry ?

It is to be noted  that Salcete is the Uttar Pradesh of Goa .  UP 
with its large chunk of 85 MPs  was the home of the following Prime
Ministers:
Jawaharlal Nehru, Mrs. Indira Gandhi, Rajiv Gandhi, Atal Behari

Aviation takes off, but may hit air-pockets

The boom in domestic traffic, however, brought to the fore the crumbling
airport infrastructure in the country. The situation aggravated as traffic
congestion coupled with delayed flights and take-offs, became a routine
affair. Average delay of incoming flights at metro airports was as high as
25 minutes during peak hours with about a dozen arrivals flying an hour
late. 

According to industry observers, the frenetic growth of low cost airline in
the domestic sector is likely to continue unabated in 2006. While industry
pundits project a long term growth of 5% on both the domestic and the
international sector, **the civil aviation ministry expects a compounded
annual passenger growth of 20% in the next five years.**

Mopa plans may be based on the 5% rate of growth over a 25-35 year period.
What happens if Dabolim experiences the 20% growth rate projected by the
Civil Aviation Ministry over the next 5 years?

In yesterday's TOI there was a report about the effect of fog on increasing
air traffic. One CEO was quoted as saying his Delhi-Goa Sahara flight was
delayed by 9 hours on Christmas Eve. All my plans to celebrate Christmas
went haywire.

HERALD had absolutely no reports about the effect of congestion at Dabolim
(nor Goanet for that matter!). Are we to assume that all is fine at
Dabolim -- or that we should be thankful for small mercies?! Bah!

Sporting prevails over Salgaocar, gains full points 
28 Dec 2005 - UNI  

Margao: A 69th minute goal by Alvito Rodrigues enabled Super cup
champions Sporting club de Goa edge out Salgaocar Sports club 1-0 and
earned full points in the Hutch Goa professional Football league
championship match being played here at Nehru Stadium Fatorda today.

With this win, Sporting increased their point tally to 17 points from 10
outings, while Salgaocar remained on the same 15 points.

In a lackluster first half, not a single good move was witnessed as the
play was restricted to mid-field for most part of the first session.
The match came to life only in the second half when Sporting scored the
all important goal through Alvito Rodrigues following a flag kick taken
by Wilton Gomes.

Sporting who had an upper hand in the second half could have won by a
bigger margin had they utilised the couple of good chances before them
first in the 48th minute when Wilton Gomes unleashed a power packed shot
which was beautifully punched over by Salgaocar goalkeeper Juje Siddi.
Then in the 60th minute Adebayo Adewasi missed the target by inches
following a flag kick by Nicholas Rodrigues.

Sporting's Adebayo today received the Timex man of the match award.

The government is all set to launch a national policy on adventure
tourism 
States like Jammu and Kashmir, Uttaranchal, Sikkim and Himachal Pradesh,
already considered adventure destinations, are likely to get special
attention soon.

We want do develop selective places first, stressing on sustainability
and capacity. Tourists should bring in more than they take away from the
destination, says Amitabh Kant, Joint Secretary, Tourism Ministry.

Safety norms
Another key area that will be looked at is safety. International safety
norms that are acceptable for these sports will be made mandatory in the
country. 

The ministry will ensure that no environmental norms are violated by
developing adventure sport resorts. And it will try to make the resorts
affordable for ordinary Indians and get in more foreign tourists.
Talks are on with the finance ministry to reduce the service tax for
tourist operators that deal with adventure sport. 

The ministry is also looking at allowing the use of GPS systems and
satellite phones to make remote areas more accessible. In the long run,
these places can then be developed as ski resorts. 

Big leap
Those associated with the industry see it as a big leap forward,
specially towards putting an end to untrained tour operators.  Safety
of tourists is the biggest concern. We hope these guidelines will lay
down uniform safety measures through out the country, says Mandeep
Singh, Vice President, AITOA.

Guidelines of the new policy will be out in a month and it is expected
that the industry will grow at a rate of 35 to 40 per cent over the next
five years.  An aggressive 'Incredible India' campaign has made Indian
tourism grow by 25 per cent over the last one year. 

It has also pushed the ministry to look at more areas to explore with
adventure tourism being the latest. And it seems this is another step
forward towards extending India's October-March tourist season to all
year round.

GOACAN to observe Road Safety Week
with Consumer Interaction Meetings

Over the years the number of accidents reported in Goa
have been on the increase with over 300 deaths occurring
on the roads on an annual basis,nearly a double of which
results in serious injuries and permanent disabilities.

In the saga where in the driver, the passenger and the pedestrian
are major players, there are many factors that can be identified
as the causes for these accidents that occur on our State and
National Highways.

There have been efforts from various agencies to engage this
burning issue through traffic education, strict vigilance with penalties,
road engineering and the introduction of new procedures like the
compulsory use of helmets by riders of two wheelers.

What is the role of the Consumer as a stakeholder in this scenario
wherein transportation and commuting on a daily basis needs to be
comfortable,affordable and safe.

What is the position of the Consumer as driver, passenger and
pedestrian with regards to private and public transport services
whether it is motorcycles,rickshaws, taxis or  buses, or the state
of our bus stands, bus stops,parking  places and the state of
our roads.

Whether it is bus bays, zebra crossings, sign ages, speed limits,
overcrowding,blinding headlights, dangerous parking, the
transportation of hazardous goods or blaring horns, all these
issues affect the Consumer on a daily basis.

The voice of the Goan Consumer needs to be heard and they need
to speak out in a proactive way on road safety issues.  There is an
urgent need for them to get into a constructive dialogue with the
concerned authorities so as to evolve an effective grievance
redressal mechanism. Moreover the Consumer needs to actively
participate in identifying solutions to curb the accident rate
and evolving traffic management plans at the local level in Goa.

In this background GOACAN (Goa Civic and Consumer Action Network)
is observing the Road Safety Week 2006 2nd to 8th January by
co-ordinating four Consumer Interaction Meetings on issues of
Road Safety  Traffic Management in collaboration with the
village Consumer Forums and the Directorate of Transport.

On Wednesday 4th January, the program will be organised by
Majorda-Utorda-Calata Residents and Consumer Forum,
at 3.30 p.m at the  A.A.de MUC Hall, Majorda. On Friday 6th January,
by Calangute Residents and Consumer Forum at 3.30 p.m at
Little Flower High School Hall, Calangute.

On Saturday 7th January by Chorao Civic and Consumer Forum
at 3.30 pm, at St. Bartholomews High School Hall, Chorao and
on Sunday 8th January  by Cuncolim Civic and Consumer Forum
at Maria Bambina High School Hall, Cuncolim.

There will be a demonstration at these meetings by the Traffic Police
on the use of the Interceptor and the Alcometer so as to create an
awareness and a consumer-friendly approach to the use of such
technology.

Senior officials of the Directorate of Transport, Traffic Police, PWD,
Kadamba Transport Corporation, Directorate of Panchayats,
Department of Tourism, River Navigation Department, Directorate
of Municipal Administration and Directorate of Consumer Affairs
will be present at these meetings.

During the Interaction, issues related to Road Safety  Traffic
Management will be presented by Consumers representing
Senior Citizens,School Children, Parents, Women and the Disabled.

This will be followed by a response from various officials from the
participating Departments and a Question  Answer session for
those in the audience.

The Interaction Meetings will end with a summing up of action points
to be taken up during the Year of Traffic Management for the Consumer
to be observed by GOACAN from June 2006.

Krishnarao Rane is a Kashe of Sattari, Freedom fighter against the
colonial rule, former Sarpanch of Honda, election agent of Pratapsingh Raoji
Rane for Poriem constituency and  Customs detainee in the smuggling case. He
became the  opponent of Pratapsingh Rane [1994? assembly elections] and this
may have political fallout.

Trouble has been brewing for some time in the Village Panchayat of Honda.
The stone crushers and the mining for the basalt in the hills around Guleli,
Saleli and Morlem have destroyed cashew plantations on which depends the
livelihood of the locals---nut collection and sale, feni distillation and
employment in cashewnut shelling units. For the benefit of a few, the
prosperity of many was compromised. Not that anyone should condone violence,
but this was in the coming.

Dec 28 . Irate crowd went berserk today at Guleli, Sattari killing
oneand seriously injuring over 30 policemen including senior police
offers.

The people were expressing their anger over the pollution created by
number of stone crushers operating in their village by Krishnarao Rane.
Today villagers ran out of patience and attacked Krishnarao Rane's
sonPrithviraj Rane (35) with rods and stones killing him on the spot.

However, when the police team led by Supdt of Police Mr. D K Sawant went to
the scene to
arrest the culprits, the mob attacked them with stones forcing the
police to fire in the air. Thirty police constables including one lady
police constable, SP Sawant, DySP Tari, PI Monsarrate were badly
injuredin the stone pelting. All were admitted in GMC. Some locals also
injured in the incident.

Billed as a global brand ambassador, it is turning out to be a major
egg-in-the-face. The CBI has started probing largescale
misappropriation of funds for the International Film Festival of India
(IFFI), 2004, held in Goa following a request by the state government.

The resort had been made a permanent IFFI venue to promote the event on
the lines of the Cannes Film Festival. The state government had written
to the Centre saying it suspected financial irregularity and procedural
lapses in organizing the festival.  The state had a BJP-led government
at that time. The ministry of personnel had referred it to the CBI,
which is investigating it.  Sources said the initial probe revealed that
committees and panels involved in the talks acted beyond their scope,
resulting in financial irregularities.

The figure, cite sources, could be to the tune of several crores and
they are still trying to figure out the amount. The probe also revealed
that bulk of the embezzlement took place between May 2004 and March
2005.

The then state government had formed the Entertainment Society of Goa to
monitor preparations for the festivals. The CBI teams are monitoring
inspection reports and society accounts.  Besides the state government,
the Union Information and Broadcasting Ministry and the Planning
Commission had also allocated additional funds for IFFI.

Sources said the CBI was going through the accountants' general draft
review report highlighting several financial lapses in IFFI, 2004. It
was only after the accountant-general highlighted the irregularities
that the state government became alert and decided to hand it over to
the CBI, a source said.

Goa govt firm cracks whip on loan defaulters

The Economic Development Corporation Ltd (EDC), has cracked the whip
on loan defaulting companies and is also in the process of attaching
those units.

The decision comes in the wake of the state government's disapproval
of the continuation of the One Time Settlement scheme.

The corporation is a financial and investment institution, which
extends financial assistance to industries in the tourist centric
state.

Two hotels, Prakash Heritage and Hotel President, in Ponda—about 30 km
away from the capital city—have been shut down by EDC for loan default
to the tune of Rs 3.5 crore.

The EDC also filed an FIR at the Panaji police station against a
Panaji-based cable operator, Madkaikar Vision for selling the
machineries financed by the EDC and thereby cheating the corporation
to a tune of Rs 3 lakh.
